The strongest Indian capex stories are not the companies announcing the biggest rupee number. They are the companies that can connect spending to named assets, fund it without excessive financial stress, complete projects on schedule and turn the new capacity into profit and cash flow.

Use a six-part screen: compare current capex with history; test forward guidance against specific projects; classify what the money buys; examine funding and leverage; verify approvals, construction and commissioning; and compare earlier promises with delivered assets, revenue and cash generation. A large target with no project detail or funding capacity is weak evidence.

What a strong capex plan actually means

Capital expenditure (capex) is money spent to acquire, build or substantially improve long-lived assets such as plants, mines, refineries, transmission lines, warehouses, data infrastructure or production equipment. It is different from routine operating expense and from depreciation, which is the accounting charge that spreads an asset’s cost over its useful life.

A strong plan has three layers of evidence. First, the company is committing a material amount relative to its own sales, cash flow and historical investment. Second, management identifies what will be built, where it will be built, how much capacity or productivity it will add and when it should operate. Third, the balance sheet and operating cash flow can support the programme through construction, delays and a weaker cycle.

Capex is therefore a process, not a headline. An announcement can be aspirational; an approved project with land, permits, purchase orders, financing and a commissioning date is progressively more credible. The final test is economic: the completed asset must achieve useful utilisation, acceptable margins and cash returns after maintenance spending and financing costs.

Use the national data as context, not as a stock signal

Company plans should be read against the investment cycle, but aggregate figures do not identify winners. The Ministry of Statistics and Programme Implementation (MoSPI) reported the following survey results:

Measure Reported figure How to use it
Private and other surveyed enterprises’ provisional capex on new assets, 2025–26 ₹11,43,879 crore Provides a baseline for the scale of investment already reported, not a forecast of any individual company.
Reported capex intentions, 2026–27 ₹9,55,281 crore Shows planned spending by survey respondents; compare each company’s intention with its own history and sector capacity.
Enterprises reporting a next-year plan, 2026 4,203 of 5,366, or 78.3% Indicates broad willingness to invest, but says nothing about project quality or returns.
Private-sector capex financed by internal accruals, 2025–26 65.35% Use as a funding benchmark. A company materially below this share may be more exposed to debt or equity-market conditions.
Fixed-panel change from 2024–25 actuals to 2026–27 intentions 1.9% increase across 3,819 enterprises Suggests that headline intentions should not automatically be treated as an acceleration.
Union Budget proposed public capex, FY2026–27 ₹12.2 lakh crore Can support demand for infrastructure, equipment and industrial suppliers, but benefits depend on tenders, execution and payment timing.
Government capital outlay growth 4.2×, from ₹2.63 lakh crore in FY2018 to ₹11.21 lakh crore in FY2026 budget estimates Demonstrates the longer public-investment trend; do not assume every listed company captures it.
Capital-goods output, December 2025 8.1% year on year in the Index of Industrial Production A demand and activity indicator for the equipment cycle, not proof of a particular project’s profitability.

MoSPI says enterprises generally adopt a conservative approach when reporting estimates for a future year. That makes the figures useful for context, but they remain plans. Recheck company guidance against subsequent quarterly results, annual reports and project milestones.

The six-layer screen

1. Measure scale and trajectory

Start with at least five years of actual capex, then add the current-year spend and the next-year target. Look for a coherent trend rather than one exceptional year. Calculate capex-to-sales and capex-to-operating-cash-flow, and compare capex with depreciation. Capex materially above depreciation may indicate expansion, but it can also reflect a catch-up programme, inflation in equipment costs or a large maintenance cycle.

Separate organic investment from acquisitions, investments in subsidiaries and capitalised interest. A company can report a large investment number while adding little physical capacity if much of it is an acquisition or financial investment.

2. Identify exactly what the money buys

Classify each rupee as maintenance or replacement, debottlenecking, new capacity, downstream value addition, logistics, digital infrastructure, energy transition, research or an acquisition. Maintenance capex protects existing earnings; growth capex should create incremental volume, lower unit costs or a new revenue stream. The classification matters because a company with high total capex may not be expanding at all.

Ask for the asset’s location, designed capacity, product mix, expected utilisation, budget and commissioning date. A named project is stronger evidence than a broad statement such as “we will invest in new-age businesses.”

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Test the funding source

Read the cash-flow statement and financing notes. Internal accruals and operating cash flow reduce dependence on refinancing, but they do not guarantee attractive returns. Debt can be sensible for a long-lived regulated asset with contracted cash flows; it is riskier when revenue is cyclical or the project has no firm offtake.

