Valve’s ISteamUserStats/GetGlobalAchievementPercentagesForApp method returns global achievement percentages for a specified Steam app. Its documented required input is gameid, a uint64; the current listed method version is 2. The method is useful for descriptive comparisons, but Valve does not document the percentages’ denominator, sampling, refresh cadence, or completeness, so they should not be treated as a census of owners or players.
What the endpoint returns
The Steamworks ISteamUserStats reference describes GetGlobalAchievementPercentagesForApp as retrieving global achievement percentages for a specified app. The current listed version is 2, and the required parameter is gameid (uint64). Valve says older versions remain usable but are no longer officially supported, and recommends using the latest version.

The output makes the method a compact source for describing how achievement unlock percentages differ within a game, or for comparing reported percentages across games. That analytical use follows from the documented output; Valve does not describe the endpoint as an analytics product.

The method’s documented parameter table lists gameid and does not list an API key. That is specific to this method: Steam has both public and protected Web API methods, so check the reference for the exact call rather than assuming every method is unauthenticated.
How “public” access works—and where it stops
Valve’s Web API Overview says, “The API contains public methods that can be accessed from any application capable of making an HTTP request, such as game client or server.” The public Web API host is api.steampowered.com. Valve also documents a partner-only host, partner.steam-api.com, which requires a valid publisher key on every request, including requests that ordinarily would not need a key.

Public access to this global method does not make all Steam Web API data public. Valve’s Web API key authentication documentation distinguishes publicly accessible methods from calls that require a unique API key or publisher key. Publisher keys can access sensitive user data and protected methods; Valve says to keep them on secure publisher servers and not distribute them with a game client.

What the percentages can—and cannot—tell you
Valve’s reviewed method documentation does not specify the denominator, sampling or adjustment method, refresh cadence, latency, retention, or a method-specific completeness guarantee. “Global” therefore identifies the scope in the method’s name and description; it is not evidence that the result is a census of every owner or player.
