Give an AI agent only the information needed for its current task, and enforce access through the application around it—not through the model’s promise to behave. A prompt can tell an agent how to handle data, but it cannot reliably decide which records the agent is authorized to retrieve or prevent a tool from taking an unsafe action. Those boundaries belong in backend permissions, scoped tools, isolated identities and independent checks.

A practical design therefore has two jobs: provide enough relevant context for a useful result, and limit what the agent can see, retain and do if it misunderstands instructions or encounters hostile content. OWASP’s AI Agent Security Cheat Sheet recommends minimizing sensitive data in agent context and defining data-handling, retention and deletion policies. The OWASP Securing Agentic Applications Guide 1.0 landing page dates that guide to July 27, 2025; its recommendations are design guidance, not proof that any one control eliminates leakage or prompt injection.

What counts as an agent’s context—and where can it leak?

Context is more than the text typed into a chat box. It can include system and developer instructions, the user’s request, retrieved documents, tool results, previous turns, memory, tool arguments and information included in a final answer. The agent may also interact with logs or other components that store copies of this information.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

This matters because useful access can create several exposure paths. A sensitive field might be sent to the model when it is not needed; a tool might retrieve a record outside the user’s authority; an attacker might place instructions inside a document; or data might persist in memory or logs longer than intended. OWASP’s testing guidance also calls out exfiltration through tools, citations, logs and final output.

Think of context protection as a data-flow and authorization problem, not a prompt-writing trick. A model can help interpret permitted information and propose work. Surrounding software must decide what information is available, which operations are allowed and whether a proposed action can execute.

How should you decide what context a task needs?

Define the task before selecting data

Write down what the agent is expected to produce or do, who initiated the task, and which records, fields and time range are necessary. A request to summarize recent support issues, for example, may need a bounded set of authorized issue descriptions and dates; it does not automatically justify sending an entire customer record or mailbox. This example illustrates data minimization, not a prescribed OWASP schema.

For each task, distinguish required facts from convenient but unnecessary information. Exclude credentials, secrets and sensitive fields that do not contribute to the requested result. “The model might need it” is not an adequate reason to expose a whole database, repository or customer record.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Classify information and set handling rules

Establish data classes and specify which classes may enter prompts, retrieval results, logs and persistent memory. Define handling, retention and deletion expectations for each relevant path. OWASP’s AI Agent Security Cheat Sheet recommends data classification, context minimization, encryption in transit and at rest, and retention and deletion policies as part of data protection and privacy.

Make those rules operational. A policy should say what a component may return or store, not merely tell the agent to be careful. Where sensitive information is needed, decide whether a limited value, a transformed representation or a narrow extract can serve the task instead of the underlying full record. That choice depends on the task and the application’s policy; the source guidance does not prescribe a universal transformation.

Build a narrow retrieval result

Prefer a retrieval operation that returns only authorized fields for the current user and task. Apply access checks before data reaches the model, and constrain the query to the relevant resource and time range. A model should not receive a broad result and then be asked to filter out records it was never entitled to see.

Review the result itself, not only the search request. Verify that it contains the intended fields and scope and does not carry hidden or unneeded data along with the useful passage. The exact fields and limits are application-specific; the governing principle is minimization combined with least privilege.

Where should authorization be enforced?

Check the initiating user and resource on every operation

Authenticate the person or process that initiated the task, then have the application or policy service authorize each retrieval and action against that identity, tenant, resource and task. A model’s claim that a user is allowed—or its inference from the conversation—is not authorization. Backend checks must decide whether the requested record or operation is permitted.

Apply deny-by-default behavior: an unknown tool, operation or resource is not allowed until explicitly authorized. Use explicit allowlists for operations, and keep tool schemas narrow enough that the agent cannot express unrelated or overly broad requests. OWASP AI Exchange’s General Controls guidance emphasizes backend permission enforcement, least model privilege and scoped tools.

Separate read and write capability

Give an agent only the tools it needs for the assigned work. Separate read-only access from write-capable access rather than giving every task a broad capability set. A summarization task generally has no need for a tool that modifies records; a task that proposes a change can be designed so that proposing and executing it are distinct operations.

