Start by identifying whether the UPI transaction is pending, failed, successful but wrong or unsatisfactory, or unauthorized. Each outcome has a different remedy. Check the transaction status in your UPI app and the linked bank statement, save the UPI reference ID, and then follow the matching route: wait for a provider or RBI reversal window on a failed or pending debit, ask the recipient or merchant to return a successful authorized payment, report suspected fraud immediately, and escalate unresolved service complaints from your app to your bank, NPCI and, where eligible, the RBI Integrated Ombudsman.
Identify what actually happened before requesting a refund
A debit appearing in your bank account does not by itself mean that the payment is refundable. The transaction outcome, recipient type and time elapsed determine who can act next.
| What you see | What it usually means | First action |
|---|---|---|
| UPI transaction pending or processing | The payment result has not been finalized. It may still become successful or failed. | Do not immediately retry. Check the app and bank statement through the provider’s stated processing period. |
| UPI payment failed but money debited | The payment did not complete, but the account was debited and a reversal is due under the applicable rule or provider process. | Record the transaction details, wait through the relevant reversal window, then raise an in-app and bank complaint if the money is still missing. |
| Successful transfer to the wrong UPI ID | You authorized a completed payment to an unintended recipient. | Ask the recipient to return it, then approach your bank with the UPI reference ID if there is no cooperation. |
| Successful merchant payment but service or goods missing | The payment system may have completed correctly while the underlying merchant dispute remains unresolved. | Contact the merchant first and retain proof of the promised service, order and payment. |
| Payment you did not authorize | This is a suspected fraud or unauthorized-transaction case, not an ordinary refund request. | Report it immediately through official bank and payment-provider channels and preserve the complaint number. |
A successful authorized UPI payment generally cannot be cancelled from the app after you enter your UPI PIN. Neither an app nor a recipient bank is guaranteed to reverse a properly completed transfer in every case.

Collect evidence before opening a complaint
Open the payment app’s transaction history and write down the facts exactly as displayed. Also check the account statement for the debit, reversal or credit entry; the app status and bank ledger can differ while a transaction is being processed.

UPI transaction pending: what to do
Wait without creating a duplicate payment
A processing status can later become successful or failed. Paying again immediately can leave you with two completed payments if the first one eventually succeeds. Google Pay’s India help guidance tells its users to allow up to three working days for bank processing and not to retry while the transaction is processing. That is a provider instruction, not a universal deadline for every UPI app.
Monitor both records
- Check the transaction history in the UPI app.
- Check the linked bank account for a debit, reversal or final credit.
- Wait through the processing period stated by your provider or bank.
- If the status changes to successful, treat it as a completed payment and use the recipient or merchant-dispute route if something is wrong.
- If it changes to failed and the debit has not returned by the applicable deadline, open the transaction’s dispute or “Having issues?” option and contact the account-holding bank.
UPI payment failed but money debited: reversal deadlines
Reserve Bank of India circular DPSS.CO.PD No.629/02.01.014/2019-20, dated 20 September 2019, sets different automatic-reversal time limits for specified domestic failed-transaction scenarios. In the circular, T means the transaction date.
| Covered failure | Automatic reversal requirement | Compensation for delay |
|---|---|---|
| UPI funds transfer: your account was debited but the beneficiary was not credited | The beneficiary bank must auto-reverse by T+1 day if it cannot credit the beneficiary. | ₹100 per day beyond T+1, under the RBI’s 2019 framework. |
| UPI merchant payment: your account was debited but the merchant location did not receive transaction confirmation | Auto-reversal within T+5 days. | ₹100 per day beyond T+5, under the RBI’s 2019 framework. |
These are rules for the specified failed-payment categories. They are not a blanket refund deadline for a successful transfer to the wrong person, a merchant’s failure to deliver a service, a biller disagreement or a fraud claim. If the applicable reversal or compensation has not arrived, complain to the bank or payment provider and cite the transaction date, reference ID and the correct RBI category.
What to do after the deadline
- Use the transaction-specific dispute option in the UPI app, if available, and save the ticket number.
- Contact the bank that holds the debited account. Give it the UPI reference ID, date, amount and statement entry.
- Ask the bank to confirm whether the transaction is in the failed-transfer or failed-merchant-payment category and whether compensation is due.
- Keep every response and escalation number. They establish when you complained if you later use NPCI or the RBI Ombudsman.
Google Pay’s published help gives its users an example of this timing: its ordinary UPI dispute button becomes available after two days, and a user can create an in-app ticket after three business days without a refund. Menus and waiting periods can change, so follow the current instructions in your own app rather than treating those figures as RBI deadlines.
Sent money to the wrong UPI ID
Request a voluntary return first
For a successful payment that you authorized with your UPI PIN, contact the recipient promptly and request a return transfer. If it was a merchant payment, use the merchant’s official support channel and include the order or invoice number. Explain the amount, date and UPI reference ID, but never send your PIN or OTP.

