If you see a buoy adrift or washed ashore, do not approach, board, tow, or try to recover it. Record what is visible from a safe distance, then report it through the route that best matches its markings and apparent purpose. In the United States, scientific drifters, Coast Guard navigation aids, and NOAA weather/data buoys have different reporting channels; appearance alone may not establish who owns or operates a buoy.
The key is to report what you can actually observe—not to determine the buoy’s full history or recover it yourself. A scientific drifter may be moving as designed, while a navigation aid or data buoy may need attention if damaged or displaced. When you cannot identify it confidently, preserve the uncertainty in your report and use the safest relevant local channel.
First, distinguish a drifter from a navigation or weather buoy
A buoy moving at sea is not necessarily lost. Scientific drifters are designed to move with ocean currents. NOAA describes a typical drifter as a surface float with a satellite transmitter and thermometer, tethered to a drogue—a sea anchor—below the surface. If the drogue is lost, wind and waves have more influence on the drifter’s motion. NOAA’s Global Drifter Program explains how drifters work.
That description can help explain why a scientific float is drifting, but it cannot identify a particular buoy or prove who operates it. Some of the relevant equipment may be below the surface or not visible from where you are. A missing drogue, for example, may not be apparent just by looking at the surface float. Treat the description as context, not as a visual test that can establish the buoy’s identity or condition.

Other buoys have different jobs and reporting paths. A Coast Guard aid to navigation helps mariners navigate; a NOAA weather or data buoy gathers and transmits observations. A buoy’s color, position, or movement by itself is not a reliable universal identifier. Look for visible writing, identification numbers, logos, and contact details, but do not get close to read them.
It helps to separate three questions: What can I see? What type of buoy might it be? What reporting route fits those observations? You can answer the first question without settling the second. If markings are not legible from a safe position, say that the buoy is unidentified rather than guessing from its color or shape. The appropriate response depends on the visible evidence and context, including whether it is afloat at sea or washed ashore and whether it appears damaged or hazardous.

These routes reflect the agencies’ U.S. instructions. NOAA’s National Data Buoy Center says not to board or tie up to weather/data buoys and directs mariners to report observed damage to the Coast Guard. That is distinct from the Global Drifter Program’s recovery contact for scientific drifters. The Coast Guard says a navigation buoy found washed up on a beach can be reported with its ATON Discrepancy Form.

How to document and report a sighting safely
- Keep your distance. Do not board, tie up to, tow, open, touch, or attempt to recover a buoy whose identity is uncertain. NOAA advises people not to touch unidentified marine debris, and the National Data Buoy Center separately warns against boarding or tying up to data buoys. Observe from shore or from a safe position on a vessel. Do not put yourself in danger to improve a photograph or read a marking.
- Record the time and location. Note the date and time, the location or coordinates if available, and nearby landmarks. If you cannot determine precise coordinates, give a useful description of where you saw it. The location is a record of where the buoy was at that moment, not proof of where it came from or where it will go.
- Write down visible details. Record any text, identification numbers, logos, contact information, color, lights, and apparent damage that you can see without approaching. A photograph from a safe position may help the receiving agency interpret the sighting. NOAA’s Global Drifter Program asks finders to provide information listed on a scientific drifter’s surface float. If a detail is not visible, report it as unknown rather than filling in a guess.
- Choose the closest matching reporting channel. If visible markings identify a scientific drifter, use the contact information on its float or NOAA’s Global Drifter Program page. If a Coast Guard aid to navigation is ashore, submit the ATON Discrepancy Form. If a NOAA weather/data buoy appears damaged, report it to the Coast Guard. When identity remains unclear, use the apparent operator or relevant local maritime authority, and describe the uncertainty.
- Describe observations, not conclusions. Say what you saw and when—for example, that a marked float was ashore with visible damage. Avoid stating as fact that it broke free, is abandoned, or came from a particular place unless you have direct evidence. One sighting establishes only where the buoy was at that time.
A useful report keeps observations distinct from interpretations. For instance, “At [time] on [date], I saw a buoy at [location or landmark]. The visible marking says [text, if legible]. It appeared [afloat/ashore] and I could see [specific damage, if any] from a safe distance” is more informative than “a lost buoy from [place] is drifting away.” The first version tells the recipient what was observed and where; the second adds origin and status claims that a single sighting may not support.

