The most reliable route is to combine a safety plan with a host university or research institute and a funded, sponsored or fee-waived academic placement. Start with Scholars at Risk for urgent placement and referrals, investigate Cara for UK PhD and visiting-fellowship routes, approach a German host for the Philipp Schwartz Initiative, and compare IIE-SRF, PAUSE and national programmes. Eligibility, calls, host capacity, visa rules and funding change, so verify every programme directly before submitting sensitive documents.

Start with safety, then build an academic route

Academic continuity is difficult when a researcher has fled imprisonment, violence, surveillance or another serious threat. The first objective is a safe legal status and a trusted way to communicate. The second is a host institution that can provide supervision, workspace, teaching or research duties, and—where available—salary, stipend or fellowship support.

Do not treat an academic fellowship as an evacuation service. A placement normally begins after the scholar is able to communicate safely and satisfy the host country’s entry and residence requirements. If someone faces immediate physical danger, use qualified emergency, legal and humanitarian services in the country of refuge; the programmes below address academic protection and career continuity.

Protect sensitive information

  • Write the minimum risk evidence needed for an application. Redact details that could expose relatives, colleagues or safe locations.
  • Store copies of identity, degree and employment records in encrypted storage and keep a second copy with a trusted contact.
  • Use a separate, secure email account and verify that a proposed host is genuine before sending documents.
  • Ask each programme how it stores risk evidence, who can see it and whether it can communicate through a safer channel.

Choose a programme by the decision that matters most

There is no universal fellowship for scholars in exile. The right route depends on the immediacy of the threat, career stage, degree and publication record, destination and visa practicality, whether a host must nominate the scholar, placement length, and what costs are covered for the scholar and family.

Route Best fit Application model Placement type Key limitation to verify
Scholars at Risk (SAR) Established academics facing immediate and severe threats who need a temporary academic position Contact and referral through SAR and its institutional network Short-term research or teaching positions SAR says it does not provide emergency evacuation, scholarships or general study funding
Cara Fellowship Programme Academics at risk who need a UK PhD, visiting fellowship or a bridge to later academic work Application through Cara’s process, with risk and academic evidence PhD or visiting-fellowship research; some fellows pursue postdoctoral or later permanent posts Risk, academic, employment and English requirements apply; current host capacity must be checked
Philipp Schwartz Initiative Researchers with a completed PhD or equivalent who can secure a German host German university or research institute nominates; individuals cannot apply directly Research placement at the nominating German institution Host willingness, the live call and funding terms determine feasibility
IIE Scholar Rescue Fund (IIE-SRF) Established scholars whose lives and work are threatened and who need temporary refuge Fellowship and host arrangements through IIE-SRF Temporary placement at universities, colleges or research centres worldwide Confirm current windows, host expectations and country restrictions
PAUSE and national programmes Applicants who match a country- or nationality-specific call Varies; many routes involve an institutional host or nomination Temporary academic refuge, research or teaching Calls, eligible nationalities, deadlines and funding change frequently

Scholars at Risk: an urgent placement and referral channel

Scholars at Risk works with a global network of higher-education institutions to arrange temporary research and teaching positions for threatened scholars. It also offers advisory, referral and career support. Its assistance guidance is explicit that it “does not offer emergency evacuation support, nor scholarships or other funding for those seeking to continue studies.”

SAR generally looks for a substantial, recent employment history at a higher-education institution and an academic publication record. Placement assistance is generally limited to people facing the most immediate and severe threats, so explain why the danger is current and why returning is unsafe.

In the 2024–2025 academic year, SAR reported assisting more than 400 scholars and arranging 215 academic positions for scholars and practitioners from 20 countries. A separate figure in Free to Think 2025 reports more than 160 temporary positions in the year covered; the different totals reflect different reporting measures and should not be treated as interchangeable.

