If WordPress pages become garbled, download as files, or show an encoding error after you enable gzip, the usual cause is that two delivery layers compressed the same response or changed its headers afterward. Fix it by identifying every compression layer, assigning compression to one owner, disabling PHP zlib.output_compression or the competing W3 Total Cache/server setting, purging all affected caches, and then testing both compressed and uncompressed requests.

The critical rule is simple: the bytes sent must match the Content-Encoding header. A gzip body needs Content-Encoding: gzip; an ordinary identity response must not carry that header. The procedure below traces the complete path from PHP through W3 Total Cache, the web server, a reverse proxy, and any CDN.

What the “zlib conflict” actually means

zlib.output_compression is a PHP output-compression mechanism. It is not a W3 Total Cache option. When enabled, PHP can compress output transparently if the browser advertises gzip or deflate, then add a Content-Encoding header and Vary: Accept-Encoding. W3 Total Cache can also create and serve compressed page or browser-cache files. Apache, Nginx, a hosting-panel rule, a reverse proxy, or a CDN may compress the response again.

Compression itself is not the problem. The failure occurs when more than one layer believes it owns the same response, or when a later layer changes headers without changing the body. For example, PHP may gzip a page, W3 Total Cache may treat those already-compressed bytes as input for another gzip pass, and the web server may append or replace headers. A browser then receives bytes that do not correspond to the advertised encoding. Typical symptoms are binary-looking output, a page that downloads instead of rendering, a “content decoding failed” message, or HTML that appears as unreadable characters.

Compression can affect several response classes independently. A cached anonymous GET may be served by W3 Total Cache, while a logged-in request, a POST, or a REST response is generated by PHP and compressed by a different layer. A fix that makes the home page work can therefore leave an API endpoint or administrator session broken unless each path is tested.

Capture the symptom and headers before changing settings

Record one failing URL, the browser state in which it fails, and the response headers. Do this before clearing caches so you have a comparison point.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use browser developer tools

  1. Open the browser’s developer tools and select the Network panel.
  2. Reload the failing page with the network log preserved.
  3. Select the document request and record its status, Content-Encoding, Vary, Content-Type, cache headers, and whether the response preview is readable.
  4. Repeat while logged out and, if relevant, while logged in. Note whether the request is marked as served from a page cache or a CDN.

A response that claims gzip but cannot be decoded is an encoding mismatch, not a theme or character-set problem. A download prompt can also result when a binary compressed body is delivered with headers that do not describe it correctly.

Use curl to compare negotiated and identity responses

Replace the URL with the affected address. The first command requests headers while advertising gzip:

curl -I -H 'Accept-Encoding: gzip' https://example.com/

Fetch headers and the body together so you can inspect what was actually returned:

curl --compressed -sD - -o /tmp/page.html https://example.com/

Then request an identity response, which asks intermediaries not to compress:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
curl -H 'Accept-Encoding: identity' -sD - -o /tmp/page-identity.html https://example.com/

Compare the two files and headers. A gzip response should include Content-Encoding: gzip, and negotiation should normally include Vary: Accept-Encoding. The identity response should be readable HTML without a gzip content-encoding header. If the identity request is also unreadable, compression may be occurring regardless of negotiation or a cache may be serving the wrong variant.

Do not rely on a single HEAD request. Some servers handle HEAD differently from GET, and a proxy can alter headers between the two methods. Always perform a real body request as well.

Check PHP’s effective compression settings

The setting that matters is the configuration used by the PHP worker serving WordPress, not necessarily the command-line PHP configuration or a global file you cannot edit. A hosting account can have separate values for the CLI, Apache module, and PHP-FPM pool.

Inspect the three relevant directives

  • zlib.output_compression enables or disables transparent PHP compression.
  • zlib.output_handler selects the zlib output handler when one is configured.
  • output_handler can install an output-processing handler that affects whether other handlers may run.

Use the hosting panel’s PHP settings view, a temporary protected phpinfo() page, or your provider’s diagnostic tool to see the effective values. Remove the diagnostic file immediately after use because it exposes server details. If you have shell access, compare the PHP-FPM or web-server SAPI configuration with php --ini; the latter describes CLI PHP and may not match WordPress.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

PHP’s documentation states: “If this option is set to "On" in php.ini or the Apache configuration, pages are compressed if the browser sends an Accept-Encoding: gzip or deflate header.” That negotiation explains why the problem may appear only in browsers or only for clients that advertise compression.

Understand output-handler restrictions

An active zlib handler can restrict additional output handlers. Installing another handler through output_handler, a framework bootstrap, or a plugin can cause warnings, skipped processing, or a body/header mismatch. Do not “fix” the issue by stacking handlers. If another layer will own HTTP compression, set zlib.output_compression to Off and remove competing zlib output-handler entries, subject to your host’s configuration rules.

After changing PHP settings, restart or reload the PHP-FPM pool when your hosting environment requires it. A new value is not active merely because the configuration file was edited; existing workers can retain the old setting until they reload.

