Successful U.S. transit funding is usually a stack, not a single check: an eligible Federal Transit Administration (FTA) program supplies a defined share, while local revenue, partner agreements and—in some projects—value-capture or private-investment structures cover the remaining costs. The right combination depends on your role as applicant, project purpose, geography, eligible recipient status and the controlling notice of funding opportunity (NOFO).
Start by defining the project, identifying the public recipient that can legally apply, and matching the work to an open FTA formula or competitive program. Then document every federal, local, partner and in-kind contribution before submission. A partner’s endorsement alone is not match, and national funding totals do not guarantee a local award.
What a transit funding stack contains
Transit agencies, local governments, nonprofits and community organizations often combine several funding routes. Each route has a different legal purpose and timing; treating them as interchangeable creates budget and compliance problems.

State and local entities may influence how funds are assigned or passed through. See the FTA Grant Programs pages.
- Competitive grants: An agency applies to an active NOFO and is scored against that notice’s eligibility, evaluation criteria, deadline, available appropriation and partnership requirements.
- Local match: Appropriations, dedicated taxes, reserves and other allowable sources pay the nonfederal share required by a particular program.
- Partner commitments: A social-service agency, municipality, developer or nonprofit may provide cash, an agreement to purchase service or an eligible in-kind contribution when the program permits it and the value can be documented.
- Long-term revenue or finance: Fares, service contracts, value capture and qualifying private-investment arrangements can support operations, maintenance or capital delivery, but they do not replace grant eligibility.
Build a separate line in your budget for each source. Record who controls it, when it becomes available, what costs it may pay and which document proves the commitment.

Federal Transit Administration routes
Formula funding for recurring needs
FTA formula programs are allocated under congressional formulas rather than selected through a single national competition. An urbanized area may receive Section 5307 funds for transit capital, permitted operating assistance and transportation-related planning. Local government agencies and transit authorities can be direct recipients in some circumstances; other applicants generally participate through a public recipient. Confirm the current eligibility, population thresholds, designated-recipient rules and operating limits in FTA guidance before placing a formula amount in your budget.
FTA’s FY 2026 apportionment tables report $20.6 billion in total public transportation funding and close to $14.6 billion in formula funding nationwide. Those are national figures from FTA’s FY 2026 full-year tables, posted March 31, 2026—not a promise of what any city, county or agency will receive. Your accessible amount depends on the applicable formula, location, eligible-recipient status, appropriation and any state or regional allocation process.
Competitive grants tied to a NOFO
Discretionary programs open for a limited period. The NOFO controls who may apply, what activities are eligible, the federal share, match rules, partner evidence, evaluation criteria, award schedule and post-award obligations. An attractive partnership cannot cure an ineligible applicant or an activity outside the notice.
Search the FTA program pages and Grants.gov for an open notice. Download the complete NOFO and any incorporated circular or apportionment guidance; summaries and prior-year examples are not substitutes.
Current FY 2026 examples—and what their dates mean
Recent notices illustrate how program purpose and timing shape a funding strategy. Both examples below were closed by October 13, 2026, so use them as design references and check for a new round rather than treating the figures as available money.

| Pilot Program for Transit-Oriented Development Planning | $28,492,618 in competitive grants | Planning tied to eligible fixed-guideway or core-capacity projects, including coordination of land-use and transportation planning. A local government, transit agency, planning body and property stakeholders may need clearly defined roles. | Posted May 11, 2026; closed July 10, 2026. FTA notice |
| Innovative Coordinated Access and Mobility (ICAM) Pilot | $11,959,671 | Coordination among transportation, health and other services, with partner roles and local or regional prioritization addressed in the application. | Closed September 9, 2026. FTA notice |
The lesson is practical: a partnership improves fit when the notice rewards coordination, shared delivery or integrated planning. It never changes the notice’s applicant categories or makes an otherwise ineligible expense allowable.
How much local match does a transit grant require?
FTA’s general Federal Share / Local Match guidance describes capital activities as typically eligible for up to an 80% federal share and 20% local share. Operating expenses, when a program permits federal operating assistance, are generally funded at up to a 50% federal share and 50% local share. These are starting points, not universal rates: project type, statutory exceptions and the specific NOFO or circular control.
Recommended Free Tools
Some eligible Americans with Disabilities Act or Clean Air Act vehicle costs can qualify for a higher federal share. Do not apply the 80/20 or 50/50 percentages until you have checked the exact activity definition and the notice’s cost-sharing section.
Potential sources for the nonfederal share
FTA materials identify several possibilities, subject to program and statutory restrictions:
- State or local appropriations approved by the appropriate governing body.
- Dedicated local or state tax revenue.
- New capital, agency reserves or other eligible cash resources.
- Allowable advertising, concession or value-capture revenue.
- Service agreements with a state or local social-service agency, or with a private social-service organization.
- Allowable in-kind contributions, such as eligible staff time, services or property supplied within the project scope.
- Federal funds from another agency only when the transit program allows that source and the originating program expressly permits its funds to be used as match.
FTA’s FAQ on match sources and partner contributions provides the governing context at this guidance page. A source that appears eligible in one program can be prohibited in another.

