First determine what actually happens after you choose Start > Power > Shut down or Start > Power > Restart. A PC that sleeps, freezes on “Shutting down,” returns to the sign-in screen, or crashes to a stop-code screen needs a different fix. Save your work, close applications, record any error message, and then follow the branch below that matches your symptom.
Identify the failure before changing anything
Windows has separate commands for shutting down and restarting. A normal shutdown is Start > Power > Shut down; a normal restart is Start > Power > Restart. Those menu actions describe the requested operation, not the reason a particular PC fails to complete it.
Before troubleshooting, save open files and close applications. Then classify the result:
Windows Errors? Fix Them Before They Spread

One free scan finds every outdated or missing driver and matches the right update for your exact hardware.Free scan · exact hardware match- The display turns off but fans, keyboard lights, or other indicators remain on: Windows may be stuck while closing services or devices, or the computer may have entered a sleep-like state rather than completing a shutdown.
- A “Shutting down” or “Restarting” screen remains indefinitely: Windows received the request but is waiting for a process, driver, update, or device.
- The PC returns to the sign-in screen: the shutdown or restart did not complete; this is different from sleep or hibernation.
- A blue screen, stop code, or automatic reboot appears: treat it as a crash and restart problem, not merely a faulty power-menu click.
- The computer repeatedly starts, crashes, and starts again: this is a restart loop. If Windows cannot reach the desktop, use Windows Recovery Environment rather than repeatedly forcing power off.
Note whether the failure occurs every time or only after a particular update, peripheral connection, or application is used. A repeatable pattern is more useful than changing several settings at once. Microsoft’s normal shutdown and restart instructions explain the expected menu actions but do not identify a universal cause or fix for a failed computer.

Also distinguish a slow operation from a frozen one. An update or disk activity can make a shutdown take longer, while an unchanged screen, repeated reboot, or return to the sign-in screen indicates a different failure mode. Give Windows a reasonable opportunity to finish, but do not repeatedly hold the power button during ordinary shutdown attempts.
Use a symptom-led decision map
| What you observe | Best first branch | Why |
|---|---|---|
| Blue screen or stop code, then reboot | Record the code and investigate hardware, drivers, and software | A crash is interrupting the requested restart or shutdown. |
| Windows reaches the desktop but shutdown or restart hangs | Test a clean boot and review recent changes | A third-party service or startup application may be blocking completion. |
| The issue began after an update or Windows is unstable | Use the least disruptive recovery option; consider DISM and SFC for update-related corruption | Recovery choices differ by version and can affect files or applications. |
| Windows never reaches the desktop or keeps looping | Enter WinRE and try Startup Repair | Desktop troubleshooting is unavailable when startup itself fails. |
| Files are not backed up or the device is managed | Pause before reset, reinstall, or configuration changes | Data loss and policy restrictions may outweigh an unconfirmed repair. |
If the computer crashes and restarts
A stop-code screen provides more useful evidence than a generic “Windows keeps restarting” symptom. If one appears, photograph or write down the complete stop code and any What failed module name before the machine reboots. Include the date, what you were doing, and whether the crash happened during shutdown, restart, startup, or normal use.
Use the stop code as your starting evidence
- Check whether the problem began after adding hardware, connecting a new peripheral, or installing or updating a driver.
- If the same stop code returns, record when it appears and whether it occurs during shutdown, startup, or normal use.
- Open Device Manager when Windows starts. A warning marker on a device, a recently changed device, or a failure that began immediately after a driver update is more informative than guessing at a registry or power setting.
Microsoft identifies hardware, a driver, or software as possible causes of unexpected shutdowns and restarts. Its basic stop-code guidance includes removing recently added hardware, starting Windows in Safe Mode when necessary, and reviewing devices in Device Manager. Change, disable, or uninstall a device only when the error evidence points to it; indiscriminately removing drivers can create a second problem. If removing a newly added peripheral stops the crashes, leave it disconnected while you seek a compatible driver or the manufacturer’s support.

When Safe Mode is useful
Safe Mode starts Windows with a limited set of drivers and services. If shutdown or restart works there but fails during a normal boot, a third-party driver, service, or startup application becomes more likely. If the same stop code occurs in Safe Mode, the cause may be lower-level hardware, a core Windows component, or a driver that Safe Mode still loads. Preserve the stop-code details before making changes. Safe Mode is an isolation step, not proof that one particular component is defective.
Test for a third-party conflict with a clean boot
Use a clean boot when Windows reaches the desktop but a background service or startup application may be preventing a normal shutdown or restart. This is a reversible isolation test, not a permanent operating mode. It temporarily reduces functionality, and policy on a managed work or school computer may prevent the changes.