Track free cash flow after capex, not just EBITDA. A company reporting rising EBITDA while operating cash flow is weak may have working-capital demands that compete with construction spending. Note debt maturities, floating-rate exposure, currency of borrowings, covenants, undrawn committed facilities and planned equity issuance.

4. Check balance-sheet tolerance

Use net debt/EBITDA, interest coverage, liquidity and the company’s own leverage ceiling. Stress the ratios for a delay, a 10–20% cost overrun or a fall in commodity prices; the exact stress percentage is your analytical assumption, not a company forecast. A low starting leverage level provides a buffer, but a high-return project can still destroy value if it is financed at an unsustainable cost.

Compare consolidated and standalone numbers. A parent may appear lightly levered while a project subsidiary carries substantial debt, or an apparently self-funded plan may rely on dividends from a highly indebted affiliate.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

5. Verify execution evidence

Move from announcement to evidence in stages: board approval, land acquisition, environmental and construction permits, financial closure, equipment orders, civil works, mechanical completion, commissioning and commercial production. The company should update the budget and date when a milestone slips. Repeatedly moving the completion date without explaining the cause is a warning sign.

6. Link spending to economic payoff

Estimate the output, selling price, cash cost, tax, working capital and sustaining capex needed for the asset. For capacity projects, calculate investment cost per tonne or per unit of output and compare it with peers where the comparison is genuinely like-for-like. For logistics or digital assets, focus on throughput, utilisation and incremental margin. For energy-transition projects, check offtake, policy support, input availability and the path to positive cash flow.

Finally, compare the company’s last guidance with actual spending, completed capacity and revenue. A good track record does not prove the next project will work, but a pattern of under-spending, delays and cost overruns deserves a higher margin of safety.

A repeatable workflow for analysing any company

  1. Collect the baseline. Download the latest annual report, the most recent results presentation and the previous four annual reports. Record actual capex, depreciation, sales, operating cash flow, net debt and share count for each year.
  2. Reconcile definitions. Check whether “capex” means additions to property, plant and equipment, total cash capex, capital work in progress, investments in subsidiaries or a management-defined total. Keep unlike measures separate.
  3. Build the project register. For every material project, record location, product, capacity, announced cost, amount spent, approval status, expected commissioning, funding source and the latest progress update.
  4. Split maintenance from growth. Use segment notes and management commentary to identify replacement and compliance spending. Do not count a refinery turnaround or routine mine-development spend as new growth capacity.
  5. Map the funding. Tie the plan to operating cash flow, cash on hand, asset sales, borrowings, equity or government support. Add debt maturities and interest-rate assumptions to the schedule.
  6. Run a downside case. Model a delay, a cost overrun and lower utilisation. Recalculate net debt/EBITDA, interest coverage and free cash flow after capex under that case.
  7. Check the commercial logic. Identify the customer, offtake or distribution route, expected utilisation and unit economics. A project without a credible route to customers is not validated by its construction budget.
  8. Set review dates. Revisit the register after each results release, budget update and annual report. Mark each project as on time, delayed, repriced, commissioned or cancelled.

Reliance Industries: large scale requires segment-level proof

Reliance reported ₹1,44,271 crore of FY2026 capex and ₹6,48,428 crore over the preceding five years through FY2026. Its disclosure names a 3-million-tonne PTA facility, carbon-fibre capacity and the Jamnagar green-energy manufacturing complex. The headline total should be decomposed by project and business segment. Track construction and commissioning, operating cash generation, leverage and the returns earned by each new platform rather than treating the aggregate as a single investment thesis.

Adani Portfolio: infrastructure concentration and leverage

Adani reported ₹1,52,967 crore of FY2026 capex and described it as the highest annual capex by an Indian corporate, with nearly 80% directed to core infrastructure. It also reported net debt/EBITDA of 3.3×, below its 3.5× guided level. The relevant checks are liquidity, debt-service capacity, refinancing dates, asset commissioning and whether new infrastructure delivers the EBITDA and cash flow assumed in the plan. A ratio below guidance is useful context, not a substitute for project-level verification.

