Yes—sheep can usually graze safely beneath utility-scale solar arrays when the site is designed and managed for livestock. Standard panel clearances generally suit sheep, but safe grazing is not automatic: electrical components and cables need protection, fencing and water must be planned around tracker and service access, and a veterinarian-led flock-health plan must be in place.

The solar operator and grazier should walk the whole property together before turnout and put responsibilities, exclusion zones, emergency procedures, insurance and payment terms in a written agreement. The steps below provide a practical framework for doing that.

Why sheep are used under solar panels

Sheep are generally the best-established livestock fit for conventional utility-scale solar arrays because their height usually clears the lower edge of standard panels. Larger ruminants require more clearance and can create greater risks around structures, wiring and moving equipment.

Managed grazing can reduce mowing, herbicide use and other vegetation-management work. A grazier may be paid for that service while also producing meat, wool or breeding stock. The solar project therefore has two outputs: electricity and livestock products, with possible income from land access and vegetation management for the grazier.

More than 4,000 megawatts of U.S. solar generation included sheep grazing underneath as of November 2023, according to National Renewable Energy Laboratory InSPIRE data cited by the U.S. Department of Energy. That figure indicates the practice is established at scale, not that every array is suitable without modification.

Conditions that make grazing safe

  • Panel rows, trackers, inverters, transformers, cables, drains and vehicle lanes are mapped before animals arrive.
  • Electrical and moving equipment have clearly marked no-graze zones.
  • Wires are properly encased and cannot be chewed, snagged or rubbed by sheep.
  • Fences, troughs, feeders and shade structures do not obstruct tracker movement or maintenance access.
  • Water and adequate forage are available without requiring sheep to enter electrical exclusion areas.
  • A veterinarian-led flock-health plan covers parasites, lameness, heat stress, injury, vaccination and treatment records.
  • The operator and grazier agree in writing who maintains infrastructure, handles emergencies and pays for losses or repairs.

The U.S. Department of Energy summarizes the electrical principle this way: “For all animals, wire management systems should be properly encased to avoid interactions with the animals.” Treat that as a design requirement rather than a suggestion.

Survey the entire site before turnout

Do not begin with a small corner of the array and assume the rest is similar. Walk the full perimeter and every internal route with the solar operator, the person responsible for vegetation management and the flock manager. Use the resulting map for fencing, water placement, grazing rotations and emergency response.

Map equipment and hazards

  • Panel rows, row ends and any low-clearance sections.
  • Fixed-tilt structures and tracker rows, including the complete sweep of moving parts.
  • Inverters, transformers, switchgear, substations and other energized equipment.
  • Buried and exposed cables, cable trays, junction boxes and conduit crossings.
  • Perimeter gates, emergency gates, maintenance entrances and vehicle lanes.
  • Steep slopes, erosion channels, drains, culverts, ponds and areas where sheep could become trapped.
  • Potential toxic plants, contaminated ground, standing water and places where predators can enter.

Mark exclusion and access zones

Mark no-graze areas physically and on the shared site plan. The boundary should include enough space for electrical isolation, inspection and repair, not merely the visible footprint of a cabinet. Keep a continuous route for emergency vehicles and maintenance crews. If a tracker can rotate, the exclusion boundary must account for its entire movement, including unusual positions during servicing or storms.

Agree how a worker will signal that a section is closed. A gate tag, sign, radio call or digital work order is useful only if both parties use the same system and record closures in the daily log.

Protect panels, cables and moving equipment

Electrical protection

Have the solar operator or a qualified electrical professional identify every cable that could be reached by sheep, dogs, vehicles or fencing. Properly encase exposed wires and secure conduit so animals cannot pull it loose. Do not rely on a sheep’s inability to reach a wire today; vegetation growth, snow, erosion or a shifted fence can change the distance.

Never attach troughs, mineral feeders, shade frames, gates or temporary fencing to a tracker, panel frame, cable tray or other solar component. A structure that seems rigid can move during tracking or maintenance, and an attachment can interfere with its travel or transfer loads to equipment.

