Identify skills at the level of real tasks, not broad job titles. Start with a specific site or transport mode, document which activities are being automated or redesigned, verify emerging requirements with local employers and workers, and compare those requirements with each worker’s demonstrated capability. Then fund accessible, job-linked training and reassess performance.
This approach is more reliable than assigning a single “automation risk” score to warehouse, driving, port, or delivery jobs. The same title can cover very different equipment, software, regulations, and customer demands. A useful assessment therefore connects four things: the changing task, the required proficiency, evidence of local demand, and a realistic route to training.
Why a task-level assessment matters
Automation changes work unevenly. A machine may remove a lifting or scanning step while increasing the need for exception handling, safety decisions, system monitoring, maintenance coordination, or customer communication. Two distribution centers using different warehouse-management systems can need different capabilities even when both employ “warehouse operatives.” A dispatcher using algorithmic routing has a different learning need from a dispatcher who still plans manually.

That wording is important: it does not treat every logistics worker as exposed in the same way. The U.S. Government Accountability Office (GAO) similarly reports that available data do not explicitly identify individual workers at risk, so a job title or industry label cannot substitute for examining actual duties.

Use forecasts as prompts for investigation, not as individual verdicts. EU transport material names drivers, manual operators, and logistics-centre staff among roles likely to change, while logistics managers, terminal operators, dispatchers, and specialists in artificial intelligence, digital transformation, data, security, and cybersecurity may become more relevant. Those are examples from European transport research, not guaranteed outcomes in every labor market.
What evidence says about automation exposure
The Commission’s 2024 recommendation describes approximately 10 million people—5.2% of the total workforce—in EU-27 transport and storage services, including postal and courier activities. The figure is an EU sector measure, not a count of workers who will lose jobs. The same document cites wide ranges across more industrialised countries: 5.7% to 50% of low-skilled transport jobs and 7% to 23% of middle-skilled jobs were estimated to have high automation exposure in the underlying analysis. Such ranges demonstrate variation between places and occupations; they are not probabilities for an individual worker, company, or warehouse.
No current, comparable global estimate establishes how many logistics jobs will be automated. Data definitions, technology adoption, regulation, and labor-market conditions differ. A sound skills plan therefore records what is changing locally and updates the assessment as equipment, software, or operating procedures change.

A repeatable six-step skills-gap process
1. Define the scope precisely
Write down the site or route, transport mode, job family, shift pattern, and tasks under review. Examples include warehouse picking, inventory control, transport dispatch, cargo handling, fleet operations, or last-mile delivery. Include the technology version and operating constraints when they affect work: automated storage and retrieval equipment, handheld terminals, route-optimization software, telematics, robotic pallet movement, or electronic documentation.
Set a practical boundary. A project might cover “night-shift picking and replenishment in the north warehouse” rather than “all warehouse jobs.” For a transport operator, it might cover “dispatchers handling temperature-controlled loads” rather than every dispatcher. The narrower scope makes observations, training choices, and outcome measures usable.
2. Document what is changing
For each task, record whether it is being automated, digitised, supported by AI, or redesigned. Note what the system does and what remains a human responsibility. Ask:
- Which physical actions, data-entry steps, or routing decisions are removed or assisted?
- Which exceptions require a person to diagnose a problem, override a recommendation, or escalate it?
- Who remains accountable for safety, quality, legal compliance, and customer commitments?
- What new interfaces, alerts, data checks, or maintenance hand-offs appear?
- Does the change alter the pace, sequence, or coordination of work across shifts and transport modes?
Observe work before and after a change where possible. A process map that shows only the automated step will miss the human work around it: preparing data, checking a sensor, clearing a jam, reconciling stock, or explaining a delay.