Include identification information from the surface float if you can read it safely. For a scientific drifter, NOAA’s Global Drifter Program specifically asks finders to provide information listed there and provides a recovery contact on its page. Do not board, retrieve, or turn the float over to obtain those details. If contact information is not visible, that is useful to state; it does not mean you should approach to find it.
There is no need to wait until you can classify the buoy with certainty before making a relevant report. If it is clearly a Coast Guard aid to navigation washed up on a beach, the Coast Guard’s form is the cited route. If it is a NOAA weather/data buoy and you observe damage, the instruction is to report that damage to the Coast Guard. If the surface markings point to a scientific drifter, contact the Global Drifter Program. If none of these fits, keep the report factual and contact the local maritime authority or apparent operator as appropriate.
Why one sighting cannot establish that a buoy is lost
NOAA’s overview of drifting buoys provides context for their movement. Because drifters follow currents and their motion can change if the drogue is lost, a single observation cannot establish a buoy’s origin, ownership, or future path.
This distinction matters even when the buoy looks unusual. A scientific drifter is meant to travel with currents, so being offshore and moving is not, by itself, evidence that it has broken free. A changed influence from wind and waves may affect its motion if the drogue is lost, but an observer should not infer that condition unless it is known. Likewise, a buoy found ashore is reportable if it is a Coast Guard navigation aid, but the sighting alone does not establish when it came ashore or why.

Use careful wording such as “appears adrift,” “found ashore,” or “visible damage observed.” Avoid converting those descriptions into a definite cause—such as “broken free”—without evidence. The time and place of the sighting are valuable precisely because they document a specific observation. They do not provide a complete track, identify the operator, or predict what will happen next.
What to do if the buoy may be hazardous
Do not touch or move an item that may contain hazardous material. In the United States, NOAA advises contacting local authorities, a state emergency response or environmental health agency, and the Coast Guard National Response Center about suspected hazardous materials. Call 911 for an immediate serious hazard. If a large item presents a navigation hazard, contact the nearest Coast Guard Sector Command Center. NOAA’s marine-debris guidance covers these precautions and reporting options.
Keep the hazard question separate from the identification question. You do not need to know whether an item is a scientific drifter, navigation aid, or data buoy before avoiding a possible hazard. Report the observable concern and location to the relevant U.S. contacts, and do not move the item while trying to make it easier to identify. If there is an immediate serious hazard, the cited guidance is to call 911.

The reporting channels above are U.S. routes; the sources cited here do not verify equivalent contacts in other countries. If the buoy’s identity is safely visible, use its markings to contact the apparent operator. If it is unclear, contact the local maritime authority and report the time, location, visible details, and any hazard. Do not approach it to resolve uncertainty.

The same limits apply outside the United States: visible markings may help, but color alone is not a universal key, and one observation does not establish ownership or origin. Follow the local authority’s reporting process rather than assuming that the U.S. forms or agencies apply in another jurisdiction.
Quick checklist before you submit a report
- Did you keep a safe distance and avoid touching, boarding, tying up to, towing, opening, or recovering the buoy?
- Did you record the date, time, location or coordinates if available, and nearby landmarks?
- Did you note only details that were visible safely—such as text, numbers, logos, contact information, color, lights, and apparent damage?
- Did you distinguish observations from guesses about why it is adrift, who owns it, or where it came from?
- Did you choose the route that matches the apparent type: NOAA’s Global Drifter Program for a scientific drifter, the Coast Guard ATON Discrepancy Form for an aid to navigation found ashore, or the Coast Guard for observed damage to a NOAA weather/data buoy?
- If there may be hazardous material or an immediate serious hazard, did you follow the appropriate escalation guidance instead of handling the item?
These steps do not require special equipment or a recovery attempt. The useful contribution is a safe, specific report that gives the responsible contact the visible information and the time and place of the sighting.
