A 429 Too Many Requests response does not automatically mean “sleep and try again.” It may indicate a temporary rate limit, an exhausted plan quota, a billing or prepaid-credit problem, or an account-level usage limit. Read the provider’s error body and documented rate-limit headers first, then choose one of three actions: wait for the server’s specified interval, back off under a bounded retry policy, or stop and fix the account or request.

A reliable implementation records the status, provider error code, response headers, request ID and failure time; honors a valid Retry-After or provider reset header; adds jitter; limits attempts and total elapsed time; and controls concurrency before requests become a burst. The details are provider-specific, so never assume that one search API’s quota or headers apply to another.

What a 429 means in a search results API

HTTP 429 means the server is refusing the request because the client has exceeded a limit or because the account cannot currently use more capacity. The status alone does not tell you which condition occurred. Providers often put the decisive classification in the JSON response body, an error-code field, or account information.

Temporary throttling

A temporary rate limit usually means requests arrived too quickly, too many workers are running at once, or a short sliding window has been exhausted. This is the case where waiting and retrying can succeed. A provider may return a delay hint or a reset time. Treat that value as the earliest time to try again, not as a guarantee that capacity will be available forever.

Hard quota, billing or usage limits

A 429 can also mean that a monthly allowance, prepaid balance, organization limit or plan quota is exhausted. Continuing to resend the same request only adds load and log noise. OpenAI’s rate-limit troubleshooting distinguishes temporary request or token limits from exhausted prepaid credits and organization usage limits. Brave’s Web Search API reference lists separate error codes including RATE_LIMITED and QUOTA_LIMITED. Use the provider’s current response schema and account dashboard to tell these cases apart.

What is not a retryable 429

If the response says that payment, credits, subscription status, authorization, or an account setting must be changed, stop the retry loop and surface an actionable error. Likewise, an invalid query, malformed parameter, unsupported search option, or authentication failure will not be repaired by waiting. Classify those responses separately from transient throttling.

Capture evidence before deciding to retry

Make the first response to a limit error diagnostic rather than another blind request. Record enough information to identify the failure without exposing credentials.

  • HTTP status and the provider-specific error code.
  • The response body, while redacting API keys, authorization headers, cookies, and personal data.
  • All documented rate-limit headers, such as remaining capacity, limit, policy and reset values.
  • The provider request or correlation ID, if one is returned.
  • UTC time, endpoint, HTTP method, account or tenant identifier, and a safe summary of the request.
  • Attempt number, retry delay selected, and total time spent waiting.

Keep the original 429 body with the log entry. A later generic “retry failed” message can hide the difference between a one-second burst limit and a quota that will remain unavailable for the rest of the billing period. Never log the complete URL if it can contain an API key or sensitive query terms.

Honor server timing hints

Use Retry-After when it is valid

If the API documents a valid Retry-After value, wait at least that long before issuing the next attempt. OpenAI’s API guidance describes the value as a minimum and recommends adding a small random delay so many clients do not retry at exactly the same instant. A delay of zero is still a server instruction; apply jitter and your concurrency controls rather than immediately releasing a large waiting queue.

Validate the value before using it. Reject malformed, negative, implausibly large or otherwise unsupported values according to your client’s policy, and fall back to bounded backoff when it cannot be parsed. Preserve the provider’s units and date format instead of assuming that every API uses the same representation.

Use provider-specific reset headers

Some search APIs publish a reset header instead of, or in addition to, Retry-After. Brave’s guide tells clients receiving a 429 to consult X-RateLimit-Reset. Its documented header family also includes X-RateLimit-Limit, X-RateLimit-Policy and X-RateLimit-Remaining. These names are not universal: read the headers that the API you are calling documents, and treat an absent or stale header as no usable timing hint.

Bounded exponential backoff when no hint is usable

When the server does not provide a usable delay, increase the wait after each failed attempt and add random jitter. Exponential backoff reduces pressure as failures persist; jitter prevents a fleet of workers that failed together from creating another synchronized burst.

There is no universal retry schedule for search APIs. Select the initial delay, multiplier, maximum delay, maximum attempts and overall deadline to fit the provider’s policy and your application’s latency budget. A user-facing autocomplete request may have a short deadline and return a partial result, while an offline indexing job may tolerate a longer queue. The important properties are bounded work and a clear failure outcome.

Two useful jitter approaches

  • Full jitter: calculate a capped exponential ceiling and choose a random delay between zero and that ceiling. This spreads retries most aggressively.
  • Equal or additive jitter: keep a portion of the calculated delay and add a smaller random component. This gives a more predictable minimum wait while still desynchronizing workers.

Whichever method you select, apply the cap before sleeping and enforce the total deadline after accounting for network time, response processing and queue time. A retry loop that has a five-attempt limit but can wait for hours is not meaningfully bounded.

