If a site fails only when Global Privacy Control (GPC) is enabled, the browser is usually not blocking the page. GPC sends a privacy preference, and the site’s consent, personalization, or API code is mishandling that preference. You can confirm the signal, isolate the failing component, clear stale site state, and keep GPC enabled while the site is repaired.
What GPC does—and what it does not do
Global Privacy Control is a browser-level privacy signal. When enabled, a compatible browser adds Sec-GPC: 1 to applicable HTTP requests and exposes navigator.globalPrivacyControl to page scripts. Mozilla describes the distinction plainly: “GPC is a signal, not a blocker.” It normally does not prevent a document, script, image, or API request from loading.
The signal tells a site that the user does not consent to the sale or sharing of personal information with third parties. MDN describes the JavaScript property as reflecting that preference; it is true when the user has indicated that they do not consent. A website may then disable advertising, analytics, personalization, or other non-essential processing.

Common examples include a consent manager treating an opt-out as if no consent decision exists, application code waiting indefinitely for a consent callback, an API rejecting a request after an advertising identifier is removed, or a site failing to provide a non-tracking version of a feature. Mozilla notes that websites can respond differently to GPC, so the exact symptom depends on the site’s code and applicable law.

First, identify the exact failure
“The website stopped working” can mean several different things. Record the symptom before changing settings:
- The page is completely blank or shows a server error.
- The page loads, but login, checkout, search, video, or another essential feature fails.
- A consent banner loops, disappears, or reappears on every visit.
- Only personalized recommendations or advertisements are missing.
- The site works in one browser, profile, or region but not another.
- The first visit fails while a returning visit works, or the reverse.
Missing recommendations or targeted advertising may be an intentional privacy-preserving result, not a defect. A failed login, payment flow, account page, or core article is more likely to be a compatibility problem.
Verify that GPC is the cause
Use a private window or a clean browser profile first. This separates GPC behavior from extensions, cached scripts, corrupted cookies, and old consent records. Do not sign in or enter payment details in a private test window unless you trust the device and understand that the session is temporary.
Check the request header
- Open the failing page.
- Open Developer Tools. The usual shortcut is
F12orCtrl+Shift+Ion Windows and Linux, andCmd+Option+Ion macOS. - Select the Network panel and reload the page. Enable the option that preserves the log if the page redirects during loading.
- Select the top document request, or an XHR/fetch request made by the failing feature.
- In the request headers, look for
Sec-GPC: 1.
The header should be visible on requests sent while GPC is enabled. A missing header means the browser, profile, extension, or request path may not be applying the signal; it does not prove that the site is compatible.
Check the page property
In Developer Tools, open the Console panel and run:

navigator.globalPrivacyControlThe expected result with GPC enabled is true. A result of false or undefined means the page is not seeing an active GPC preference through that property. The header and property are separate diagnostic surfaces, so check both.
Use GPC-off as a temporary control
Temporarily disable GPC, reload the same URL, and reproduce the problem. If the feature works only with GPC off, you have isolated a strong correlation. Re-enable GPC immediately after the comparison; disabling it is a diagnostic control, not a required workaround.
Step-by-step fixes that let you keep GPC on
1. Start with a clean session
- Open a private window or create a temporary browser profile with no extensions.
- Enable GPC in that window or profile.
- Open the site directly, rather than through an old bookmark that contains a tracking or campaign parameter.
- Test the specific feature that failed.
If the clean session works, an extension, cached consent script, cookie, or local-storage value in the normal profile is probably involved. Re-enable extensions one at a time to identify a conflict.
2. Remove stale consent state for that site
A site may have stored an earlier consent decision and now be unable to reconcile it with the GPC signal. Delete only that site’s cookies and local storage, then reload with GPC still enabled. Browser labels differ, but the controls are generally under the address-bar site information menu or Settings → Privacy and security → site data.
Deleting site data signs you out and can remove saved preferences. Do not clear all browser data unless the site-specific operation does not resolve the problem. After deletion, test the first-load and returning-user paths separately.