Can a nonprofit or private partner provide match?
Possibly, but the contribution must satisfy the grant’s rules. A letter saying that a hospital, nonprofit or developer supports the project is evidence of enthusiasm, not automatically a financial commitment. Before counting a partner contribution, answer four questions:
- Is the source permitted? Read the NOFO, circular and applicable FTA FAQ. Confirm whether cash, a service agreement, property, staff time or another in-kind form is allowed.
- Is the contribution an eligible project cost? An in-kind service must fall within the approved scope and represent a cost the grant could otherwise pay.
- Can you value it defensibly? Use a documented rate, appraisal, invoice, payroll record or other method accepted by the program. Do not assign a convenient value to donated labor, space or equipment.
- Will it be available and auditable? State the providing entity, amount or units, availability date, restrictions, procurement or ownership terms and records that will be retained.
Classify the partner’s legal role accurately. It might be a co-applicant, subrecipient, contractor, service provider or simply a stakeholder. Those roles carry different procurement, monitoring and reporting duties. A partner can also contribute services without contributing match; keep those commitments separate in the budget.
Structures worth investigating
- Local government: An appropriation, tax allocation or board-approved reserve can provide cash match.
- Social-service agency: A written agreement to purchase or coordinate trips can support mobility services and, when allowed, provide an eligible funding source.
- Nonprofit or community provider: A nonprofit may coordinate access, supply eligible project services or serve as a subrecipient under the public applicant.
- Property owner or developer: A joint-development or value-capture arrangement may share benefits created by a transit investment, subject to local authority and project economics.
These are structures to test against the rules, not automatic match categories. Ask FTA or the designated recipient for a written interpretation when eligibility is uncertain, and preserve that interpretation with the application file.
Value capture and public-private arrangements
Value capture
Transit improvements can increase accessibility and support land-value benefits. FTA’s Value Capture resources describe mechanisms that may help fund operations and maintenance while aligning public and private benefits. Examples can include special assessments, tax-increment approaches, joint development or negotiated contributions tied to a project’s measurable benefit.
Value capture is a financing strategy, not an FTA grant and not guaranteed revenue. Its feasibility depends on local legal authority, a credible connection between the improvement and value created, market conditions, development timing, administration costs and who bears risk. Model conservative collections and identify what happens if development is delayed.

Private Investment Project Procedures
FTA’s Private Investment Project Procedures (PIPP) provide a process for recipients of FTA funds to identify perceived impediments to private investment or a public-private partnership in qualifying public transportation capital projects and seek a waiver or modification in specified situations. The FTA FAQ describes the process.
PIPP is a regulatory pathway, not a blanket endorsement of private financing or a way around federal grant conditions. A project still must meet procurement, civil-rights, environmental, labor, asset-management and reporting requirements. Obtain legal and financial advice tailored to the project before promising a private party a return or control right.
A step-by-step application workflow
- Define the deliverable. Separate vehicle, facility and technology capital from planning, operating assistance, accessibility work, coordinated mobility and ongoing service. List the location, beneficiaries, schedule and measurable outcomes.
- Identify the eligible public recipient. Determine whether your agency can apply directly or must work through a designated recipient, state, metropolitan planning organization or another public entity. Decide whether each partner will be a subrecipient, contractor or service partner.
- Map the geography and program family. Establish whether the project is in an urbanized area, rural area or another statutory category. Use that determination to narrow formula and competitive programs.
- Find an active opportunity. Check FTA grant-program pages and Grants.gov. Record the notice number, posting date, closing time and submission system. Do not rely on a closed FY 2026 example as an open opportunity.
- Read controlling documents end to end. Extract applicant eligibility, activities, federal share, match sources, period of availability, evaluation criteria, required partner evidence, procurement terms, reporting and closeout obligations into a compliance checklist.
- Build the funding table. For every source, record the entity, dollar amount or valuation method, availability date, eligible cost categories, restrictions, commitment status and supporting document. Mark assumptions that still need written confirmation.
- Test the match. Check for prohibited double counting, unreleased appropriations, unsupported in-kind rates and federal funds whose originating program bars use as match. Reconcile the local share to the exact federal percentage.
- Secure approvals and agreements early. Obtain a city-council, county-board or transit-board resolution, or a state letter confirming funds are available, when required. Execute partner memoranda or service agreements with responsibilities, amounts, dates and records specified.
- Prepare a credible work plan. Tie each activity and cost to an outcome, schedule, responsible party and procurement path. Explain how the partnership improves delivery without claiming that coordination itself creates eligibility.
- Submit and preserve the record. Follow the required electronic system, retain the submitted budget and attachments, and ensure every partner letter and dollar figure matches the application. Keep the final match records for monitoring and closeout.
FTA’s New Applicants page directs first-time applicants to the opportunity-specific notice and application requirements.

