To reduce the current NetScaler SAML-related RCE risk, first identify each appliance’s exact firmware build and whether its configuration makes it a SAML service provider (SP), a SAML identity provider (IdP), or neither. Then compare that combination—not just the product name—with Citrix’s October 8, 2026 security bulletin for CVE-2026-107406 and upgrade affected customer-managed appliances to the fixed release for their branch and edition. SAML support alone does not make every NetScaler deployment vulnerable.

What the October 2026 NetScaler advisory says

Citrix describes CVE-2026-107406 as a memory overflow that may lead to remote code execution (RCE) or denial of service (DoS). The bulletin assigns it a CVSS v4.0 base score of 9.5. That score rates the vulnerability; it does not estimate the chance that a particular appliance has been compromised or is exposed.

The advisory applies to customer-managed NetScaler ADC and NetScaler Gateway appliances. Exposure depends on firmware branch, exact build, product edition, and SAML role. Some listed standard builds are affected only when configured as a SAML IdP, while earlier builds are listed as affected when configured as either an SP or IdP. FIPS and NDcPP editions have separate thresholds.

Cloud Software Group’s October 8 bulletin states: “Cloud Software Group strongly urges affected customers of NetScaler ADC and NetScaler Gateway to install the following updated versions as soon as possible:” The recommended fixed releases are listed below. If an appliance is managed by Citrix rather than by your organization, the remediation owner differs; see the managed-service section.

The practical implication is that a vulnerability name or product-family match is only the start of triage. Two NetScaler systems in the same organization could have different outcomes: one may run a listed build with no relevant SAML role configured, while another may run a different build and have an affected role. Conversely, an appliance cannot be cleared simply because an administrator does not recall configuring SAML. The decision should rest on the observed build, edition, and configuration for each instance.

Identify each appliance’s build, edition, and management owner

Start with an inventory rather than a fleet-wide assumption. Record the product (ADC or Gateway), edition (standard, FIPS, or NDcPP), exact firmware build, and whether the instance is customer-managed or part of a Citrix-managed service. A branch label alone, such as 14.1 or 13.1, is not enough to make the affected-build determination.

  • Use the appliance’s administrative interface or the organization’s approved inventory process to obtain the precise installed build and edition.
  • Identify who owns firmware changes. Customer-managed appliances require action by your administrators; Citrix-managed cloud services have a different update owner.
  • Keep the inventory at the individual-appliance level. Appliances with different builds or SAML configurations may fall into different advisory conditions.

Do not infer an appliance’s edition from its role or infer its SAML configuration from the fact that SAML is supported. The decision requires the actual installed build and configuration.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Make the record specific enough to distinguish similarly named systems and branches. In a mixed fleet, a broad entry such as “NetScaler 14.1” does not show whether a system is standard or FIPS, nor whether its build falls before, within, or after a role-dependent interval. Record the full build string as displayed, rather than rounding it to a major or minor release. That precision matters because the advisory’s conditions change at particular build boundaries.

Ownership belongs in the same inventory because it determines who can carry out remediation. A customer-managed ADC or Gateway is not operationally equivalent to a Citrix-managed cloud service. A hybrid arrangement may include NetScaler instances that still need customer attention even when a separate service component is managed by Citrix.

Check whether the appliance is configured as a SAML SP or IdP

Citrix identifies two configuration entries administrators can use to check SAML role: add authentication samlAction for SAML service-provider configuration and add authentication samlIdPProfile for SAML identity-provider configuration. Inspect the appliance’s actual configuration for these entries using your approved configuration-review process.

How to interpret the roles

  • SAML service provider (SP): the relevant configuration indicator is add authentication samlAction.
  • SAML identity provider (IdP): the relevant configuration indicator is add authentication samlIdPProfile.
  • Both indicators: record both roles and apply the affected-build criteria for either role. Do not assume one role cancels out the other.
  • Neither indicator found: that is useful configuration evidence, but still verify the full configuration and exact build against the bulletin before closing the review.

These are role checks, not proof that an appliance is safe or compromised. Preserve the distinction between a feature being available on the product and that feature being configured on a particular instance.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The distinction between SP and IdP is important because the current bulletin does not apply one identical role condition to every listed build. In the specified standard 14.1 and 13.1 intervals, the affected condition is IdP-only; for earlier builds, the bulletin identifies either SAML role. Therefore, finding an SP indicator does not settle the question until the build has been mapped to its exact row. Likewise, an IdP indicator should be evaluated against the applicable edition and range, not treated as a universal statement that every build is affected.