3. Inspect Console errors
Reload with the Console open and look for exceptions from consent, privacy, identity, or application code. Useful clues include:
- A consent callback that never resolves.
- Errors caused by a missing advertising or analytics identifier.
- Blocked-script or content-security-policy messages.
- Unhandled promise rejections during login or checkout.
- Code paths that assume a positive consent value rather than an explicit opt-out.
Record the first relevant error, its file name, and line number. Later errors are often cascading effects.
4. Inspect failed Network requests
In the Network panel, filter for Fetch/XHR and look for requests with red status indicators, repeated retries, redirect loops, or unusually long waits. Open each failed request and record its status code, response message, request URL path, and whether Sec-GPC: 1 was sent. Do not copy authentication tokens, cookies, or personal data into a support ticket.
5. Check redirects and cached assets
A redirect loop can occur when a consent or regional route is selected repeatedly. A stale JavaScript bundle can also contain code that predates GPC handling. After recording evidence, perform a normal hard reload using the browser’s reload menu. If the site uses a service worker, unregistering it for that site can help isolate a cached application shell; this signs you out and should be done only when ordinary site-data clearing is insufficient.
6. Compare browsers and locations without changing the preference
Test another current browser or a clean profile with GPC enabled. If behavior differs, note the browser family, exact version, operating system, and whether the failure occurs on a home or corporate network. A corporate proxy, security filter, or CDN rule may alter headers or responses. A difference by country or state may reflect jurisdiction-specific consent logic rather than browser support.

Interpret your test results

What to send the website’s support team
Give support a reproducible, privacy-conscious report:
- The exact URL and the action that fails.
- Your browser name and version, operating system, and approximate timestamp including time zone.
- Whether the test used a normal profile, private window, or clean profile.
- The visible symptom and whether GPC-off testing changed it.
- Whether
navigator.globalPrivacyControlreturnedtrue. - Whether the failing request included
Sec-GPC: 1, plus status codes and non-sensitive error text. - Whether clearing only that site’s cookies and local storage changed the result.
Ask whether the site’s consent-management system supports GPC, whether it distinguishes “user opted out” from “no preference received,” and how it preserves essential functionality when non-essential processing is disabled. Screenshots are useful, but redact account numbers, email addresses, session identifiers, authorization headers, and other personal information.

Read both browser surfaces appropriately
Server-side code should inspect the Sec-GPC request header. Client-side code can check navigator.globalPrivacyControl when the property is available. Treat the two as signals of the same user preference, not as proof that every request in a complex application has identical context.
Model three states, not two
Consent logic should distinguish:
- Opted out: GPC indicates that the user does not consent to covered sale or sharing.
- Opted in or otherwise authorized: a valid, applicable consent record permits a specific processing purpose.
- No preference received: the site has no usable signal or record.
Do not treat an opt-out as missing data, and do not silently convert an opt-out into consent because a callback was absent.
Limit only the processing that needs consent
Apply the opt-out to non-essential sale, sharing, advertising, and analytics processing as required by the applicable law and the site’s coverage. Keep authentication, security, billing, fraud prevention, and core content paths operating where legally permitted. A feature that depends on personalization should have a clear non-personalized fallback instead of blocking the entire page.

Test the complete request lifecycle

Test both the visible page and the server logs. A page can appear correct while an API continues sending data to an advertising or analytics endpoint.
Why behavior can differ by jurisdiction
GPC’s legal effect is not identical everywhere. Official GPC guidance discusses opt-out rights under California’s CCPA and other jurisdictions, but obligations and enforcement depend on the user’s location, the business’s activities, the data processing involved, and the law in force at that time. A site may therefore show different consent controls or honor different requests for users in different regions.
That variation does not justify breaking essential features. It does mean that a developer must map the signal to the laws and business coverage that actually apply, document the decision, and avoid promising that one browser setting produces the same legal result worldwide. Users who need a definitive answer about their rights should consult the site’s privacy notice or a qualified privacy professional.

Prevent the problem from returning
- Keep GPC enabled after testing if it reflects your preference.
- Update the browser and the site’s consent components when fixes are released.
- Retain a short reproduction record: URL, timestamp, browser version, symptom, and whether the header and property were present.
- When a site changes its login, checkout, or consent banner, repeat a clean-profile test rather than assuming prior behavior still applies.
- For developers, monitor error rates on opt-out paths and include GPC cases in release and CDN-cache tests.
A site that fails only with GPC enabled has generally exposed a missing opt-out path, not a need for the user to surrender the preference. Confirm the signal, isolate stale state or a blocked request, and give the operator enough evidence to repair its consent and fallback logic.