The UK Department for Transport’s Future skills needs across the transport sector assessment (24 September 2024) calls for better sector-level workforce and skills data, more apprenticeships, collaboration between transport modes, and investment in digital and green skills. Those recommendations support a local evidence-gathering plan, but UK findings should not be presented as a universal forecast.
Look for repeated signals. A single vacancy mentioning a software package is weak evidence; the same requirement in several local employers’ vacancies, training requests, and operating plans is stronger. Record the date, geography, employer type, and proficiency implied by each source.
4. Map skills to tasks and proficiency
Separate technical capabilities from general capabilities, and define the level needed. “Uses warehouse automation” could mean following a guided picking workflow, configuring a system, writing code, evaluating performance, or setting a long-term automation strategy. These are different learning objectives.
The official Saudi Logistics Services and Transportation Sector Skills Dictionary (2025) provides a useful model. It defines warehouse automation application as using computer software and/or automated equipment to improve warehouse efficiency and maps expectations from basic application through design or coding, implementation, evaluation, and strategic development. The framework is specific to Saudi Arabia; use its proficiency logic as a template, not as a globally binding standard.
A practical skill statement should contain an observable action, conditions, and a standard. For example: “At the operational level, use the warehouse-management interface to release a wave, identify an exception, follow the safety procedure, and record the resolution without corrupting inventory data.” This is more assessable than “be digital.”
5. Compare current capability with the future requirement
Use job-relevant evidence. Depending on the role, this can include a supervised demonstration, a simulated exception, structured observation, a work sample, a portfolio of completed tasks, or a recognized competency framework. A structured self-assessment can identify confidence and prior learning, but it should be checked against performance and supervisor evidence.
Do not assume one universal testing instrument. The cited policy recommendations call for worker-specific assessment but do not prescribe a single examination. Explain the assessment purpose, protect personal data, and allow workers to show equivalent experience gained in another mode or industry.

Record capability by skill and level rather than producing one pass-or-fail label. Someone may be highly competent at safe materials handling, comfortable with handheld scanning, and new to interpreting an automated system’s exception queue. That profile points to a smaller, more useful learning plan than a blanket “needs reskilling” decision.

6. Prioritize gaps, train, and reassess
Rank each gap using five questions:
- Operational need: Will closing it improve a task that is changing now or within the planning horizon?
- Safety and compliance: Could the gap create injury, product, security, or regulatory risk?
- Local demand: Do employers or workforce plans show a real requirement?
- Feasibility: Can the worker reach the required level with available time, equipment, language support, and instruction?
- Existing strengths: Which experience can shorten the learning path?
Deliver training tied to the target task or next role, then reassess the same performance. The GAO’s Workforce Automation: Insights into Skills and Training Programs for Impacted Workers report (14 June 2022) warns that programs can overemphasize interviewing and resume writing instead of the capabilities needed to perform the next job. Job-search support can help, but it should not displace practical instruction.
Skills to investigate—rather than a universal checklist
The following domains are evidence-based starting points. Select only those connected to the scoped tasks and local demand.
| Skill domain | What to investigate | How to set the level | Context and evidence |
|---|---|---|---|
| Digital and information systems | Using warehouse, transport, inventory, telematics, or documentation systems; checking data quality; interpreting alerts and dashboards. | Basic navigation, accurate operational use, troubleshooting, configuration, or system ownership. | IT and information systems are identified as sought-after logistics capabilities in the European Labour Authority’s sector analysis. |
| Automation and equipment | Operating automated equipment safely, responding to exceptions, coordinating maintenance, and understanding the effect of settings on throughput and stock accuracy. | Application, design or coding, implementation, evaluation, or strategic development. | The Saudi skills dictionary defines warehouse automation application and maps these proficiency stages; its national context matters. |
| Materials handling, quality, and safety | Using handling equipment, inspecting loads, following safe systems of work, and preventing or investigating quality failures. | Follow a procedure, recognize a hazard, diagnose a deviation, or lead continuous improvement. | Materials handling and quality and safety at work appear in the European sector analysis. |
| Environmental and green-transition knowledge | Reducing energy, fuel, packaging, and empty movements; handling new fuels or equipment; meeting environmental reporting requirements. | Comply with site controls, measure impacts, improve a process, or advise on implementation. | Environmental knowledge is highlighted in the European analysis; UK transport guidance calls for green as well as digital skills. |
| Communication, problem solving, and teamwork | Coordinate with drivers, control rooms, maintenance, customers, and other shifts; explain an exception clearly; make a safe decision. | Carry out routine coordination, handle unfamiliar cases, or lead cross-functional resolution. | The Saudi dictionary includes these general skills across sectors. |
| Active learning and critical thinking | Learn new interfaces, question anomalous recommendations, compare evidence, and adapt when a process changes. | Follow guided learning, independently diagnose a case, or evaluate competing options. | GAO identifies active learning and critical thinking as process skills associated with in-demand work. |
| Specialist digital roles | AI, digital transformation, big data, security, and cybersecurity. | Role-specific analysis, engineering, governance, or leadership. | EU transport material expects these areas to become more relevant, but they are not requirements for every frontline worker. |
The European Labour Authority’s Sector analysis on warehousing and support activities for transportation (2025) is useful for identifying sector themes, while local evidence determines whether a particular employer needs them and at what level.

