Fund product-based IT around persistent teams that own a defined product or platform, not around a sequence of temporary projects. Give each team a capacity envelope, a prioritized backlog and bounded authority, then review outcomes, demand and risk on a regular cadence. This preserves continuity while allowing executives to redirect investment when evidence or strategy changes.

What product-based IT funding changes

In a conventional project model, a business unit describes requirements, IT estimates the work, the parties approve a budget and the team delivers an agreed scope by a target date. That arrangement can be appropriate for a genuinely temporary effort, but it creates predictable weaknesses when used for an evolving digital service.

  • Estimates are made before the team fully understands the problem or the technical constraints.
  • A change in customer behavior or market conditions can trigger burdensome scope-control processes.
  • Annual allocations may continue even after the original priority has declined.
  • Work that keeps a service useful—defect correction, reliability, security and technical-debt reduction—competes with new features in separate approval cycles.

Product funding makes the enduring product area or platform capability the funding unit. A stable, cross-functional team remains accountable for that area and continuously balances new capabilities, operations and improvement. The budget is a means of providing capacity; it is not permission to spend without scrutiny. Leaders still set strategic outcomes, financial limits and risk tolerances, while the product team decides how to use its capacity within those boundaries.

The model is therefore an operating and governance change, not a relabeling of project codes. Business and technology partners shape a roadmap together, evaluate ideas for value and feasibility, and maintain one backlog. A product leader has explicit decision rights for day-to-day prioritization, while portfolio leaders resolve conflicts between products and teams.

Project funding and product funding compared

Decision area Project-oriented funding Product-oriented funding
Funding unit Temporary project with a defined start and finish Persistent product area or shared platform capability
Primary commitment Approved scope, cost and schedule Team capacity directed toward measurable outcomes
Backlog Requirements baseline, with changes handled through control Continuously prioritized work covering features, defects, technical debt and operations
Decision rights Central approval for significant scope or budget changes Bounded authority for the product team; portfolio transparency and escalation for cross-team issues
Review cadence Stage gates and project reporting Regular outcome, demand and risk reviews, at least quarterly for the portfolio
Success evidence Cost, scope and schedule conformance User, business, platform, reliability, quality and delivery-flow outcomes defined for the product
Best fit Time-bounded work or work spanning several product boundaries Continuing services and capabilities with durable ownership

These approaches are not mutually exclusive. UK Government digital-spend guidance describes outcome-based investment operating alongside project and programme methods. Keep stronger gates where the work is regulated, highly uncertain, or genuinely ends at a defined handover. Use product funding where an enduring team can own the service after each release.

Design the funding unit before setting a budget

Define a product boundary

Start with an enduring user or business need rather than an existing project list. A useful boundary has identifiable customers, a continuing service or capability, a product or technology owner, and a backlog that can be prioritized without waiting for a new project charter. Examples include a customer onboarding service, an internal analytics capability or a payments platform.

Do not convert every project code into a “product.” If no team owns the result after delivery, demand is sporadic, or the work is a one-time migration, a project or programme structure may be clearer. Document the boundary, accountable business sponsor, technology owner, principal users, major dependencies and the outcome the team exists to improve.

Include platforms as products

Shared platforms deserve explicit investment because they enable several customer-facing products. Microsoft’s platform-engineering guidance recommends treating a central platform team like other product teams, with funding that reflects the value delivered to internal customers and additional support when capabilities serve the wider organization. The platform backlog can include developer tooling, paved paths, security controls, reliability work and self-service capabilities.

Identify internal users and define outcomes for them, such as reduced friction, safer deployments or higher developer satisfaction. Funding a platform only as undifferentiated overhead hides demand and makes it difficult to decide which capabilities to improve or retire.

Choose a capacity and release pattern

Annual capacity envelope with quarterly review

A practical starting point is an annual funding envelope for the persistent team, paired with a quarterly portfolio review. The envelope covers the people and essential suppliers needed to maintain capacity. At each review, business-unit leaders and the CIO examine achieved results, quality and reliability, the next-quarter roadmap and changing demand. Investment can continue, increase, decrease or move to another product.

This pattern gives teams enough continuity to learn a domain while preventing an annual budget from becoming an irrevocable promise. The quarterly checkpoint should change priorities when evidence changes, not force a new business case for every backlog item.

Staged releases for uncertain work

Some initiatives need more financial control than a standard capacity envelope. UK Government guidance describes a portfolio that can hold a multi-year business case while releasing smaller allocations as initiatives demonstrate progress. You can apply the same principle inside a product model: fund discovery or a thin slice first, define evidence thresholds, and release additional capacity when the team shows useful progress or reduced risk.

Stable team funding and staged investment are compatible. The team remains intact, while a particular experiment, major architectural change or uncertain regulatory effort receives incremental approval.

Set decision rights explicitly

Write down what the product leader can decide without escalation: backlog order, technical approach, staffing within the agreed envelope and release timing that stays inside risk and compliance limits. Define what requires portfolio approval, such as a material change in annual capacity, a new regulatory exposure, a dependency that affects several products or a commitment that exceeds the product’s boundary.

Leadership must own cross-team priorities. If two products depend on the same platform change, a transparent portfolio forum should decide the sequence rather than leaving teams to negotiate privately or allowing the loudest sponsor to win.

