First check for a Windows 11-compatible update from the app’s publisher—or in Microsoft Store if you installed it there. If there is no update, run Windows 11’s Program Compatibility Troubleshooter. If that does not help, check whether the app depends on 16-bit code, an old driver, or another component that Windows 11 cannot support; repeatedly changing compatibility settings will not overcome a platform limitation.
Start with the failure you’re seeing
Older software can fail at different points: its installer may not run, the installed app may refuse to launch, a feature may malfunction, or the app may work while a connected device does not. These symptoms can have different causes. An installer problem does not necessarily mean the app itself is incompatible, and a printer or scanner problem may be a device-driver issue rather than an application issue.
Before changing settings, note what happens and when. Does setup stop before the app is installed, does the app display an error when opened, or does one particular operation fail? If the program opens but cannot use a peripheral, that is a useful distinction: Windows may support the app while lacking a suitable driver or device connection. An exact error message and the name of the failing feature can also help the publisher identify a missing component.

- Look for a supported update. For an app installed from Microsoft Store, check the Store. For other software, check the publisher’s website for a release that supports Windows 11. Microsoft’s older-app compatibility guidance puts checking for an update before running the troubleshooter.
- Try the Program Compatibility Troubleshooter. Windows guides you through a set of checks for an app that has no update. It may help, but it is not a guarantee that every older program can run.
- Identify the app and PC architecture, and check dependencies. In particular, distinguish 32-bit software from 16-bit software, and find out whether the app needs an old driver or a separate component.
- Match the remedy to the symptom. If the app launches but behaves incorrectly, check for Windows Update driver updates. If a printer, scanner, or Bluetooth device is the part that fails, use the relevant device troubleshooter instead of treating it only as an app-compatibility problem.
- If Windows cannot support a requirement, ask the publisher about a supported alternative. A separate Windows environment may sometimes be an option, but it has edition, hardware, guest-operating-system, licensing, and security considerations.
Microsoft Support notes that users can experience compatibility issues with older apps or programs when a new Windows version arrives. The practical point is to diagnose what the program needs before deciding that all old software is incompatible—or that one Windows setting can fix every case.
Run the Program Compatibility Troubleshooter
On Windows 11, open Start > Settings > System > Troubleshoot > Other troubleshooters > Program Compatibility Troubleshooter > Run. Follow the prompts and select the affected program when asked. The troubleshooter is a guided first attempt when no compatible app update is available; it does not establish that the program is fully supported or promise a fix.
You can also open Get Help and search for Run the Windows Program Compatibility troubleshooter. Microsoft lists that route in its Windows troubleshooters instructions. Use either route as a diagnostic step, then test the specific part of the app that originally failed. If setup was the problem, see whether installation now completes; if a feature was failing, test that feature rather than relying only on the app opening.

If the troubleshooter does not resolve the issue
- Note the exact point of failure: setup, launch, a particular feature, or communication with a device.
- Check the publisher’s support information for a Windows-compatible update, known requirements, or a supported alternative.
- Check whether the program needs 16-bit code, an older driver, or another component that is not supported on your Windows architecture.
- If the program starts but has glitches, install available driver updates through Windows Update. For a device-specific failure, run that device’s dedicated troubleshooter.
Do not keep rerunning the guided checks as a substitute for identifying a missing dependency. The troubleshooter can assist with compatibility problems, but Microsoft does not promise that it will make every program work. If the app relies on a component Windows does not support, the next step is to ask the publisher about a compatible release or environment.
Check whether the app is 32-bit or 16-bit
“Old” does not mean “incompatible.” Many 32-bit Windows applications can run on 64-bit Windows through WOW64, a Windows subsystem that supports 32-bit applications on x64 systems. The app’s age alone is not enough to determine whether it can run. The relevant question is whether its code and all required components are supported on the particular Windows installation.

The important distinction is that 64-bit Windows does not support 16-bit Windows applications. Microsoft also documents that x64 Windows does not support 16-bit components and processes. Some 16-bit installers may be recognized and converted, but that does not make an app work if it depends on 16-bit components after installation. This is why an installer that appears to run successfully is not conclusive evidence that the program is compatible. Setup may be handled, but the installed application can still require an unsupported 16-bit component when it starts or performs a task. Likewise, an application can be 32-bit and still fail because a required driver or separate component is unavailable. Check the publisher’s requirements rather than relying on the installer result alone.

Microsoft’s NTVDM compatibility guidance describes NTVDM as limited-support legacy technology and says it is not supported on x64 or Arm versions of Windows. It also notes security concerns and recommends updating applications that depend on it. Do not treat enabling NTVDM as a fix for a Windows 11 x64 PC; see Microsoft’s NTVDM and 16-bit app support guidance. For software that genuinely requires 16-bit support, ask the publisher about a supported version or environment rather than trying to force this unsupported component into service.
Separate app problems from driver and device problems
If the app opens but printing, scanning, Bluetooth, or another device function fails, the failing part may be the driver or the connection between Windows and the device. Compatibility settings for the app cannot supply a missing or unsupported driver. A device problem can also make an otherwise functional app appear broken, so test whether the app can perform its other functions.
- Check Windows Update for driver updates. Microsoft recommends updating device drivers through Windows Update when an older app starts but has problems.
- Run the troubleshooter for the device category. Printer and scanner problems, for example, may need their dedicated troubleshooters. Bluetooth issues should be diagnosed as Bluetooth problems rather than assumed to be an app-launch issue.
- Check the publisher or device maker’s support information. Look for a driver and app release that supports your Windows version and PC architecture.
- Retest the failing function. If the app itself now works but a device still does not, continue with device and driver support rather than repeating app compatibility steps.
For a device-related failure, record whether the app launches and which operation fails. That distinction helps narrow down whether the issue is with the program, its dependency, or the peripheral’s Windows support. Avoid assuming that an app update alone will restore a function that depends on a device driver.

