When a Windows Insider update will not download or install, start by recording the failed KB or build and its exact error code. The percentage on screen—0%, 51%, 99% or 100%—only tells you where the process stopped; the code and update history identify the useful troubleshooting branch.
Restart the PC, run Microsoft’s Windows Update troubleshooter, and check again. If the problem remains, work through the branch for the code, then verify storage, drivers, permissions, services and Insider channel eligibility. A cache reset or command-line repair can help one class of failure but is not a universal fix.
1. Identify exactly what failed before changing anything
Do not begin by deleting update folders or switching Insider channels. First capture the facts that distinguish a download problem from an installation, restart or servicing problem.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →- Open Settings > Windows Update > Update history.
- Expand the failed quality, feature or preview update. Record its KB number or build number and the complete error code.
- Note whether the failure happened while downloading, while installing in Windows, during a restart, or after the restart when Windows rolled back.
- Write down your Windows version, Insider channel, and the amount of free space on the system drive.
Messages such as “We couldn’t complete the updates,” “Failure configuring Windows Updates” and “Undoing changes” are rollback descriptions, not diagnoses. The same message can be produced by different underlying failures. Use the failed item in Update history to find the specific code before selecting a fix.

What the percentage means—and what it does not
| Observed point | What it usually tells you | What to check first |
|---|---|---|
| Download remains at 0% | The update has not obtained or begun staging the package. | Network access, Windows Update services, storage, eligibility and the code in Update history. |
| Download stops partway through | The transfer or local staging was interrupted. | Connectivity, VPN or proxy use, free space and the reported code. |
| Install stops around 51–99% | Windows reached package installation or component servicing. | The failed KB/build, component health, drivers and available space. |
| Install reaches 100% but reverts | The restart or commit phase failed and Windows restored the previous state. | Update history, the rollback code, drivers, reserved-system space and Insider build notes. |
A percentage is useful context, but it should not replace the code. Two PCs that both stop at 100% may need entirely different repairs.
2. Run the safe first-line checks
Restart, then check again
Save your work and restart normally. After Windows returns to the desktop, open Settings > Windows Update and select Check for updates. A transient service, network or pending-restart condition can clear after a restart; if it does not, continue with the recorded error rather than repeating restarts indefinitely.
Use the Windows Update troubleshooter
On Windows 11, open the Get Help app and run the automated Windows Update troubleshooter. Follow its prompts, allow it to apply a suggested repair, restart when it finishes, and check Windows Update again.
On another Windows version, open the Windows Update troubleshooter from that version’s Settings troubleshooting area. The labels differ between releases, so use the Windows Update entry supplied by your edition. The same sequence applies: run the diagnostic, restart, and test the update once more.
3. Match the error code to the right repair
The following branches reflect Microsoft’s documented error categories. They are starting points, not guarantees; an Insider build can add channel- or build-specific causes.

4. Repair a damaged update cache (0x8007000d)
Clearing the download cache is appropriate when the code or symptoms point to corrupted update files. It does not repair a bad driver, an ineligible Insider build or every servicing failure.
- Sign in with an administrator account. Open Windows Terminal (Admin), PowerShell (Admin) or Command Prompt (Admin).
- Stop the Windows Update service by running
net stop wuauserv. If Windows reports that the service is already stopped, continue. - Open
C:WindowsSoftwareDistributionin File Explorer. Delete the files and subfolders inside it, not the parent folder. If a file is in use, confirm that the Windows Update service has stopped before retrying. - Return to the elevated terminal and run
net start wuauserv. - Restart Windows and select Settings > Windows Update > Check for updates.
Windows will recreate the cache as needed. The first scan or download after a reset can take longer because the local package data has been removed. If the same code returns, stop repeating the reset and investigate storage, services, channel eligibility or the specific KB.

5. Check storage and connectivity
Free space is a prerequisite, not a guarantee
Microsoft’s general upgrade guidance specifies at least 16 GB free for a 32-bit operating-system upgrade and 20 GB free for a 64-bit upgrade. Those figures are general upgrade guidance, not a universal space guarantee for every Insider package; a particular build can need more working room.
Check the system drive in Settings > System > Storage. Remove temporary files you recognize, empty the recycle bin, or move personal files to another location. If the device has a small internal drive, Microsoft says a USB drive may be needed to complete an upgrade. Use reliable external storage with enough free capacity and keep it connected for the entire process.
Connectivity and VPN checks
For 0x800705b4, verify that the connection is stable, then restart and try again. Pause large downloads and avoid changing networks during the update.

For 0x800f0922, Microsoft identifies more than one possible cause. Limited space or a component issue can matter, while inability to reach update servers or insufficient space in the System Reserved partition can also be involved. If you use a VPN, disconnect it temporarily and retry only if doing so is safe for your network. Do not present any single cause as certain without the code and system details.
6. Resolve driver-related installation failures
0xC1900101 is associated with an incompatible driver. This is especially relevant when the download completes but installation fails during the restart or rollback phase.
- Disconnect nonessential USB devices, docks, storage adapters and other peripherals. Leave input devices and the network connection you need.
- Open Settings > Windows Update > Advanced options > Optional updates and review available driver updates. Also check the hardware manufacturer’s current driver for storage, graphics, chipset and network hardware.
- In Device Manager, look for warning icons and identify hardware recently added or updated.
- Install a known-compatible driver, restart, and retry the same Insider build. If a recently installed driver coincided with the failure, use Device Manager’s rollback or uninstall option only when you have a replacement and a recovery plan.
Do not randomly remove drivers or firmware. A driver change can create a separate boot or device problem, so keep the original package and record what you changed.
7. Check permissions for 0x80070005
This code indicates an access or permission problem. Confirm that your account can approve administrative changes and that security software or a policy has not blocked Windows Update.
- Sign in with an administrator account, or have an administrator run the troubleshooter and update.
- Restart before retrying so a service is not left in a partially changed state.
- Review recent security-policy, folder-permission or endpoint-protection changes. Do not weaken system security broadly just to force an update.
- If the device is managed by an organization, ask its administrator whether update policies, maintenance windows or access controls are intentionally restricting Insider builds.
If permissions look normal and the code persists, treat it as a system-specific failure and retain the KB, build and logs for escalation rather than repeatedly changing ownership of Windows folders.

