SSL_ERROR_NO_CYPHER_OVERLAP in Firefox and ERR_SSL_VERSION_OR_CIPHER_MISMATCH in Chrome mean that the client and server could not find a mutually usable TLS protocol and cipher suite. Fix the endpoint by checking the exact SNI hostname, enabled protocol versions, effective cipher list, certificate and private-key algorithms, certificate chain, and virtual-host selection—in that order—then verify the change with controlled OpenSSL probes.

What the no-cipher-overlap error actually means

During a TLS handshake, a client advertises protocol versions, cipher suites, signature algorithms, and supported groups. The server compares those offers with its own protocol policy, cipher policy, certificate and private-key type, cryptographic-library capabilities, and key-exchange requirements. If no combination remains, the handshake ends before HTTP traffic starts.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Firefox commonly reports this as SSL_ERROR_NO_CYPHER_OVERLAP. Chrome may show ERR_SSL_VERSION_OR_CIPHER_MISMATCH. The wording points to a compatibility failure, not necessarily to one malformed cipher setting. A certificate that is not valid for the hostname, an SNI mismatch, an unsupported signature algorithm, or a protocol-version mismatch can produce the same browser experience. Treat the message as a prompt to inspect the complete TLS negotiation.

Think of the usable configuration as an intersection:

  • The capabilities of the OpenSSL or other TLS library actually used by the running process.
  • The certificate’s public-key algorithm, private-key pairing, chain, and hostname coverage.
  • The virtual host selected by the hostname supplied through SNI.

An empty intersection causes the error. Adding random ciphers or enabling every legacy protocol can hide the symptom while reducing security, so diagnose the intersection instead of guessing.

Before changing anything: establish which TLS endpoint is failing

Use the real hostname and SNI

Test the hostname users enter, not only the server’s IP address. HTTPS virtual hosts commonly share one address; the hostname sent through Server Name Indication (SNI) determines which certificate and TLS settings are selected. A direct-IP test can choose a default virtual host and give a misleading result.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Record the public hostname, port, DNS destination, and whether a reverse proxy, load balancer, or CDN terminates TLS. If TLS ends at an edge service, changing the origin server’s cipher policy will not repair an incompatible edge configuration.

Capture the server-side event

Check the TLS termination service’s error log at the exact time of a failed attempt. Record the timestamp, requested hostname, client identity if available, selected virtual host, and whether a protocol or cipher was negotiated. Messages such as “no shared cipher,” “unsupported protocol,” or certificate-selection errors narrow the branch to inspect, but a browser label alone does not prove that ciphers are the only problem.

Preserve a known-good baseline

Save the active configuration and note the library version linked to the running process before editing. Make one change at a time, validate syntax, reload during a controlled window, and keep a rollback copy. This prevents a protocol change from being confused with a certificate or SNI fix.

Protocol versions and cipher suites are separate controls

A protocol directive decides which TLS versions may be negotiated. A cipher directive selects cryptographic suites within the versions that use that cipher-list syntax. Enabling a broad cipher expression cannot compensate for a disabled protocol, and enabling a protocol does not automatically make every cipher usable.

Virtual-host selection Which certificate and TLS policy receives the request SNI hostname, listener, proxy or CDN configuration Correct settings exist on a different virtual host

NGINX protocol policy

NGINX uses ssl_protocols to enable protocol versions and ssl_ciphers for the OpenSSL cipher expression. NGINX’s modern example enables TLS 1.2 and TLS 1.3. TLS 1.3 support requires OpenSSL 1.1.1 or newer; if the running worker is linked to an older library, adding TLSv1.3 to a configuration cannot create support that the library lacks.

Inspect the configuration that is effective for the failing server block, including files pulled in with include. A global setting can be overridden by a more specific virtual host. Check the binary and linked library versions on the same machine and under the same service installation that handles production traffic.

Apache protocol and cipher policy

Apache mod_ssl has separate protocol and cipher directives as well. Review the active virtual host rather than only a global file: a name-based virtual host can override the policy you intended to use. The mod_ssl FAQ identifies an incorrect SSLCipherSuite and certificate or key types that cannot communicate with the client population as causes of a “no shared cipher” failure. Where ordering matters for your policy, inspect the configured cipher-order behavior after confirming that compatible suites exist.

TLS 1.3 is not just another TLS 1.2 cipher string

TLS 1.3 uses a separate cipher-suite namespace and negotiation rules. A TLS 1.2-oriented OpenSSL expression may not control TLS 1.3 suites, and a list produced without a protocol selector can be misread. Test TLS 1.2 and TLS 1.3 independently, then interpret each result with the server’s library and configuration in mind.

Check the certificate, private key, and chain

Confirm that the key pair matches

The certificate’s public key must correspond to the configured private key. NGINX normally refuses to start or reload when the certificate and key do not match, but a wrong file in a different virtual host or termination layer can still leave clients seeing a handshake failure. Verify the pair on the machine and in the exact listener that receives the hostname.

