The workable answer is a shared organizational baseline with risk-based controls. Register every employee-built AI app or agent, assign an accountable owner, limit its data and actions, review it before release, and monitor it through retirement. Let low-risk productivity experiments move through a light process; require progressively stronger testing, approval, security, and operational support as an agent gains autonomy, sensitive data, connectors, external exposure, or business impact.
This approach reduces shadow AI without banning useful experimentation. It also aligns with the NIST AI Risk Management Framework (AI RMF) functions—govern, map, measure, and manage—and with Microsoft guidance that agents should be observable, governed, and secure. Neither source is a complete local policy or a mandatory certification, so your organization must set its own risk tolerance and legal requirements.
Why employee-built AI needs governance
Employees can now assemble chatbots, workflow automations, retrieval systems, and tool-using agents with little central engineering. That speed is valuable, but an apparently small experiment can still expose confidential information, make an inaccurate decision, trigger an irreversible action, or become business-critical without anyone accepting operational responsibility.
Traditional application inventories often miss systems created in departmental workspaces, personal automation accounts, spreadsheet extensions, or no-code environments. A governance program therefore has to cover the system’s whole lifecycle, not just a security review at launch. NIST’s AI RMF states that “Risk management should be continuous, timely, and performed throughout the AI system lifecycle dimensions.” In practice, that means deciding what is allowed, understanding intended and unintended uses, testing performance and controls, monitoring operation, and correcting or retiring the system.

Generative AI deserves additional attention because outputs can vary, models and prompts can change, and users may treat fluent responses as authoritative. NIST’s Generative AI Profile notes that organizations may need additional human review, tracking, documentation, and management oversight. Treat those as risk considerations rather than universal requirements: the right controls depend on the use, data, impact, and applicable obligations.
Set one organization-wide policy baseline
Start with rules that apply whether an employee builds an app in a central engineering environment or a departmental tool. Put the baseline inside existing security, privacy, compliance, procurement, and enterprise-risk structures instead of creating a disconnected AI rulebook.
Define acceptable use
State which business uses are permitted, restricted, or prohibited. Cover the handling of personal, confidential, regulated, and customer data; use of external model services; automated decisions; impersonation; creation of content for customers or regulators; and actions that can change records, spend money, or affect safety. Require employees to disclose material AI assistance where a law, contract, or professional standard requires it.

Describe prohibited behavior in operational terms. For example, do not paste regulated records into an unapproved service, connect an agent to a production system without authorization, or allow an agent to approve its own high-impact output. Rules should identify the approved path for a legitimate need so employees are not forced to choose between policy compliance and getting work done.
Assign policy authority
Name the executive sponsor and the functions that can interpret the policy. A practical arrangement gives a central risk or security group responsibility for the baseline, while privacy, legal, compliance, data owners, and business leaders set requirements for their domains. Define an exception process with an expiration date, compensating controls, and a named approver.
Connect AI rules to existing controls
Reuse identity lifecycle, data classification, vendor review, secure development, change management, records retention, incident response, and service-management processes. This avoids a situation in which an AI agent has a policy owner but no way to disable an account, revoke a connector, open an incident, or preserve evidence.
Create a complete inventory and accountable ownership
You cannot govern systems you cannot find. Maintain a central register for employee-built apps and agents, including prototypes that handle company data or connect to business systems. Discovery can combine self-registration, workspace scans, identity and API logs, data-loss-prevention alerts, and periodic attestations by department leaders.

