Generate an HTML sitemap from your website’s authoritative content inventory—usually its CMS or database—and refresh it as pages are published, removed, renamed, or reorganized. Organize links into sections readers can scan, and keep this human-facing page separate from the XML sitemap used to communicate URL information to search engines.
What an HTML sitemap is—and what it is not
An HTML sitemap is a normal web page containing organized links to useful pages on a site. Its primary audience is people who need another way to browse the site. Search.gov describes this kind of listing as an index page and distinguishes it from an XML sitemap, which is a machine-readable file used for search-engine discovery: Search.gov’s XML sitemap guidance.
An XML sitemap is structured data, typically in an XML file, that lists URLs for crawlers. Google’s overview explains that sitemaps can help search engines discover URLs, but submitting or publishing one does not guarantee that a URL will be crawled or indexed: Google Search Central: What Is a Sitemap.
The two formats may draw from the same content inventory, but they serve different jobs. Do not turn the HTML page into a raw dump of every URL, and do not assume that an HTML page replaces the XML file or its crawler-facing submission and discovery mechanisms.

Plan the HTML sitemap around the site’s content
Start with a trustworthy inventory
For a large site, the difficult part is rarely writing the page markup; it is deciding which URLs belong there and keeping the list accurate. Use the CMS, database, or other publishing system that owns the live content as the starting point. Google recommends automatic sitemap generation for sites with more than a few dozen URLs and says website software is the preferred way to generate a sitemap. That guidance addresses sitemap generation generally, especially machine-readable sitemaps; applying the same source-of-truth principle to an HTML page is a practical implementation choice.
Build the initial inventory from content that is published and publicly accessible. Exclude drafts, private pages, duplicates, and URL variants that do not represent distinct useful pages. Google’s sitemap guidance says to use canonical URLs—the preferred URLs a publisher wants considered—and Search.gov advises reviewing URLs and including only content intended to be searchable. These are crawler-sitemap recommendations; for a human-facing index, they are also useful checks against clutter and misleading links. See Google’s guidance on building and submitting a sitemap and Search.gov’s checklist.
Write down the inclusion rules before building the page. For example, decide whether the index covers only top-level public pages or also useful articles, services, product areas, and other content types. The decision should reflect what visitors need to locate, not just what the database can export. A clear rule also makes review easier: editors can distinguish a missing useful page from a deliberate exclusion.
Choose groups that reflect reader tasks
There is no universal required layout for an HTML sitemap. Group links using the site’s actual information architecture and the ways people look for content: for example, by major section, service, product area, or content type. Use concise section headings and descriptive link text so visitors can understand where a link leads without relying on its position or a vague label such as “More.”
For a site spanning multiple platforms or legacy systems, decide which system owns each section and reconcile the inventories before generating the page. Search.gov notes that multi-platform environments may require multiple sitemap sources for XML files; the same underlying ownership question matters when assembling an HTML index.
When a site has multiple sections with different owners, assign someone to resolve overlap and omissions. Two systems may contain records for the same page, or an older platform may continue to serve a URL after a migration. Reconcile these cases against the live, intended destination instead of simply joining every export. The goal is one understandable set of links, even if several systems supply the underlying records.
Decide deliberately what not to list
A sitemap is not a complete dump of all crawlable addresses. Avoid listing tracking or filter variants, duplicate routes, private content, unpublished material, and pages that have been retired. Include current pages that people are likely to need and that the site intends to make discoverable. If an old address redirects to a replacement, point the HTML sitemap to the current destination rather than preserving a needless detour.

