A Windows 11 “Just a moment” screen can mean two different things. If it appears during the first-time setup screens before you reach the desktop, you are dealing with an OOBE/setup hang. If it appears after Windows has started and you are trying to sign in, use the Windows Recovery Environment (WinRE) troubleshooting path.
Identify which situation you have first. The wrong repair tool can waste time—and Reset this PC or a reinstall can remove applications and settings.
First, identify where Windows is stuck

If the screen appeared immediately after a Windows update, make a note of that. Uninstall Updates is usually more appropriate than repeatedly running Startup Repair.

OOBE is the out-of-box experience: the setup sequence shown when Windows 11 is newly installed or reset. Recovery steps designed for the sign-in screen do not necessarily repair an OOBE hang.

1. Check the simple setup conditions
- Leave the PC connected to AC power.
- If setup is waiting on an online account or update, verify that the network connection is active. If possible, try a different network or wired Ethernet.
- Disconnect unnecessary USB devices, docks, external drives, and adapters. Leave the keyboard, mouse, display, and network hardware connected.
- Restart the computer once if the screen has clearly stopped responding. Avoid repeatedly powering it off while Windows is installing or configuring an update.
If setup returns to the same screen, continue with installation-media recovery rather than treating it as an ordinary login problem.
2. Try Command Prompt only when Windows Setup permits it
On many Windows Setup screens, Shift + F10 opens Command Prompt. On some laptops the correct combination is Shift + Fn + F10, because the function row is configured for special keys.
This shortcut is not guaranteed in every current setup phase. Microsoft documents diagnostic prompt access as disabled by default and provides the Setup switch:

That switch must be used when launching Windows Setup; it is not a universal command that can be typed into a setup screen that does not already provide Command Prompt access.
3. Treat OOBEBYPASSNRO as build-dependent
On Windows 11 builds where it is supported, the commonly used command is:
OOBEBYPASSNRO
Use the letter O in OOBE, not the number zero. Historically, the command restarted setup and exposed a Continue with limited setup option, allowing setup to proceed without an internet connection.

Do not treat this as a guaranteed fix. A Microsoft Tech Community report says the command stopped working in Windows 11 25H2, although it worked on earlier 22H2, 23H2, and 24H2 installations. That is a community report rather than a formal consumer-support bulletin, so behavior is build-dependent.

The computer reportedly restarts into Audit Mode and signs in to the built-in Administrator desktop. This is an advanced deployment technique, not a universally supported consumer repair, so use it only if you understand how to leave Audit Mode and complete Sysprep afterward.
4. Repair setup using Windows installation media
If the built-in setup environment will not proceed, use another computer to create official Windows 11 installation media on a USB drive. Then:
- Insert the USB drive and start the affected PC.
- Boot from the USB drive. If the Windows Setup screen does not appear, the PC may still be booting from its internal drive. Consult the computer manufacturer’s instructions for changing the boot order.
- Choose the language and keyboard preferences, then select Next.
- Select Repair my PC, not the option that immediately installs Windows.
- Select Next to enter Windows Recovery Environment.
From WinRE, you can try Startup Repair, System Restore, update removal, or Reset this PC. Back up files first if the drive is accessible. If BitLocker or device encryption is enabled, WinRE may request the BitLocker recovery key.
Fix “Just a moment” after Windows boots
1. Enter Windows Recovery Environment
Use whichever method is available:
- From the sign-in screen: hold Shift while selecting Power > Restart.
- From a working desktop: open Start > Settings > System > Recovery > Advanced startup > Restart now.
- If Windows will not start normally: turn on the PC and wait for the Windows or manufacturer logo, then hold the power button until it shuts down. Repeat this interruption once. On the third start, Windows should display Automatic Repair; select Advanced options.
- From installation media: boot from the USB, choose language and preferences, select Next, then choose Repair my PC.
WinRE operations such as Startup Settings and Startup Repair may require the BitLocker recovery key on an encrypted computer.
2. Test Safe Mode
- In WinRE, select Troubleshoot > Advanced options > Startup Settings > Restart.
- After the restart, press 4 or F4 for Enable Safe Mode.
- Use 5 or F5 for Safe Mode with Networking, or 6 or F6 for Safe Mode with Command Prompt.
Safe Mode loads only limited files, drivers, and services. If the “Just a moment” problem disappears there, normal startup software, a third-party driver, or a nonessential service becomes more likely as the cause. Safe Mode is a diagnostic test, not a guaranteed repair.
If Windows keeps returning to Safe Mode, press Windows + R, enter msconfig, and select OK. On the Boot tab, clear Safe boot under Boot options, then restart.
3. Run Startup Repair when the problem is actually boot-related
In WinRE, select Troubleshoot > Advanced options > Startup Repair > Restart.
Startup Repair is intended for startup failures such as missing or damaged system files, corrupted boot configuration data, a damaged master boot record, incompatible drivers, and certain registry errors. It is not a general-purpose fix for every OOBE or sign-in “Just a moment” hang. If Windows boots successfully to the sign-in screen but then hangs, try Safe Mode, update removal, System Restore, or the repair-reinstall option instead.