IndianOil: a mixed portfolio needs a maintenance split

IndianOil reported ₹32,405 crore in FY2025–26 and targeted ₹32,700 crore for FY2026–27. Refineries represented 46.8% of the allocation and marketing 34.4%, with the remainder spread across petrochemicals, pipelines, gas, research and development, exploration and joint ventures. City gas, renewables, biofuels and hydrogen-related work add transition exposure. Before judging growth, identify which refinery and marketing spend merely sustains existing operations and which adds throughput, retail capacity or new products. Then test project economics against refining margins, product demand and policy-dependent returns.

Tata Steel: India-focused expansion with a leverage checkpoint

Tata Steel reported ₹14,559 crore of FY2025–26 capex, allocating 60–70% to India, and outlined approximately ₹20,000 crore for FY2026–27, with more than 60% in India and the plan largely supported by internal accruals. Named projects include Kalinganagar, Gamharia, the Ludhiana electric-arc-furnace project and NINL. Net debt/EBITDA was about 2.3× at March 31, 2026. Track steel demand, construction dates, investment cost per tonne, raw-material and power costs, debt and conversion of earnings into cash.

JSW Steel: an approved pipeline is not completed capacity

JSW Steel incurred ₹15,595 crore in FY2025–26 and expected ₹22,000–24,000 crore in FY2026–27 within a ₹1,26,161 crore approved four-to-five-year pipeline. The company disclosed a ₹31,600 crore 5-MTPA Paradip project and a ₹26,000 crore 5-MTPA Vijayanagar expansion. For each project, compare the approved budget with money spent, land and permit status, equipment orders, commissioning dates, raw-material security, downstream products and the funding plan. An approval establishes intent; only construction and production establish delivery.

How to judge the quality of the capex mix

Maintenance and compliance

Replacement equipment, safety upgrades, environmental controls and statutory work preserve the existing business. They can be necessary and value-protecting, but they generally should not be presented as evidence of rapid growth. A company that reports high capex with flat capacity may simply be maintaining an older asset base.

Capacity expansion

New capacity can create operating leverage when demand is strong, yet it increases exposure to overcapacity and price cycles. Verify the commissioning sequence, ramp-up assumptions, customer commitments and the cost of reaching nameplate output.

Productivity and debottlenecking

Automation, process redesign and bottleneck removal may produce returns faster than a greenfield plant because the site and distribution network already exist. The evidence should be a measurable unit-cost reduction, higher throughput or lower downtime, not only a broad efficiency claim.

Downstream value addition and logistics

Downstream plants can reduce exposure to commodity prices by selling processed or branded products. Logistics assets can lower freight costs and improve service. Check whether the company has the customers, distribution and working capital to use the added capability.

Energy transition and new technologies

Renewables, biofuels, hydrogen, carbon materials and related manufacturing can open new markets, but commercial maturity varies. Require a clear customer, technology status, input supply, policy dependence, expected utilisation and path to positive operating cash flow.

Funding and balance-sheet tests

Use a simple bridge from the announced plan to the cash sources available. Start with opening cash, add expected operating cash flow and asset-sale proceeds, subtract maintenance and growth capex, dividends, taxes and debt maturities, then compare the result with minimum liquidity requirements. If the bridge is negative, identify whether the gap is to be filled by new debt, equity or a project-finance structure.

Metric Calculation Interpretation
Capex intensity Capex ÷ sales Shows how large the programme is relative to the operating business; compare across years and similar sectors.
Capex coverage Operating cash flow ÷ capex Below 1 means current operating cash flow does not cover reported spending; investigate working capital and financing.
Free cash flow after capex Operating cash flow − total capex Reveals whether expansion is consuming cash even when EBITDA is rising.
Net debt/EBITDA (Debt − cash) ÷ EBITDA Measures leverage; use the consolidated figure and test a downside case.
Interest coverage EBIT or EBITDA ÷ interest expense Indicates room to absorb higher rates or lower earnings; check the company’s covenant definition.
Investment cost per unit Project cost ÷ incremental designed capacity Useful for comparable plants, provided product, technology, location and scope are similar.

Do not treat internal accrual funding as proof of value creation. It improves resilience, but a self-funded project can still earn less than the company’s cost of capital. Conversely, debt is not automatically bad when cash flows are contracted and the maturity profile matches the asset.