Use the configuration review as an evidence-gathering step. If the review process returns no matching entry, record that result and confirm it reflects the appliance’s actual configuration rather than a partial export or incomplete inventory. Citrix identifies these entries as checks for SAML role; they are not described as a standalone vulnerability scanner or as evidence of exploitation.

Match the exact build and role to the affected ranges

The standard-edition ranges in the October 8 bulletin are role-specific. The following table transcribes the ranges identified for standard 14.1 and 13.1 builds; it is not a substitute for checking the complete current bulletin, especially for editions with separate thresholds.

Standard branch Build range identified as affected SAML role condition
14.1 Before 14.1-73.37 SAML SP or IdP
14.1 14.1-73.37 through 14.1-73.41, inclusive SAML IdP only
13.1 Before 13.1-64.23 SAML SP or IdP
13.1 13.1-64.23 through 13.1-64.28, inclusive SAML IdP only

Do not extend these rows beyond the ranges shown. For example, the listed IdP-only range for standard 14.1 ends at 14.1-73.41; the bulletin’s fixed target is later, at 14.1-73.46. Confirm the status of intervening builds against the current vendor bulletin instead of extrapolating from the table.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

FIPS and NDcPP build ranges differ from standard builds. Do not apply a standard-edition range to a FIPS or NDcPP appliance, or treat the fixed threshold as a complete statement of every affected build. Check the edition-specific affected-build criteria in Citrix’s bulletin.

Read each interval as a combination of branch, build, and role, not as a blanket statement about every system on that branch. For example, an appliance on standard 14.1-73.37 through 14.1-73.41 falls into the IdP-only row described above; an SP-only configuration is not the same condition in that interval as an IdP configuration. Builds before 14.1-73.37 have a different stated role condition. Apply the equivalent boundaries carefully for 13.1.

The table deliberately stops at the ranges explicitly identified as affected. A gap between an affected range and a recommended fixed target should not be filled in by assuming that every intervening build is affected or that every intervening build is safe. Consult the live Citrix bulletin for the precise status of a build that is not represented in the rows. This is especially important when evaluating FIPS and NDcPP editions, where the standard branch boundaries do not apply.

A useful review sequence is to first classify the edition, then locate the exact build on that edition’s applicable advisory table, and finally apply the role condition in that row. Reversing that order can cause mistakes—for instance, using a standard 14.1 threshold on a FIPS system, or deciding based on SAML role without checking whether that role is relevant to the installed build.

Upgrade affected customer-managed appliances to the matching fixed release

Citrix’s October 8, 2026 bulletin recommends the following releases as fixed versions for the named branches and editions. The plus sign means that release or a later release in the same applicable line is the stated target; it does not mean builds from another branch are interchangeable.

Appliance branch or edition Recommended fixed release
Standard 14.1 14.1-73.46 or later
Standard 13.1 13.1-64.29 or later
14.1 FIPS 14.1-73.46 FIPS or later
13.1 FIPS or NDcPP 13.1.37.283 or later

For each appliance determined to be affected, select the target that matches its branch and edition. Do not substitute a standard build for a FIPS or NDcPP target based only on a similar version number. Verify that the intended target is still the applicable fixed release by consulting Citrix’s current security bulletin before scheduling work.

The fixed-release list is a remediation mapping, not a complete list of every affected build. Use the affected-range criteria to determine whether the appliance meets the stated conditions, then use the matching fixed line to select the target. Do not interpret “or later” as permission to cross branches: the target must remain within the applicable product and edition line. If a fleet contains multiple lines, track and verify them separately.

Plan and perform the change

  1. Confirm the finding. Bring together the appliance inventory, exact installed build, edition, and SAML role evidence. Compare all four with the current advisory’s affected conditions.
  2. Choose the applicable fixed target. Use the branch-and-edition mapping above, then check Citrix’s current release guidance for the appliance before proceeding.
  3. Use your organization’s change process. Plan the firmware update under the organization’s approved change, maintenance, and recovery procedures. The advisory does not provide a deployment-specific rollback plan, so do not assume one universal recovery sequence applies.
  4. Update the customer-managed appliance. Follow the vendor’s supported procedure for that product and target release. This article does not prescribe undocumented commands or a particular upgrade sequence.
  5. Verify the result. After the change, confirm the installed build and edition again, and retain the updated inventory and change record. A planned update is not confirmation that the appliance is running the fixed build.