Prepare and record the current startup state
- Sign in to Windows and save your work.
- Press Windows key + R, type
msconfig, and press Enter to open System Configuration. - Select the Services tab. Check Hide all Microsoft services first. This prevents the test from disabling core Microsoft services.
- Click Disable all to turn off the remaining, non-Microsoft services temporarily. Make a note of which services were enabled so you can restore them.
- Open the Startup tab and select Open Task Manager.
- In Task Manager’s startup-app list, note the enabled items, then disable the enabled startup apps. Do not delete them; disabling is the reversible test.
- Close Task Manager, select OK in System Configuration, and restart the PC.
Keep a written list or screenshot of the original state. Without that record, it is easy to leave security, synchronization, network, or accessibility software disabled after the test. Do not use the clean-boot result to conclude that every disabled item is faulty; it only shows that one of the disabled items or their interaction may matter.
Interpret the result
- The shutdown or restart now works: a disabled service or startup app is implicated. Re-enable items in small groups, restarting and testing after each group, until the failing group is identified. Then re-enable items in that group one at a time.
- The failure remains: the disabled third-party items are less likely to be the cause. Restore normal startup and move to the recovery or stop-code branch that matches the symptom.
Restore normal startup
- Open
msconfigagain. - On the General tab, choose Normal startup.
- On the Services tab, clear Hide all Microsoft services only if needed to review the complete list, then restore the services you recorded.
- In Task Manager’s startup section, re-enable the startup apps you disabled, preferably in the groups you tested.
- Restart once more and confirm that Windows is back to its ordinary startup configuration.
On a managed computer, stop before changing services or startup policy and ask the administrator for guidance. A clean boot can interfere with security tools, network agents, and required workplace software.

Choose recovery based on whether Windows still starts
If Windows opens but became unstable after an update or system change, begin with the least disruptive available recovery option. Microsoft’s Recovery options page warns: Before you start: Some recovery options can result in data loss.
Back up important files before using reset, reinstall, or any option whose effects you have not confirmed. A portable external SSD or hard drive can be a destination for that backup; buying one is a precaution, not a shutdown repair.
| Situation | Possible next step | Disruption and data considerations |
|---|---|---|
| Windows starts and the issue is limited or recently appeared | Use an available Windows troubleshooter or other least-disruptive repair option | Usually diagnostic; availability depends on Windows version and the specific symptom. |
| Windows 11 remains unstable after a system change | Reinstall the current Windows version, where that supported option is offered | Microsoft describes this option as reinstalling Windows while keeping files, apps, and settings; it is not available on every device or scenario. |
| The issue began immediately after a Windows update | Uninstall the recent update | Removes the selected update; availability and recovery period depend on the update and Windows version. |
| A restore point exists from before the failure | Use System Restore or another point-in-time restore option offered by Windows | Restores system state to an earlier point; confirm what applications and settings will be affected. |
| Windows cannot be made stable with less disruptive steps | Reset this PC | Depending on the selected reset mode, apps and settings can be removed and files may be affected. Back up first and read the option-specific warning. |
| Other recovery choices fail or Windows must be rebuilt | Use a Windows reinstall appropriate to the device | This is the most disruptive path and can erase data. Make a verified backup and confirm installation and activation requirements first. |
Recovery choices vary by Windows edition, version, device configuration, and whether Windows can still start. Do not select Reset or reinstall simply because a shutdown is slow; use the evidence from the symptom, stop code, update history, or clean-boot test to justify escalation. If an option is not shown, do not substitute a more destructive option merely to make the menu match another guide.
Repair system files after update-related corruption
Microsoft’s update troubleshooting guidance includes Deployment Image Servicing and Management (DISM) followed by System File Checker (SFC). These commands are a possible repair step when update-related corruption or damaged Windows files is suspected; they are not a proven universal fix for every shutdown failure.

