A business process is ready for an AI agent when it has a named owner, a measurable business outcome, a workflow that can be mapped end to end, reliable and permitted data access, and controls matched to the agent’s decision rights. Start with the work and its result—not with a demonstration of a model. Establish a baseline, give the agent a bounded role, and run a monitored pilot that can be expanded, redesigned, or stopped based on evidence.
Microsoft and IBM describe these as practical assessment conditions, not a universal readiness score or a guarantee of savings. Their publications are vendor guidance: use them to structure a local decision and validate it in your own process.
What “ready for an AI agent” actually means
An AI agent is software that can interpret information, choose from permitted actions, and use connected systems to pursue a defined outcome. Readiness is therefore a property of the whole workflow, not of one repetitive task. A process may contain human judgment, fixed-rule automation, an agent, and several systems; the question is whether those parts can work together safely and measurably.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsA useful candidate usually has a recurring flow of work, identifiable handoffs, decisions that can be described, and an outcome the business already cares about. Typical outcomes include faster resolution, lower cost, better quality, or an improved customer or employee experience. A high volume of activity alone is not enough: a low-volume process with severe delays or strategic importance may be a better candidate.

Readiness also implies a way to recover. Someone must be able to see what the agent did, confirm whether an action succeeded, supply missing information, override a recommendation, and handle exceptions. If those conditions are absent, adding autonomy increases operational risk rather than reducing work.
1. Name the owner, outcome, and baseline first
Assign two kinds of ownership
Give the business process a named owner who is accountable for the result, policy, and service level. Also identify an owner for the agent or technical implementation. These may be different people. Without a process owner, no one can decide which trade-offs are acceptable; without an agent owner, permissions, monitoring, and release changes tend to become nobody’s responsibility.
Write the outcome in business terms
Describe what should improve and what must not deteriorate. For example, “reduce customer-service resolution time while maintaining answer accuracy” is more useful than “deploy an agent for support.” A procurement objective might be “shorten review time while preserving required approvals.” Include the population, time period, and constraints so that the statement can be tested.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Capture a baseline before deployment
Record current performance for the same signals you will measure after the pilot. Depending on the process, baseline data can include elapsed time, queue age, rework, error or defect rate, cost per case, approval duration, customer experience, and the number of human interventions. If precise data is unavailable, document a qualitative baseline and state how it will be improved; do not treat an unknown starting point as zero.
- Owner: one accountable business role, with an escalation contact.
- Outcome: a specific improvement target plus non-negotiable quality, compliance, or approval conditions.
- Baseline: the current value, measurement method, time window, and known data gaps.
- Decision date: when the pilot will be reviewed and who can expand, redesign, or stop it.
2. Map the current workflow before choosing an agent
Map the process as it operates today, including workarounds. A flowchart or process-mapping tool is useful only if it reflects real handoffs and exception paths rather than an idealized procedure. Walk through representative cases with the people who perform and approve the work.
Capture every step and handoff
For each step, record the role, system, input, output, decision rule, and expected time. Mark where work moves between teams, where a person re-enters information, and where a case waits for a response. Note existing fixed-sequence automation separately; an agent should not be proposed merely to replace an integration that already performs reliably.

Mark judgment points and fixed rules
Separate deterministic work from interpretation. A fixed rule such as checking that a required field is present may be handled by conventional automation. An agent may help classify an unstructured request, retrieve supporting facts, or recommend a next action, but the process owner must define what evidence is sufficient and what remains a human decision.