Follow a project from announcement to cash flow

  1. Announcement: record the date, purpose, budget, capacity and expected completion.
  2. Approval: confirm board, government, environmental and land approvals where applicable.
  3. Financial closure: identify committed debt, equity, grants, offtake agreements and remaining funding needs.
  4. Construction: check site preparation, civil works, equipment orders and capital work in progress in the accounts.
  5. Mechanical completion: distinguish installed equipment from a plant that has passed testing.
  6. Commissioning: record the first production date and whether the asset is operating commercially.
  7. Ramp-up: compare actual utilisation, yield, cost and customer volumes with the original case.
  8. Cash conversion: verify incremental revenue, margin, operating cash flow and return on invested capital after working capital and sustaining capex.

When a date or budget changes, preserve the original version in your notes. The size and frequency of revisions reveal execution discipline more clearly than the latest presentation alone.

Annual-report checklist before buying a capex story

  • Accounting policy: read the property, plant and equipment note, capital work-in-progress movement, depreciation policy and capitalised borrowing costs.
  • Segment information: reconcile company-wide capex with segment additions and identify where the money is actually going.
  • Commitments: inspect capital commitments, purchase obligations, guarantees, leases and contingent liabilities.
  • Cash flow: compare additions to fixed assets with cash paid for property, plant and equipment; explain material differences.
  • Debt: list maturity dates, interest rates, secured versus unsecured borrowings, currency exposure and covenant headroom.
  • Related parties and subsidiaries: check loans, guarantees, investments and project-company obligations that may not appear in the parent-only balance sheet.
  • Management discussion: capture project budgets, commissioning dates, utilisation assumptions, customer commitments and explanations for delays.
  • Auditor and regulator observations: investigate qualifications, emphasis-of-matter paragraphs, environmental provisions and unresolved regulatory matters.
  • Share-count risk: include potential equity issuance, convertibles or promoter-level funding in per-share return calculations.
  • Track record: compare the previous year’s stated spend and capacity with the actual figures now reported.

Red flags and what to do next

  • Huge number, vague destination: demand a project register with location, capacity, budget and date; until then, classify the amount as an intention.
  • Capex rises while operating cash flow falls: separate working-capital pressure from project spending and examine new borrowing.
  • Repeated date changes: quantify the delay, cost escalation and lost cash flow; lower the project’s probability of success.
  • Debt grows faster than commissioned assets: test interest coverage, refinancing and covenant headroom under lower utilisation.
  • Capacity announced without customers: look for offtake, order books or distribution evidence and model a slower ramp-up.
  • “Green” label without economics: check technology readiness, policy dependence, input supply, utilisation and cash break-even.
  • Large group-level total: trace spending to the legal entity, subsidiary and segment that will own the asset and service its debt.
  • Promised spend consistently below actual: distinguish prudent phasing from inability to execute; compare both the amount and the delivered capacity.

A practical scorecard

Use a written scorecard so an exciting project does not override a weak balance sheet. Score each category from zero to two: zero means evidence is absent or adverse, one means mixed, and two means well supported. Do not turn the total into an automatic buy or sell signal; use it to identify which assumptions require more work.

Category 0 points 1 point 2 points
Scale and history No reliable trend or unexplained spike Some history but uneven delivery Multi-year, reconciled and material programme
Project specificity No named assets or dates Projects named but approvals or budgets incomplete Named location, capacity, budget, approvals and date
Funding Unfunded or dependent on uncertain issuance Partly funded with refinancing exposure Clear internal cash, committed finance and liquidity buffer
Balance-sheet resilience Stretched leverage or covenant risk Manageable only under the base case Headroom remains under downside assumptions
Execution Repeated delays or cost overruns Construction underway but milestones mixed Permits, orders, construction and commissioning track record are strong
Economic payoff No customer, utilisation or return case Reasonable case but cyclical or policy-dependent Clear demand, unit economics and cash-return pathway
Past accuracy Promises regularly missed Mixed guidance accuracy Earlier guidance broadly converted into assets and cash

How often to refresh the analysis

Update actual capex, cash flow, debt and project milestones after every quarterly results release. Rebuild the full project register when the annual report arrives, because it usually contains the most complete commitments, capital-work-in-progress and subsidiary information. Revisit the downside case after a material change in commodity prices, interest rates, government policy, foreign exchange or project scope.

Keep the original guidance beside the revised guidance. That simple version history lets you distinguish a sensible phased investment from a plan that is repeatedly postponed, repriced or quietly reduced.

Decision rule

Prefer capex plans that are specific, funded, executable and economically measurable. Public-investment tailwinds can improve demand for infrastructure and equipment, but company execution and asset utilisation determine whether shareholders receive value. Treat every management target as a forecast until approvals, construction, commissioning and cash generation verify it.