Use an agent identity distinct from a developer’s personal account. Prefer scoped, short-lived credentials, and do not place long-lived or production credentials in an agent’s environment, prompts or configuration. OWASP DevSecOps guidance on AI Agent and MCP Security warns against those credential practices. The credentials used by a specific tool should grant only the access its operation requires.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check again at the tool boundary

Enforce authorization where the tool or service actually accesses data or performs an action. A prompt rule such as “only use records belonging to this tenant” may guide behavior, but it does not substitute for a service-side tenant check. Validate the requested operation and its arguments against policy before execution, including when the agent has already been given context about the resource.

This second boundary matters because an agent can misunderstand a task or be influenced by content it reads. The data layer should not rely on the model to notice that a record, parameter or action is out of scope.

How do you handle hostile instructions in documents and web content?

Treat retrieved material as data, not authority

Pages, emails, documents and API responses can contain text intended to redirect the agent. NIST describes agent hijacking as indirect prompt injection: malicious instructions embedded in ingested data can lead to unintended harmful actions. The agent should analyze such content as task material, not treat it as authority to expand its assignment, reveal information or change permissions.

Keep trusted policy, user instructions and retrieved content structurally distinct. Clear delimiters and explicit prompt rules can help the model interpret the different sources, but they are not an access-control boundary. OWASP Cornucopia’s AAI2 Agentic AI threat card emphasizes context isolation at design time, least-privilege tools and human confirmation for irreversible or high-impact actions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Quarantine risky content where practical

Where feasible, parse or summarize risky external material in a component with no tools and no ability to take actions. Pass only the necessary result to the agent that can use tools. OWASP’s LLM Prompt Injection Prevention Cheat Sheet presents zero-tool quarantine parsing as one possible layer alongside validation, scoped tool access and approvals.

Quarantine reduces the opportunity for hostile text to directly steer a capable agent, but it does not make downstream information trustworthy by default. Validate what crosses the boundary and retain the independent authorization checks on any later retrieval or action. OWASP’s guidance supports layered controls; it does not establish that a single parsing step neutralizes every malicious instruction.

How should memory, logs and outputs be protected?

Make memory deliberate and isolated

Do not automatically turn arbitrary user input or retrieved text into trusted long-term memory. Validate and sanitize memory writes, check for sensitive information before persistence, isolate memory by user or session, and set size and expiration limits. These controls reduce the chance that one user’s information is exposed in another user’s context or that an untrusted instruction becomes durable guidance.

Define what memory is for. If a task needs only information from the current interaction, do not persist it by default as long-term memory. Apply the same retention and deletion rules used for other stored data. OWASP’s AI Agent Security Cheat Sheet specifically includes memory controls and retention and deletion practices.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep logs useful without making them a second data store

Log enough security-relevant metadata to investigate access and action decisions, but avoid unnecessary copies of credentials, secrets, prompts or sensitive responses. Apply retention and deletion rules to logs as well as memory, and consider which components can access them. Logging every full prompt and tool result may create a separate repository of sensitive data without being necessary for the investigation goal.

Map the full information path: retrieval results, tool arguments, citations, logs, final output and persistent memory can all carry data beyond the immediate prompt. OWASP’s abuse-case testing guidance specifically identifies exfiltration through tools, citations, logs and final output, so checking only the model’s visible answer leaves important paths unexamined.

Control what the agent returns

Before delivering a response, apply the application’s rules for sensitive information and authorized disclosure. A user’s permission to ask a question does not necessarily mean every retrieved field can be returned. Decide which output fields are appropriate for the initiating user and task, and ensure citations or quoted source material do not reveal excluded information.

This is a design implication of data minimization and authorization, not a guarantee that output filtering alone can prevent leakage. Keep the earlier retrieval and tool boundaries in place so the model is not routinely given data that the user should never receive.

How should consequential actions be gated?

Separate an agent’s recommendation from execution. The agent can propose a change or request an operation; an independent policy or execution component should validate scope, privilege and approval state before carrying it out. Require a human to confirm irreversible or high-impact actions. OWASP guidance on agent threats calls for confirmation of such actions, while its AI Agent Security Cheat Sheet recommends testing security abuse cases.