Match the key algorithm to the client population

A cipher list can contain suites that are unusable with the selected certificate and signature algorithms. Apache specifically calls out DSA or DH certificate/key choices that cannot communicate with RSA-only clients. Conversely, a client fleet may lack support for the signature algorithm offered by an otherwise valid certificate. Determine which algorithms your clients support before replacing a key; do not weaken the entire endpoint simply to retain an obsolete client.

Send a complete chain in the correct order

For NGINX, the certificate file presented to clients should contain the server certificate followed by the required intermediate certificates in the correct order. An incomplete or incorrectly ordered chain can look like a generic browser TLS error even when protocol and cipher negotiation succeeded. Confirm that the active certificate covers the hostname and that the chain is the one deployed at the TLS terminator, not merely a file on the origin host.

Separate hostname coverage from cipher debugging

Check the certificate’s names against the exact host users request. If a CDN or edge proxy is involved, verify that the active edge certificate covers that name; Cloudflare’s guidance for these browser errors also calls for checking Universal certificate coverage. A certificate-selection or coverage failure should be corrected independently of cipher policy.

Step-by-step troubleshooting workflow

1. Confirm the failing endpoint

  1. Write down the exact HTTPS hostname and port.
  2. Determine where TLS terminates: NGINX, Apache, a load balancer, or a CDN.
  3. Resolve the hostname and note whether multiple addresses or edges are involved.
  4. Use the hostname in every test so SNI selects the intended virtual host.

If one address succeeds and another fails, investigate inconsistent certificates or policies across nodes before changing a shared configuration.

2. Read the handshake log at the failure time

Correlate a client attempt with the TLS service log. Look for the requested SNI name, selected virtual host, protocol alerts, “no shared cipher” text, certificate errors, and the client’s source or user agent when available. A log showing no common protocol points to version policy; a certificate-selection error points to SNI, coverage, or chain configuration.

3. Inspect enabled protocol versions

For NGINX, inspect ssl_protocols in the effective HTTPS server block. A current baseline is TLS 1.2 and TLS 1.3 when the linked OpenSSL supports both. For Apache, inspect the active mod_ssl protocol directives and the OpenSSL version linked to the running process. Ensure that the client population still supports at least one enabled version.

Do not re-enable SSLv3, TLS 1.0, or TLS 1.1 merely to accommodate an obsolete client. If a business requirement demands legacy access, document the risk, isolate that compatibility endpoint where possible, and obtain an explicit security decision.

4. Inspect the effective cipher set

NGINX’s ssl_ciphers uses syntax understood by the OpenSSL library. Do not judge the policy from the text of one configuration file; list the suites available to the installed library and protocol.

openssl ciphers -s -tls1_2

The -s option asks OpenSSL to show suites usable by the current implementation rather than every name it recognizes. OpenSSL’s effective set can also be reduced by certificate configuration and configured DH parameters. Therefore, a static list is not proof that the server can actually negotiate every entry.

For TLS 1.3, perform a protocol-specific listing or probe using the options supported by your installed OpenSSL version. Keep TLS 1.2 and TLS 1.3 results separate; they are governed by different suite namespaces.

5. Verify certificate and key compatibility

  1. Confirm that the active certificate matches the private key.
  2. Identify the certificate public-key algorithm and signature algorithm.
  3. Compare those algorithms with the capabilities of representative clients.
  4. Check that required intermediate certificates are present and ordered correctly.
  5. Repeat the check on the actual TLS terminator if a proxy or CDN is in front of the server.

If the certificate algorithm excludes the only suites your clients can use, replacing the certificate/key pair is narrower and safer than enabling every legacy cipher.

6. Check SNI and virtual-host coverage

Run the test with the real hostname. Confirm that the listener maps that SNI name to the intended virtual host and certificate. Review default-server behavior, wildcard coverage, and any edge certificate setting. A direct-IP request or an omitted SNI name can select a default certificate and make a healthy named virtual host appear broken.

7. Run controlled OpenSSL probes

Force one protocol at a time and record the negotiated result:

openssl s_client -connect example.com:443 -servername example.com -tls1_2
openssl s_client -connect example.com:443 -servername example.com -tls1_3
openssl ciphers -s -tls1_2

Replace example.com with the failing hostname. Ubuntu documents using OpenSSL to force protocol versions and TLS 1.3 cipher tests during troubleshooting. Compare a successful and failed probe with the server log. Record the certificate presented, negotiated protocol, negotiated cipher, and any verification or alert text. If TLS 1.2 succeeds but TLS 1.3 fails, focus on library support and the TLS 1.3 policy rather than changing the TLS 1.2 list.

