The fastest way to fix WordPress Multisite access is to identify which control layer is failing. A missing Network Admin menu normally means the account is not a Super Admin; a subsite dashboard failure usually means the network user has not been added to that site; and login loops or 404 errors usually point to cookies, domains, rewrites, or Multisite configuration. Work from the least risky checks to configuration and database recovery, backing up files and the database before making changes.
Start by matching the symptom to the failing layer
WordPress Multisite has several separate access layers. The shared network knows that a user exists, but each site still has its own membership and role assignments. The web server and wp-config.php must also route the request to the correct network. Treating every failure as a simple “Administrator” permission problem often sends you to the wrong fix.

Why Network Admin is missing
The Network Admin link appears only after Multisite has been created and only for Super Admins. “Administrator” is a site-level role. It can manage one site, but it does not automatically grant network-wide capabilities.
Confirm whether the account is a Super Admin
Sign in with the account in question and look for My Sites in the toolbar, then Network Admin. If that option is absent, use an account that already has network administration rights, or use an authorized server account with WP-CLI. Do not assume that a user who can install plugins or manage one site is a Super Admin.

In an existing Network Admin dashboard, open Network Admin → Users and locate the account. The network user list confirms that the account exists in the shared user tables, but it does not by itself prove that the user is a Super Admin or a member of every site.
Restore Super Admin with WP-CLI
WP-CLI provides the supported command family for network-administrator management. Run these commands from the correct WordPress installation, through an authorized SSH or hosting shell account:

wp super-admin list
wp super-admin add <user>
wp super-admin remove <user>Replace <user> with the user login or other identifier accepted by your WP-CLI version. Verify the result with wp super-admin list, then sign out and back in so WordPress creates a fresh session. If WP-CLI reports that it is connected to the wrong installation, specify the correct path with the command’s normal --path option and check the displayed site URL before changing roles.
When an Administrator should remain a site Administrator
Grant Super Admin only to people who must manage the entire network. A site Administrator should normally receive access to the sites they operate, with the minimum role needed on each site. This preserves the separation that Multisite is designed to provide.
Fix a user who can log in but cannot open a subsite dashboard
Multisite uses common network user tables, while site membership and capabilities are assigned per site. A person can therefore have a valid network login and still receive a “you do not have permission” message for a particular subsite.

Add the existing network user to the site
- Sign in as a Super Admin and open Network Admin → Sites.
- Open the affected site’s dashboard, or use that site’s direct administrative URL.
- Choose Users in the site dashboard.
- Add the existing username or email address; do not create a duplicate account.
- Assign the required site role, such as Editor or Administrator, and save.
- Ask the user to sign out and back in, then test the site dashboard and a normal front-end page.
The exact labels can vary slightly with the WordPress version and installed language, but the important distinction is constant: the account must exist network-wide and must also be assigned to the individual site.
Check the site role rather than escalating blindly
If the user can access the dashboard but cannot perform one task, inspect the site role and the capability required by that task. A role that is sufficient on one site does not automatically apply to another. Custom roles or membership plugins can further restrict capabilities, so test with the intended role before granting Super Admin.
Repair login failures after enabling Multisite
If login worked before networking was enabled but now loops, rejects valid credentials, or returns to the wrong domain, start with the browser session. WordPress troubleshooting guidance recommends clearing the browser cache and cookies after enabling networking.
Use a clean login test
- Open the normal login address for the network, ending in
/wp-login.php, in a private window. - Clear cookies and cached data for the network’s domain if the private-window test succeeds.
- Disable browser extensions that rewrite URLs or inject authentication headers.
- Try the canonical network domain rather than an old domain, www variant, or temporary hosting hostname.
- If the failure remains, check the web-server and PHP logs for redirects, cookie-domain errors, or authentication failures.
Do not repeatedly reset passwords when the browser is presenting a stale cookie or when the request is being redirected between two domains. Domain mapping, HTTPS termination, and reverse-proxy settings can create the same symptom.
Check custom content-directory settings
WordPress warns that networks may not be fully compatible when the WP_CONTENT_DIR constant points somewhere other than the standard wp-content directory. If networking was enabled on a site with a custom content location, review that choice and the related server paths before changing user permissions.

