OpenVPN on Linux needs two separate things before it can create a tunnel: the kernel TUN/TAP facility and the character device /dev/net/tun. Fix the failure in that order. Identify the running kernel, check or load the tun module, restore the device node if it is missing, then correct permissions, security policy, container exposure, or the OpenVPN dev setting. A successful modprobe command alone does not prove that the OpenVPN process can open the device.
What the modprobe TUN error actually means
TUN and TAP are virtual network interfaces provided by the Linux kernel. TUN carries IP packets; TAP presents Ethernet frames. OpenVPN uses one of them to create the virtual side of a VPN connection. On a conventional Linux installation, the driver is exposed through the character device /dev/net/tun.

If OpenVPN reports that it cannot open /dev/net/tun, troubleshoot the host’s kernel, device node, privileges, or confinement first.

Work through the layers in that order. Firewall rules cannot repair a missing kernel device, and changing certificates cannot repair a permission failure on /dev/net/tun.

Check the host and running kernel first
Run these checks on the Linux host where the OpenVPN process actually runs, not merely on a management workstation.

Identify the running kernel:
uname -rRecord the complete result. Kernel modules are tied to a particular kernel build; a module from another build is not a safe substitute.

See whether the driver is already loaded:
lsmod | grep '^tunb'A matching line means a loadable module is present in the current module list. No output means either that it is not loaded, that TUN is built into the kernel, or that the module is unavailable.

Inspect module metadata:
modinfo tunIf metadata is returned, Linux can see a loadable module for the current module tree. If it reports that the module is absent, inspect the kernel-module packages installed for the exact kernel shown by
uname -rand determine whether TUN was built into that kernel instead. Do not copy atunmodule from a different kernel build.
Some distributions package kernel modules separately from the base kernel. Package names and service tooling differ, so use the module package corresponding to the running kernel rather than a similarly named package for an older or newer kernel.

Load the TUN driver with modprobe
modprobe adds or removes Linux kernel modules while handling their dependencies and options. Load TUN with administrative privileges:
sudo modprobe tunA clean return means the command completed without reporting an error. It does not, by itself, prove that OpenVPN can open the device. Immediately check both the module and the device node:
lsmod | grep '^tunb'
ls -l /dev/net/tunIf lsmod still shows nothing but modprobe returned successfully, TUN may be built into the kernel rather than represented as a separate loaded module. Continue with the device and permission checks.
Interpret a module-not-found error
For modprobe: FATAL: Module tun not found, the running kernel’s module tree does not contain a loadable TUN module, or TUN is compiled into the kernel. Use modinfo tun, verify the kernel-module package for uname -r, and check the kernel configuration or distribution documentation for built-in TUN support. If the host administrator supplied a custom kernel, that administrator may need to install a matching module set or rebuild the kernel with TUN/TAP enabled.
Interpret an insertion failure
For modprobe: ERROR: could not insert 'tun', the useful detail is the exact kernel error printed with it. Check the kernel log, host security policy, and whether the command is being run inside a restricted container or virtual machine. A guest cannot load or use TUN if the host has not exposed the facility. Escalate to the host administrator when you do not control the kernel or device policy.

Restore a missing /dev/net/tun device node
If the module is available but ls -l /dev/net/tun says the path does not exist, create the directory and character device when your host policy permits manual creation:
sudo mkdir -p /dev/net
sudo mknod /dev/net/tun c 10 200
sudo chmod 0666 /dev/net/tunThe major number 10 and minor number 200 are the values documented for the OpenVPN TUN/TAP device. Verify the result:
ls -l /dev/net/tunThe listing should identify a character device, not an ordinary file or directory. If mknod is refused, the host or runtime is preventing device creation; ask the administrator to expose TUN rather than repeatedly recreating it from inside the guest.
chmod 0666 allows every local user to open the device and is shown as a practical baseline. It may be too permissive for a multi-user system. Use ownership and mode bits that match your distribution’s device-management rules and the account running OpenVPN. Never weaken permissions merely to hide a security-policy problem.