Inspect W3 Total Cache and its generated rules

W3 Total Cache can influence compression in more than one place. Review the plugin’s Browser Cache settings, page-cache delivery, and any minify or fragment-cache features that generate static output. The exact labels can vary by plugin version, but look for options that enable HTTP compression, gzip, or deflate for browser responses.

Check the cache type serving the failing request

  • Page cache: An anonymous GET may be served as a prebuilt file rather than generated by PHP. That file can retain stale compressed bytes or headers.
  • Browser cache rules: These rules add response headers and can affect how a browser stores and reuses a compressed representation.
  • Minify cache: Minified assets are separate files. A bad rule here can make CSS or JavaScript download as binary even when the document is correct.
  • Fragment or object cache: These normally store data rather than HTTP bodies, but a plugin or server rule can still alter the final response path.

Use the plugin’s status or debug information to determine whether the failing request was a cache hit. Inspect the generated .htaccess rules on Apache or the generated Nginx configuration snippets where your host exposes them. Look for compression directives, rewrite rules that select compressed files, and conditions based on Accept-Encoding. W3 Total Cache support guidance specifically recommends checking PHP and other optimization layers when duplicate compression is suspected.

Check Apache, Nginx, reverse proxies, and CDNs

Server-level compression is independent of PHP and the WordPress plugin. On Apache, inspect mod_deflate rules and any hosting-panel “gzip” or “compression” toggle. On Nginx, review directives such as gzip, gzip_types, gzip_vary, and proxy-compression settings. A managed host may place these in a virtual-host or PHP-FPM template that is not visible in your site directory.

Also check reverse proxies and CDNs. An edge service can compress an origin response, cache that representation, and serve it to later clients. If the edge ignores Vary: Accept-Encoding or caches one encoding for all clients, some browsers may receive bytes they did not request. Purge or temporarily bypass the edge while diagnosing so you can distinguish an origin problem from an edge problem.

WordPress’s Nginx guidance shows that W3 Total Cache participates in server-side request and cache rules. Therefore, seeing a W3 Total Cache rule in Nginx does not prove that PHP is uninvolved; trace the request through every layer.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choose one compression owner

There is no universally correct owner. Choose the layer you can configure and observe reliably, then disable duplicate compression on the same response path.

Owner Typical coverage Header visibility Configuration control Main trade-off
PHP zlib Dynamic PHP output that reaches the worker Visible in the final response, but difficult to separate from later layers Requires PHP-SAPI configuration access Can conflict with output handlers and does not govern files served directly by the web server
W3 Total Cache Cached WordPress pages and browser-cache responses, depending on enabled modules Plugin settings plus generated server rules Usually available to WordPress administrators, but server rules may require host access Stale compressed cache files must be purged after changes
Web server Static files and, when configured, proxied or dynamic responses Usually easy to verify in access logs and final headers Requires Apache or Nginx configuration access, often controlled by the host May not cover an upstream CDN or a separately generated cache representation
CDN or reverse proxy Responses delivered from the edge, including cached content Visible at the public edge; origin headers may differ Requires edge configuration and purge permissions Can hide origin behavior and cache the wrong encoding if variation is misconfigured

A common stable arrangement is to let the web server or W3 Total Cache handle HTTP compression while PHP zlib.output_compression is Off and no competing output handler is active. If your host mandates server compression, disable the plugin’s duplicate compression. If a CDN owns compression, confirm that the origin is not sending an already-compressed representation that the edge will process again.

Apply the repair in a controlled sequence

  1. Make a configuration backup. Save the current PHP values, W3 Total Cache settings, and relevant Apache, Nginx, proxy, or CDN rules. Record which cache layers are enabled.
  2. Select the owner. Prefer the layer you can inspect at the point where the public response is delivered. On managed hosting, this is often the server or CDN rather than PHP.
  3. Disable PHP compression if it is not the owner. Set zlib.output_compression=Off for the PHP SAPI serving WordPress. Remove an unnecessary zlib.output_handler or conflicting output_handler entry, following your host’s supported method.
  4. Review W3 Total Cache compression switches. If W3 Total Cache is not the owner, turn off its duplicate HTTP compression options while leaving unrelated page-cache features enabled. If it is the owner, leave only its intended compression path active and disable equivalent server or PHP rules.
  5. Remove server duplicates. Check Apache mod_deflate, Nginx gzip directives, hosting-panel snippets, and proxy settings. Do not disable compression blindly for every site on a shared server; ask the host to scope the change to this virtual host.
  6. Check the CDN last. Confirm that the edge compresses only once, honors Vary: Accept-Encoding, and has a purge operation available. Temporarily bypassing the CDN is useful for isolating origin behavior.
  7. Reload services. Reload PHP-FPM, Apache, or Nginx when required by the configuration change. A plugin toggle alone cannot alter a server rule that remains active.

Purge every stale representation

Changing ownership does not rewrite files that were already generated. Empty W3 Total Cache page-cache files, browser-cache entries, and minify caches as applicable. Purge the CDN or reverse-proxy cache, then close or clear the browser cache used for testing. WordPress describes W3 Total Cache as a static page-cache layer, so an old compressed file can preserve an old header/body mismatch after the underlying setting is corrected.