8. Apply the narrowest safe fix and reload

  • Remove an accidental cipher-list override that leaves no client-compatible suites.
  • Align enabled protocol versions with the supported client fleet and linked library.
  • Replace an incompatible certificate or key algorithm when client support requires it.
  • Correct SNI routing, hostname coverage, chain order, or key pairing when those checks fail.
  • Validate configuration syntax before reloading the service.
  • Reload, then repeat the same probes from representative clients.

Do not enable every legacy protocol or cipher as a first response. That may restore one old client while weakening all connections and concealing the actual compatibility requirement.

NGINX configuration points to review

Inspect these directives in the virtual host that receives the failing hostname:

  • ssl_protocols — enabled TLS versions.
  • ssl_ciphers — the OpenSSL expression for applicable cipher suites.
  • ssl_certificate — the server certificate and, where required, the concatenated intermediate chain.
  • ssl_certificate_key — the matching private key.
  • server_name and listener settings — SNI and virtual-host selection.

A minimal modern starting point is TLS 1.2 and TLS 1.3 where the linked OpenSSL supports them, followed by a maintained cipher policy chosen for your client population. NGINX exposes $ssl_cipher for the cipher negotiated on a request and $ssl_ciphers for the client-advertised cipher list. Add these variables to controlled access logging when you need evidence of what clients offer and what the server selects; protect logs if they contain sensitive operational data.

Apache mod_ssl configuration points to review

Review the effective virtual-host configuration for:

  • Protocol directives that enable or disable TLS versions.
  • SSLCipherSuite, including any per-directory or virtual-host override.
  • Certificate and private-key file directives and their pairing.
  • Intermediate-chain delivery and certificate hostname coverage.
  • Cipher-order settings when your security policy requires the server’s preference to win.

Use the OpenSSL library linked to the running Apache process when evaluating available suites. A command-line OpenSSL installed on the same host can be a different version, so confirm that your test tool reflects the library used by Apache. After editing, validate the Apache configuration, reload gracefully, and repeat the hostname-specific probes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How to choose between two possible fixes

Sometimes both a compatibility change and a certificate change could make the handshake succeed. Compare them explicitly rather than choosing the broadest setting.

Decision axis Prefer the narrower fix when… Questions to answer
Client compatibility Only a defined, still-supported client group is affected Which versions and signature algorithms do those clients offer?
Security A modern protocol and maintained suite already cover the normal fleet Would enabling a legacy protocol weaken every connection?
Certificate/key support The current key algorithm excludes otherwise compatible clients Can a certificate with an algorithm supported by the required clients be deployed?
Operational blast radius A virtual-host or edge-specific change solves the issue Will a global reload affect unrelated hostnames?
Verification The result can be reproduced with SNI-aware OpenSSL probes and logs Can you show the negotiated protocol and cipher before and after?

Document the compatibility decision, affected clients, selected protocol and certificate policy, validation commands, and rollback procedure. This record prevents a future administrator from reintroducing unsafe settings to solve the same symptom.

Common symptoms and the correct branch

Observation Likely branch Next check
Both TLS 1.2 and TLS 1.3 probes fail before a certificate is presented Listener, SNI, protocol policy, or termination layer Confirm endpoint, hostname routing, logs, and enabled versions
TLS 1.2 succeeds; TLS 1.3 fails OpenSSL capability or TLS 1.3-specific policy Verify linked OpenSSL is 1.1.1 or newer and test TLS 1.3 separately
Modern clients work; one old client fails Client lacks an enabled protocol, suite, group, or signature algorithm Identify the old client’s capabilities before considering an isolated compatibility option
Certificate differs when testing by IP SNI selected a default virtual host Repeat with -servername and inspect name-based routing
Server starts only after a certificate change Key and certificate mismatch or unsupported file Verify the pair and chain on the active listener
Changing the origin has no effect Proxy or CDN terminates TLS elsewhere Apply and verify the policy at the actual edge endpoint

Verification checklist after the repair

  • The exact public hostname presents the intended certificate.
  • The certificate covers the hostname, includes the needed intermediates, and matches the private key.
  • A TLS 1.2 probe succeeds if TLS 1.2 is part of the supported policy.
  • A TLS 1.3 probe succeeds if TLS 1.3 is enabled and the linked library supports it.
  • The negotiated protocol and cipher are recorded from the server log or NGINX variables.
  • Representative browsers and client libraries connect without forcing legacy protocols.
  • No unrelated virtual host or listener changed unexpectedly during reload.
  • The final protocol, cipher, certificate, and rollback settings are documented.

What not to do

  • Do not treat the browser’s phrase as proof that only the cipher list is wrong.
  • Do not test only by IP address when the service relies on SNI.
  • Do not copy a TLS 1.2 cipher string and assume it controls TLS 1.3.
  • Do not enable SSLv3, TLS 1.0, TLS 1.1, or every legacy cipher without a documented risk decision.
  • Do not assume a cipher shown by a static OpenSSL listing remains usable with the active certificate and DH parameters.
  • Do not reload a global configuration before checking the specific virtual host and termination layer.