Make confirmation meaningful: show the person what action will occur and the relevant scope before approval, rather than asking for a vague confirmation of the overall task. The approval should apply to the specific action under review. A human click should not bypass backend authorization or turn an otherwise unauthorized operation into an allowed one.

Use read-only operation where it is sufficient. If a workflow genuinely needs writes, give the write-capable component only the permissions needed and preserve validation and approval checks. This limits the consequences of an agent interpreting a request incorrectly or acting on malicious content.

What should you test before deployment and after changes?

Build repeatable abuse-case tests and retain regression cases for failures you have already observed. Run them before deployment and after material changes to prompts, tools, memory, retrieval, policies or model providers. OWASP recommends testing against prompt override, unauthorized tool use, privilege escalation, memory poisoning, data exfiltration and runaway loops.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Test the boundary, not just the answer

  • Prompt override: Check whether hostile instructions in retrieved material can persuade the agent to ignore trusted policy or alter its task.
  • Unauthorized tool use: Attempt operations the agent’s task or initiating user should not be permitted to perform; verify the service rejects them.
  • Privilege escalation: Try to reach a broader tenant, resource, field set or write capability than the task allows.
  • Memory poisoning: Test whether untrusted content can be stored as trusted long-term guidance or cross into another user’s or session’s memory.
  • Data exfiltration: Check retrieval, tool arguments, citations, logs and final output for disclosure beyond the permitted scope.
  • Runaway loops: Test whether an agent can continue making repeated calls or actions without the intended limit or review.

For each case, define the expected control point and observable result. For example, an unauthorized retrieval should be rejected by the backend rather than depending on the model to decline. Test with the same scopes and tool boundaries used in deployment; a successful demonstration using a prompt alone does not prove that production authorization is enforced.

Retest meaningful changes

Changes to a model provider, retrieval logic, memory behavior, tool schema or policy can alter the system’s exposure even if the user interface stays the same. Rerun relevant cases after such changes and compare outcomes with the retained regression set. Testing offers evidence about the scenarios exercised; it cannot establish that every injection or leakage path has been eliminated.

How do you balance usefulness with protection?

There is no universally safest architecture that preserves every task’s utility. Assess the design against the task and the data it handles, rather than assuming that more context is always better or that removing all context is practical. OWASP’s sources provide control recommendations, not comparative effectiveness measurements for every architecture.

Decision axis What to examine
Data minimization How much sensitive information enters model context, retrieval results, logs and memory?
Authorization strength Is each data access and action checked by backend policy tied to the initiating user and task?
Isolation Are identities, sessions, tenants, memory and tool sets separated where needed?
Action risk Do write operations and high-impact actions receive independent validation or human approval?
Operational burden What policy configuration, testing, auditing and retention management will the controls require?
Utility Can the restricted context and tool set still complete the assigned task?

Use these axes to identify trade-offs in your own workflow. Narrower context may require more precise retrieval design; stronger separation can require additional policy and testing work. The right design is the least-exposing one that still supports the defined task, with access and actions enforced outside the model.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A practical design sequence

  1. Specify the task. Record the expected result or action, the initiating user and the permitted scope.
  2. Inventory and classify data. Identify candidate records and fields, exclude unnecessary sensitive data, and define what may enter prompts, retrieval, logs and memory.
  3. Implement scoped retrieval. Check user, tenant and resource access in the application, then return only the relevant authorized fields and time range.
  4. Limit tools and identities. Allow only task-required tools, separate read from write capability, use a distinct agent identity and prefer scoped, short-lived credentials.
  5. Separate trusted policy from content. Mark external material as untrusted data; quarantine risky parsing without tools where feasible.
  6. Set storage and output rules. Isolate memory, validate writes, set size and expiration limits, control logs, and check disclosures in final answers and citations.
  7. Gate actions. Validate operations independently and require human confirmation for irreversible or high-impact actions.
  8. Run abuse tests. Test the threat cases above before launch and after material changes; retain cases for regression testing.

OWASP’s Securing Agentic Applications Guide 1.0 landing page gives July 27, 2025 as its publication date. Its recommendations and the related OWASP and NIST materials are useful design guidance, but no one control guarantees that an agent cannot be manipulated or disclose data. Treat protection as a set of enforceable boundaries, then verify those boundaries as the system changes.