An illustrative task-to-skill matrix
Use a matrix to make assumptions visible. The entries below are an illustration of the format, not a forecast or a mandated curriculum. Replace them with observed tasks, local systems, and employer requirements.
| Task under review | Possible change | Capability to verify | Evidence to collect |
|---|---|---|---|
| Warehouse picking | Goods-to-person equipment or guided workflows reduce walking and manual searching. | Safe equipment operation, interface use, exception reporting, stock accuracy. | Observed pick, simulated fault, error records, supervisor observation. |
| Inventory control | Automated counts and real-time updates increase the importance of data exceptions. | Reconciliation, root-cause analysis, data-quality checks, escalation. | Sample reconciliation, system log review, explanation of a discrepancy. |
| Transport dispatch | Routing and ETA tools propose plans and flag disruptions. | Interpret recommendations, test constraints, communicate changes, retain accountability. | Scenario exercise using local rules, customer and driver communication sample. |
| Cargo handling | Mechanized or remotely assisted handling changes sequencing and exclusion zones. | Equipment and safety controls, load-quality checks, coordination with terminal systems. | Practical demonstration, safety observation, incident-prevention discussion. |
| Fleet operations | Telematics and predictive alerts change inspection and maintenance coordination. | Read alerts, distinguish urgent from routine action, document decisions, protect data. | Alert-triage simulation, maintenance hand-off record, data-security check. |
For each row, add the required proficiency, the current level, the gap, an owner, a target date, and the reassessment method. Keep the matrix live: retire a requirement when a process is removed, and add one when a new system or regulation changes the work.
How to choose training that workers can use
Match the learning method to the task
- Use supervised practice on the actual interface or a faithful simulator for equipment and software skills.
- Use scenario drills for dispatch exceptions, safety decisions, cybersecurity incidents, and customer communication.
- Use short theory modules before practice when workers need terminology, data concepts, or environmental rules.
- Use coached projects for evaluation, process improvement, or cross-mode coordination.
- Use micro-credentials when they describe a real, assessed capability and are recognized by relevant employers.
The Commission recommendation says employers should promote upskilling and reskilling, make relevant measures such as micro-credentials accessible, and motivate workers to participate in training addressing their specific needs. A credential is useful only when its outcomes match the task and the receiving employer understands what it certifies.
Remove access barriers
Offer paid release time or predictable scheduling, multiple delivery times, transport or remote options where practical, language and digital support, and equipment access for people who cannot practise at home. GAO documents barriers such as childcare and recommends improving accessibility and coordinating with other workforce stakeholders. Ask workers what prevents attendance before setting a timetable; otherwise a technically strong course can fail because the intended learners cannot reach it.
Measure transfer, not attendance
Track whether a worker can perform the target task safely and accurately after training. Useful measures include first-time-right rate, exception-resolution time, near-miss trends, inventory accuracy, system-data quality, or successful completion of a supervised scenario. Compare results with the baseline and allow time for normal on-the-job consolidation. Attendance or a certificate alone does not demonstrate readiness.

How workers can use the process
Workers do not need to become programmers to remain valuable in an automated operation. Start by documenting the tasks you already perform well and the systems, equipment, safety procedures, and customer situations you understand. Ask your supervisor which tasks are changing and what proficiency will be required.
- List your current tasks. Include informal responsibilities such as resolving exceptions, training new colleagues, checking quality, or coordinating with drivers.
- Request observable criteria. Ask what a competent operator must be able to do, under which conditions, and how it will be assessed.
- Choose adjacent learning. Build from materials handling, inventory knowledge, route planning, or safety experience into the related digital or analytical task.
- Practise on real scenarios. Keep evidence of completed projects, supervised demonstrations, and improvements you made; protect confidential data.
- Reassess and update your plan. If the system or process changes, revisit the matrix rather than assuming an old certificate covers a new task.
Transfer to another occupation is possible in some cases, but no training plan guarantees a job transition. Confirm vacancies, entry requirements, and recognition of the credential in the local labor market.