Prevent physical damage

Sheep rarely threaten the glass surface when panels are mounted correctly, but infrastructure can be damaged by rubbing, climbing, chewing, trapped fencing or vehicles. Keep feeders and mineral blocks far enough from panels and posts that crowding cannot push animals into the structure. Remove sharp wire ends and repair loose conduit immediately. Do not allow guardian dogs or transport equipment to use panel structures as resting or loading points.

Fire and vegetation controls

Coordinate mowing, herbicide use, repairs and electrical work with the flock manager. Animals must be removed or confined before a chemical application, and the parties should record the product, treated area, exclusion period and return-to-graze decision according to the label and local rules.

Never burn vegetation under or around panels. The Department of Energy warns that fire can cause electrical fires and equipment damage. Use approved mechanical or grazing methods and maintain a plan for dry-season fuel buildup.

Design fencing for sheep and solar access

Use a permanent perimeter fence, temporary paddock fencing or both, depending on the contract and the array layout. Portable electric net fencing is a natural choice for many sheep operations, but energizer location, grounding, voltage and installation must follow the manufacturer’s instructions and local requirements.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fencing checklist

  • Set the perimeter outside equipment clearances and maintenance corridors.
  • Divide the site into paddocks that match forage supply and allow rotation without crossing energized or restricted areas.
  • Place gates where a truck, fire crew and technician can pass without moving a panel or crossing a cable route.
  • Use visible, secure corners and avoid narrow wedges where sheep can pile up.
  • Inspect for low voltage, fallen branches, washouts, broken posts, storm damage and entanglement at a frequency appropriate to the flock, weather and site risk.
  • Provide a second way to reach animals if one gate is blocked by a vehicle or maintenance closure.

Keep an escape-recovery plan with the flock identification records and the operator’s emergency number. A fence that stops sheep but prevents people from entering safely is not an adequate design.

Provide water, forage, shade and shelter

Water placement and capacity

Place clean water where sheep can reach it without entering an electrical exclusion zone or blocking a service lane. Size troughs, tanks and supply lines for the flock and the hottest expected weather, not for average conditions. Include a refill method that does not require driving over cables or parking beside energized equipment. Check water daily during turnout and more often during heat, drought, freezing weather or pump problems.

Assess forage before setting stocking limits

Walk under, between and around the rows to identify forage species, bare ground, poisonous plants, wet areas and places where shade changes growth. Do not infer carrying capacity from the acreage alone. Panel spacing, mowing history, soil, rainfall, irrigation and tracker orientation can make two arrays with the same area support very different numbers of sheep.

Set an initial stocking limit conservatively with an agronomist and veterinarian, then adjust it from measured forage use, body condition and weather. Plan supplemental hay or other feed when growth is inadequate. Put feeders where they can be serviced without entering a no-graze zone and where spilled feed will not attract rodents or create a maintenance problem.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Shade and shelter

Panels can create cooler daytime and warmer nighttime microclimates, but the effect varies with array design and local conditions. Shade is not a substitute for water, ventilation, nutrition or a place to escape severe weather. Identify natural or built shelter, wind exposure, lightning risk and a route to move sheep out of the array if a storm, flood or heat event develops.

Build a flock-health plan before the first grazing season

The American Solar Grazing Association’s guide was developed with veterinarians, extension specialists and practicing solar graziers for managed sheep grazing on solar sites. Use a veterinarian as the decision-maker for the flock rather than treating the array as a simple pasture.

Record each animal

  • Identification and ownership.
  • Body-condition score and weight where available.
  • Lameness, hoof condition and previous injuries.
  • Parasite status and treatment history.
  • Vaccinations, medications, withdrawal periods and allergies.
  • Pregnancy, age or other factors that change heat, nutrition or handling risk.

Quarantine or treat animals according to veterinary advice before they enter the site. Keep a current list of animals, treatments and the person authorized to make welfare decisions.