Classify failures before entering the retry loop

Use a decision function that combines status, provider code, body and account context. A simple status-only rule is unsafe because the same status can represent both a temporary and a permanent condition.

Signal Likely action Why
429 with a documented temporary rate-limit code and a valid delay/reset hint Wait at least the indicated interval, add jitter, then retry within caps The provider has identified throttling and supplied timing information
429 with temporary throttling but no usable timing hint Use bounded exponential backoff with jitter Capacity may recover, but the client must avoid an unbounded loop
429 with quota, billing, credit or organization-limit code Stop retries and request account or plan action Waiting does not replenish an exhausted allowance
4xx indicating invalid input or authentication Do not retry unchanged The request or credentials must be corrected
5xx or a transient network failure Retry only when the operation and client policy allow it, with the same bounds The server or connection may recover, but repeated attempts still consume capacity

The last two rows are general client-policy categories, not a promise that every provider treats every 5xx or network error as safe. Check the search API’s documentation and whether your operation can be repeated without an unwanted side effect.

A practical retry sequence

  1. Send one request and inspect the complete response. Capture the status, body, documented headers, request ID and timestamp without recording secrets.
  2. Classify the error. Distinguish temporary throttling from quota, billing, authorization and invalid-input conditions using the provider’s error code and account context.
  3. Choose the delay. For a valid Retry-After, wait at least that amount and add small random jitter. Otherwise use your capped exponential-backoff policy.
  4. Check the deadline before sleeping. If the next delay would exceed the request’s total retry budget, return a controlled failure or fallback instead of starting another attempt.
  5. Retry through one owner. Confirm whether your SDK or HTTP client already retries the status. Do not silently add a second loop that multiplies attempts.
  6. Measure the result. Record attempts, selected delays, final status, elapsed time and the provider code so recurring limit errors can be fixed at the scheduling layer.

Prevent bursts before they produce 429s

Track every limit window

A displayed per-minute or monthly allowance may not reveal a shorter burst window. Brave documents a one-second sliding request window per plan and advises tracking multiple windows. A client that stays below a monthly total can still violate a one-second rule if it releases a batch simultaneously. Maintain counters or a token-bucket style scheduler for each documented window, and reserve capacity before dispatching work.

Use remaining and reset values

When an API supplies remaining capacity and reset information, feed them into the scheduler. Reduce dispatch rate as remaining capacity approaches zero, and hold new work until the reset boundary rather than allowing every worker to discover the limit independently. Treat the values as provider-specific observations: parse them at runtime and do not hard-code an illustrative plan limit.

Control concurrency and queue work

Limit the number of in-flight searches per API key, tenant and endpoint. Put excess work in a queue and release it at a paced rate. Separate interactive traffic from batch jobs so a bulk import cannot consume all short-window capacity needed by users. If several processes share one credential, coordinate their limiter through a shared store or a single dispatch service; independent local counters cannot see the combined burst.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Coalesce or avoid duplicate searches

Before increasing retry capacity, remove avoidable requests. Debounce keystroke-driven search, cache identical queries for an appropriate period, and coalesce concurrent callers waiting for the same result when freshness requirements permit. These are application choices, so define the allowed staleness and privacy rules explicitly rather than caching indiscriminately.

SDK and HTTP-client retries can change the math

Retry behavior belongs to the complete call stack, not only the code around the API call. An official SDK may retry 429 and 503 responses automatically, while a lower-level HTTP client may retry network failures as well. OpenAI’s guide notes that official OpenAI SDKs automatically retry eligible 429 and 503 responses, but handling of long Retry-After values varies by SDK version and configuration. That behavior is an example, not a rule for a search API’s SDK.

Inspect the installed library’s documentation and effective configuration. Determine which statuses are retried, whether the server delay is honored, how jitter is generated, the maximum attempts, and whether the timeout includes sleep time. Then choose one ownership model:

  • Library-owned retries: configure the SDK’s limits and expose its final error to the application.
  • Application-owned retries: disable overlapping library retries and implement classification, scheduling and telemetry in one place.
  • Coordinated layers: allow a narrowly scoped transport retry, but include its attempts and delay in the application’s overall budget.

Nested loops can turn two intended attempts into many network calls. For example, an SDK that makes three attempts inside an application loop of three can consume up to nine requests before the caller gives up, subject to the SDK’s exact behavior. Count actual attempts in telemetry rather than relying on configuration names alone.

Provider example: Brave Search API

Brave documents a one-second sliding request window per plan and names the headers X-RateLimit-Limit, X-RateLimit-Policy, X-RateLimit-Remaining and X-RateLimit-Reset. Its guidance recommends consulting the reset time after a 429, monitoring remaining quota, spreading requests evenly and tracking multiple windows.

Header examples in that guide, such as one request per second and 15,000 requests per month, are illustrative response-header examples. They are not an industry statistic and do not establish the current allowance for every plan. Read the actual response headers and verify the plan in effect for the account at runtime.