Document exceptions and failure routes
List incomplete requests, conflicting records, unavailable systems, policy violations, duplicate cases, and timeouts. For each, specify who receives the case, what information is retained, and how the original requester is informed. A workflow with no defined failure route is not ready for autonomous execution, even if its normal path looks simple.
Look for friction, not just repetition
Highlight queues, fragmented information, duplicate entry, avoidable coordination, and repeated status checks. These are often better opportunities than a task selected only because it occurs frequently. A process can be a strong candidate when an agent coordinates existing systems and people, provided that the coordination itself is observable and governed.
3. Compare candidate processes on common dimensions
Use the same questions for every candidate so that enthusiasm for a particular demonstration does not determine the choice. Microsoft specifically recommends examining business impact, frequency and effort, and strategic importance. The additional data, control, and measurement dimensions below make those criteria actionable.
| Dimension | Questions to answer | Evidence of readiness | Warning sign |
|---|---|---|---|
| Business impact | Which speed, cost, quality, or experience outcome changes if this process improves? | A named outcome linked to a baseline and a decision date. | Only a vague promise to “save time” or “use AI.” |
| Frequency and effort | How often does work occur, and how much human effort and waiting time does each case consume? | Case volume is considered alongside effort, queue time, and rework. | Selection based on volume alone. |
| Strategic importance | Does the process affect a strategic capability, customer relationship, revenue, or critical operation? | Importance is explicit, including consequences of delay or failure. | A local optimization could damage an end-to-end priority. |
| Process clarity | Are steps, owners, handoffs, decisions, and exceptions documented? | A current-state map validated by operators and approvers. | Different teams describe different processes and no one reconciles them. |
| Data and integrations | Can the agent reach the required records and applications with permitted, reliable interfaces? | Data sources, freshness, access rules, and action interfaces are identified. | Critical information is trapped in inaccessible or inconsistent sources. |
| Consequence of error | What happens if the agent is wrong, late, or unauthorized? | Risk tier, approval points, rollback, and incident owner are defined. | Irreversible or sensitive actions are proposed without review. |
| Measurement | Can the outcome and agent behavior be observed before and after launch? | Baseline, logs, correctness checks, intervention counts, and cost measures exist. | Success depends on anecdotes or an unobservable result. |
Rank candidates with a transparent local rubric if that helps discussion, but do not present the result as a universal threshold. The published Microsoft and IBM guidance describes dimensions and maturity, not a validated numeric cutoff. Make the rubric’s assumptions visible and require a bounded pilot before scaling.

4. Verify data, systems, and operational dependencies
Check information quality and permission
Inventory the records the agent must read: their owner, format, freshness, retention rule, and known error rate. Confirm that the agent is allowed to access each source for this purpose. “The information exists somewhere” is not the same as “the agent can retrieve the right version under the right authorization.”

Check the action interfaces
List every application or service the agent would call and the operation it would perform. Distinguish read, recommend, draft, initiate, and execute permissions. Test how the system reports success, partial completion, rejection, and timeout. If an API can accept a request without confirming the resulting state, design a separate verification step.
Plan for missing and conflicting information
Define a response for absent fields, contradictory records, stale data, and ambiguous instructions. The safe default for a consequential action is to pause and route the case to a person, preserving the inputs and the reason for escalation. Do not instruct the agent to infer facts that policy requires a person to verify.
Prepare observability and continuity
Retain activity evidence sufficient to reconstruct what the agent received, which tools it used, what it proposed or changed, and who approved an action. Provide monitoring for availability, response time, failed calls, unusual action patterns, and queue growth. Establish a manual or existing-automation fallback before production use.
5. Bound the agent’s role and decision rights
Write the role as a permission contract. State what the agent may read, which tools it may call, which fields it may change, and which actions require a person. IBM’s governance guidance emphasizes least privilege and least agency: provide only the access and decision authority needed for the task.
Use an explicit autonomy ladder
| Role | Typical activity | Required human control |
|---|---|---|
| Retrieve | Find records, policies, or status information. | Check source scope, freshness, and access; no system change. |
| Interpret | Classify, summarize, or extract information from a case. | Validate accuracy for material decisions and provide a correction route. |
| Recommend | Suggest a disposition, priority, or next step. | A named person approves before a consequential action. |
| Initiate | Prepare or submit a request that starts a controlled workflow. | Approval, confirmation of required fields, and a reversible or stoppable process. |
| Execute | Update a system of record, contact a customer, submit a ticket, or move funds. | Strong authorization, transaction verification, audit evidence, rollback where possible, and incident response. |
Summarizing or drafting generally leaves the person in the loop. Updating a customer record, submitting a ticket, or moving money changes a system of record and therefore needs tighter controls. Define how a person can challenge a recommendation, cancel a queued action, and escalate a suspected error.
6. Match oversight to risk
One governance checklist for every agent is inadequate: controls should increase with autonomy, sensitive access, customer exposure, and potential impact. Microsoft’s risk guidance describes low-, medium-, and high-risk tiers; the labels are useful only when your organization defines them consistently.