Address site-specific hazards

Include toxic plants, wire chewing, entanglement, trapped spaces, sharp edges, heat stress, predators, vehicle movements and chemical exposure in the plan. Agree on guardian-dog policy before dogs arrive. The plan should state whether dogs are allowed, who owns and controls them, how they are identified to workers and what happens after a chase, bite or livestock escape. The flock-health guide also emphasizes communication and a veterinary partnership.

Turnout procedure

  1. Confirm the site is ready. Walk the perimeter, gates, water points, forage and exclusion zones with the operator. Verify that no maintenance crew, chemical treatment or electrical isolation is pending.
  2. Test fencing. Check energizer operation, grounding, continuity, gate handles and corners. Remove hazards that could catch a leg, horn or fleece.
  3. Inspect the flock. Record identification, condition, lameness, parasite concerns and treatments. Hold back animals that do not meet the veterinarian’s entry criteria.
  4. Introduce sheep gradually. Start in a manageable paddock with reliable water and close observation. Confirm that animals understand the fence and can move freely around posts and panel rows.
  5. Observe behavior. Look for crowding, repeated rubbing, chewing, panic at tracker movement, difficulty reaching water or attempts to enter restricted areas.
  6. Release the planned group. Do not exceed the agreed stocking limit while forage use and animal behavior are still being evaluated.
  7. Log the turnout. Record date, paddock, number of sheep, weather, forage condition, water status, staff present and any corrective action.

Daily and weekly management

The inspection interval should match flock size, weather, terrain and equipment risk. A remote, large flock in hot weather requires more frequent checks than a small group in mild conditions. At every visit, check:

  • Sheep count, behavior, breathing, gait, body condition and signs of heat stress.
  • Fences, gates, energizer output, grounding, washouts and entanglement points.
  • Water cleanliness, flow, leaks, ice and access.
  • Forage height, bare soil, toxic plants and signs of overgrazing.
  • Panel rows, cable protection, tracker clearances and any new construction or damage.
  • Predator signs, guardian-dog behavior and unauthorized entry.

Rotate paddocks or move the flock when forage is depleted. Do not wait for animals to lose condition. Record moves, weather, repairs, treatments, escapes, mortalities, predator incidents and communications with the operator. A shared log gives both parties an auditable record when conditions or responsibilities are disputed.

Recognize problems and respond quickly

Heat stress

Move sheep toward water, airflow and approved shade, reduce handling and contact the veterinarian when animals show abnormal panting, weakness, staggering or collapse. Keep a route open for a vehicle or trailer. Panel shade does not guarantee adequate cooling, particularly when wind is blocked.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Lameness, injury or entanglement

Secure the area, prevent additional animals from entering and provide first aid only within the veterinarian’s protocol. Photograph or document the hazard, identify the animal and notify the responsible party. Repair the fence, conduit or structure before returning the flock.

Escape or predator event

Close nearby gates, protect people from traffic and electrical hazards, and use the agreed recovery contact tree. Do not chase sheep into a restricted electrical area. The operator must be able to isolate equipment when the recovery plan requires it.

Storm, flood or fire

Define in advance who decides to evacuate, where sheep go, which gates can be opened and who can de-energize equipment. After a storm, inspect fences, standing water, exposed cables, fallen trees and tracker alignment before turnout resumes. Fire response must follow the site’s emergency plan; never create a burn operation beneath panels.

Set stocking and pasture decisions locally

Solar grazing remains an emerging practice. University of Wisconsin Extension notes that long-term research is limited and that there is no consensus on every best practice. Consequently, stocking density, forage mixtures, supplementation and rotation length should be set locally with an agronomist and veterinarian and revised from actual observations.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Compare forage production in shaded and unshaded strips, monitor body condition and record supplemental feed. A lower stocking rate may be appropriate during establishment, drought, after construction disturbance or when panel spacing leaves little usable forage. Reseeding, soil amendments or drainage work should be approved by the operator because they can affect cables, access roads and project warranties.