Be deliberate about borderline cases. A page may be technically public but still not belong in a human-facing index if it is a duplicate or an incidental URL variant rather than a useful destination. Conversely, a useful page should not be omitted merely because it sits in a legacy system. Review both the page’s audience and its current destination when deciding whether to include it.
Choose a generation method
The right implementation is the one that reliably reflects the authoritative inventory, supports the hierarchy you need, and refreshes as content changes. The available sources do not establish a universally best HTML-sitemap plugin or product, so evaluate your own platform and workflow rather than assuming a tool’s XML sitemap feature also creates a useful HTML page.
| Method | When it fits | What to verify |
|---|---|---|
| CMS-native output | The CMS can produce a human-readable index and exposes the content sections the sitemap needs. | Confirm it includes only intended public pages, supports useful grouping and link text, and updates when pages are published, removed, renamed, or reorganized. |
| CMS plugin or extension | The platform lacks suitable built-in output and an extension can read the relevant content types. | Check that it generates an HTML page—not only an XML file—and test inclusion rules, hierarchy, accessibility, and refresh behavior against real publishing changes. |
| Custom generation | Content comes from several systems, requires special inclusion rules, or needs a hierarchy that available CMS features cannot represent. | Assign ownership for each data source, define how records are reconciled, and make generation part of the publishing or deployment workflow rather than a manual side task. |
Compare these options on five practical questions: Does the output reflect the current authoritative inventory? Can you control grouping and inclusion rules? Does it refresh reliably on publication, deletion, and migration? Are links and page structure useful and accessible? Can it combine the site’s platforms and legacy sections? A built-in feature may be convenient, but it is not a good fit if it produces a flat or outdated list. A plugin may help if it reads the right content types, but test its actual HTML output. Custom generation offers control, but also requires clear data ownership and a dependable refresh process.
Google notes that many CMS platforms generate sitemaps or offer plugins, but that statement does not certify the HTML sitemap capabilities of a particular extension. Treat a plugin’s output as something to inspect, not as proof that the human-facing page is complete or well organized.

- Export or query eligible content. Retrieve published, public records from the CMS or database, including each record’s current canonical destination, title, and section. Do not include drafts, private content, duplicate routes, or retired entries.
- Normalize and validate destinations. Resolve each record to the preferred current URL. Remove duplicate entries and avoid listing alternate URL forms that lead to the same content. Make the inclusion rules explicit so future changes do not depend on an editor remembering an undocumented convention.
- Assign links to meaningful groups. Use sections that match the site’s navigation or content model. For a sprawling section, divide it into sensible subsections or linked category pages rather than making a visitor scan an unstructured list.
- Render accessible HTML. Output a regular page with headings, descriptive anchor text, and ordinary links. Use the site’s normal page template and navigation conventions so users can reach the index and return to the rest of the site.
- Publish it through the normal workflow. Build or refresh the page as part of content publication, deployment, or another reliable update process. A generated page that is accurate only on launch will become stale as the website changes.
- Review the rendered result. Open the live page and check that links work, groups make sense, labels describe their destinations, and the output has not exposed private, draft, duplicate, or outdated content.
For a large inventory, separate the content-selection logic from the page template. That makes it easier to change how links are grouped without weakening the rules that exclude private or duplicate records. It also gives reviewers a clear place to check whether an unexpected entry came from the source data or from the way the page is rendered.
Google’s sitemap documentation says, “However, the best way is to have your website software generate it for you.” That statement is about sitemap generation guidance generally; it is not a specific endorsement of any HTML-sitemap implementation. For the HTML page, the relevant lesson is to automate from the system that knows what content is live.
Keep the HTML sitemap current
Maintenance is part of generation, not a separate one-time cleanup. Connect updates to the events that change the inventory: publishing, unpublishing, renaming, moving, migration, or a change in the site’s section structure. If the HTML page is built on a schedule rather than immediately, choose a refresh interval that matches how often the site changes and check that a failed build does not silently leave an old page in place.

Decide who checks generated output and what happens when a source system is unavailable. A refresh that fails should be visible to the people responsible for publishing, rather than quietly leaving an apparently current page that no longer matches the site. The precise mechanism depends on the platform; the important requirement is a dependable, reviewable update process.

Include these changes in the release checklist
- New page: confirm it belongs in the index and place it in the right section.
- Unpublished or deleted page: remove its link, and verify the intended destination for any replacement or redirect.
- Renamed or moved page: update the listed destination and its section if necessary; do not leave a stale address simply because it still redirects.
- Migration or system change: reconcile old and new inventories, remove duplicates, and confirm ownership for each section.
- Navigation or taxonomy change: check whether the HTML hierarchy still reflects how readers are expected to find the content.
- Routine review: inspect for broken, redirected, duplicate, and stale links, and verify that every listed page remains appropriate for public discovery.
For XML sitemaps, Google says a lastmod value should represent a significant update, not an incidental change. That is a crawler-facing metadata rule, not a requirement for an HTML sitemap. The corresponding practical check for the HTML page is whether its links and organization match the current site.
How the HTML page relates to the XML sitemap
Maintain the HTML page for visitors and the XML file for crawlers as separate outputs, even if both are generated from the same records. For the XML file, Google’s guidance calls for absolute URLs and canonical URLs and sets a maximum of 50 MB uncompressed or 50,000 URLs per sitemap file. Those caps apply to each search-engine sitemap file, not to an HTML page. When an XML inventory exceeds the per-file limit, split it across multiple files and use a sitemap index when appropriate.
For XML sitemap files, use UTF-8 and ensure the listed addresses are absolute, canonical URLs. The size and URL limits apply to each file; an XML sitemap index can point to multiple sitemap files when the inventory needs to be divided. These are crawler-facing format and file-management details, not requirements for the HTML page’s markup or length.
Google recommends placing an XML sitemap at the site root where practical. XML sitemap files can also be submitted through Search Console or referenced in robots.txt; Search.gov likewise recommends listing XML sitemap locations in robots.txt. Google’s Search Console help explains sitemap submission and management: Sitemaps report. These are ways to make crawler-facing XML files available. They do not establish a required URL path for the HTML page or a requirement to link that page from the footer.

