Technical debt is easier for non-engineering leaders to evaluate when a proposal explains which business process it affects, what carrying the debt costs or puts at risk, and what decision you need. The account behind this headline describes three rejected proposals followed by a fourth that passed after the author changed the framing. That sequence is one experience, not proof that business language guarantees approval.

Why a technically sound proposal can still be rejected

Engineers may see the cost of debt in tangled code, fragile tests, slow builds, or difficult changes. A leader without an engineering background may not know how those conditions affect customers, delivery commitments, operating costs, or risk. If a proposal stops at “this code is hard to maintain,” it asks the reader to supply that connection themselves.

The Software Engineering Institute’s discussion of technical debt emphasizes making maintainability’s effects on users or performance explicit. In the transcript, a speaker identified as Ipek says, “Helping them make that connection actually also helps make the conversation a lot easier.” The excerpt identifies Ipek by first name only. Translate the debt into an affected business process

Start with the work the system enables: for example, processing orders, onboarding customers, closing the books, or delivering a product change. Then explain how the specific debt interferes with that work. Avoid treating the mere existence of old or awkward code as sufficient evidence of business impact.

A 2018 multiple-case study examined 188 technical-debt items at two large software-development companies and identified 14 business processes across the cases. Its authors report that connecting debt to business processes helped clarify criticality and urgency, and that considering business priorities could change prioritization decisions. The cases illustrate a useful way to reason about prioritization, but they do not establish that the method generalizes to every organization. Read the study.

Show the evidence and distinguish it from the forecast

Use whatever evidence your team actually has: repeated incidents, time spent on workarounds, delays to changes, customer effects, or a dependency that an upcoming project will encounter. State the period measured and how you know. If you do not have a measurement, say so and label any estimate as an estimate rather than presenting it as an observed cost.

  • Observed: what happened, how often, and over what timeframe.
  • Expected: what may happen if the current condition continues, and why you expect it.
  • Unknown: what cannot yet be estimated reliably, and what evidence would help reduce that uncertainty.

For example, “The deployment steps currently require a manual database correction” is a factual description if observed. “This will cause a production outage next quarter” is a forecast and needs a basis; do not state it as certainty without one.

Compare remediation with the alternatives

Offer a bounded choice rather than an open-ended request to “fix the architecture.” Gartner’s infrastructure technical-debt guidance recommends assessing business value, financial resources, direct risk, and indirect risk consistently. Those factors can help structure a team-level discussion, but the guidance is specifically about infrastructure and portfolio management; adapt the criteria to the application or service in question rather than treating them as a universal scoring formula. When several proposals compete, compare them on shared dimensions: business criticality, urgency, effort or resources, direct risk, indirect risk, and expected cost or opportunity cost of delay. Agree on the relative importance of those dimensions in your organization; the cited sources do not prescribe universal weights.

Make a specific, reviewable ask

A concise proposal can follow this sequence. This is a practical synthesis of the guidance and study above, not a quoted template from either source.

  1. Business process or outcome: name what the system enables and who depends on it.
  2. Current evidence: describe observed friction, incidents, delay, or dependency, including the timeframe and measurement source where available.
  3. Cost of delay: state the expected consequence of continuing as-is, marking forecasts and uncertainty clearly.
  4. Options: compare bounded remediation, a smaller mitigation, delay, and no action where relevant, using comparable effort and trade-offs.
  5. Recommendation and decision: specify the scope, owner, resources or time requested, the decision-maker, and when you will review the result.

Gartner describes a PAID model—Plan, Address, Ignore, Delay—as a way to organize technical-debt priorities in a matrix showing risk probability and business impact. Its public abstract does not provide detailed implementation instructions, so treat those categories as a prompt for sorting decisions, not a complete scoring method. What the fourth proposal’s change in framing can—and cannot—do

The lesson in the headline is not that leaders should approve debt work whenever engineers describe it in business terms. Clear framing lets a leader compare the proposal with feature work and other demands using consequences, urgency, and resources they can evaluate. It cannot create evidence that is missing, eliminate legitimate trade-offs, or guarantee approval. A proposal may still lose because another need is more urgent, the expected benefit is uncertain, or the organization cannot spare the capacity.