| Decision axis | Formula funding | Competitive funding | Local or partner financing |
|---|---|---|---|
| Allocation method | Statutory formula, with state or local allocation processes where applicable | Application to a time-limited NOFO and merit selection | Negotiated, appropriated or market-based arrangement |
| Best fit | Recurring eligible capital, permitted operations and planning | A defined project that matches a notice’s purpose, criteria and schedule | Nonfederal share, service delivery, operations, maintenance or project-specific finance |
| Applicant question | Are we in the eligible geography and recipient category? | Are we eligible, competitive and able to meet the deadline? | Does the contributor have authority, capacity and a documented obligation? |
| Evidence needed | Apportionment, designation and local allocation records | Complete application, budget, partner commitments and required approvals | Appropriation, executed agreement, valuation support or finance documents |
| Main timing issue | Period of availability and annual allocation | NOFO closing date, award, obligation and implementation schedule | Cash-flow timing, development risk, contract term and revenue availability |
Use the option that matches the cost and legal authority, not the source with the largest headline number. A competitive grant may fund planning while a formula allocation supports vehicles; a service agreement may cover recurring trips but not an ineligible capital purchase.

Counting a support letter as match
Symptom: The application lists a partner’s endorsement but no amount, date or enforceable obligation. Fix: Obtain a signed commitment or agreement that identifies the contribution, availability, eligible use and records. If the partner is only endorsing the project, list the letter as support rather than match.

Applying the 80/20 rule automatically
Symptom: Every cost is assigned an 80% federal share. Fix: Classify each cost and verify the notice. Operating assistance may be limited to a 50% federal share, and special vehicle categories may have different treatment.
Using a national total as a local promise
Symptom: A board memo treats the $20.6 billion FY 2026 total as the agency’s expected award. Fix: Cite the applicable formula, designated recipient, geographic allocation and current apportionment; label any amount not yet awarded as an estimate.
Ignoring the applicant role
Symptom: A nonprofit submits directly even though the notice requires a public recipient. Fix: Confirm the applicant category first and document whether the nonprofit will be a subrecipient, contractor or service partner.
Double-counting braided federal funds
Symptom: The same federal dollars appear as both project funding and local match. Fix: Verify that each originating program permits match use, assign each dollar once and retain the written basis for the treatment. FTA’s general FAQ is available at transit.dot.gov/faq.
Missing a closed or changed notice
Symptom: Staff build a proposal around a prior deadline or old cost-share percentage. Fix: Check the live FTA and Grants.gov listings, download the current NOFO and set an internal deadline well before the federal closing time.
Leaving post-award work out of the budget
Symptom: There is no capacity for procurement, civil-rights compliance, reporting, asset management or closeout. Fix: Assign those tasks and costs in the work plan before applying; partner coordination continues after award.
Questions to settle before your governing board votes
- Which entity is legally eligible to receive and administer the award?
- What exact activity and geography does the program cover?
- Which costs are capital, operating, planning or coordinated-mobility costs?
- What federal share applies to each cost category?
- Who supplies the local share, and is the money available within the period of availability?
- Are partner cash or in-kind contributions expressly allowable and properly valued?
- What happens if a partner withdraws, development is delayed or the award is smaller than requested?
- Who owns assets, performs procurement, submits reports and maintains records?
Bottom line for local partnerships
Begin with an eligible project and recipient, then assemble the stack around the controlling FTA rules. Use formula funds for the needs they are designed to cover, pursue competitive grants only while a matching NOFO is open, and treat local and partner resources as documented cost-share or service commitments—not informal promises. Value capture and private investment can strengthen a long-term plan, but they require their own authority, economics and compliance review. Because appropriations, deadlines and match terms change, verify the current FTA notice and Grants.gov listing immediately before approval and submission.
