Give an AI agent only the tools, data, and authority its task needs, and enforce those limits in the code that executes each action—not just in the prompt. Use a separate, revocable identity, isolate the agent from unrelated systems, require specific human approval for consequential actions, and keep an audit trail outside the agent’s control. This design lets low-risk work proceed without needless interruptions while limiting the damage a manipulated or mistaken agent can cause.

What safe agent permissions mean

An AI agent may read files, call APIs, run code, or change records on a user’s behalf. Each capability is a form of authority. Safe permissions are the controls that determine which action the agent may take, against which resource, under what conditions, and whether a person must approve it first.

This is an enforcement design, not a prompt-writing trick. Instructions such as “do not delete files” can influence what the model proposes, but they do not stop an authorized tool from deleting a file if the model makes that call. The check must happen at the tool or downstream service boundary, where the system can validate the caller, action, target, parameters, and permitted scope. OWASP’s AI Agent Security Cheat Sheet and LLM06:2025 Excessive Agency both emphasize constraining agent capabilities rather than relying on the model to self-limit.

A useful design goal is least agency: give the agent only the autonomy, tools, and access required for its task, and only for as long as needed. OWASP’s AI Agent and MCP Security guideline describes that as the guiding principle. In practice, this means designing permissions around specific jobs, not granting a general-purpose agent broad access and hoping it behaves.

Define what the agent is allowed to do

Before enabling a tool, write down the requested outcome, the data and systems involved, and the permitted operations. Make distinctions that change the consequences: reading versus editing, drafting versus sending, proposing a deployment versus performing it, and querying a database versus modifying it. OWASP identifies excessive functionality, excessive permissions, and excessive autonomy as roots of excessive agency.

  • Outcome: What should be true when the task is complete?
  • Data: Which files, records, accounts, or other information may the agent access?
  • Operations: May it read, create, update, delete, send, deploy, or change permissions?
  • Scope: Which user, project, folder, environment, or destination is in bounds?
  • Duration: When should the authority expire or be revoked?

Turn the answers into an explicit allowlist. Anything not listed should be denied or routed for review; unknown actions and failed policy checks should not silently proceed. For example, “prepare a report from these records and save it in this folder” is narrower than “use the company drive.” A document-reading task should not inherit delete or send capabilities simply because one integration bundles them with reading.

Keep the task boundary understandable to the person initiating it. If the agent needs to search a folder, allow that folder rather than a whole home directory. If it must update one project, scope the authorization to that project rather than every project the user can access. The smaller and clearer the boundary, the easier it is to test and explain.

Enforce permissions where actions execute

Every side-effecting tool call should pass through a check that is independent of the model’s decision. Validate the identity that initiated the task, the agent identity, the requested operation, the target resource, the parameters, and the relevant scope. Where possible, the downstream service should also enforce its own access controls; a permissive intermediary should not be the only barrier to an action.

Prefer narrow, typed functions over open-ended commands. A tool that saves a report to an approved folder exposes less authority than unrestricted shell access. A function that drafts a message is safer than one that can both draft and send. If a general tool is unavoidable, put a policy-enforcing layer in front of it that rejects out-of-scope targets and operations.

Check authorization at each operation in the execution path, using the initiating user and relevant resource scope. Do not treat the presence of a tool in the agent’s tool list as proof that every call to it is authorized. A capability can be available while a particular target, argument, or operation remains disallowed.

When a request fails a policy check, stop the operation and return a clear denial or ask for an appropriate approval. Do not silently broaden access, substitute a more powerful tool, or let the model reinterpret a denial as permission. Record the denied attempt so administrators can distinguish blocked behavior from successful execution.

Give the agent its own limited identity

Use an attributable agent identity that can be revoked independently of a person’s account. Shared human credentials obscure who performed an action and may give the agent authority over resources unrelated to the task. A generic, privileged service identity creates a similar problem: an agent operating on one user’s request might be able to reach other users’ data.

Issue scoped, short-lived credentials where feasible. Keep read and write authority separate, avoid administrative access, and do not put long-lived production secrets in prompts or agent environments. A task that only needs to inspect records should not receive a credential that also permits modifying them. If write access is required, scope it to the necessary resource and operation.

Make identity and credential handling part of the lifecycle, not a one-time setup. The agent’s access should end when the task ends or the authorization expires, and operators should be able to revoke it without disabling a human user’s account. The exact implementation depends on the identity and secrets systems in use; the principle is to make the agent’s authority attributable, limited, and temporary.

Contain the agent with isolation

Permission checks limit what the system authorizes; isolation limits what the agent can reach if a tool or policy is misconfigured or the agent is manipulated. Use filesystem and network boundaries in addition to application-level permissions. OWASP recommends an OS-level sandbox where available and identifies a development container, disposable virtual machine, or cloud environment as options. Avoid mounting a user’s home directory or exposing production credentials in an environment used to run agent code.

Restrict outbound network access to destinations required for the task. Review which controls apply to each access path: shell tools, file tools, and integrations may not all be covered by the same sandbox. A permission dialog is not a substitute for containment. OWASP puts it plainly: “Permission prompts are not a security boundary against a manipulated agent; isolation is.”

Isolation is especially important when the agent reads content it does not control, such as email, webpages, issues, documents, or tool descriptions. That content may contain instructions intended to steer the model into actions outside the user’s request. Treat retrieved and user-supplied content as untrusted input; keep the agent’s capabilities narrow enough that following a malicious instruction cannot grant it new access.