Test an uncached request first. Add a harmless cache-busting query string only if your cache policy allows it, or use the plugin’s documented preview/debug mode. Once the origin response is correct, let the cache regenerate naturally and test the cached version again. Do not assume that purging the WordPress plugin also purges an external CDN.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Verify compressed, identity, cached, and dynamic paths

Use a test matrix rather than checking only the home page.

Test Request condition Expected result
Compressed anonymous GET Accept-Encoding: gzip, logged out Readable page after decompression; if compressed, Content-Encoding: gzip and usually Vary: Accept-Encoding
Identity anonymous GET Accept-Encoding: identity, logged out Readable uncompressed HTML with no gzip content-encoding header
Logged-in GET Authenticated browser session Readable response using the intended dynamic path; no accidental reuse of an anonymous compressed cache
POST or form submission Submit a harmless test form Normal redirect or validation response, not a download or decoding error
REST or AJAX endpoint Request a representative JSON endpoint Valid JSON and matching encoding headers; do not apply page-cache rules meant for HTML
Static CSS and JavaScript Load a stylesheet and script directly Readable source after decompression, correct MIME type, and no binary download

Inspect the body as well as the headers. A header-only check can pass while a cached file still contains bytes produced by an earlier compression pass. Repeat tests from outside the origin network if a CDN is involved.

Common failure patterns and targeted fixes

The page is still garbled after disabling PHP zlib

The web server, W3 Total Cache, or the CDN may still be serving a stale or doubly compressed object. Purge each cache, inspect the generated server rules, and repeat the identity request. If the identity response is clean but the gzip response fails, isolate the remaining compressor by bypassing the CDN and disabling W3 Total Cache page delivery for one test URL.

The browser downloads an HTML file

Check whether the response has a binary body, an incorrect Content-Encoding, or a misleading Content-Type and Content-Disposition. A gzip body labeled as identity is a common cause. Correct the owner and headers, then purge the object that produced the download.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The home page works but REST or POST requests fail

Those requests often bypass the page cache and use PHP or a separate proxy policy. Compare their headers with the working document request. Exclude API and state-changing paths from page-cache compression rules where appropriate, and ensure the chosen owner handles dynamic responses exactly once.

Only logged-in users see the error

Authenticated requests may skip the anonymous cache and expose PHP output-handler settings. Check the PHP-FPM SAPI used by the web request, not only the cached anonymous response, and test with a clean authenticated session after reloading PHP workers.

The problem returns after a cache rebuild

A generated .htaccess or Nginx rule may be reintroduced when W3 Total Cache settings are saved. Compare the rules before and after saving, then remove the duplicate at its source rather than editing only the generated block. If the host regenerates compression directives, ask support to make the change persistent at the virtual-host level.

When you cannot edit PHP or server configuration

Managed hosting commonly restricts php.ini, PHP-FPM, Apache, Nginx, or CDN settings. Do not repeatedly toggle WordPress options without knowing which layer is active. Send support a concise diagnostic package:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • The failing URL and whether the request was logged in or anonymous.
  • A header capture for a gzip request and an identity request.
  • The response status, Content-Encoding, Vary, and whether the body was readable.
  • The effective values of zlib.output_compression, zlib.output_handler, and output_handler, if visible.
  • Which W3 Total Cache modules and CDN or reverse-proxy services are enabled.
  • The time of the test and confirmation that plugin, CDN, and browser caches were purged.

Ask the provider to identify the single compression owner for the site, disable duplicate PHP or server handlers, reload the relevant workers, and purge edge and origin caches. This gives support enough information to act without guessing from a screenshot.

Why the headers matter more than the setting names

Compression negotiation is a contract. The client advertises algorithms in Accept-Encoding; the server chooses one and labels the resulting bytes with Content-Encoding. Vary: Accept-Encoding tells shared caches that gzip and identity are different representations. If any intermediary stores one representation and serves it under the other representation’s headers, the browser cannot reliably decode it.

That is why changing a checkbox may appear ineffective until caches are purged. The setting controls future responses, while a page cache or CDN can continue delivering old bytes. It is also why the final public headers are authoritative: PHP may set correct headers at the origin, yet a proxy can alter them later.

Prevention checklist

  • Document which layer owns compression and where its configuration is managed.
  • Keep PHP zlib, W3 Total Cache, web-server, and CDN compression from overlapping on the same response path.
  • After any ownership change, reload affected services and purge origin, plugin, edge, and browser caches.
  • Include Vary: Accept-Encoding when a shared cache stores compressed and identity variants.
  • Test anonymous and authenticated requests, static assets, POST responses, and REST or AJAX endpoints.
  • Recheck effective PHP-SAPI settings after hosting migrations or PHP-version changes.
  • Review generated .htaccess or Nginx rules after saving W3 Total Cache settings.
  • Keep a known-good identity request and a compressed request for future regression checks.

The Bottom Line

Assign HTTP compression to one layer, disable the competing PHP or W3 Total Cache/server handler, purge every cached representation, and verify the final bytes and headers on both compressed and identity requests. That sequence resolves the garbled-page and download symptoms without sacrificing compression.
