To get workers to use buses, trains, or other passenger services in Transport Fever 3, build a usable trip from where they live to their actual workplace and make it competitive with driving. Residents choose their own workplace and travel mode; the official manual does not describe a way to assign a named worker to a line or guarantee that a particular passenger will board it.
How worker commutes work
Residents are simulated individually. Each has a home, chooses a workplace, and travels there and back by foot, car, or public transport. Public transport is one possible choice, not an automatic consequence of placing a stop beside an industry. The manual says residents weigh transit time and cost against car travel, subject to their personal movement preference—the maximum time and money they are willing to spend on public transport. The official Simulation Overview explains these mechanics.
That means there is no single setting that forces every resident to commute by train or bus. Your goal is to make a complete, attractive journey available to the people whose homes and workplaces you want to connect.

Check the resident and destination first
Inspect an individual resident, or open the residential building’s details, to see where that person lives, works, and shops. This confirms whether the suspected farm, factory, or other industry is actually that resident’s workplace. Residents choose their workplace, so the nearest-looking town or work site may not correspond to the person you have in mind.

Build a complete trip to the work site
Connect the worker’s origin to the workplace with passenger service that can carry the trip from start to finish. A stop near the home alone, or near the industry alone, does not establish a usable commute. Include the necessary line connections and make sure the worker can reach the relevant stops in-game. Residents also need a viable journey home after work.
The manual describes residents choosing among available ways to travel, but it does not specify a numeric walking radius to a stop or a detailed rule for crossing roads. Do not rely on a universal distance threshold; check access and the actual route in your game.

Make transit competitive with driving
Compare the whole public-transport trip with the car option, not just the time spent aboard a vehicle. Waiting and transfers add to the journey, and cost also matters. A connection can reach the workplace yet still lose out if it is slower or more expensive than driving, or if it exceeds that resident’s movement preference.
The era changes this comparison. Early in the timeline, few private vehicles compete with public transport. Later, faster cars can beat transit on average speed, and residents may consider longer work and shopping trips acceptable. If ridership falls as the game advances, reassess how the full trip compares with driving rather than assuming the line has stopped functioning.

Account for waiting and route choice
Waiting times affect passenger-satisfaction ratings. Those ratings contribute to city ratings, which in turn affect the growth factor applied to experience points. A technically connected line is not necessarily an appealing service if passengers wait too long.
Passengers select an appropriate route from start to finish when they begin a journey; they do not continually reconsider it at every stop. The developer’s First Look Episode 5 response puts it this way: “As such, passengers decide an appropriate route from start to finish when starting a journey.” A passenger already travelling may therefore remain on an older or less effective route after you change the network. Check later departures and the routes taken by new passengers before deciding an edit did not work.

Transporting passengers contributes to city-growth experience, but not all trips contribute equally: the developer says people travelling from a residence to work or shopping within the same city earn fewer experience points than passengers arriving from neighboring cities or farther away. Waiting-time satisfaction also affects the growth factor applied to experience. Urban Games’ Episode 4 development blog describes 18 city-growth levels and more than 400 new town buildings; those figures describe the broader growth system, not a guaranteed amount of growth from one worker’s commute.

A practical troubleshooting order
- Inspect a resident: verify the person’s home and workplace in the resident or residential-building details.
- Trace the whole commute: ensure passenger service connects the origin and work site, including necessary transfers, and supports the trip back home.
- Compare alternatives: consider total time, waiting, transfers, cost, personal movement preference, and whether cars are faster in the current era.
- Check new journeys: because routes are selected at departure, evaluate passengers starting trips after your network change rather than expecting en-route passengers to switch.