Build the economic case and baseline

Make capacity visible

Finance and technology should agree how team cost is calculated and reported. Show the people, suppliers and run costs required to keep the product operating, then show the capacity available for new work and improvement. Avoid presenting 100 percent of a team’s time as feature capacity; support, incidents, security, quality and technical debt consume real capacity.

Record the starting condition before changing the funding model. Capture current spend, service reliability, defect levels, delivery flow, user adoption and major risks. A baseline lets the quarterly review examine movement rather than argue about impressions.

Connect spend to outcomes

Every product needs a concise outcome statement: the user or business condition the team is expected to improve, the time horizon and the constraints that matter. Translate the statement into a small set of measures chosen for that product. The CIO article on this model recommends business-value targets plus leading indicators such as software quality and reliability; it does not prescribe a universal scorecard.

Possible measures include:

  • Adoption, task completion or customer retention for a user-facing service.
  • Revenue conversion, cost-to-serve or process effectiveness where those are valid business outcomes.
  • Availability, latency, incident frequency, recovery time and security findings for an operational service.
  • Defect escape rate, deployment flow and time from validated idea to usable release.
  • Developer satisfaction, setup time or self-service usage for an internal platform.

Use leading indicators as well as lagging financial results. AWS Cloud Adoption Framework guidance similarly calls for cross-functional teams focused on customer problems and measurement of business value after releases. Treat these measures as examples to select and calibrate, not as a mandatory universal list.

An implementation sequence that limits risk

  1. Map products, platforms and ownership. Group work around enduring needs, identify shared capabilities, and assign one accountable business and one technology owner to each area. List dependencies and work that remains better suited to a project or programme.
  2. Select a willing pilot. Choose a business partner prepared to provide continuing sponsorship. Agree the funding period, team capacity, expected outcomes, reporting format and any accounting or procurement requirements before moving money.
  3. Publish the baseline and one backlog. Make team cost and available capacity visible. Put feature work, reliability, defects, technical debt, security and operational improvements in the same prioritized queue. Record why the top items matter and what evidence would change their order.
  4. Set the portfolio guardrails. Define the annual envelope, escalation thresholds, risk limits, architecture standards and decisions reserved for portfolio leadership. Give the product leader authority inside those limits.
  5. Run an outcome review. At least quarterly, examine evidence of value, quality, reliability, delivery flow, customer or business response and upcoming demand. Decide whether to continue, adjust, pause or reallocate investment. Focus the meeting on results and choices rather than paper milestones.
  6. Learn before scaling. Compare the pilot’s baseline with current evidence, document where product ownership improved decisions and identify friction in finance, procurement or governance. Expand to similar products, revise the model where necessary and retain project controls for work that does not fit.

Governance that preserves accountability

Product funding is not an exemption from financial discipline. The portfolio should have a visible inventory of products, owners, annual envelopes, major risks, dependencies and review decisions. A lightweight dashboard can show capacity allocation, outcome trends and unresolved decisions; it should not turn every backlog item into a separate approval request.

Use proportional controls. Low-risk evolution of a well-understood service can be reviewed through normal product governance. A high-impact change involving personal data, safety, financial reporting or several business units needs stronger assurance, independent review or a staged release. The control should match the consequence of failure rather than the label on the budget.

Intuit CIO Atticus Tysen, quoted by CIO from a 2019 panel, described the organizational shift this way: “We have to adapt with governance, with spending models, with prioritization.” The quotation captures why changing the budget mechanism alone is insufficient: governance and prioritization must change with it.

Common failure modes and corrections

Calling projects products

Symptom: A team still disbands after a launch, and no one owns the service. Correction: Fund a durable team only where there is continuing demand and an accountable owner; keep a one-time migration or mandated delivery as a project.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Protecting the envelope instead of the outcome

Symptom: The team treats its annual allocation as an entitlement and fills the backlog regardless of evidence. Correction: Make continuation conditional on outcome, quality, reliability and risk evidence at the portfolio review. An envelope provides capacity, not a guarantee of unchanged funding.

Funding features while starving operations

Symptom: New capabilities are delivered while incidents, defects and technical debt accumulate. Correction: Put run, resilience, security and debt work in the same backlog and reserve realistic capacity for them.

Centralizing every decision

Symptom: Product teams wait for portfolio approval on routine sequencing, so the supposed product model behaves like project control. Correction: Publish decision rights and escalation thresholds; intervene when a choice crosses a product boundary or risk limit.

Ignoring platforms and dependencies

Symptom: Several products fund duplicate tooling or compete for an unfunded shared capability. Correction: Establish platform products with internal users, explicit outcomes and a portfolio mechanism for resolving shared priorities.

When to retain project or programme funding

Use project-oriented governance when the work has a firm end state and handover, must cross multiple product boundaries with a single coordinated deadline, or is governed by a contract or regulation that requires formal milestones. Large transformations can combine both models: a programme coordinates dependencies and assurance, while persistent product teams receive capacity to build and operate the resulting services.

The choice should be revisited as the work evolves. A project that creates a continuing service may transition ownership and funding to a product team after the initial delivery. Conversely, a product initiative that becomes a one-time decommissioning or legal remediation effort may temporarily use a project structure.

What success looks like after the transition

Successful adoption is visible in decisions, not in terminology. Business and technology leaders can explain which outcomes each team owns, what capacity costs, how priorities are selected and when investment will be reconsidered. Teams can address reliability and technical debt without inventing a new project, while executives can redirect money when demand or evidence changes. The model remains adaptable: stable ownership supports learning, and regular reviews preserve accountability.