Approach your bank if the recipient does not help
Give the account-holding bank the UPI reference ID and ask it to register a complaint or recovery request. The bank can coordinate through the payment chain, but it cannot promise to unilaterally cancel every properly completed transfer. Keep proof that you contacted the recipient or merchant.
Use the provider or NPCI route when eligible
Some provider guidance, including Google Pay’s help, describes an NPCI complaint within three days for a wrong-recipient payment. That is app-specific guidance; confirm the current NPCI facility and any time window before relying on it. Preserve the NPCI complaint reference and continue to respond to requests from your bank.
Merchant payment completed but the service was not delivered
A merchant dispute is different from a payment-system failure. If your app and bank show a successful transaction, the T+1 and T+5 failed-transaction rules do not automatically create a refund. Contact the merchant with the payment reference, order details, promised delivery or service date and the remedy you want.
If the merchant refuses or does not respond, ask your bank what dispute or chargeback process applies to that merchant transaction. An app provider may direct you to the merchant or the bank because the merchant controls delivery and the bank controls the account-side payment record. Do not describe a completed, authorized purchase as “failed” merely because the merchant did not perform.
Unauthorized UPI payment: report suspected fraud immediately
If you did not initiate or authorize the transaction, report it as suspected fraud through the official payment-provider and bank channels immediately. State that it is an unauthorized transaction, not a routine merchant refund. Request a complaint number and follow the bank’s instructions for securing the account and investigating the payment.

- Use only the phone number, website or in-app support route published by your bank or payment provider.
- Record the transaction ID, time, amount, recipient and every complaint reference.
- Change credentials or block access only through the bank’s verified process.
- Do not share a UPI PIN, OTP, remote-access code or screen-sharing permission with a supposed support agent.
Customer-liability outcomes can depend on the account and payment circumstances. Do not assume that every unauthorized debit receives the same automatic reimbursement; ask the bank for the applicable current rules and investigation result.

How to raise a UPI complaint
Use a factual description that lets the receiving institution classify the case correctly. A concise complaint can contain:
Transaction date and time: [date and time]
Amount: ₹[amount]
UPI reference or transaction ID: [ID]
App status: [pending/failed/successful]
Bank statement result: [debited/reversed/not credited]
Recipient or merchant: [name and UPI ID]
Problem: [failed debit, wrong recipient, merchant dispute or unauthorized payment]
Relief requested: [reversal, investigation, refund or written explanation]
Ask for the complaint number and the expected next step. Attach the bank-generated statement or other documents requested by the institution, while redacting unrelated account details where possible.
Escalation ladder: app, bank, NPCI and RBI
1. UPI app or payment provider
Start with the transaction’s own help or complaint option. Provider menus and availability vary. Save the ticket number, submission date and the exact status shown. An app can record the dispute, but the account-holding bank may still need to process the debit, reversal or compensation.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minute2. Account-holding bank
Complain to the bank linked to the debited account, even when another app initiated the payment. Provide the reference ID and statement entry. Banks are central to the payment chain and should receive the complaint before regulatory escalation.
3. NPCI
If the app and bank have not resolved an eligible UPI transaction issue, use NPCI’s current UPI complaint or dispute facility. Confirm the route and any provider-specific time limit, then preserve the NPCI reference. NPCI escalation does not turn a successful authorized payment into an automatic refund; it gives the network a channel to examine an eligible transaction dispute.
4. RBI Integrated Ombudsman
The RBI Integrated Ombudsman Scheme provides cost-free redress for a service deficiency by an RBI-regulated entity when you first complained to that entity and the response was unsatisfactory or no response arrived within 30 days. File through RBI CMS, by email or by post; call 14448 for assistance.