Record the minimum useful fields
- Identity: a unique name, environment, platform, version, service account, and deployment location.
- Purpose and intended users: the business problem, approved use cases, excluded uses, and whether users are internal, customers, suppliers, or the public.
- Ownership: accountable business owner, technical maintainer, data owners, security contact, and an operational escalation path.
- Lifecycle state: proposed, in development, pilot, approved production, suspended, or retired, with review and retirement dates.
- Data map: source systems, classifications, retention rules, geographic constraints, and whether data is sent to an external model or provider.
- Connectors and actions: APIs, plugins, tools, write permissions, transaction limits, and human approval points.
- Model and prompt configuration: model or service version, system instructions, retrieval sources, guardrails, and change history.
- Evidence and operations: test results, approvals, monitoring locations, known limitations, incident history, and backup or recovery procedures.
Ownership must be operational, not ceremonial. The owner is accountable for the agent’s purpose, budget, risk decisions, user communications, review dates, and retirement. A builder may be the technical maintainer, but the business owner remains responsible when the original employee changes jobs or leaves.
Make registration easy
Use a short intake form for low-risk ideas and expand it automatically when answers indicate higher risk. Ask for the purpose, data types, actions, users, and expected impact first. Pre-fill platform and identity information where possible. A difficult registration process drives employees toward unrecorded tools; a simple process creates a path for safe experimentation.
Use risk tiers based on intended use and impact
Do not give every agent the same approval burden. Classify each system by purpose, criticality, autonomy, data sensitivity, connector breadth, external exposure, and the likely consequence of an error. NIST allows organizations to apply or revise risk tiers for generative AI; it does not prescribe one universal number of tiers or scoring formula.
The following three-level model is an implementation choice, not a NIST or Microsoft mandate. Organizations with more complex environments can subdivide it.

| Tier 1: Personal productivity | Drafting, summarizing a user’s non-sensitive notes, brainstorming, or formatting content. | Human remains the decision-maker; no regulated or confidential data; no external publication or write action. | Approved tool, basic training, data-boundary checks, user review, and registration or attestation. |
| Tier 2: Departmental or team | Searching an internal knowledge base, preparing support drafts, routing requests, or updating a low-impact system after approval. | Shared users, internal data, connectors, repeatable workflows, or moderate operational effect. | Named owner, documented data sources, least-privilege identity, testing, logging, change review, and a department approver. |
| Tier 3: Mission-critical or high impact | Systems supporting financial operations, regulated decisions, safety-related work, customer commitments, or production changes. | High business criticality, sensitive data, broad or autonomous actions, external exposure, or significant harm if wrong. | Formal risk assessment, security and privacy review, independent evaluation, explicit human controls, resilient operations, executive or risk approval, continuous monitoring, and tested incident procedures. |
Document why a system received its tier and reassess it when its purpose, users, data, model, connectors, or autonomy changes. A low-risk prototype can become high risk simply by adding a write connector or allowing external users.
Gate release with controls matched to the tier
Before an agent reaches users, require evidence that it behaves within its approved boundaries. Higher-impact systems need more formal evidence and independent review; a low-risk experiment may use a self-checklist and manager approval.
Purpose and behavior
- Describe the intended task, users, expected outputs, and explicitly excluded tasks.
- Identify failure modes such as hallucinated facts, prompt injection, data leakage, unsafe tool selection, excessive looping, and unauthorized escalation.
- Specify what the agent must do when information is missing, confidence is low, or a request exceeds its authority.
Data rights and boundaries
- Confirm that the owner has permission to use every data source.
- Apply classification, minimization, retention, residency, and deletion requirements.
- Prevent retrieval from returning records to users who could not access them directly.
- Document whether prompts, outputs, files, or telemetry are retained by an external service and for what purpose.
Identity and least privilege
Give the agent a distinct identity rather than using a developer’s personal credentials. Scope access to the minimum datasets, APIs, operations, and environments required. Separate development, test, and production identities. Use short-lived credentials where practical, rotate secrets, and make revocation a tested procedure.

Connector and tool permissions
Review every action the agent can call, not just the model. Read-only search is materially different from sending email, changing a customer record, issuing a refund, or deploying code. Set allowlists, parameter constraints, transaction limits, rate limits, and destination restrictions. Require a human confirmation for irreversible, legally significant, safety-sensitive, or high-value actions. Log the request, tool selected, parameters, result, and approving person.
Security and privacy review
Test authentication, authorization, prompt-injection resistance, output handling, secret exposure, malicious files, cross-tenant access, denial-of-service behavior, and unsafe content paths. Include the agent in threat modeling and privacy impact work when its data or decisions warrant it. Review the model provider, subcontractors, data terms, service commitments, and exit plan through the normal vendor process.
Human review and approval
Define where a person must inspect an output, approve an action, or take over a conversation. “Human in the loop” is not meaningful if approval is automatic, rushed, or performed by someone without context. Provide the reviewer with the source material, proposed action, uncertainty or warning signals, and a way to reject or correct the result.
Build, test, and document employee-created systems
Approved frameworks and integration patterns reduce variation and make controls reusable. Provide templates for authentication, retrieval, logging, tool authorization, error handling, redaction, and human approval. A supported pattern is safer than asking every employee to invent a security design.
Use representative evaluations
Create test cases from real tasks, edge cases, prohibited requests, sensitive-data scenarios, prompt-injection attempts, and tool failures. Evaluate factuality, groundedness, access control, refusal behavior, latency, cost, and action accuracy where those measures matter. Keep the test set and results with the inventory record. Re-run evaluations after model, prompt, retrieval, connector, or policy changes.