Verify Multisite settings in wp-config.php
A configuration mismatch can look exactly like a role problem because WordPress may be loading the wrong network, the wrong database, or no global network metadata at all. Make a dated copy of the file before editing it, and use the values from the installation that actually serves the requested domain.
Values to review
- Database connection: Confirm the database name, host, username, password, and character-set settings point to the intended installation.
- Table prefix: The prefix must match the tables in the database. It may not be the default
wp_. MULTISITE: The constant must be enabled for a network installation.SUBDOMAIN_INSTALL: Confirm whether the network uses subdomains or subdirectories; this affects generated URLs and rewrites.- Network domain and base path: The configured domain and path must match the host and path users actually request.
- Generated rewrite block: Keep the Multisite rewrite rules supplied by WordPress in the correct location for your server.
Do not copy constants from another network without checking its domain, path, and prefix. A staging configuration pasted into production can send users to the wrong host or make WordPress search for global tables that do not exist.
Confirm the global Multisite tables
Use a read-only database inspection first. Replace wp_ below with the installation’s actual table prefix:
wp_sitestores the network definition.wp_blogsstores the sites that belong to the network.wp_sitemetastores network-wide metadata, including network administrator data.
The official WordPress debugging guidance notes that missing or empty global tables can break a network. Confirm that these tables exist in the database named by wp-config.php, that the prefix is correct, and that rows describe the expected domain, path, site IDs, and network metadata. Compare a suspicious value with a known-good backup rather than guessing.
Signs that the database is not the one WordPress is using
- The tables exist in a hosting control panel, but WordPress reports that the network has no sites.
- A newly created user is visible on one server but not another.
- The table prefix in the configuration differs from every table prefix in the selected database.
- After a migration, the old domain or path appears in
wp_siteorwp_blogs.
These symptoms require correcting the connection or migration, not adding more roles to the account.

Fix 404 errors, broken subsite URLs, and redirect loops
When the dashboard or front-end URL is correct but returns a 404, inspect routing before changing permissions. Subdomain and subdirectory networks generate different rewrite requirements, and the web server must pass the request to WordPress.
Check the requested domain and path
- Record the exact URL that fails, including protocol, hostname, port, and path.
- Compare it with the network’s configured domain and base path.
- For a subdomain network, verify DNS and the web server’s virtual-host or wildcard-subdomain configuration.
- For a subdirectory network, verify that the site path in
wp_blogsmatches the requested path and that the server allows the generated rewrite rules. - Inspect Apache, Nginx, or other web-server logs for rewrite, permission, and upstream errors.
- Retest the network login, Network Admin, one subsite dashboard, and one public page.
A domain mismatch can also make cookies appear invalid: the browser sends a cookie for one host while the login redirect points to another. Resolve the canonical host and HTTPS behavior first.
Use the safest recovery path available

Database recovery for a lost Super Admin
Database editing is an emergency procedure for an authorized network owner, not a shortcut around normal role management. Back up both the database and files first, preserve the original export, and make sure you know the actual table prefix and exact username.
WordPress’s debugging documentation gives an example of setting the site_admins value in the network metadata to a serialized list containing a legitimate username. Serialized PHP data includes the character length of each string. If the username is eight characters, the string component must use the corresponding length; do not copy an example with a different login. Use the real prefixed sitemeta table and the row for the correct network, and do not overwrite unrelated metadata.

- Confirm that the metadata update affected the intended network and username.
- Run
wp super-admin listfrom the matching installation, if available. - Sign in through the canonical login URL and open Network Admin.
- Immediately create or confirm a second, documented recovery Super Admin according to your organization’s policy.
- Review the database and web-server logs, then remove temporary database access or exports from publicly reachable locations.
If the serialized value is malformed, restore the backup rather than repeatedly editing lengths by trial and error. Contact host support or a WordPress professional when you cannot verify the backup or network ID.
Backups, permissions, and host involvement
WordPress recommends backing up the database and files before creating a network. The same precaution applies before repairing configuration or metadata. A usable backup is one you can restore in the current environment, so verify where it is stored and who can perform the restore.

- Check that the database account can read and write the network tables.
- Confirm that the host supports WordPress Multisite and permits the required rewrite and wildcard-domain configuration.
- Schedule changes during a maintenance window when a database rollback could affect multiple sites.
Hosting support is appropriate when you lack database or server access, when DNS or virtual-host changes are required, or when logs show upstream failures outside WordPress. Give support the exact URL, timestamp, affected site ID or path, and whether the account can log in.
A complete verification checklist
- Can the affected user open the canonical
wp-login.phpURL? - Were stale cookies and cache removed, and was a private-window test performed?
- Is the account a Super Admin when Network Admin is required?
- Is the user assigned to the affected site with the required site role?
- Do the database name and table prefix in
wp-config.phpmatch the live tables? - Are
MULTISITE,SUBDOMAIN_INSTALL, network domain, and base path correct? - Do the prefixed
site,blogs, andsitemetatables exist and contain expected rows? - Do DNS, virtual hosts, HTTPS redirects, and rewrite rules match the network type?
- Were database and file backups made before configuration or metadata changes?
- After each change, was login, Network Admin, the affected subsite dashboard, and a public page tested?
The Bottom Line
Most Multisite access problems are solved by separating Super Admin status from site membership, then checking cookies, domains, rewrites, and global network tables only when the symptom points there. Use the dashboard or WP-CLI for normal role recovery; reserve direct database edits for a backed-up, authorized emergency.