8. Repair database or component failures
0x80248014: Windows Update database or service
Run the Windows Update troubleshooter first. If it reports a service or database issue, restart Windows and retry. Check that Windows Update is not disabled in the Services console and that the service can start normally. A cache reset may help when the database contains stale download data, but it will not fix every database or policy problem.
0x80073712: missing or damaged component files
Microsoft’s installation-error guidance treats this code as a damaged or missing required file and provides DISM repair instructions. Command-line servicing requires administrator permissions and is intended for people comfortable with an elevated terminal.
- Open Windows Terminal (Admin) or Command Prompt (Admin).
- Run
DISM /Online /Cleanup-Image /RestoreHealthand allow it to finish. Do not close the window because progress appears stalled at one percentage for a long time. - Restart Windows after DISM reports completion.
- Run the Windows Update troubleshooter again and check for the same KB or build.
If DISM reports that it cannot repair the image, record the message and stop escalating through random commands. The exact Windows version, servicing stack and Insider build determine the next supported repair.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.9. Verify Insider enrollment, channel and build eligibility
An update can be unavailable or behave differently because of the selected Insider channel and exact build. Before switching channels or leaving the program, verify what the PC is actually enrolled in.
The Tool Desk
Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →- Open Settings > Windows Update > Windows Insider Program.
- Confirm that the intended Microsoft account is linked to the program.
- Check the selected channel and compare it with the channel and build named in the current announcement or release documentation for your device.
- Accept any displayed program agreements and restart when Windows requests it. Microsoft’s enrollment steps use a restart to begin receiving the selected builds.
- Return to Settings > Windows Update and check again.
Do not tell every affected PC to change channels. A channel switch can change which builds are offered and may not repair a corrupted installation, driver conflict or insufficient storage. First establish the current channel, installed build and target build.

10. A documented Insider-specific exception: WinPE and MSU files
Microsoft’s July 29, 2024 release notes for KB5040543 document error 800f0838 in a Windows Preinstallation Environment (WinPE) servicing scenario when MSU files are not together. The documented workaround is narrowly scoped:
- Place the relevant update MSU files in the same folder.
- Ensure that folder contains no other MSU files.
- Run the servicing workflow again using that prepared folder.
This is not a general Windows Update cache fix. Do not apply the WinPE/MSU workaround to a normal Insider update delivered through Settings unless the release documentation for that exact build describes the same condition.
11. What to do when installation reaches 100% and rolls back
If Windows restarts and displays “Undoing changes” or “We couldn’t complete the updates,” allow the rollback to finish rather than powering off during the recovery process. Once Windows returns, open Update history and capture the failed KB/build and code.
Use the code to select the driver, storage, component, permission or cache branch above. If no useful code is shown, record the time of the failure, the stage at which it occurred and the Insider channel. A generic rollback message alone cannot identify the cause.
12. Decide when to stop troubleshooting locally
Escalate with a precise record when the same update fails after the troubleshooter, restart and code-specific checks:
- Windows edition and version
- Insider channel and installed build
- Target KB or build number
- Exact error code and the stage of failure
- Available system-drive space
- Whether the PC uses a VPN, unusual storage layout or managed policy
- Driver, cache, DISM or other changes already attempted
Use Microsoft’s current support and release documentation for that exact build. A release note can supersede a general troubleshooting step, and a workaround documented for one build should not be generalized to another.
13. Leaving Insider or restoring Windows
Microsoft describes Insider builds as “less stable than production builds, aren’t serviced, and eventually expire.” If preview instability is no longer acceptable, Microsoft’s documented paths include opting out when the PC is on a production build or restoring the original operating system. Back up information you want to keep before restoration; a recovery operation can remove applications, settings or files depending on the path used.
Leaving the program is a separate decision from fixing one failed update. It will not repair a damaged cache or an incompatible driver, and changing channels can introduce a different build path. Resolve or document the current failure first, then choose the supported exit option that matches the PC’s build state.
Quick Recap
Quick decision checklist
- Capture: Update history, KB/build, exact code, stage, channel and free space.
- Restart: Reboot normally, run the version-appropriate Windows Update troubleshooter, restart again and retry.
- Branch: Use the code table rather than the percentage to choose cache, connectivity, storage, driver, permission, database or component repair.
- Verify Insider context: Confirm the linked account, channel, agreements and target build before changing enrollment.
- Use narrow workarounds: Apply the KB5040543 MSU-folder procedure only to its documented WinPE scenario.
- Escalate accurately: Keep the code and build details and consult current documentation for that exact preview.