The Brave Web Search API reference documents a 429 response and error values including RATE_LIMITED and QUOTA_LIMITED. A client should route those codes differently: use reset-aware backoff for temporary rate limiting, and stop for a quota condition until the account or plan is changed.

Provider example: interpreting OpenAI guidance without overgeneralizing

OpenAI’s API rate-limit guidance is useful for the mechanics of delay handling: treat a valid Retry-After as a minimum and add a small random delay to avoid synchronized retries. It also distinguishes temporary request or token limits from exhausted prepaid credits and organization usage limits, and advises against retrying quota or billing errors that require user action.

Those recommendations do not mean a search API uses OpenAI’s limits, headers or SDK. Apply the concepts only after checking the search provider’s response schema and the actual client library in your application.

AWS SDK behavior illustrates why defaults must be verified

AWS documents a separate example of versioned retry behavior. Its described 2026 configuration requires opting in with AWS_NEW_RETRIES_2026=true until that behavior becomes the default. In the documented standard mode, exponential backoff with jitter and a retry quota are used, with a default maximum of three attempts for that configuration.

Those values apply to the specified AWS SDK configuration, not to search APIs generally. The lesson is operational: record the library version, read the effective mode and include SDK attempts in your request budget before selecting application-level caps.

Reference implementation pattern

The following language-neutral structure shows the control flow. Replace the provider-specific classification and header parsing with the search API’s documented rules; do not treat the sample delays as universal values.

attempt = 0
started = monotonic_time()
while true:
    response = send_request()
    record_status_body_headers_and_request_id(response)

    decision = classify(response.status, response.body, account_context)
    if decision == "success":
        return response
    if decision in {"quota", "billing", "authorization", "invalid_input"}:
        raise NonRetryableError(response)
    if attempt >= max_attempts:
        raise RetryDeadlineError(response)

    server_wait = parse_documented_delay(response.headers)
    if server_wait is valid:
        wait = server_wait + random_jitter()
    else:
        ceiling = min(max_delay, initial_delay * multiplier ** attempt)
        wait = random_between_zero_and(ceiling)

    if monotonic_time() + wait - started > total_deadline:
        raise RetryDeadlineError(response)
    sleep(wait)
    attempt = attempt + 1

In production, make the classification function provider-aware, cap a malicious or nonsensical server delay, and ensure the SDK does not perform another hidden retry around send_request(). Emit metrics for each branch so operators can distinguish throttling from account exhaustion.

Observability and alerting

Track rate-limit events as a separate operational signal rather than folding them into generic error counts. Useful dimensions include provider, endpoint, credential or tenant, status, provider code, retry attempt, delay source (server hint or client backoff), final outcome and elapsed time.

  • 429 rate: percentage of requests rejected by temporary throttling.
  • Quota and billing errors: count separately because retries cannot resolve them.
  • Retry amplification: total attempts divided by original operations.
  • Delay and deadline exhaustion: time spent waiting and requests abandoned after the retry budget.
  • Remaining-capacity trend: where documented headers make it available.
  • Concurrency at failure: in-flight requests when the provider responded with 429.

Alert on sustained increases, sudden exhaustion of remaining quota, or a rising amplification ratio. Include the provider request ID in support records, but never place API credentials in logs, traces or alert payloads.

Common failure modes and fixes

Retrying every 429 forever

Symptom: workers continue for hours while the account is over quota. Fix: classify quota and billing codes as terminal, enforce attempt and elapsed-time caps, and direct operators to the account action required.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ignoring Retry-After or reset information

Symptom: retries arrive before the provider’s reset and extend the outage. Fix: parse the documented header, wait at least the indicated interval, add jitter, and coordinate the queue so all workers do not wake together.

Using one limiter for every window

Symptom: monthly usage looks safe but one-second bursts still trigger 429s. Fix: model each documented window and pace dispatch across the shortest one.

Adding a second retry loop

Symptom: traffic and latency are far higher than the configured application attempts. Fix: inspect SDK defaults, select one retry owner, or include all nested attempts in a shared budget.

Logging secrets while diagnosing

Symptom: a useful 429 trace contains an API key in a URL or header dump. Fix: redact credentials before logging and retain only a safe request summary, provider request ID and diagnostic fields.

Choosing a retry policy for different workloads

Workload Priority Policy emphasis
Interactive search or autocomplete Low latency and graceful degradation Short total deadline, limited attempts, debounce and a user-visible fallback
Scheduled indexing Throughput without bursts Queue-based pacing, shared concurrency control and longer but bounded backoff
Multi-tenant service Fairness and isolation Per-tenant budgets, per-key limits, weighted queues and separate telemetry
One-time migration Completion with provider compliance Slow dispatch, persistent checkpointing and operator-visible quota exhaustion

Do not increase retry counts merely to improve an apparent success percentage. A policy is successful when it obtains useful results without violating provider limits, exhausting latency budgets or hiding an account problem.
