If an Xbox Game Pass download is slow on a Windows PC, first check whether Windows has marked the active Wi‑Fi or Ethernet connection as metered. Microsoft says a metered connection can restrict app data and pause Microsoft Store downloads. If the connection is not data-capped, turn metering off, then compare Wi‑Fi with a wired connection and determine whether other devices are slow. Do not expect Delivery Optimization bandwidth-limit settings to accelerate a download you started manually: Microsoft says those limits apply to automatic updates, not manually initiated Store app downloads.
On an Xbox console, avoid applying Windows instructions. Use the current Xbox installation-troubleshooting page linked below, because console menu paths change and the available support page does not establish a reliable current sequence here.
Start by identifying what is actually slow
“Slow download” can describe several different symptoms, and each points to a different test:
Free tools Windows power users keep installed
One-click scans. No signup required.
- Low but steady speed: the Wi‑Fi path, a metered setting, network congestion, or the remote service may be limiting throughput.
- Frequent pauses: Windows may be restricting Store app data on a metered connection, or the Xbox app/Store installation path may have an application problem.
- Only the Xbox app is affected: update or repair the app after checking the connection.
- Several devices and services are slow: investigate the local network or internet connection before changing Xbox settings.
- Only an Xbox console is affected: follow console-specific Xbox Support guidance rather than Windows steps.
Write down the device (Windows PC or Xbox console), whether the download was started manually, and whether the problem is constant or appears at particular times. This prevents you from changing a setting that cannot affect the symptom.

- 40 Gbps 2000 Mhz High Speed: The Cat 8 ethernet cable support max. 40 Gbps data transfer and 2000 MHz Brandwith, ideal for gaming and streaming, greatly improving upload and download speed, sound, image and resolution quality
- Excellent Anti-interference: The ethernet cable comes with 4 shielded foiled twisted pairs (F/FTP), pure copper core and gold-plated RJ45 connector, reducing interference, noise and crosstalk, making network speed faster and more stable
- Marvelous Durability: Internet cable wrapped with quality cotton braided cord, which makes the LAN cable stronger and more durable. The test proves that this internet cable can be bent at least 10000 times without broken, very suitable for long-term use
- PoE Supported: All lengths of ethernet cord can support the PoE power supply function except 65ft. You don't need additional power supply when installing a PoE camera, which is very convenient and safe
- Wide Compatibility: With the RJ45 Connector, network cable can be perfectly compatible with computers, laptops, modems, routers, PS5, X-Box and other networking devices. It can also be fully backward compatible with Cat7, Cat6e, Cat6, Cat5e, Cat5
Also distinguish a download that is genuinely transferring data from one that is waiting for installation, verification, or an app restart. A progress bar that pauses while the app changes stages is not necessarily evidence of a slow internet connection. Compare the same installation before and after one controlled change, and avoid changing several settings at once.
Fix a slow Game Pass download on Windows, in order
1. Check the active connection’s metered status
Windows can treat a connection as metered to reduce data use. Microsoft says apps downloading from Microsoft Store may be paused on a metered connection. This is the first Windows-specific check because it can directly affect Xbox app and Store downloads.
- In Windows 11, open Settings > Network & internet.
- Choose Wi‑Fi or Ethernet, depending on how the PC is connected.
- Select the connected network and inspect Metered connection.
- If the plan is not capped, switch metering off and retry the download.
- If the plan has a data allowance or overage charge, leave metering on unless you have confirmed that the additional data is acceptable.
Windows 10 uses similar controls, but labels and layout can differ. Microsoft documents the behavior and settings for both versions in Metered connections in Windows. Turning off metering does not create bandwidth; it removes a data-saving restriction. It can also permit substantially more data use, so it is not appropriate for every broadband, mobile-hotspot, or capped plan.
Check the connection that is actually active. A PC can remember a metered setting for one Wi‑Fi network while using a different network, Ethernet adapter, or hotspot. Changing a saved network that is not carrying the download will not affect the installation. After changing the setting, stop and restart the download so you can compare behavior under the new state.
2. Do not change Delivery Optimization limits for this symptom
Delivery Optimization has bandwidth controls, but they are easy to misapply. Microsoft states that those limits govern automatic update downloads and do not apply when a person manually starts a Microsoft Store app download. A Game Pass installation that you clicked to begin therefore is not expected to become faster merely because you raise an automatic-update limit.
Use Microsoft’s Delivery Optimization documentation to understand update traffic, but treat this setting as unrelated to a manually started Xbox app or Store download. This avoids spending time on a control that cannot establish whether your connection or the service is slow.
This distinction matters when diagnosing a PC that is downloading several things at once. Delivery Optimization can affect eligible automatic update traffic, but it is not a universal throttle for every download shown in Windows. Do not infer from the existence of a bandwidth slider that it controls a Game Pass installation you launched yourself.