How to approach SAR

  1. Prepare a concise account of the threat: who poses it, what has happened, dates, attempts to seek protection and the consequence of return.
  2. Attach an academic CV showing appointments, dates, publications, teaching, supervision, grants and contact details for safe references.
  3. List realistic institutional hosts, including discipline, country, language and any existing relationship.
  4. State the academic role needed—research, teaching or both—and the earliest safe start date.
  5. Ask what referrals or career support are available while you independently handle immigration and emergency-safety needs.

Cara: UK PhD, visiting-fellowship and postdoctoral pathways

Cara’s Fellowship Programme works with a network of 135 universities and research institutes. Cara says it can help academics from any country and field who face imminent imprisonment, injury or death, placing them in temporary refuge until they may return. Its stated mission echoes its founders’ 1933 description: “the relief of suffering and the defence of learning and science.”

The programme’s published criteria include evidence of risk, at least six months in a paid lecturer or researcher post, and either a minimum master’s degree or at least one publication in an internationally peer-reviewed journal. English competence is also required. These are programme criteria, not guarantees of admission; confirm the current interpretation with Cara.

Match the request to your career stage

  • PhD placement: explain the qualification still needed, proposed department, supervisor fit and a realistic completion plan.
  • Visiting fellowship: define a bounded project, methods, outputs and the facilities or archive access required.
  • Postdoctoral bridge: show how the placement will lead to later postdoctoral work or a full-time teaching or research post.

Use Cara’s application process to submit risk documentation, academic records and a feasible research or qualification plan. A host must be able to supervise the work and meet practical requirements such as workspace, library access and immigration support.

Philipp Schwartz Initiative: secure the German host first

The Philipp Schwartz Initiative places researchers at German universities and research institutes. It is intended for academics who have completed a PhD or equivalent. An individual cannot apply directly: a prospective German host must nominate the researcher under the current call.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A host-first sequence

  1. Identify German departments whose methods, facilities and language environment fit your project.
  2. Contact a potential supervisor with a two-page concept, concise risk evidence and a CV.
  3. Ask whether the institution is eligible and willing to nominate you in the live Philipp Schwartz call.
  4. Clarify the proposed position, duration, salary or fellowship amount, insurance, workspace, family support and visa assistance.
  5. Have the host verify the Alexander von Humboldt Foundation’s current call, deadline and funding rules before either of you relies on older descriptions.

IIE-SRF: an international host-and-fellowship option

The Institute of International Education’s Scholar Rescue Fund provides fellowships for established scholars whose lives and work are threatened. It enables temporary refuge at universities, colleges and research centres anywhere in the world, subject to the programme’s current rules and available hosts.

This route is most useful when a scholar has a substantial record and can work with an institution prepared to host the fellowship. Confirm the application window, host expectations, eligible countries and what portion of salary, research costs, relocation or family expenses is covered. A fellowship offer is not the same as a visa decision, so plan both tracks together.

PAUSE and national programmes

Scholars at Risk identifies PAUSE, the Philipp Schwartz Initiative, IIE-SRF and Cara as routes institutions can use to provide academic refuge. Cara’s Europe update describes PAUSE as hosted by the Collège de France and supported in part by France’s Ministry for Higher Education and Research.

Other examples listed by Scholars at Risk include Germany’s Hilde Domin Programme, Students-at-Risk in Norway, a Sweden Sida-funded effort for Afghanistan researchers, Swiss National Science Foundation fellowships and Canadian initiatives. These options may be restricted by nationality, career stage, residence or institutional nomination. Treat every listing as a lead: read the current call, check the deadline and ask whether an eligible host must submit the application.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Build an application packet that a host can act on

A host often decides quickly whether a project is feasible. Make the packet short enough to read and complete enough to support a nomination.

Core documents

  • One-page safety statement: who is at risk, what occurred, why return is unsafe and what protection or timeframe is needed.
  • Academic CV: employment dates, degrees, publications, grants, teaching, supervision, awards, languages and research methods.
  • Evidence: degree certificates, publication links or PDFs, references and proof of employment. Explain gaps caused by displacement rather than leaving unexplained date breaks.
  • Two-page project or teaching plan: question, methods, outputs, timetable, required facilities and how the work can start with minimal lead time.
  • Host list: five to ten plausible supervisors or departments, tailored to their methods, facilities and language environment.
  • Safe references: identify referees who understand the risk and can communicate without exposing you or relatives.