Command-line repair is intended for people comfortable working in an elevated Command Prompt. If a command reports an error, save the exact message rather than repeatedly running it or deleting system files. A clean result also does not rule out a defective device, driver, or third-party service. Record whether either command reports that it found and repaired files, because that result is useful if you later seek support.
Use Windows Recovery Environment for startup failure or a restart loop
Windows Recovery Environment (WinRE) is the appropriate route when Windows does not reach the desktop, repeatedly restarts, or cannot remain running long enough to troubleshoot. WinRE may launch automatically after repeated startup failures. If Windows is still accessible, use its Advanced startup entry to restart into recovery; the wording and location vary between Windows versions.
Run Startup Repair
- Enter WinRE through the automatic recovery screen or the available Advanced startup option.
- Select Troubleshoot > Advanced options > Startup Repair.
- Let Windows check for supported startup problems and attempt repairs.
- Restart and test whether Windows can reach the desktop without looping.
Startup Repair checks for certain startup problems and attempts repairs; it is not a guaranteed cure for a normal shutdown request that hangs after Windows has already loaded. If the drive is encrypted, WinRE may request the BitLocker recovery key. Keep that key available before beginning recovery. If Startup Repair fails, preserve its message and avoid cycling through destructive reset choices until important files are protected.
Do not use forced power-offs as routine troubleshooting
Holding the power button can interrupt a machine that is genuinely stuck, but repeated forced shutdowns can lose unsaved work and complicate file-system or update recovery. Microsoft describes interrupting startup to reach WinRE for specific boot-failure circumstances. That procedure is not a general recommendation for an ordinary shutdown that takes longer than expected.
Windows 10 lifecycle matters
Microsoft ended free Windows Update software updates, technical assistance, and security fixes for Windows 10 on October 14, 2025. In October 2026, a Windows 10 PC can still exhibit the same shutdown symptoms described here, but its unsupported status changes the longer-term decision: recovery may restore the current installation, while moving to a supported Windows release may be the safer maintenance plan if the hardware qualifies. Recovery options and labels differ between Windows 10 and Windows 11, so verify the version before following a version-specific option.

Know when to stop troubleshooting
Preserve the stop code, module name, recent hardware or driver changes, clean-boot result, update history, command output, and any recovery error. Seek the device manufacturer’s support or a qualified technician when:
- the same stop code repeats or hardware failure is suspected;
- the computer cannot start and Startup Repair does not resolve the loop;
- WinRE requests a BitLocker recovery key that you cannot locate;
- the PC is managed by an employer, school, or other administrator;
- important files are not backed up and the next available option may reset or reinstall Windows; or
- the failure continues after the evidence-based driver, clean-boot, and recovery steps above.
Do not buy a driver updater, registry cleaner, “PC optimizer,” replacement component, or generic repair kit as a universal answer. The symptom and recorded evidence should determine whether professional diagnosis is needed. A portable external drive can be one destination for a backup before a potentially destructive recovery action, but buying storage or a repair utility does not itself fix a shutdown or restart failure.
Frequently Asked Questions
Why does my computer restart instead of shutting down?
First confirm that you selected Shut down, not Restart. If the PC shows a blue screen or stop code before rebooting, treat it as a crash caused by possible hardware, driver, or software trouble. Record the code, check recent hardware or driver changes, and use Safe Mode or Device Manager when needed.
What should I do when Windows is stuck on “Shutting down”?
If Windows still reaches the desktop, save your work, note when the hang began, and test a clean boot to isolate non-Microsoft services and startup apps. Do not repeatedly force power off. If the issue followed an update, consider the least disruptive supported recovery option and back up first.
Is a clean boot the same as Safe Mode?
No. Safe Mode starts Windows with a limited set of drivers and services, while a clean boot temporarily disables non-Microsoft services and startup apps so you can test for a third-party conflict. Both are diagnostic steps, and neither identifies a culprit without comparing the results.

Can DISM and SFC fix every shutdown problem?
No. Microsoft lists them in update troubleshooting for suspected damaged Windows files. Run DISM followed by sfc /scannow only when that context fits, then test again. A successful scan does not rule out a failing device, driver, or third-party service.
When should I use Startup Repair?
Use WinRE and Troubleshoot > Advanced options > Startup Repair when Windows cannot reach the desktop or is in a restart loop. Startup Repair targets certain startup problems; it is not a guaranteed fix for a shutdown that hangs after Windows has loaded. BitLocker-encrypted devices may require the recovery key.
Will Reset this PC preserve my files?
The effect depends on the reset option and device. Apps and settings can be removed, and files may be affected. Microsoft warns that some recovery options can cause data loss, so make a verified backup and read the option-specific warning before proceeding.

The Bottom Line
Match the action to the symptom: investigate a stop code as a crash, use a clean boot when Windows starts but third-party software may interfere, choose the least disruptive recovery option after an update, and use WinRE for startup failure or a restart loop. Back up before reset or reinstall, avoid routine forced power-offs, and escalate with your recorded evidence when hardware, BitLocker, management policy, or repeated failures are involved.
