For people in the United States, the most reliable setup combines Wireless Emergency Alerts (WEA), official National Hurricane Center (NHC) and local National Weather Service (NWS) updates, and at least one independent backup such as NOAA Weather Radio. WEA is built into participating carrier networks, so you do not need a separate weather app or enrollment for those alerts. It is designed for short, urgent warnings—not as a complete hurricane forecast—so use several channels and know what each one provides.
Start with the phone’s built-in Wireless Emergency Alerts
Wireless Emergency Alerts are short messages sent to compatible phones by participating wireless carriers when an authorized emergency warning affects the phone’s current area. The National Weather Service identifies Hurricane Warnings, Storm Surge Warnings, and Extreme Wind Warnings among the alerts that can be delivered through WEA.
WEA does not require you to create an account, install a weather app, or subscribe to a separate service. The carrier broadcasts the message to WEA-capable devices in the threatened area. Because the system uses cell broadcast, a phone near a warning boundary may receive an alert even when its home address is elsewhere.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsHow to turn on emergency alerts
- Open your phone’s emergency-alert settings. On many phones this is inside the main Settings app under a section such as Notifications, Safety and emergency, Wireless alerts, or Emergency alerts. The exact wording and available switches differ by manufacturer, operating-system version, country, and carrier.
- Look for government, wireless, or emergency alerts. Confirm that the controls for severe, emergency, or public-safety alerts are enabled. Some phones group all WEA categories together; others show separate categories for the most serious alerts.
- Check the device and carrier. WEA requires a WEA-capable handset and participation by the wireless carrier. If you cannot find the controls, or a switch is unavailable, ask the phone manufacturer or your carrier to verify support for your particular handset and service.
- Keep the phone usable during an outage. Charge it before tropical-storm conditions arrive and keep a charging cable and power source with your emergency supplies. A phone that is powered off or has an empty battery cannot display a warning.
There is no universal menu path that applies to every phone. Avoid assuming that a setting shown in an online tutorial exists on your model. The manufacturer’s current instructions or your carrier’s support team can identify the correct labels.

What WEA can—and cannot—tell you
What it is good at
- Delivering a brief, attention-getting warning to compatible phones in the affected broadcast area.
- Providing urgent notice of selected critical hazards, including Hurricane, Storm Surge, and Extreme Wind Warnings issued through the NWS system.
- Reaching a compatible phone that enters the threatened area after the alert was first sent, provided the carrier and device support WEA.
What it does not replace
- WEA is not a full storm briefing. A short message cannot provide the complete track, wind field, rainfall outlook, evacuation-zone details, shelter information, or local road conditions.
- It does not deliver every hurricane watch, advisory, forecast discussion, or routine update. A watch or advisory may require you to consult the NHC, your local NWS office, or another official channel.
- It is not infallible. NWS says WEA is designed not to be affected by ordinary network congestion, but no warning system guarantees delivery to every phone in every circumstance. Device capability, carrier participation, radio coverage, power, and local conditions still matter.
Read the complete message and follow the action it specifies. Then obtain more detail from official forecast sources instead of treating the WEA text as the entire forecast.
Use the official hurricane forecast and local information together
National Hurricane Center: the storm-level picture
The National Hurricane Center is the official source for the tropical cyclone forecast in the United States. Use it to follow the storm’s projected path, wind hazards, watches and warnings, and forecast updates as the system develops. Conditions can change quickly, so check for the latest advisory rather than relying on a screenshot or an old notification.
Your local National Weather Service forecast office: the location-specific picture
Your local NWS office translates the hurricane’s broad forecast into hazards for your area. Local forecasters understand the coastline, rivers, low-lying neighborhoods, drainage limitations, and other vulnerabilities that a national map cannot show in detail. Their updates can clarify storm surge, inland flooding, damaging wind, tornadoes, and timing for the counties they serve.

Understand the difference between a watch and a warning
NOAA summarizes the distinction this way: “In general, a Watch means impacts are possible; a Warning means impacts are expected or happening.” The distinction is operational, not merely descriptive.
Hurricane Watch
A Hurricane Watch means hurricane conditions are possible in the watch area. NOAA’s hurricane guidance uses a timing window in which tropical-storm-force winds could begin within 48 hours. A watch is the signal to complete preparations that require time: review evacuation instructions, secure outdoor items, charge devices, confirm transportation, and monitor official updates.
Hurricane Warning
A Hurricane Warning means hurricane conditions are expected in the warning area. NOAA’s definition uses a shorter window, with tropical-storm-force winds expected to begin within 36 hours. Follow local emergency-management instructions immediately, including evacuation or shelter directions. Do not wait for a second phone message if officials have already issued an action order.
Storm Surge and Extreme Wind Warnings
These warnings identify specific life-threatening hazards that may require different actions from a general hurricane message. A storm-surge warning concerns dangerous water inundation along vulnerable coasts and waterways; an extreme-wind warning concerns exceptionally destructive winds. Read the wording carefully and use local NWS and emergency-management instructions for the affected zones.