Account for Windows on Arm
Windows PCs using Arm processors are not interchangeable with x64 PCs for compatibility diagnosis. Microsoft provides dedicated guidance for troubleshooting x86 desktop apps on Arm. Check the specific app, its dependencies, and any required drivers or peripherals against that guidance and the publisher’s support information.

If the program’s main window opens but a device or feature does not, investigate that dependency separately. Record whether the computer is Arm or x64 when asking for help: an answer that applies to one architecture may not apply to the other.
When a separate Windows environment may be an option
If a program requires an operating-system capability that your Windows 11 installation does not support, a virtual machine can be a conditional alternative—not a universal compatibility switch. It runs a guest operating system in a separate environment, so the app may still depend on guest hardware support, drivers, licensing, and a supported operating system. A virtual machine also does not make an unsupported guest OS secure or supported.
Before choosing Hyper-V or another virtualization route, verify each of the following:
- Windows host edition: Confirm that your edition supports the virtualization feature you intend to use. Do not assume every Windows 11 edition offers the same host capability.
- Hardware prerequisites: Check processor and virtualization requirements for the intended host configuration. Microsoft documents Hyper-V host hardware requirements at Hyper-V system requirements.
- Guest operating-system support: Check whether the guest OS you need is on Microsoft’s supported Hyper-V guest operating systems list. A guest that can be installed is not necessarily a supported guest.
- Application and OS licensing: Confirm that you have the rights to install and run the guest OS and the application in a virtual machine.
- Security and support status: Check whether the guest OS still receives security support and whether the app publisher supports that setup. Avoid exposing an unsupported system to sensitive data or networks just to keep an old program running.
These checks matter because virtualization changes the environment in which the program runs; it does not remove the need for a compatible operating system, supported hardware, or valid licenses. It is also not automatically the simplest or safest route. If the old program handles sensitive data or connects to a network, consider whether the guest system remains secure and supported before using it for that work.

Use the table to choose a next diagnostic step, not as a promise that one symptom has only one cause. For example, a launch failure can come from the app itself, an installer component, or an unsupported dependency. If a step changes the result, note what changed before continuing; that information can be useful when contacting the publisher.

When contacting support, include the details that help distinguish an application defect from a platform limitation:
- The app name and version, and where you obtained it.
- Your Windows version and whether the PC is x64 or Arm.
- Whether the failure happens during installation, at launch, or during a specific task.
- The exact error message, if one appears.
- Whether the app depends on a device, driver, installer component, or older runtime.
- What you have already tried, including the compatibility troubleshooter and available driver updates.
Ask directly whether the publisher supports the current Windows version and your PC architecture, and whether it offers an updated release or a documented alternative. If the app depends on a peripheral, ask whether its driver is supported as well. This is more useful than assuming an old app must work because it once ran on a previous version of Windows.

Can I run 32-bit software on Windows 11?
Many 32-bit Windows applications can run on 64-bit Windows through WOW64, but that does not guarantee that every program or its drivers and other dependencies will work. Check for an update from the publisher, then try the Program Compatibility Troubleshooter if no update is available.

Why won’t my old app install on Windows 11?
An installer can fail for several reasons, including an unsupported 16-bit requirement, a missing component, or a problem that the guided troubleshooter may help identify. Check the publisher for a supported release first, then run the Program Compatibility Troubleshooter and determine whether setup or the installed app depends on 16-bit code.
Does compatibility troubleshooting make every old program work?
No. Microsoft presents the Program Compatibility Troubleshooter as a guided troubleshooting option, not a guarantee. If it does not help, check the app’s architecture, dependencies, drivers, and publisher support. A platform limitation such as required 16-bit code on x64 Windows cannot be resolved just by repeating the troubleshooter.
Can I use NTVDM to run a 16-bit app on Windows 11?
Do not treat NTVDM as a fix for Windows 11 x64 or Arm PCs. Microsoft says NTVDM is not supported on those versions of Windows, describes it as limited-support legacy technology, and notes security concerns. Ask the publisher about an updated app or a supported alternative environment.

Will an x86 desktop app or its devices work on Windows on Arm?
Do not assume every x86 app, driver, or peripheral behaves the same on Arm as on x64. Check Microsoft’s Arm-specific troubleshooting guidance and the app and device makers’ support information for the particular app and dependencies.
Can a virtual machine solve an older app compatibility problem?
Possibly, but it is conditional rather than a universal fix. Confirm that your Windows host edition and hardware support the intended virtualization feature, that the guest operating system is supported, and that you have the necessary application and OS licenses. Also check security support for the guest OS and whether the app publisher supports that setup.