Common problems and how to address them
The page contains too many unrelated links
Replace the flat dump with a hierarchy that reflects the site’s sections. If a section still contains an unwieldy number of entries, give it a dedicated category index linked from the main sitemap. The goal is useful navigation, not a particular link count.

The sitemap shows pages that should not be public
Inspect the source query and the publishing-state rules. Filter by public and published status, and confirm that access restrictions are respected before rendering links. A public sitemap should not reveal the existence or destinations of private material.
Links are duplicated or point through redirects
Normalize each entry to the preferred current URL and deduplicate by destination or content identity. When a page moves, update the sitemap record to the replacement rather than relying on a redirect as a permanent listing strategy.
The sitemap becomes stale after publishing changes
Move generation into the publication or deployment workflow, or schedule a dependable refresh if event-driven regeneration is not available. Add checks for failed generation so the page does not appear current while serving an old inventory.
The XML limits are being applied to the HTML page
The 50 MB uncompressed and 50,000 URL thresholds are per XML sitemap file under Google’s guidance. They do not set a maximum size or link count for an HTML page. Break up an HTML index only when doing so improves navigation.
The sitemap is expected to guarantee indexing
Neither a human-facing index nor an XML sitemap guarantees crawling or indexing. A sitemap is a discovery aid; it does not promise that search engines will include every listed page in results.
A sitemap generator is assumed to cover every platform
A tool that reads one CMS may miss content held in another CMS or a legacy system. Map which source owns each section, reconcile overlapping records, and check that the generated page covers the intended public inventory before relying on it.

Frequently Asked Questions
How do I create an HTML sitemap for a large website?
Start with the CMS, database, or other system that owns the live content. Select published, publicly accessible pages that are useful to visitors; exclude drafts, private pages, duplicates, retired entries, and unnecessary URL variants. Group the remaining links by meaningful site sections, render them as an ordinary HTML page with descriptive headings and link text, and publish it through the site’s normal workflow.

How do I keep an HTML sitemap up to date?
Refresh it when pages are published, unpublished, renamed, moved, or migrated, and when the site’s section structure changes. Prefer a CMS or publishing workflow that rebuilds the page automatically. If updates run on a schedule, match the schedule to the site’s change rate and check for failed refreshes. Periodically inspect links for broken, redirected, duplicate, or stale destinations.
Does an HTML sitemap replace an XML sitemap?
No. An HTML sitemap is a human-facing index page; an XML sitemap is a machine-readable file used to communicate URL information to search engines. They can draw from the same content inventory, but maintain them as separate outputs and use XML-specific discovery methods, such as Search Console submission or a reference in robots.txt, for the XML files.
How many links can an HTML sitemap contain?
The cited guidance does not set a universal maximum link count for an HTML sitemap. Google’s 50,000-URL and 50 MB uncompressed limits apply to each XML sitemap file, not to an HTML page. If the HTML page is hard to scan, split it into sections or category pages based on visitor needs.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Does publishing a sitemap guarantee that pages will be indexed?
No. Google describes a sitemap as a way to help discover URLs, but listing or submitting a URL does not guarantee that it will be crawled or indexed. An HTML sitemap is primarily a navigation aid for people, not an indexing promise.
Do I need to put the HTML sitemap in the footer or use a particular URL path?
The cited sources do not establish a required path for an HTML sitemap or require a footer link. Choose a location that fits the site’s navigation and helps visitors find the page. Guidance about placing an XML sitemap at the site root or listing it in robots.txt concerns the crawler-facing XML file.
The Bottom Line
Build the HTML sitemap from the authoritative inventory of current public content, organize its links for readers, and connect refreshes to the publishing workflow. Review it for stale or duplicate destinations, and keep its human-facing purpose distinct from the XML sitemap’s crawler-facing role.