Build a redundant alert system instead of relying on one notification
Each channel has a different failure mode. The table below shows how they complement one another.
| Channel | Cellular or internet required? | Signup or special equipment | Information provided | Independent power option |
|---|---|---|---|---|
| Wireless Emergency Alerts | Uses a participating cellular network and a WEA-capable phone | No separate signup or weather app | Short, urgent messages for selected critical warnings | Only as long as the phone has power |
| Local or state emergency-management alerts | Usually delivered through the local system’s available communications channels | Separate enrollment where the jurisdiction offers it | Local instructions, evacuation information, and other alert types selected by the agency | Depends on the delivery method and your device |
| NHC and local NWS updates | Normally accessed through an internet-connected phone or computer | No dedicated receiver; use the official services | Fuller forecasts, timing, hazard explanations, and updates | Requires a charged connected device unless received through another relay |
| Local broadcast media | Radio or television reception rather than a particular phone app | No account; receiving equipment required | Forecast briefings, local closures, and emergency instructions | Depends on the radio or television’s power source |
| NOAA Weather Radio | Does not depend on cellular data or your phone’s internet connection | Dedicated NOAA Weather Radio receiver or compatible scanner | Continuous official watches, warnings, forecasts, and hazard information | Choose a receiver with battery backup |
Check your city, county, or state emergency-management agency for available opt-in systems and the hazards they cover. These services are separate from WEA, so enrolling in one does not substitute for enabling the other.
Add NOAA Weather Radio as an independent backup
NOAA Weather Radio broadcasts official watches, warnings, forecasts, and other hazard information continuously. It is a separate receiver-based service, not a hidden phone feature. You need a special receiver or a scanner that can tune the appropriate NOAA Weather Radio frequencies.

Features that matter
- Automatic warning activation: Most alert-capable receivers can sound an alarm when a warning tone is transmitted, even when the unit is monitoring quietly.
- SAME support: Specific Area Message Encoding (SAME) receivers can be configured to alert for selected geographic areas and can sound an alarm for the relevant message.
- Battery backup: NWS guidance identifies battery backup as useful when commercial power fails. Keep spare batteries available and test the unit before storm season.
- Reception at your location: Place the receiver where its signal is usable and where the alert tone can wake or reach you. A radio is only a backup if it is powered, tuned, and audible.
NWS does not endorse a particular make or model. Choose equipment based on alert capability, SAME support if useful for your area, battery operation, and dependable reception rather than a brand name.

If you travel during hurricane season
A WEA-capable phone on a participating carrier can receive an alert when you are visiting a threatened area, including when you enter that area after an alert has already been sent. Your home location or billing address does not determine the broadcast area. The same caveats still apply: the handset must support WEA, the carrier must participate, the phone needs power, and the device must be able to receive the carrier’s signal.
Before driving, check the NHC and the NWS office serving your destination, then review that jurisdiction’s emergency-management enrollment options. Local alerts and evacuation instructions are tied to the place you are visiting, not just to your usual residence.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What to do when you think an alert was missed
The phone never displayed a WEA message
- Confirm that emergency-alert controls are enabled in the phone’s settings.
- Ask the manufacturer or carrier whether the exact handset and service are WEA-capable and whether the carrier participates.
- Check whether the phone had power and cellular coverage when the warning was transmitted.
- Use the NHC and local NWS office for the current warning status; do not wait for a repeat WEA message.
- Enroll in local or state emergency-management alerts and obtain a NOAA Weather Radio to add independent paths.
The message was too brief to understand
That is normal for WEA’s design. Record the hazard name, affected area, expiration or update information shown, and any immediate action. Then open the latest official NHC or local NWS information for the detailed forecast and local instructions.

The phone is outside the warning area
WEA uses cell-broadcast coverage in the threat area, so a phone just beyond the boundary may not receive the same message. Check the map and text from the NHC and local NWS office, because a nearby location can still face flooding, wind, or evacuation impacts even when a particular WEA boundary does not include your exact cell site.

A practical hurricane-alert routine
Before the storm threatens
- Enable WEA and verify device and carrier support.
- Identify the NHC page and the local NWS forecast office that serve your location.
- Sign up for city, county, or state emergency-management alerts where available.
- Set up and test a NOAA Weather Radio, preferably with SAME alerting and battery backup.
- Keep phones, radios, and backup batteries charged; maintain a charging method that does not depend on a working wall outlet.
When a watch is issued
Use the preparation window to secure property, confirm transportation and contacts, review evacuation routes, and monitor updates. A watch means impacts are possible; it is not a reason to wait for a warning before starting time-consuming preparations.
When a warning is issued
Act on the official instruction for your area. Move to the designated safe location or evacuate if ordered, and continue monitoring local NWS and emergency-management communications. A warning means impacts are expected or happening, so treat it as an action message rather than a forecast to consider later.
During and after landfall
Keep several channels available. The hazard can change from wind to storm surge, flooding, tornadoes, or continuing rainfall, and a single earlier alert cannot describe every later threat. Follow updated local instructions until authorities say the danger has passed.

- Installing one app and calling the setup complete: An app may provide useful forecasts, but it does not replace WEA, official NHC and NWS information, local emergency-management alerts, or an independent radio.
- Assuming WEA covers every update: WEA is limited to selected urgent warnings. Watches, advisories, and detailed local impacts require another source.
- Ignoring local sources: A national track alone cannot explain which neighborhoods face storm surge, flooding, or evacuation orders.
- Waiting for a second warning: Once officials issue an evacuation or shelter instruction, follow it; do not wait for another notification channel to repeat the order.
- Leaving the backup untested: A radio without batteries, a phone with no charging plan, or an enrollment that was never completed does not provide meaningful redundancy.
- Treating a delivered message as proof of universal coverage: WEA is robust against ordinary congestion, but device, carrier, signal, power, and boundary limitations remain.
The most dependable setup
Enable WEA on a supported phone, keep it powered, and verify support with the carrier or manufacturer if the controls are missing. Follow the National Hurricane Center for the storm-wide forecast and your local NWS office for hazards at your address. Add local emergency-management alerts, then keep a SAME-capable NOAA Weather Radio with battery backup for warnings that do not depend on your phone’s cellular connection. This layered approach gives you urgent notification, detailed context, local instructions, and an independent fallback when one channel is unavailable.
