If your Bedrock server has no plugins folder, first confirm that the software you installed can load plugins. A plain server installation does not create that directory by itself; a plugin-capable server loader normally creates it during startup. If the loader reports mkdir(): No such file or directory, check whether a regular file named plugins is blocking the path, rename or remove that file, start the server again, and inspect the startup log.
Do not put Bedrock add-ons in plugins/. Behavior packs and resource packs use separate folders and must be registered for the world. The procedure below separates a missing plugin directory from a missing add-on directory so you can fix the right problem without damaging your world.

What a missing plugins directory means
The plugins directory is created by the server software’s plugin loader, not by every Bedrock server installation. Its absence therefore has two very different explanations:
- The server software is not designed to load plugins, so no directory is expected.
- A plugin-capable loader tried to create the directory but could not do so.
Forum discussions about missing plugin folders on Java servers describe the first situation: users were running a server jar without a plugin loader. Those discussions are useful as an analogy, not as proof of how every Bedrock implementation behaves. See the Spigot discussion and the Minecraft Forum archive thread.

Support for plugins on the official Bedrock Dedicated Server and on third-party Bedrock server software can change by version. Check the documentation for the exact executable you installed before assuming that a plugins folder should exist. Software such as PocketMine-MP or Cloudburst is often discussed as plugin-capable, but the compatible plugin format and current support depend on the particular project and release.
Quick diagnosis: why the plugins directory won’t generate

Fix the directory step by step
1. Stop the server and make a backup
Use the host panel’s Stop command or send the server’s normal shutdown command. Wait until the process has exited before changing files. Copy the world folder and the server configuration to a separate location. A failed directory repair should never become a world-recovery incident.

Open the directory that contains the server executable, configuration files and world data. Hosting panels sometimes display a home directory, a container mount or a subdirectory rather than the process’s working directory. The plugins directory must be beside the files used by the running server, not beside an unused upload folder.
If the panel has a “Working directory,” “Server path” or “Startup command” field, compare it with the location you are browsing. When you can use a shell, list the directory immediately before starting the server:
ls -laOn Windows PowerShell, use:
Get-ChildItem3. Check whether “plugins” is a file
A regular file with the exact name plugins prevents the operating system from creating a directory with that name. This conflict is the most direct explanation documented for the Bedrock error. The relevant host guidance is in this troubleshooting article and its mkdir error article.

file pluginsIn PowerShell, inspect the item with:
Get-Item .pluginsA directory is normally identified as a directory/folder; a regular file is identified as a file. Do not delete an item until you know what it contains. If it is a file you need to preserve, rename it rather than deleting it:
mv plugins plugins.backupPowerShell equivalent:
Rename-Item .plugins plugins.backupIf the name is a case variation such as Plugins, use the spelling expected by the software and check whether the host treats names as case-sensitive. Remove only a confirmed conflict, and keep the backup outside the active server root if the loader might scan every entry there.
4. Start the server once with the conflict removed
Restart the server normally and let startup finish. One host guide reports that the directory is generated when the server starts; it will not appear while the process is stopped. Leave the console open long enough to see the loader’s initialization messages, then refresh the file manager. If the software is plugin-capable and the path is valid, the loader should create plugins/ or report a more specific failure.
5. Read the startup log, not just the file list
Look in the host’s Console or Logs view, or in the server’s normal log file. Search for plugins, mkdir, permission, path and the name of the loader. The message mkdir(): No such file or directory means the process failed while attempting to make a directory; it does not by itself prove that a plugin is broken.

Use the path printed next to the error to answer three questions:
- Does the parent directory exist?
- Is the process running from the directory you inspected?
- Is the configured plugin path pointing to an old, misspelled or unavailable location?
If the log names a different parent path, create or correct that parent only after confirming the loader’s configuration. If it reports a permissions error instead, grant the server process access to its own root using your host’s documented method; do not loosen permissions on the entire machine.
6. Create the directory manually only when the loader supports plugins
You may create an empty plugins directory in the server root after verifying the software’s expected path. This can help a loader that expects the directory to pre-exist, but it cannot add plugin support to software that has no plugin API. A manually created folder is not evidence that plugins will load.
Do not copy Java .jar plugins or an arbitrary Bedrock add-on into the folder unless the installed loader’s documentation explicitly names that format. Plugin file types, metadata and compatibility rules are software-specific.

If startup completes without any plugin-loader message and no error, identify the software and edition from its console banner, executable name and host control panel. The absence of a folder is then probably normal. Installing a different server implementation is a migration decision: it can change world compatibility, configuration files, commands, performance characteristics and the extension format. Back up the world before changing software, and test the copy first.
Do not treat a Java server tutorial as a Bedrock installation guide. The Java examples in the Spigot thread and archived Minecraft Forum discussion show why a missing folder often reflects the server implementation, but they do not establish plugin support for Microsoft’s Bedrock server.

