If an Xbox game download is stuck, repeatedly stops, or crawls, start with the reversible checks: inspect the queue, resume the game if it is paused, pause other downloads and updates, suspend any running game, confirm free storage, and run the console’s network test. These steps separate a console-side bottleneck from a problem on the network or Xbox service.
Menu names vary between Xbox One, Xbox Series X|S, and software releases. Use the closest current label on your console rather than assuming every screen is identical. Do not cancel and reinstall a large game or reset the console until these checks and a service-status check are complete.
What “stuck” or “moving slowly” means on Xbox
Xbox can show a download as active even when the progress number barely changes. A title may also display the literal status Installation stopped, remain paused in the queue, or repeatedly stop after resuming. A slow transfer is different from a frozen one: the percentage or downloaded-size figure advances, but at a rate that seems far below what your connection normally achieves.

The same symptom can have different causes. The game may be waiting behind another transfer, an open game may be competing for the console’s resources, the destination drive may be short of space, Wi-Fi conditions may be poor, or the remote delivery service may be congested. The sequence below tests those possibilities without deleting the partial installation.

Before changing anything, note the exact status wording and whether the downloaded-size figure changes at all. That small observation helps distinguish a paused queue from a transfer that is progressing slowly. If the number changes between two checks, leave the partial installation intact while you test other conditions.
Use this order of operations
- Inspect the game and app download queue and resume the intended game.
- Pause other downloads and updates, then suspend or close any running game as a comparison.
- Check available space on the destination drive.
- Run the Xbox network speed and statistics test; compare Wi-Fi with wired Ethernet if practical.
- Restart the console, check the live Xbox service status, and contact Microsoft support if the behavior persists.
Watch the download for a few minutes after each change. The purpose is to identify which condition changes the behavior, not to assume that one step always increases speed. Make one change at a time when possible, so you know which result to report later.
1. Inspect and repair the download queue
Open the queue
Open the console’s games-and-apps management area and go to the download queue. Depending on the console and current software, this may be exposed through My games & apps, a Manage option, or a queue tile on the Home screen. Microsoft changes labels periodically, so follow the current on-screen wording.

A paused item needs a resume command; an item marked stopped may need to be selected and resumed from its context menu. Confirm that the title you intend to install is the item receiving bandwidth rather than a different update or add-on.
Look through the entire list, not just the first visible item. A console update, downloadable-content package, or installation from another profile can sit ahead of the game. The queue is the useful source of truth for what the console is attempting to process, while the game tile may simply appear inactive.
Make the game the only active transfer
Temporarily pause every other download and update in the queue. This includes game updates, console updates, downloadable content, and queued installations from another profile. Do not delete those items; pause is reversible. Return to the queue and verify that the target game remains active.
If progress begins after the other work is paused, the queue was the immediate constraint. You can resume the other items later, preferably after the game has completed or reached a stable rate. If nothing changes, keep those items paused while you perform the storage and network checks; that gives you a cleaner comparison.

If the game returns to Installation stopped immediately after you choose Resume, note whether another item changes state at the same time. A repeatedly stopping item can indicate storage, licensing, network, or service trouble rather than a simple pause. Continue with the storage and network checks before taking destructive action.
Resume the item once and observe whether the downloaded-size figure changes. Repeatedly selecting Resume without checking the other conditions does not provide a new diagnosis and can make it harder to tell whether the queue, storage, or service is responsible.

2. Remove competing activity as a diagnostic
Suspend or close the game currently running
If any game is open, use the Xbox guide or the game’s menu to suspend or quit it, then watch the download. Some consoles let you choose a Suspend my game action directly from the queue or guide. If that option is unavailable, close the game normally.
Closing a game does not guarantee a faster download. It is a controlled comparison: if the rate changes noticeably with the game suspended, the running title was competing for console resources or network activity. If nothing changes, reopen the game only after recording that result.

Apply the same comparison when a game is running in the background rather than actively being played. A suspended title and a completely closed title are not identical states, so record which one you tested. The useful result is the change in this particular download, not a promise that every game behaves the same way.
Reduce other network use temporarily
For a clean comparison, avoid starting another download, cloud-sync operation, or media stream on the console while you observe the transfer. If several household devices are heavily using the same internet connection, test again when that activity is idle. This does not prove that the Xbox service is healthy; it only shows whether local competition affects the result.
If the download improves when household traffic is idle, you have identified a contributing condition rather than a permanent fault. You can decide whether to leave the game downloading during quieter periods, but do not infer that the console or title is defective solely because the rate varies with household use.
3. Confirm destination storage
Check the selected install location
Open the console’s storage or device-management screen and check free space on the drive selected for the game. If you use an expansion drive, verify that it is connected and recognized before starting the download. A title can fail even when another drive has room if the console is targeting a different location.

The available evidence does not establish one universal amount of free space that is safe for every Xbox title. Game sizes, updates, and temporary installation files differ, so rely on the console’s own space indicator and the game’s displayed requirement rather than a generic number.
Check the destination again after pausing other installations. Queued updates may be waiting to use the same drive, and a drive that looked adequate before those operations began may no longer have the same headroom. The relevant question is whether the selected location reports enough space for the current installation.
What to do when space is tight
- Identify the destination drive shown in the install prompt or storage settings.
- Remove or move only content you are prepared to lose or relocate, and confirm that saved data is synchronized before deleting a game.
- Return to the queue and resume the download after the console reports adequate space.
If the queue still stops with ample space on the correctly selected drive, storage is less likely to be the immediate cause; proceed to network diagnostics. Do not assume that freeing space on an unselected drive will change the result.