Control changes
Treat prompts, system instructions, retrieval indexes, model versions, tool schemas, and access policies as changeable components. Use version control where feasible, require review for material changes, and preserve a rollback option. A change that expands data access or autonomy should trigger re-tiering, not merely a code review.

Operate agents as services, not one-off experiments
Production approval is the beginning of operational responsibility. Microsoft’s governance guidance summarizes the goal as: “Every agent must be observable, governed, and secure.” Apply that principle regardless of the platform used.
Monitor the signals that matter
- Authentication events, permission changes, unusual access, and failed authorization.
- Prompts and outputs where lawful and proportionate, with sensitive content protected.
- Tool calls, parameters, approvals, failures, retries, loops, and unusual volume.
- Model, prompt, retrieval, connector, and policy changes.
- User feedback, correction rates, refusals, harmful outputs, and degraded task performance.
- Availability, latency, cost, quotas, and downstream transaction results.
Monitoring should lead to action. Set thresholds and owners for investigation, suspension, rollback, and notification. Do not collect detailed content indefinitely when metadata or sampling will answer the operational question; apply retention and privacy rules.

Connect incidents to existing response processes
Define severity levels for data exposure, unauthorized action, harmful output, service outage, and policy violation. The response plan should identify who can disable the agent, revoke credentials, block a connector, preserve logs, notify affected parties, and restore a known-good version. Link the agent record to the organization’s security and IT service-management queue so responders do not have to search for contacts during an incident.
Review and retire
Set review intervals according to tier and change frequency. At review, confirm the owner, purpose, data sources, access, test evidence, incidents, usage, and continued business need. Suspend systems with no accountable owner, obsolete data access, unresolved high-severity findings, or no justified use. Retirement should remove credentials, connectors, scheduled jobs, user access, stored data, and public endpoints, while retaining records required for legal or audit purposes.
Stop shadow AI without blocking innovation
A ban rarely eliminates unsanctioned use; it pushes it out of sight. Make the approved path faster than the workaround.
- Offer a sanctioned starting point. Provide approved tools, templates, data-handling instructions, and example integrations.
- Publish a decision tree. Let employees determine whether a use is personal productivity, departmental, or high impact based on data, actions, and consequences.
- Use lightweight intake for low risk. Ask for the purpose, data category, users, and connectors; return a quick decision or a clear escalation path.
- Provide a safe sandbox. Separate test data and credentials from production and impose quotas so experimentation cannot affect customers or critical records.
- Teach practical boundaries. Training should show how to classify data, recognize prompt injection, verify outputs, report incidents, and request access.
- Detect and assist. Use identity, network, data-loss-prevention, and API telemetry to find unregistered use, then contact the owner with a registration and remediation path before resorting to punitive action, unless there is immediate danger.
Employees remain responsible for following policy and reviewing outputs, even when a tool is approved. Builders must not assume that approval transfers accountability to IT or to the model provider.