Decide when a person must approve

Not every action needs an interruption. Requiring approval for every harmless read or draft can create approval fatigue: users may start accepting prompts without inspecting them. Use low-friction handling for explicitly low-risk actions, and reserve explicit review for actions with high impact, poor reversibility, external visibility, broad scope, or significant uncertainty. OWASP’s Cheat Sheet says to “Require explicit approval for high-impact or irreversible actions.”

Examples that normally warrant a deliberate review include deleting data, sending a message, spending money, deploying a change, altering access permissions, or connecting to a new network destination. The right policy depends on the potential harm and the agent’s scope; a reversible edit to a private draft is not equivalent to publishing the draft publicly.

When asking for approval, show the exact proposed action, target, and arguments—not a vague summary such as “continue?” Bind the decision to the actor, tool, target, normalized parameters, time, and expiry. Use short-lived authorization artifacts and replay protection where appropriate, so an approval for one action cannot be reused for a different target or a later operation. The agent must not approve its own consequential action.

Approval should authorize only what the person reviewed. If the agent changes the recipient, amount, destination, command, or other meaningful parameter after approval, the earlier decision no longer covers the new action. Require a fresh decision for the changed action rather than treating approval as a general permission to proceed.

A practical risk review

Use these questions to decide whether an action can run automatically, needs approval, or should be denied. They are a decision aid, not a published numerical scoring system:

  • Impact: Could the action expose sensitive information, spend money, or affect users?
  • Reversibility: Can the result be undone reliably?
  • External visibility: Does it send, publish, deploy, or communicate outside the agent’s environment?
  • Scope: Which user, account, records, systems, or network destinations can it affect?
  • Uncertainty: Is the action or target ambiguous, newly introduced, or derived from untrusted content?

As impact, irreversibility, external visibility, scope, or uncertainty rises, add stronger controls: narrow the permitted operation, isolate it further, require a person to inspect the specific action, or deny it. If the target is unclear, ask for clarification rather than approving a guess.

Keep an audit trail the agent cannot rewrite

Record enough information to reconstruct both the request and the control path: who initiated the task, which agent identity was used, what tool was called, what approval decision was made, what result followed, and any relevant network-policy decision. Centralize these logs somewhere the agent cannot alter. Avoid recording secret values themselves.

Logs should make it possible to distinguish an attempted action from an authorized one, an approved action from a denied one, and a tool call from its outcome. If records omit approvals or execution results—or if the agent can modify them—responders may not be able to establish what happened after an incident.

Test the controls before production and again after material changes to tools, prompts, memory, retrieval, or policies. Include cases where the agent requests an unauthorized operation, targets a resource outside its scope, receives untrusted instructions, or changes a parameter after approval. Confirm that the system blocks or routes the action as intended and that the log captures the decision without exposing credentials.

A concrete permission pattern

For a report-writing agent, a safe starting design might permit reading a specified set of records and writing a report to one approved folder. It would not permit deleting source records, sending the report, changing folder permissions, or accessing arbitrary network destinations. The agent would run under its own short-lived identity in an isolated environment without production secrets or unrelated home-directory files.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Specify the task: Name the records, permitted read operation, output folder, and expected report.
  2. Expose only the needed tools: Provide a record-reading function and a scoped save function, not a general shell or bundled send/delete integration.
  3. Check every call: At execution time, verify the initiating user, agent identity, operation, resource, and arguments against the task scope.
  4. Gate consequential changes: If the agent is later allowed to send or publish the report, show the exact recipient or destination and content for approval, then bind approval to those parameters.
  5. Log and test: Keep the request, tool calls, approval, result, and relevant network decisions in centralized logs; test allowed, denied, and changed-parameter cases.

This example is a pattern, not a vendor-specific configuration. The control points matter more than a particular prompt or tool schema: narrowly expose capability, verify authority at execution, contain access, and make high-impact decisions reviewable.

Common permission failures and how to correct them

Failure Why it is risky Better control
Relying on a prompt to prohibit actions The prompt can guide behavior but does not enforce authorization if a tool call is made. Validate the caller, action, target, arguments, and scope at the execution boundary.
Overbroad integration A reading task may inherit send, delete, or modification capabilities because the integration bundles them. Expose a narrower function or reject disallowed operations and targets in code.
Shared or privileged credentials Actions are difficult to attribute, and the agent may reach unrelated users’ resources. Use an independently attributable agent identity with scoped, revocable credentials.
Approval for every trivial action Frequent interruptions can train users to accept prompts without reviewing them. Automate explicitly low-risk work within narrow boundaries; preserve review for consequential actions.
Trusting retrieved instructions Content in an email, webpage, issue, or tool description may attempt to redirect the agent. Treat such content as untrusted and constrain the agent’s tools, targets, and network access.
Missing or agent-controlled logs Operators may be unable to reconstruct the action, approval, or outcome. Centralize records outside the agent’s control and capture the full control path without secret values.

Application-specific controls still need to be implemented

OpenAI’s guardrails and human review guidance states that Responses API and Agents SDK applications do not automatically inherit Codex Auto-review. Developers need to add review and enforcement in their own harness, with checks at the tool boundary that creates side effects. Treat this as an implementation responsibility for those applications, not as a general claim about every agent platform. For any vendor or framework, verify the current product documentation for its controls and configuration syntax; a product feature should not be assumed to enforce a boundary it does not cover.