The general RBI FAQ filing window is one year after the regulated entity’s reply, or one year and 30 days from your initial complaint when the entity gives no reply. Check current eligibility, exclusions and maintainability before filing. The Ombudsman is not a substitute for every disagreement between a customer and a merchant.
“Customers who do not get the benefit of redress of the failure as defined in the TAT, can register a complaint with the Reserve Bank – Integrated Ombudsman Scheme, 2021 (as amended from time to time).”

What each channel can and cannot do
| Channel | Best use | Important boundary |
|---|---|---|
| UPI app | View status, open a transaction-specific ticket and obtain a support reference. | The app may not control the bank ledger or be able to reverse a completed transfer. |
| Account-holding bank | Investigate the debit, reversal, beneficiary credit and applicable compensation. | The bank cannot guarantee recovery from a willing or unwilling recipient in every completed-payment case. |
| Merchant | Resolve non-delivery, cancellation, duplicate order or quality disputes. | A merchant disagreement is not automatically a failed UPI transaction. |
| NPCI | Review an eligible network-level UPI complaint after normal channels. | Network escalation does not create an automatic refund for an authorized wrong-recipient payment. |
| RBI Ombudsman | Cost-free redress for qualifying service deficiency by an RBI-regulated entity. | It requires prior complaint to the entity and does not decide every customer-versus-merchant dispute. |
Documents and details the bank may request
Have the transaction confirmation, bank statement page, UPI reference, recipient details and copies of your correspondence ready. For a merchant issue, include the invoice, order number, cancellation or delivery promise and the merchant’s response. For suspected fraud, provide the time you noticed the debit and when you first reported it. Send only what is requested and redact unrelated account numbers or identity documents. Keep the original files and a dated log of calls, emails and ticket updates.
If the app shows successful but the bank statement is still pending, state that mismatch precisely. If the bank shows a debit but the app shows failed, state both displays rather than choosing one description. Clear classification helps the institution check whether the beneficiary was credited, whether a merchant confirmation was received and whether an automatic reversal was triggered.

Match the escalation to the clock
| Question | Why it matters |
|---|---|
| Is the transaction pending, failed, successful or unauthorized? | It determines whether you wait for processing, seek a failed-payment reversal, request a voluntary return or report fraud. |
| Was the recipient a person, merchant or biller? | Merchant service complaints and person-to-person transfers follow different recovery conversations. |
| Was the account debited and was the recipient credited? | The answer identifies whether an automatic reversal rule may apply. |
| How long has it been since T? | Compare the elapsed time with the provider’s processing period or the RBI T+1/T+5 rule for the applicable failure. |
| Which institution controls the next action? | The app handles transaction support, the bank handles the account-side record, NPCI handles eligible network complaints and RBI handles qualifying regulated-entity service deficiencies. |
Common mistakes that delay resolution
- Retrying a pending payment and creating a second debit.
- Calling a successful wrong-recipient transfer a failed transaction.
- Applying the T+1 or T+5 reversal rule to a merchant’s non-delivery or a fraud investigation.
- Relying on a screenshot when the bank requests an official statement.
- Waiting months to report an unauthorized payment.
- Using an unverified phone number supplied by a caller or social-media account.
- Discarding ticket numbers, bank replies or NPCI references.
Use the transaction reference consistently across every complaint. If a deadline has passed, state the exact transaction date, the applicable category and the number of days overdue instead of submitting a generic “refund pending” request.