4. Test the Xbox network and compare Wi-Fi with Ethernet
Run the built-in speed and statistics test
Open Settings, choose the network settings area, and run Test network speed & statistics (the exact wording can differ). Let the test finish and record the download result, latency or packet-loss information shown, and whether the console reports any connection error. A successful test confirms that the console can reach the network at that moment; it does not certify that the specific game-delivery path is uncongested.

If the console is on Wi-Fi, test from that wireless connection; do not treat a separate phone or computer result as an Xbox measurement. Record the time as well, because both household traffic and service load can change later.
Wi-Fi versus a wired comparison

An Ethernet cable is optional. A Cat 6 cable can be used for the comparison when one is available, but buying a cable cannot fix insufficient storage or congestion on the remote service, and no cable guarantees a particular game-download rate.
When switching connections, change only the connection path if practical. Keep the same queue item active and compare its actual progress after the network test. A faster wired test is useful evidence about Wi-Fi, but it is not proof that every slow download will improve by the same amount.
Do not turn a streaming figure into a download promise
Microsoft’s Xbox Series X|S manual gives 18–24 Mbps as a range associated with 4K streaming. That figure describes streaming requirements, not an expected game-download speed. Game delivery rates vary with the internet connection, Wi-Fi conditions, other traffic, console activity, the title’s delivery service, and the service’s current load. There is no universal Xbox game-download rate that a healthy console must always show.
For the same reason, a high number in the network test does not require the game to download at that number. The test and the content transfer can use different routes or endpoints. Compare the test with the game’s behavior, but keep those measurements separate.
5. Restart, then check for an Xbox service issue
Restart after the reversible checks
Once you have inspected the queue, checked storage, and run the network test, restart the console using its normal power-menu restart command. A restart can clear a transient queue or connection state without removing the partial download. After the console returns to the Home screen, open the queue and confirm whether the game resumes.
Do not interpret a restart that briefly changes the display as proof that the underlying issue is fixed. Leave the same competing items paused and use the same connection while you observe progress again. If the status returns to Installation stopped, continue to service-status and support checks rather than repeatedly restarting.
Check live Xbox service status
Use the current Xbox service-status page to see whether downloads, sign-in, gaming, or content services are reporting an incident. Service status changes over time and was not verified here, so check it when the problem is occurring rather than relying on an old screenshot or a previous outage report.

A good console network test alongside an unchanged, stalled game download is compatible with a remote service or game-specific delivery problem. The network test measures the console’s connection to the test endpoint; it does not test every server, route, or content package used by one title.
When to contact support
If the queue remains stopped after a restart, the destination has adequate space, the network test is usable, and the service-status page shows no relevant incident, contact Microsoft support. Have the game title, console model, installation drive, exact status text, and the approximate time of the failure ready. Tell support which queue items were paused, whether suspending the running game changed progress, and whether a wired comparison differed from Wi-Fi.
Also provide the sequence you already tried. Explaining that you resumed the item, paused competing transfers, confirmed storage, ran the built-in test, restarted, and checked service status helps support avoid repeating the same basic instructions. If the problem affects only one title while other downloads work, say so explicitly.

Common situations and the safest next move
The game is paused
Resume it from the queue and pause competing items. Leave the console on the queue screen long enough to see whether the downloaded amount changes.
The status says “Installation stopped”
Resume the item once, then check storage and the network test. If it stops again, restart the console and check service status before considering removal of the installation.
The percentage moves, but extremely slowly
First make the game the only active transfer and suspend any running game. Then compare the network test over Wi-Fi and, if available, Ethernet. Avoid judging the result against the 18–24 Mbps 4K-streaming range; it is not a download target.
The network test is good, but this title does not advance
Confirm that the queue has no competing work, verify the selected drive, restart, and check live service status. A passing test does not prove that this title’s delivery servers are operating normally.
Another household device is using the connection
Repeat the observation when heavy local traffic is idle. If the download improves, household bandwidth was part of the condition; resume normal use only after deciding whether the slower rate is acceptable.

The download changes after every restart
Do not keep cycling power as the only tactic. Record whether the queue, storage, connection type, and service status were different each time. A repeatable improvement after pausing other work or changing from Wi-Fi to Ethernet is more useful than a one-time change after restarting.
Actions to avoid as first-line fixes
- Do not repeatedly cancel and reinstall a large game merely because the first attempt is slow; that discards progress and the available guidance does not establish it as a universal remedy.
- Do not factory-reset the console for a single stalled download. A reset is disruptive and is not established as a safe first step for this symptom.

Record the installation drive and console model too, especially if an expansion drive is involved. These details are more actionable than describing the download only as “slow.”
The practical stopping point is clear: once the game is the active queue item, storage is adequate, local network comparisons are complete, the console has been restarted, and no service incident explains the behavior, further local changes are unlikely to add confidence. Escalate with the recorded details instead of repeatedly deleting and reinstalling the game.
