If a Samsung phone will not activate on Verizon, identify which screen or service is actually blocked: Verizon cellular activation, a carrier lock, or Google account verification after a reset. They have different fixes. A reset or setup shortcut will not resolve a Verizon line or eligibility problem, remove another carrier’s lock, or satisfy Google’s Factory Reset Protection (FRP).
First identify what is stopping the phone
- Verizon service activation: Calls, texts, or mobile data do not work because the device, SIM or eSIM, or Verizon line is not compatible or properly provisioned.
- Carrier lock: The phone cannot use a SIM from a different carrier. The carrier that locked it handles unlocking.
- Google account verification after reset: Android asks for the Google account previously used on the phone. This is FRP, an ownership-verification protection—not Verizon activation.
Use the section that matches the message or problem you see. Verizon’s SIM and eSIM troubleshooting addresses service and provisioning; its device unlocking policy addresses carrier locks. Samsung explains reset-related verification in its Google Device Protection guide.
Fix a Samsung phone that will not activate on Verizon
Verizon activation requires a compatible device and a SIM or eSIM associated with an active, eligible line. A working setup process cannot compensate for an incompatible phone, a blocked account, or a profile that Verizon has not provisioned.
Check device compatibility and lock status
For bring-your-own-device service, Verizon requires an unlocked device with compatible hardware and software. Confirm that the specific Galaxy model is compatible with Verizon and, if it came from another carrier, that it is unlocked. Verizon’s BYOD information and unlocking policy explain the relevant requirements. Some prepaid BYOD devices have additional eSIM restrictions.

If you use a physical SIM
- Check that the Verizon line is active and the account is in good standing. A SIM must be associated with an active line and must not be blocked.
- Make sure the SIM is the correct compatible type for the phone, seated properly, and free of visible damage. Samsung’s instructions for a SIM not being detected are available in its Galaxy SIM-card troubleshooting guide.
- Restart the phone and reseat the SIM. If the card is damaged or incompatible, ask Verizon for an appropriate replacement and have it associated with the active line.
- If the phone still cannot connect, contact Verizon to check line status, compatibility, blocks, and SIM provisioning. Repeated resets will not fix an account or carrier-side provisioning issue.
If you use eSIM
- Confirm that your exact Galaxy model supports eSIM and is eligible for Verizon service. On many Samsung models, check Settings > About phone for “IMEI (eSIM).” Menu labels can vary by model and software version.
- Connect to Wi-Fi or Verizon service, and install current software if an update is available. Verizon’s Samsung instructions call for a Verizon-branded or unlocked device; plan and prepaid eligibility may also matter.
- Open Settings > Connections > SIM manager > Add eSIM, then follow the prompts to add the Verizon plan. See Verizon’s Download and Activate an eSIM instructions for device-specific guidance.
- If the eSIM is missing, does not match the active line, or reports an account or profile error, contact Verizon. A removed profile may need to be generated again by Verizon.
Choose the SIM method your phone and line support
| Consideration | Physical SIM | eSIM |
|---|---|---|
| Device support | The Galaxy must have a compatible physical SIM slot. | The specific Galaxy model must support eSIM; Verizon advises checking for “IMEI (eSIM)” in Settings > About phone. |
| What must be provisioned | A compatible, correctly seated SIM associated with an active Verizon line. | A Verizon eSIM profile that matches the active account and line. |
| Eligibility checks | Device compatibility, unlocked status where required, and line/account status. | Device and plan eligibility, unlocked status where required, network access during setup, and line/account status. Some prepaid BYOD devices have eSIM restrictions. |
| Where to start | Verify the card, insertion, line, and account; ask Verizon about replacement or provisioning if needed. | Settings > Connections > SIM manager > Add eSIM, then follow Verizon’s prompts. |
Neither SIM method bypasses FRP or removes a lock imposed by another carrier. Verizon’s SIM and eSIM troubleshooting covers service, profile, and account problems.
What to do if the phone is carrier-locked
A carrier lock is separate from the Verizon activation screen. Verizon says a locked phone works with a Verizon SIM, while an unlocked phone can use another carrier’s SIM. If another carrier locked the Galaxy, contact that carrier to request an unlock and confirm eligibility; Verizon cannot unlock a phone locked by a different carrier.

- Please note, this device does not support E-SIM; This 4G model is compatible with all GSM networks worldwide outside of the U.S. In the US, ONLY compatible with T-Mobile and their MVNO's (Metro and Standup). It will NOT work with other CDMA carriers, and it is also not compatible with their MVNO (Visible, Xfinity Mobile, US Mobile, Cricket Wireless, etc).
- Compatibility with certain third-party devices and accessibility accessories, including some hearing aids, may vary depending on manufacturer support, Bluetooth protocols, software compatibility, and regional firmware limitations. For additional hearing aid compatibility information, please refer to Samsung’s official support documentation.

Verizon’s policy depends on when and how the device was purchased, its payment or contract status, and account circumstances. The policy distinguishes devices bought before January 27, 2026, from those bought on or after that date; the newer terms also distinguish secure from non-secure payment methods for full-retail purchases. Lost or stolen reports can affect eligibility. Check Verizon’s current unlocking policy or ask the original carrier to check the phone’s IMEI rather than assuming a universal unlock date. After a Verizon unlock, activation may take up to 24 hours.

This is Google FRP, not Verizon activation. After a reset performed outside the phone’s Settings, FRP may require the Google account previously registered on the device. On Android 9 and later, the previous screen lock may also be available as a verification option.

- If you cannot access the account, use Google Account Recovery.
- If you still cannot complete verification, contact Samsung support or an authorized service provider. Samsung’s Google Device Protection guidance directs users to support when verification cannot be completed.
A factory reset deletes personal data and does not defeat FRP. Samsung’s factory-reset instructions explain the data-loss risk. Do not reset again just to try to clear the verification screen.

When to contact Verizon or Samsung
- Contact Verizon for a line that is inactive or suspended, a SIM or eSIM provisioning error, a blocked device or account, a replacement SIM, or questions about Verizon compatibility and unlock eligibility.
- Contact the original carrier when that carrier locked the device and you want to use a different network.
- Contact Samsung support or authorized service for FRP you cannot complete, a SIM the phone does not detect after checking its insertion and condition, or a possible device hardware issue.