Frequently asked questions
Frequently Asked Questions
What should I do if my UPI payment failed but money was debited?
Confirm the failed status in the app and the debit in the linked bank statement. For a covered UPI funds transfer where the beneficiary was not credited, RBI’s framework requires reversal by T+1 day; for a covered merchant payment where confirmation did not reach the merchant, the period is T+5 days. If the money is still missing after the applicable period, open the app’s transaction dispute, contact the account-holding bank with the UPI reference and ask whether ₹100 per day compensation applies for the delay.
How long should I wait for a UPI transaction pending status?
Do not pay again while the transaction is processing. Check both the app and bank ledger and follow the provider’s stated window. Google Pay’s India guidance tells its users to allow up to three working days for bank processing, but that is not a universal deadline. If the status becomes successful, handle it as a completed payment; if it becomes failed and the debit is not reversed, use the dispute and bank routes.
Can I cancel money sent to the wrong UPI ID?
Usually not after you entered the UPI PIN and the transfer completed. Contact the recipient promptly and request a return. If it was a merchant payment, use the merchant’s official support channel. If there is no cooperation, give your bank the UPI reference and proof of your request. Some provider guidance mentions an NPCI complaint within three days, but confirm the current facility and timing; no channel guarantees reversal of every authorized transfer.
What does UPI refund not received mean for a successful merchant payment?
First distinguish a failed payment from a successful purchase dispute. If the app and bank show successful, the RBI T+1 and T+5 failed-transaction reversals do not automatically apply. Ask the merchant for a refund using the order, invoice and payment reference. If the merchant does not resolve the issue, ask your bank about the applicable dispute or chargeback process and retain all delivery, cancellation and correspondence records.
How do I report an unauthorized UPI transaction?
Use only your bank’s verified website, phone number or in-app support and the payment provider’s official route. State clearly that the payment was unauthorized or suspected fraud, provide the time, amount, recipient and transaction ID, and obtain a complaint number. Follow the bank’s instructions for securing the account. Do not share your UPI PIN, OTP, password, remote-access code or screen-sharing access with anyone claiming to arrange a refund.
How do I raise a UPI complaint with the bank?
Give the bank the transaction date and time, amount, UPI reference or RRN, app status, recipient details and the bank statement entry. Describe whether the case is pending, failed and debited, wrong recipient, merchant non-delivery or unauthorized. State the remedy requested and ask for a complaint number and written next step. Attach a bank-generated statement if requested; a screenshot may not be sufficient.
How do I complain to NPCI or RBI about UPI?
Start with the UPI app and the bank linked to the debited account. If an eligible UPI issue remains unresolved, use NPCI’s current complaint facility and save its reference. For a service deficiency by an RBI-regulated entity, first complain to that entity; if the response is unsatisfactory or absent for 30 days, consider the RBI Integrated Ombudsman. Filing is cost-free through RBI CMS, email or post, and 14448 provides assistance. The usual window is one year after a reply, or one year and 30 days from the initial complaint when there is no reply.

No. RBI’s T+1 and T+5 rules apply to specified failed domestic transaction categories, not every successful authorized transfer, merchant service dispute, biller disagreement or fraud claim. A successful wrong-recipient payment normally requires a voluntary return or recovery effort. The Ombudsman addresses qualifying service deficiency by regulated entities after the required prior complaint; it is not an automatic refund mechanism.
The Bottom Line
Classify the transaction first, preserve the reference ID and bank evidence, and use the channel that controls the next step. Wait rather than retry a pending payment; pursue RBI’s T+1 or T+5 reversal rules only for the matching failed category; request a voluntary return for an authorized wrong-recipient payment; report suspected fraud immediately; and escalate from the app to the bank, NPCI and, when eligible, the RBI Integrated Ombudsman.