Where do Bedrock add-ons go? Use the behavior_packs folder
Bedrock add-ons follow a different installation model. Guides for Bedrock servers place behavior packs in behavior_packs/ and resource packs in resource_packs/ at the server root. See the instructions from GameHostBros, HumbleServers and XGamingServer.

Install a Bedrock behavior or resource pack
1. Back up the world
Stop the server and copy the complete world directory. Pack registration files belong inside that world directory, so a malformed edit can prevent the world from loading correctly.
2. Unpack the add-on archive
.mcpack and .mcaddon files are ZIP-based archives. The server guides cited above describe unpacking them into ordinary folders because the server reads the extracted pack structure rather than the archive as a single file. The Akliz instructions also describe adding extracted add-on content: Akliz add-on help.
Extract a behavior pack into the server’s behavior_packs/ directory and a resource pack into resource_packs/. Avoid an extra nesting level: the folder you copy should contain the pack’s manifest.json rather than another archive containing it.
3. Read manifest.json
Open the pack’s manifest.json and record the values in its header.uuid and header.version fields. Those are the identity and version values used for world registration. Keep behavior and resource pack manifests separate; do not substitute a module UUID for the header UUID.

4. Register the pack for the target world
Inside the world folder, edit world_behavior_packs.json for behavior packs or world_resource_packs.json for resource packs. Add an entry using the manifest’s header UUID and header version. Preserve valid JSON syntax, commas and brackets, and make sure the filename is exactly the expected one. A pack can be present on the server yet have no effect when it is not listed for the world.

5. Check dependencies and experiments
Some add-ons require experimental gameplay settings. The XGamingServer guide notes this requirement for many packs. Enable only the experiments named by the pack’s documentation, because experiments can affect world behavior and may not be reversible in the same way as ordinary settings.
6. Restart and test in a copy first
Start the server, join the affected world and test the pack’s documented feature. If the world fails to load, stop the server and restore the backed-up registration files. Check for a JSON syntax error, a UUID/version mismatch, a wrongly nested folder or a missing dependency before trying again.

Common failure branches
The folder is still missing after renaming the file
- Verify that the rename happened in the running server’s root, not in a local backup or an unused panel directory.
- Confirm that the server reached the end of startup; a crash before loader initialization cannot create the folder.
- Read the complete log for the first path or loader error. Later messages may be consequences of the first failure.
- Confirm that the installed software actually advertises plugin support and that its configured plugin directory is named
plugins.
The log still says mkdir(): No such file or directory
Follow the full path printed in the log. A missing parent directory, a stale absolute path or a startup command that changes the working directory can all make a seemingly correct folder invisible to the process. Correct the loader’s path setting or restore the missing parent, then restart. Do not create random directories until the log tells you which path the process is trying to use.
The folder exists but the plugin is ignored
- Check the loader log for an unsupported file type, an incompatible version or a dependency failure.
- Verify that the plugin belongs to this server implementation, not to a Java loader or another Bedrock project.
- Install one known-compatible extension at a time so the first error is identifiable.
- Remove a failed test plugin and restart before testing the next one.
The add-on is present but has no effect
- Confirm that the extracted folder contains
manifest.jsonat its top level. - Compare
header.uuidandheader.versionwith the entry in the appropriate world JSON file. - Check that behavior and resource components are in their matching root folders.
- Enable any documented experimental gameplay setting and restart the world.
Marketplace and older compatibility claims
One Bedrock installation guide warns that paid Marketplace add-ons are encrypted and cannot be moved to third-party dedicated servers. Treat that as a product-specific limitation rather than a rule for every add-on, and verify the license and server requirements before purchasing or exporting a pack.
A 2020 Minecraft Feedback post was titled “Bedrock Servers will not allow behavior packs or resource packs”: read the archived post. Newer hosting guides describe the folder-plus-world-JSON method, so the old title should not be used as current proof that all Bedrock servers reject packs. Check the documentation for your server version and hosting environment.
Safe recovery checklist
- Stop the server cleanly.
- Back up the world, configuration and any item named
plugins. - Verify the actual server root and configured working directory.
- Determine whether
pluginsis a regular file or a directory. - Rename the conflicting file instead of deleting it.
- Start the server once and watch the complete startup log.
- Use the plugin loader’s documented format only if the software supports plugins.
- For add-ons, extract packs into the correct pack folders and register their manifest header UUID and version in the world JSON file.
- Test changes on a world copy before returning the production world to players.
The practical fix for a genuine plugin-directory error is therefore narrow: remove the file-versus-directory conflict, correct any path shown by the log, and let a plugin-capable server create the folder during startup. If your goal is a Bedrock behavior or resource pack, skip plugins/ entirely and use the pack installation route.