| Risk level | Typical characteristics | Controls to establish |
|---|---|---|
| Low | Retrieval, drafting, or internal assistance with no direct system-of-record change. | Access limits, quality sampling, activity logging, user feedback, and a clear owner. |
| Medium | Recommendations or initiation of actions that a person reviews before completion. | Approval gates, validation rules, intervention tracking, security review, and service monitoring. |
| High | Autonomous execution affecting customers, finances, regulated data, safety, or durable records. | Named process and agent owners, explicit decision rights, least-privilege access, production service-level monitoring, security and responsible-AI review, incident response, detailed evidence retention, and periodic maturity review. |
Reassess controls when the model, tools, permissions, provider, or business purpose changes. A process that was low risk as a drafting assistant can become high risk after a new connector grants write access.

7. Run a bounded pilot and measure the same signals
Set entry and exit criteria
Before enabling the agent, document the cases included, cases excluded, approval requirements, maximum autonomy, fallback method, and pilot duration or case count. Define what would justify refinement, expansion, or shutdown. Do not change the success definition after seeing the first results.
Measure both business results and agent behavior
Compare post-deployment results with the baseline using the same definitions and time window where possible. Track:
- Correctness: factual accuracy, policy conformity, and completed-action accuracy.
- Human intervention: approvals, overrides, escalations, rework, and rejected recommendations.
- Business objective: resolution time, review-cycle time, cost, quality, or experience measure selected for the process.
- Reliability: tool failures, incomplete actions, timeouts, duplicate actions, and fallback use.
- Economics: model and infrastructure cost plus the human effort required to supervise and correct the agent.
- Response time: latency for the agent and total elapsed time for the case.
Review cases, not just averages
An average improvement can hide a dangerous tail of failures. Sample successful and escalated cases, inspect the evidence trail, and look for systematic errors by customer segment, request type, language, or source system. Include operators and approvers in the review because they see friction that aggregate dashboards miss.
Make a decision from evidence
Continue when the intended outcome improves without exceeding the defined risk and intervention limits. Refine when the process is valuable but data, prompts, interfaces, or boundaries cause recoverable problems. Stop or return to the prior workflow when controls cannot contain the consequences, the baseline benefit does not appear, or the process owner cannot obtain trustworthy evidence.

A retrieval-and-drafting agent may be a bounded first role. It can gather approved knowledge and prepare a response for review, while a person confirms identity, policy exceptions, refunds, or other consequential changes. The pilot baseline should include resolution time, first-contact resolution, correction or escalation rate, and supervisor intervention. If a later phase allows direct record updates, recategorize the risk and add transaction verification and incident procedures.
Worked assessment: procurement review
For procurement, define an owner and an outcome such as a shorter review cycle while preserving required approvals. Map request intake, spend classification, supplier checks, security or legal review, budget confirmation, approval routing, and purchase-order creation. Mark data that may be confidential and identify systems of record.
An agent might retrieve policy requirements, identify missing documents, and recommend a routing path. It should not bypass an approval simply because a request resembles a previous one. Measure elapsed review time, incomplete-request rework, routing accuracy, approval completion, and intervention. Any move from recommendation to purchase-order execution requires a new authorization review, stronger logging, and a tested stop or rollback path.
Common signs a process is not ready—and how to fix them
“Nobody owns the end-to-end result”
Assign a process owner with authority to resolve cross-team conflicts and approve the success criteria. If ownership cannot be established, postpone autonomy and focus on documenting the workflow.
“The process map shows only the happy path”
Collect exception cases from operators, support tickets, and audit findings. Add missing-information, timeout, duplicate, and policy-conflict routes, each with an accountable destination.
“The data is available, but not trustworthy”
Define a source of truth, freshness requirement, and validation check. Limit the pilot to cases where the required fields meet that standard; do not compensate for unreliable records with broader agent permissions.
“The agent can act, but no one can verify completion”
Require a success response and a state check from the target system. Queue uncertain actions for human review and retain the request, response, and final state.
“The business wants full autonomy immediately”
Start with retrieval, interpretation, or recommendation. Expand authority only after measured correctness, intervention, and risk controls meet the pilot criteria.
“The score says ready, but the consequences are unclear”
Treat the score as a conversation aid, not permission to deploy. Apply a risk gate, define decision rights, and require a bounded pilot with observable outcomes.