Keep the pre-change and post-change facts together. The initial build supports the exposure assessment; the final build supports the remediation record. This avoids a common reporting ambiguity in which a change is marked complete but the record does not say which target was installed or whether the system was actually verified afterward. The appropriate evidence and approval steps should follow your organization’s established process.

Prioritize decisions based on the bulletin’s stated conditions rather than treating the CVSS value as a local risk calculation. The 9.5 CVSS v4.0 score communicates the severity rating assigned to CVE-2026-107406. It does not identify which of your appliances is configured as SP or IdP, establish whether a given build falls in an affected range, or say whether a system has been compromised.

If the exact build, edition, or role cannot be established, do not classify the appliance as unaffected by guesswork. Resolve the inventory or configuration uncertainty, and consult the current vendor bulletin or support channel before deciding on remediation.

Handle Citrix-managed services separately

Cloud Software Group says it updates Citrix-managed cloud services and managed Adaptive Authentication. Administrators of those services should follow the applicable service communications and verify the service’s update status through their normal vendor-management channel rather than attempting to apply customer-managed appliance firmware instructions to a managed service.

Secure Private Access Hybrid deployments that use NetScaler instances should be treated as potentially affected. Citrix directs customers to upgrade those instances as applicable. Identify the NetScaler instances in the hybrid deployment, establish their build and edition, check their SAML role, and apply the matching advisory criteria. Do not assume that the managed status of another part of a service also covers a customer-operated NetScaler instance.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

This division of responsibility prevents two opposite mistakes: attempting to perform appliance firmware work on a service whose updates Citrix manages, and overlooking a customer-operated NetScaler because it sits within a hybrid service environment. Confirm the owner for each component and instance. For a managed service, use the normal service communications and vendor-management channel; for customer-managed instances, apply the appliance-specific review and update process.

Keep related SAML advisories distinct

NetScaler has had other SAML-related security advisories, but their conditions and consequences are not interchangeable. CVE-2026-8451, in a June 2026 Citrix bulletin, concerns insufficient input validation leading to a memory overread when NetScaler ADC or Gateway is configured as a SAML IdP. That bulletin identifies add authentication samlIdPProfile as a configuration check. It does not describe CVE-2026-8451 as an RCE.

The June bulletin also covers other issues with different feature preconditions, including Gateway/AAA configuration and HTTP/2 settings. Those should be assessed against their own advisory conditions; their presence in the same bulletin does not make them SAML RCEs or establish that an appliance is affected by CVE-2026-107406.

As historical context, Citrix’s December 13, 2022 bulletin described CVE-2022-27518 as unauthenticated remote arbitrary code execution on affected Citrix ADC or Gateway versions configured as SAML SP or IdP. It listed 13.0 builds before 13.0-58.32 and 12.1 builds before 12.1-65.25, along with FIPS/NDcPP thresholds, and said 13.1 was unaffected by that CVE. Citrix reported exploitation of unmitigated appliances in the wild at the time. Those 2022 thresholds do not apply to CVE-2026-107406; use the advisory for the specific CVE under review.

These examples are useful reminders to assess each vulnerability by its own identifier, affected versions, feature preconditions, and vendor guidance. A shared product name or SAML-related wording does not mean the vulnerabilities have the same impact or remediation. In particular, do not combine an older threshold with the 2026 table, or describe CVE-2026-8451 as an RCE simply because it appears in a SAML-focused discussion.

Use a per-appliance decision record

A short record helps prevent branch, role, or ownership mix-ups when a fleet contains different appliance types. Capture the evidence and decision for each appliance rather than marking an entire environment “patched” or “not vulnerable” based on one system.

  • Product and management owner: customer-managed ADC or Gateway, Citrix-managed service, or a hybrid deployment with NetScaler instances.
  • Edition and exact build, as observed before remediation.
  • Whether add authentication samlAction, add authentication samlIdPProfile, both, or neither was identified in the configuration review.
  • The matching affected-range condition from the current advisory and the resulting action.
  • For an update, the target release, completion status, and post-change build verification.