3. Run a Wi‑Fi isolation test
Wireless conditions can reduce the speed available to the PC even when the internet plan is fast. Microsoft recommends moving closer to the wireless access point and removing physical obstructions. Nearby devices using the same wireless network can also contribute to congestion.
- Move the PC closer to the router or access point, keeping fewer walls, cabinets, and other obstacles between them.
- Pause other heavy activity on nearby devices for a short comparison.
- Retry the same download and compare its behavior, rather than comparing unrelated games or times.
- If the PC and router support it, connect the PC by Ethernet and repeat the test.
Ethernet is an isolation test, not a guaranteed cure. If the wired download improves, the wireless path is implicated; that result does not prove that buying a particular router, changing DNS, or changing firewall and port settings will fix the problem. Microsoft’s connection guidance is at Why is my Internet connection so slow?.
You do not need to purchase equipment to perform the comparison if you can temporarily borrow or already own a suitable Ethernet cable. A standard cable is an optional accessory for testing a compatible PC or console connection to the router, not a guaranteed solution. If wired and wireless results are similar, spending money on a cable or router is unlikely to answer the underlying question by itself.
4. Check whether the slowdown is broader than Xbox
Try another service on the same PC and observe another device on the same network. If video, websites, game downloads, or multiple devices are slow at the same time, the likely scope is broader than the Xbox app. Microsoft lists local congestion and the capacity of the remote service as possible causes of a slow connection.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsRepeat the comparison at a different time. A slowdown that disappears later can indicate temporary congestion; a slowdown that follows the PC across Wi‑Fi and Ethernet points away from a single wireless obstruction. These observations cannot identify which remote service component is responsible, but they tell you whether to investigate the internet connection before reinstalling the Xbox app.
Keep the test fair: use the same PC, the same network, and the same download when possible. Note whether another device is uploading or downloading large files, streaming, or installing updates. A busy connection can make every service appear slow, while an Xbox-only symptom points toward the app or Store path rather than a home-wide capacity problem.
5. Update Windows, Microsoft Store, and the Xbox app
If normal browsing and other downloads are fine but the Xbox app installation remains paused or fails, use the application troubleshooting path. Microsoft starts with closing and reopening the app, checking Windows updates, and checking for Microsoft Store updates.

- Install available Windows updates. Windows 10 reached end of support on October 14, 2025, so do not assume it continues to receive free support updates; use a supported Windows release where possible.
- Open Microsoft Store and check for Store app updates, then retry the Game Pass installation.
- If the problem remains isolated to the app, follow Microsoft’s repair, reset, or reinstall instructions for Store apps. Repair is the least disruptive option; reset or reinstall can remove local app data and may require the app to download files again.
Microsoft’s current sequence and version-specific labels are in Fix problems with apps from Microsoft Store. Application repair can resolve an installation or app-state problem, but it does not demonstrate that the network itself is slow.
Recommended Free Tools
Use repair or reset only after recording the symptom and checking the network scope. If the app is merely transferring slowly on every device, reinstalling it can consume additional data without addressing congestion. If the app alone is paused, fails, or behaves differently from other downloads, the app path becomes a reasonable next step.
What each diagnostic test can tell you
| Test | Where it applies | What it isolates | Important qualification |
|---|---|---|---|
| Inspect or disable Metered connection | Windows 10/11 PC using Wi‑Fi or Ethernet | A Windows data-saving restriction that can pause Store downloads | Disable only when the data plan permits; a capped plan may incur extra data use or charges |
| Compare Wi‑Fi with Ethernet | PC, and a console if a wired connection is available | Wireless distance, obstructions, and local Wi‑Fi conditions | It is an isolation test, not proof that the ISP or remote service is at fault |
| Check other services and devices | Any home network | Whether congestion or a wider connection problem affects more than Xbox | A remote service can also have limited capacity; the test does not identify which side is responsible |
| Close, update, repair, reset, or reinstall the app | Windows Xbox app or Store installation | An app or installation-state problem | It does not prove that the network is slow |
| Delivery Optimization bandwidth settings | Windows automatic update traffic | Automatic update download behavior | Microsoft says these limits do not apply to a manually started Store app download |
The table is a decision aid, not a promise that one test will reveal the cause immediately. Metering tests a Windows policy; Ethernet tests the local wireless path; another device tests the scope of the slowdown; and app repair tests installation state. They answer different questions, so a negative result from one does not invalidate the others.
Use the symptom to choose the next branch
The download is paused on a Windows PC
Check Metered connection first. If it is enabled and the data plan allows unmetered use, disable it and retry. If the connection is not metered, check whether other services are also slow. When the issue remains limited to the Xbox app, perform the close, update, and app-repair sequence instead of changing Delivery Optimization limits.
The download is slow only on Wi‑Fi
Move closer to the access point, remove obstructions, reduce competing wireless activity, and compare with Ethernet. An improvement on Ethernet identifies the wireless link as the place to investigate. It does not by itself establish that a new router or any particular hardware purchase is necessary.

Because Microsoft identifies local congestion and remote capacity as possible causes, pause competing traffic, repeat the test later, and inspect the internet connection. A Game Pass setting cannot correct a problem that affects unrelated services and devices.
Only the Windows Xbox app fails or installs slowly
Close and reopen the app, install Windows and Store updates, then use Microsoft’s repair/reset/reinstall guidance. Keep the network tests separate from the app tests: an app repair can fix installation state without changing available internet bandwidth.