A practical implementation roadmap
First 30 days: establish control and visibility
- Appoint the executive sponsor and governance lead.
- Publish interim rules for sensitive data, external services, autonomous actions, and production access.
- Choose the inventory fields and collect an initial list from business leaders, identity logs, automation platforms, and known integrations.
- Identify unowned or high-impact systems and suspend dangerous access while they are assessed.
Days 31–60: make the process usable
- Adopt the organization’s tier definitions and a short intake form.
- Release approved development patterns, sandbox environments, and training.
- Define review gates, evidence requirements, exception handling, and incident contacts for each tier.
- Connect inventory records to identity, service-management, logging, and data-governance systems.
Days 61–90: operate and improve
- Run pilots with one low-risk and one higher-risk use case to test proportionality.
- Turn on monitoring for authentication, tool calls, changes, failures, and owner attestations.
- Conduct an incident or rollback exercise and fix gaps.
- Set review calendars, retirement criteria, and metrics; revise the baseline from employee and reviewer feedback.
How to assess a governance platform or internal approach
Whether you use internal services, a platform, or a combination, compare capabilities against the governance problem rather than a feature checklist.
| Evaluation axis | Questions to ask |
|---|---|
| Coverage | Does it find employee-created apps and agents as well as centrally developed systems? |
| Identity and permissions | Can it assign owners and constrain data, connectors, tools, and actions with least privilege? |
| Risk-tier support | Can review, approval, and policy controls differ by purpose, criticality, autonomy, and data? |
| Lifecycle and observability | Does it track versions and changes, provide useful logs, support review and escalation, and enable retirement? |
| Integration | Can it fit existing identity, data governance, security operations, privacy, compliance, and service-management workflows? |
| Proportionality | Can low-risk experimentation proceed quickly while high-risk systems receive deeper review and stronger support? |
Ask for evidence in your own environment: an inventory export, an access-revocation test, a change audit, a simulated incident, and a demonstration of how a newly discovered employee app enters the process. Product descriptions alone do not establish comparative effectiveness.
Common failure modes and corrections
- One approval path for everything: Replace it with risk tiers and differentiated evidence.
- Inventory without ownership: Require an accountable business owner and an operational contact before production use.
- Focusing on the model while ignoring tools: Review connector permissions, write actions, parameters, and approval gates.
- Human review as a checkbox: Give reviewers context, time, authority to reject, and a documented escalation route.
- Testing only happy paths: Include access violations, prompt injection, bad data, tool errors, and adversarial or ambiguous requests.
- Static approval: Reassess after changes to prompts, models, retrieval, data, users, or autonomy.
- Collecting logs without response: Define thresholds, owners, retention, and the action that follows an alert.
- Leaving former employees’ agents running: Use team ownership, periodic attestations, credential revocation, and retirement checks.
- Writing a policy nobody can follow: Pair every prohibition with an approved tool, example, intake route, and support contact.
Metrics that show whether governance works
Track measures that reveal coverage and control, not vanity counts. Useful indicators include the percentage of known agents with current owners; time from registration to a tier decision; percentage with documented data sources and tool permissions; overdue reviews; unresolved high-severity findings; successful credential-revocation tests; incidents by cause and tier; evaluation results after material changes; and the number of employees completing role-specific training.
Interpret metrics with context. A rise in registrations may indicate healthier visibility rather than more risk. A low incident count may mean controls work—or that reporting is weak. Pair quantitative measures with sampled reviews and interviews with builders and users.
Final decision rule
Allow experimentation when the purpose is clear, data and actions are bounded, a responsible owner exists, and the consequences of failure are limited. Slow down and add independent review, stronger identity and data controls, explicit human approval, testing, monitoring, and operational support when an agent can affect sensitive information, external parties, critical processes, or irreversible outcomes. This proportionate baseline gives the business a way to benefit from employee creativity without losing track of who is responsible, what each system can do, or how to stop it.
Frequently Asked Questions
How do we govern employee-built AI apps without reviewing every experiment like a critical system?
Use a tiered process. Low-risk productivity tools can use registration, approved tools, training, and user review; departmental systems need documented access, testing, logging, and an owner; mission-critical or high-impact agents need formal security and privacy review, independent evaluation, explicit human controls, and continuous monitoring.
What controls should an AI agent have before it can access company data?
Verify the data owner’s permission, classify and minimize the data, use a distinct least-privilege identity, enforce row- or record-level authorization, restrict connectors and actions, log access and tool calls, test prompt-injection and leakage scenarios, and define human approval and incident-revocation procedures appropriate to the agent’s tier.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsWho owns an AI agent after an employee builds it?
A named business owner should remain accountable for purpose, acceptable use, review dates, and retirement. A technical owner maintains the implementation, while data, security, privacy, and operational contacts provide domain controls. Ownership should be recorded in a team-managed system so it survives staff changes.
How do we stop shadow AI agents without blocking innovation?
Provide approved tools, a sandbox, simple intake, practical training, and a fast escalation path. Use telemetry to discover unregistered systems and help owners register or remediate them. Reserve immediate blocking for dangerous access or activity, and make the sanctioned path easier than an unmanaged workaround.