This process supports an accurate exposure decision without treating a vulnerability score, a product’s SAML capability, or a historical advisory as a substitute for the appliance-specific facts.

Use the same per-appliance record to communicate what remains unknown. If an edition, build, or role cannot yet be established, mark the determination as pending rather than as unaffected. Once the uncertainty is resolved, note which current bulletin condition was applied and whether action was required. That makes it possible to distinguish an actual non-match from an incomplete assessment and to revisit the decision if Citrix updates its guidance.

Who disclosed CVE-2026-107406?

Citrix acknowledges Joshua Foote, Michael Tucker, and Eugene Lim of the XOR Team at JPMorgan Chase for vulnerability disclosure work. The bulletin does not provide an incident-rate or prevalence statistic, so its CVSS score should not be used to infer how many appliances are exposed or compromised.

Frequently Asked Questions

How do I check whether my NetScaler uses SAML authentication and needs the RCE security update?

Inventory the exact build and edition, then inspect the actual configuration for add authentication samlAction (SP) and add authentication samlIdPProfile (IdP). Compare the build, edition, and role against Citrix’s October 8, 2026 CVE-2026-107406 bulletin. SAML support alone does not establish exposure.

Does every NetScaler appliance that supports SAML need this update?

No. Citrix’s affected conditions depend on the installed branch and build, edition, and whether the appliance is configured as a SAML SP or IdP. Some standard build ranges are listed as IdP-only, while earlier ranges are listed for either role. Check the precise row for the appliance.

Which builds does Citrix identify as affected for standard 14.1 and 13.1?

For standard 14.1, builds before 14.1-73.37 are identified for SP or IdP; builds 14.1-73.37 through 14.1-73.41 inclusive are IdP-only. For standard 13.1, builds before 13.1-64.23 are identified for SP or IdP; builds 13.1-64.23 through 13.1-64.28 inclusive are IdP-only. Check the current bulletin for other editions and builds not represented in those ranges.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What fixed release should I install?

Citrix’s October 8, 2026 bulletin recommends standard 14.1-73.46 or later, standard 13.1-64.29 or later, 14.1 FIPS 14.1-73.46 FIPS or later, and 13.1 FIPS/NDcPP 13.1.37.283 or later. Match the release to the appliance’s branch and edition, and verify the current bulletin before scheduling the update.

What if the appliance is FIPS or NDcPP?

Do not apply standard-edition affected ranges or targets to it. Citrix lists separate thresholds for FIPS and NDcPP editions. Use the edition-specific criteria in the current bulletin and the matching fixed release.

Are Citrix-managed cloud services and Secure Private Access Hybrid handled the same way?

Cloud Software Group says it updates Citrix-managed cloud services and managed Adaptive Authentication. For Secure Private Access Hybrid deployments that use NetScaler instances, Citrix says to treat those instances as potentially affected and upgrade them as applicable. Establish who manages each component; do not assume one managed component covers a customer-operated NetScaler instance.

Does CVSS 9.5 mean my appliance is compromised?

No. The bulletin’s CVSS v4.0 base score of 9.5 rates CVE-2026-107406. It is not a compromise finding or a measure of the exposure probability for an individual deployment. Determine exposure from the appliance’s build, edition, and SAML role; the bulletin provides no incident-rate or prevalence statistic.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Is CVE-2026-8451 another SAML RCE?

No. Citrix’s June 2026 bulletin describes CVE-2026-8451 as insufficient input validation leading to a memory overread when ADC or Gateway is configured as a SAML IdP. The bulletin does not describe it as RCE, and its conditions should be assessed separately.

Can I use the 2022 CVE-2022-27518 version thresholds for this issue?

No. The 2022 bulletin’s thresholds belong to CVE-2022-27518 and do not apply to CVE-2026-107406. Use the affected ranges and fixed targets in the bulletin for the specific CVE under review.

The Bottom Line

For CVE-2026-107406, make the decision appliance by appliance: record the exact build, edition, management owner, and configured SAML role; match those facts to Citrix’s October 8, 2026 affected ranges; and update affected customer-managed systems to the matching fixed release. Use current Citrix guidance for uncertain builds and managed-service status, and verify the installed build after any update.