The download is on an Xbox console
Do not use Windows Settings paths such as Metered connection or Microsoft Store app repair on the console. Xbox menu labels and installation procedures are version- and console-specific. Use the current Xbox Support page for console installation problems: Troubleshoot game or app installation problems on Xbox One. If that page presents a different path for your console generation or region, follow the displayed instructions rather than a Windows procedure.
The speed changes at particular times
Record when the slowdown occurs and compare another service at the same time. A pattern affecting several devices is consistent with local congestion or limited remote capacity; a pattern confined to the Xbox app still warrants the Store-app troubleshooting sequence. Do not label the pattern as a confirmed service outage without platform-specific confirmation.

The least expensive checks are software and observation: inspect metering, move closer to the access point, pause competing traffic, retry later, and compare another service. Turning off metering on a capped broadband plan or mobile hotspot can increase data use and potentially trigger overage charges, so the setting should be treated as a cost decision as well as a troubleshooting step.
A wired comparison may require only an existing Ethernet cable. Buying a cable can be reasonable when a PC or console is near the router and you want to isolate Wi‑Fi, but the test cannot establish that a new router, faster plan, DNS change, port change, or firewall change will fix every slow download. Make the purchase only if the physical connection is practical and the wireless comparison points to that path.
There is no universal Game Pass speed figure or guaranteed percentage improvement supported here. The useful result is a clearer scope: Windows policy, Wi‑Fi conditions, wider network congestion, remote capacity, or app installation state.
Common mistakes that waste time
- Turning off metering without checking the plan: this can increase data consumption or trigger charges on a capped connection.
- Raising Delivery Optimization limits: the documented limits concern automatic updates, not a download you manually started in the Store.
- Calling an Ethernet cable a guaranteed fix: wired testing can isolate Wi‑Fi, but it cannot repair ISP congestion or limited remote capacity.
- Reinstalling before checking scope: if every device is slow, an app reinstall addresses the wrong layer.
- Using Windows instructions on a console: the Xbox app and Xbox console have different settings and support paths.
- Assuming a speed figure is guaranteed: the available guidance does not establish a universal Game Pass download speed, percentage improvement, or current service outage.
- Changing DNS, ports, or firewall rules without a matching symptom: the documented evidence here does not show those changes to be a general solution.
- Comparing unrelated tests: changing the network, device, game, and time simultaneously makes it impossible to know which observation mattered.
- Ignoring the active adapter: changing the metered status of a remembered network does nothing if the PC is downloading through another adapter or hotspot.
When to escalate
Escalate to your internet provider or network administrator when multiple devices and unrelated services remain slow after you have compared times and reduced local traffic. Escalate through Xbox Support when the issue is confined to a console or when the console installation page directs you to additional account or platform checks. For a Windows-only app problem, use Microsoft’s Store-app troubleshooting sequence and retain the exact symptom—paused, failed, or merely slow—when describing the problem.

Avoid reporting only a perceived speed; “paused on a metered Wi‑Fi connection” or “slow across Wi‑Fi and Ethernet on multiple devices” gives support a more actionable description.
Frequently Asked Questions
Why is my Xbox Game Pass download so slow when my internet is fast?
A fast plan does not rule out a metered Windows connection, weak or obstructed Wi‑Fi, local congestion, limited remote capacity, or an Xbox app installation problem. Check the active connection’s Metered connection setting, compare Wi‑Fi with Ethernet, and test another service and device.
How do I make Xbox app downloads faster on PC?
On Windows, first check whether the active Wi‑Fi or Ethernet network is metered. If the plan permits, turn metering off, then test closer to the access point or over Ethernet. If other downloads are normal and only the Xbox app is affected, close and reopen it, install Windows and Microsoft Store updates, and follow Microsoft’s repair, reset, or reinstall guidance.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Will changing Delivery Optimization bandwidth limits speed up a Game Pass installation?
Not when you manually started the Store app download. Microsoft says those limits apply to automatic update downloads and do not apply to manually initiated Store app downloads.
Should I turn off a metered connection?
Only when the connection is not data-capped or you have accepted the extra data use. Microsoft says Store downloads may be paused on a metered connection, but disabling metering on a limited plan can increase consumption or charges.
Will an Ethernet cable always fix a slow Xbox download?
No. Ethernet is a comparison test for Wi‑Fi distance, obstacles, and wireless congestion. An improvement implicates Wi‑Fi, but a cable cannot by itself fix ISP congestion or limited capacity at the remote service.
What should I do if the download is on an Xbox console?
Do not use Windows Metered connection or Microsoft Store repair steps. Follow the current Xbox Support installation-troubleshooting page for your console generation and region, because menu paths are console-specific.
The Bottom Line
For a Windows PC, check the active network’s Metered connection status first, then compare Wi‑Fi with Ethernet and determine whether other devices and services are slow. Do not raise Delivery Optimization limits for a manually started Game Pass download. If the problem is isolated to the Xbox app, update and repair the Windows app path. For an Xbox console, use current Xbox Support instructions rather than Windows menus. These tests narrow the cause without risking unnecessary data charges or hardware purchases.