Ask the host about the full cost

Do not assume that “funded” covers every need. Ask in writing about salary or stipend, bench or library access, equipment, visa fees and support, health insurance, relocation, housing, dependants, schooling and travel. Record who pays each item and whether support is one-time or recurring. If a host cannot cover a cost, use that information to target another programme rather than discovering the gap after arrival.

Contact prospective supervisors effectively

  1. Use a subject line that states the relevant route, discipline and risk-safe request, such as “Potential host for [programme name]—[field] researcher seeking temporary placement.” Keep any variable text inside your own template and remove it before sending.
  2. Open with two sentences on your academic identity and the immediate purpose of the message.
  3. Attach the CV and project outline; place sensitive evidence in a separate, access-controlled file.
  4. Explain why that department is a fit by naming a method, facility, archive or teaching area—not by sending a generic mass email.
  5. Ask three concrete questions: can the department host, can it nominate under the relevant call, and what costs or visa support can it provide?
  6. Set a safe follow-up date and keep a record of replies, referrals and consent to share documents.

Track applications with a decision table

A simple tracker prevents missed conditions and exposes an unsuitable route early. Use one row per programme or host and update it after every contact.

Common failure points and practical fixes

The application asks for evidence that is unsafe to disclose

Ask whether a redacted statement, a trusted intermediary or a secure upload channel is acceptable. Explain only what is necessary to establish risk and eligibility.

Free tools Windows power users keep installed

One-click scans. No signup required.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The scholar has publication or employment gaps

Add a short chronology explaining displacement, interrupted access to laboratories or archives, caregiving and other forced interruptions. Emphasize completed work, datasets, manuscripts, teaching and methods rather than apologizing for the gap.

A host agrees in principle but cannot nominate

Ask which office is authorized to submit the nomination and whether the institution is eligible in the current call. If no route exists, move to another department rather than relying on an informal promise.

The placement has no clear route after the first term

Before accepting, ask about renewal criteria, postdoctoral searches, teaching opportunities, references and permission to publish. Build a second application pipeline while the temporary placement is active.

Visa or family needs make the offer unusable

Request written confirmation of the visa category, processing support, insurance and dependant rules. Compare the practical package—not only the academic prestige—with another host-country option.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

After arrival: turn temporary protection into a career bridge

Agree on a first-month plan with the supervisor: account access, workspace, safety contacts, ethics approvals, teaching load, publication ownership and meeting frequency. Set deliverables for three, six and twelve months, such as a submitted article, completed dataset, seminar, grant application or qualification milestone.

Join departmental seminars and professional networks while protecting confidential details about your displacement. Ask the host for introductions to collaborators and referees in other institutions. Keep copies of contracts, payslips, immigration letters and publications; these records support later applications if a placement ends suddenly.

Continue checking programme and immigration rules throughout the placement. A temporary academic refuge can restore research time and professional credibility, but it does not automatically provide permanent residence, a continuing job or permission to return home safely.

A concise action plan

  1. Secure a safe communication method and write the one-page risk statement.
  2. Assemble the CV, degrees, publications, references and employment evidence.
  3. Draft a host-ready two-page project or teaching plan.
  4. Contact Scholars at Risk if the threat is immediate and severe; do not expect evacuation or a general scholarship from it.
  5. Apply through Cara if the UK PhD or visiting-fellowship criteria and English requirement fit.
  6. Approach German hosts for a Philipp Schwartz nomination if you hold a PhD or equivalent.
  7. Check IIE-SRF, PAUSE and national calls for career-stage, nationality and host requirements.
  8. Ask every host to itemize funding, visa, insurance, relocation and family support.
  9. Record deadlines, decision dates, renewal terms and verification dates in one secure tracker.
  10. Recheck the live official call immediately before sending the final application.