Write a solar-grazing contract that removes ambiguity

Bring landowners and graziers into design discussions early. EnergyCo NSW’s Agrivoltaics Handbook, published 17 December 2025, recommends early involvement and provides pre-contract checklists. The handbook is a planning resource, not NSW policy or formal assessment guidance; local electrical, animal-welfare, pesticide, fire, insurance and planning rules still apply.

Site and infrastructure terms

  • Exact grazing boundaries, acreage or mapped paddocks.
  • Panel-row access, tracker clearances and every no-graze zone.
  • Ownership and maintenance of perimeter fences, temporary fences, gates, energizers, troughs, pipes, shade and shelters.
  • Standards for cable encasement, repairs, vegetation control and restoration.
  • Service-lane access, notice for planned work and procedures for emergency closure.

Livestock and labor terms

  • Maximum flock size, species, rotation schedule and turnout dates.
  • Forage assumptions, supplemental-feed responsibility and who pays for water delivery.
  • Inspection frequency, record format and access for the grazier and veterinarian.
  • Veterinary care, medicines, withdrawal compliance, mortality, theft, escape and predator response.
  • Guardian-dog rules, worker safety and identification of authorized personnel.

Risk and financial terms

  • Emergency contacts, authority to isolate electrical equipment and site-entry rules.
  • Insurance limits, indemnity language and responsibility for damage to panels, fences, vehicles or animals.
  • Payment method, invoicing schedule, performance measures and inspection rights.
  • Notice periods, suspension and termination rights for unsafe conditions, nonpayment, construction or repeated escapes.
  • Reseeding, fence removal, soil repair and other end-of-project restoration duties.

Attach the current site map, equipment clearances, emergency contacts and inspection form to the agreement. A clause that says “safe access” without showing where access is allowed leaves the most important decisions unresolved.

Compare potential solar sites before accepting work

Two arrays with the same nameplate capacity can have very different grazing costs and risks. Score each candidate site against the following factors before agreeing to a stocking rate or payment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Factor Questions to answer Why it changes the decision
Clearance and tracker design Can sheep pass safely under panels, and does any equipment move? Low clearance or moving rows require larger exclusion zones and closer supervision.
Cables and electrical protection Are routes buried, encased and accessible for inspection? Exposed or poorly protected wiring raises animal and worker risk.
Fence geometry and service lanes Can paddocks be made without blocking vehicles or emergency routes? Awkward shapes increase labor, escapes and maintenance conflicts.
Water reliability How far is the nearest dependable source, and how is it refilled? Long hose runs, pumps or truck deliveries add recurring work and failure points.
Forage and shade pattern What grows under, between and outside rows across seasons? Forage determines stocking limits, rotation and feed costs.
Predator and veterinary access Can a veterinarian, trailer and guardian-dog handler reach every paddock? Delayed treatment or recovery increases welfare and liability risk.
Labor and transport How long does each inspection, move and water refill take? A site that looks profitable on acreage can lose money through travel and handling time.
Insurance and liability Do existing policies cover livestock, electrical facilities and visitors? Uninsured losses can exceed grazing income.
Payment and restoration Who pays for infrastructure, repairs, feed and end-of-project restoration? These terms determine the actual return and the risk retained by each party.

When to decline or pause a site

Decline turnout or pause grazing when the operator cannot identify energized equipment, refuses to protect exposed wiring, blocks emergency access, lacks a workable water plan or will not define responsibility for animal welfare and infrastructure damage. Stop grazing after a serious escape, electrical fault, fire, flood, chemical application or unexplained illness until the hazard is assessed and corrected.

A safe solar-grazing arrangement is a managed livestock operation inside an electrical facility—not unattended sheep placed on unused grass. When design, fencing, water, health care, daily records and contract terms are integrated from the start, sheep can control vegetation while the solar project continues to operate safely.