Employers
- Involve workers and social partners when mapping tasks; they often know hidden work and safety consequences.
- Publish capability requirements by level instead of vague labels such as “tech savvy.”
- Give current employees a fair chance to train before recruiting externally for every new capability.
- Separate essential safety or compliance skills from longer-term development skills.
- Review the matrix after a technology deployment, incident, regulation change, or major operating-model revision.
Workforce planners and public agencies
- Aggregate employer demand without exposing individual workers to an unsupported risk label.
- Coordinate data definitions across warehousing, road, rail, maritime, aviation, postal, and courier activities.
- Fund assessments and training that reflect local equipment and vacancies, not only broad occupational forecasts.
- Make childcare, transport, scheduling, language, and disability access part of program design.
- Use social-partner and education-provider feedback to update skills intelligence.
Training providers
- State the task, proficiency level, equipment or software assumptions, assessment method, and renewal expectations.
- Offer realistic simulations or employer placements where live equipment is unavailable.
- Teach transferable reasoning—problem solving, communication, teamwork, active learning, and critical thinking—alongside technical steps.
- Report outcomes in terms employers can understand, such as demonstrated competencies, not only hours completed.
Common mistakes and how to correct them
Using one risk score for an entire occupation
Why it fails: It hides differences in tasks, technology adoption, and local demand.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesCorrection: Segment by site, mode, job family, and task; validate with current operating evidence.
Assuming every worker needs coding or AI expertise
Why it fails: Specialist digital roles may grow while frontline roles primarily need safe operation, data interpretation, exception handling, and communication.
Correction: Assign specialist skills only where the task requires them, and define the proficiency level.
Counting software exposure as competence
Why it fails: Logging in does not prove that someone can detect a bad recommendation, protect data, or recover from an exception.
Correction: Test realistic scenarios and observe decisions under normal and abnormal conditions.

Buying a generic course before identifying the gap
Why it fails: Content may be inaccessible, too advanced, or unrelated to the equipment and vacancies that matter.
Correction: Map the task first, then select or commission training with explicit outcomes.
Measuring attendance instead of performance
Why it fails: Completion does not establish safe, accurate transfer to work.
Correction: Reassess the original task using the same observable standard and record improvement.
Ignoring augmentation
Why it fails: A plan focused only on displacement can miss new responsibilities and undermine worker engagement.
Correction: Identify which decisions, coordination, quality, and safety duties remain or become more important.
How to interpret the augmentation claim
In a 24 September 2026 trend announcement, DHL Group reported that technology is increasingly augmenting logistics workers and argued that employers will need investment in skills, training, and employee experience. This is a company research perspective, not proof that augmentation will dominate every operation or preserve every job. It is nevertheless a useful assessment question: which human tasks will technology support, and what new judgment, coordination, or oversight will workers need to perform?

Apply each source within its stated context. The Commission recommendation concerns EU transport occupations and policy. The GAO report covers U.S. automation and workforce training broadly, not logistics-only forecasts. The European Labour Authority analysis synthesizes evidence on European warehousing and transport-support activities. The Saudi dictionary is an official national framework. The UK assessment is UK-specific. DHL’s statement reflects its company trend research in September 2026.
These sources can inform a method, vocabulary, and set of questions. They cannot establish that a particular worker is at risk, that a credential will produce employment, or that one country’s proficiency framework transfers unchanged to another. Local job requirements and observed task performance remain the deciding evidence.
Bottom line
The most defensible way to identify logistics skills for an automated future is a repeating task-to-training loop: define the local work, document the technology change, verify demand, map each capability to a proficiency level, assess workers through job-relevant evidence, prioritize the gaps, provide accessible training, and reassess performance. This method reveals where automation removes tasks, where it augments people, and where new specialist roles are genuinely needed—without turning a broad forecast into an unsupported judgment about an individual.