On systems that manage /dev dynamically, a node created by hand may not survive a reboot, kernel change, or device-management refresh. No single persistence command works across distributions. For permanent operation, use the distribution’s supported device-management or service setup, or have the host administrator configure the node and its ownership. Treat a manual mknod as a diagnostic or temporary repair unless your operating system documents it as persistent.

Fix permissions, security policy, and confinement
A present device can still be unusable. Check the mode and ownership shown by:
ls -l /dev/net/tunThen identify the account and privilege level used by the OpenVPN service. A root-started service may open the device while an unprivileged client cannot; conversely, a service that drops privileges after startup may need the device permissions to remain usable under its runtime account.
- Unix permissions: Adjust owner, group, and mode according to local policy. Avoid assuming that world-writable access is acceptable.
- SELinux or AppArmor: Review denials in the security logs when ordinary Unix permissions look correct. Update the profile through your distribution’s approved mechanism instead of disabling the framework.
- Containers: The container needs host-provided TUN access and permission to open the character device. Installing OpenVPN inside a container does not create host kernel support. Device exposure and capability settings are runtime-specific.
- Virtual machines: Confirm that the guest has a usable TUN/TAP path and that the hypervisor or host policy allows it. A guest cannot override a host restriction with
sudo.
If the error is Cannot open TUN/TAP dev /dev/net/tun: Permission denied or Operation not permitted, treat it as an access-policy problem even when the path exists. Check service privileges, file mode, MAC policy, and host or runtime device permissions before changing the OpenVPN profile.

Check the OpenVPN device configuration
Once the kernel and device are available, inspect the profile’s interface directives. Linux supports explicit selection through --dev, --dev-type, and --dev-node.
dev tunrequests an IP tunnel.dev taprequests an Ethernet-style tunnel.dev-typecan state the interface type explicitly when a profile or wrapper needs it.dev-nodecan point OpenVPN at a specific device path; use it only when your setup requires a non-default node.
Correct the profile if it contains an incompatible or misspelled device setting. The error Options error: --server directive only makes sense with --dev tun or --dev tap is a configuration mismatch: set an appropriate dev tun or dev tap before investigating kernel loading.

Do not switch between TUN and TAP simply to bypass a missing driver. Both depend on the host’s TUN/TAP facility; choose the type required by the server and profile.

Retry the OpenVPN connection after one change at a time so the resulting error identifies the next failing layer. Read the OpenVPN client or service log and the kernel log when the failure persists.
- An OpenVPN message naming
/dev/net/tunpoints to device existence, permissions, or host exposure. - A kernel message accompanying
modprobecan reveal a rejected module, missing dependency, or security restriction. - A service log can show that the daemon starts under a different user than the interactive shell used for testing.
Capture the exact error text, the output of uname -r, the result of modinfo tun, and the device listing before asking an administrator for help. Those details distinguish a missing package from a blocked container device.

What to do in containers and virtual machines
The classic TUN/TAP path is a host-kernel prerequisite. In a container, the kernel is normally shared with the host, so installing a guest package cannot supply a missing host module. The runtime must expose /dev/net/tun and permit the process to open it. If you do not control those settings, provide the error and device listing to the platform administrator.
In a virtual machine, determine whether TUN is available inside the guest and whether the hypervisor or host has blocked device access. A successful sudo modprobe tun in the guest does not override a host-level restriction on opening the device.
OpenVPN 3 deployments may optionally use an ovpn-dco kernel module, but that optional data-channel acceleration path does not remove the classic TUN/TAP prerequisite relevant to a modprobe tun or /dev/net/tun failure.

After OpenVPN starts without a TUN/TAP error, confirm that the virtual interface is actually created and that the client reaches the expected connected state. Only then move to packet flow:
- Check the OpenVPN log for successful interface initialization and connection.
- Inspect the host’s interface and route state using the normal tools supplied by your distribution.
- Review firewall, forwarding, and security rules if the interface exists but applications cannot reach the remote network.
- Capture traffic with
tcpdumpor Wireshark to determine whether packets leave the physical interface, enter the tunnel, or are dropped on return.
Packet capture is useful after the virtual interface opens; it cannot repair a missing device node or a denied device open.

A concise recovery checklist
- Run

- Investigate firewall, routing, and packet capture only after the interface opens.