4. Remove a recently installed Windows update
If the problem began immediately after Windows Update, open WinRE and select Troubleshoot > Advanced options > Uninstall Updates. Choose the applicable option and follow the prompts.
This is more targeted than resetting Windows when a specific update appears to have triggered the hang. If the update-removal option fails or is unavailable, continue to System Restore or another recovery method.
5. Use System Restore
In WinRE, select Troubleshoot > Advanced options > System Restore, then choose a restore point from before the problem began.

System Restore is appropriate when Windows will not start and Startup Repair fails, or when a recent application or system change caused the failure. It rolls back system files, drivers, applications, and settings associated with the restore point; it is not the same as restoring personal files from a backup.
6. Use Windows 11’s repair reinstall when you can reach the desktop
If you can sign in—even temporarily—check for Microsoft’s current repair-reinstall feature:
Start > Settings > System > Recovery. Under Fix problems using Windows Update, select Reinstall now.
This downloads a repair version of the last successfully installed operating-system update and reinstalls the same Windows version. It is designed to repair system files and components while preserving apps, files, and settings. Keep the computer connected to power and the internet during the process.
The option may be missing on a managed work or school PC, a device enrolled in Autopatch or other deployment services, or a computer controlled by certain Windows Update policies. It also requires Windows 11 with the 2022 annual update and the February 2024 optional update or a later update.

7. Reset Windows only after the less-destructive options fail
From WinRE, select Troubleshoot > Reset this PC. If you can reach the desktop, open Start > Settings > System > Recovery > Reset this PC.

Keep my files preserves personal files, but it does not preserve installed programs or all settings. Apps are removed and Windows settings are reset to defaults. The alternative, Remove everything, is more destructive.
A full reinstall from installation media or a recovery drive is more destructive still and typically removes files, applications, and settings. Back up data before using it whenever possible.

FAQ
How long should I wait on the Windows 11 “Just a moment” screen?
There is no reliable fixed time because setup may be applying updates or configuring the device. If there is no visible progress and the screen remains unchanged for an extended period, identify whether you are in OOBE or at post-boot sign-in, then use the matching recovery steps rather than repeatedly forcing shutdowns.
Will Startup Repair fix Windows 11 stuck on “Just a moment”?
Only if the underlying problem is startup-related. Startup Repair addresses issues such as damaged system files, boot configuration data, the master boot record, incompatible drivers, and some registry errors. It is not a general solution for an OOBE or sign-in hang.
Does Reset this PC with “Keep my files” keep my programs?
No. It can preserve personal files, but installed apps are removed and settings are reset. Make a list of required applications and back up important data before resetting.
Why does Shift + F10 not open Command Prompt during Windows 11 setup?
Diagnostic prompt access may be disabled in the current Setup phase. On some laptops you also need Shift + Fn + F10. Microsoft documents setup /diagnosticprompt enable as the switch that enables diagnostic prompt access when launching Setup; it does not guarantee that the shortcut will work on an already-running setup screen.

Use the Microsoft account or organizational account associated with the encrypted device, or contact the organization that manages the PC. WinRE may require this key before it allows certain recovery operations.
The Bottom Line
Start by separating the two cases: OOBE setup needs setup-specific troubleshooting, while a post-boot sign-in hang belongs in WinRE. For sign-in problems, test Safe Mode, remove a recent update, use System Restore, and try Windows 11’s Reinstall now repair option when available. Reserve Reset this PC or a full reinstall for cases where the less-destructive recovery tools have failed, and back up data first.
