The fastest way to fix Star Wars Outlaws stuttering is to identify whether your PC is below Ubisoft’s target for the resolution and preset you selected. Ubisoft’s minimum specification is a 1080p/30 FPS Low target with an upscaler set to Quality—not native 1080p—while its recommended specification is 1080p/60 FPS on High with the same Quality upscaler. If your hardware meets the appropriate tier, establish a repeatable baseline, then adjust the game’s upscaling, ray-tracing and frame-generation options one at a time. Those features can improve the balance between image quality and frame rate, but none is a guaranteed universal fix.
This guide separates a hardware limit from a settings or software problem, gives a safe order for testing changes, and explains when an SSD, a lower target or a hardware upgrade is actually justified.
Start with the target your PC is supposed to deliver
Do not begin by copying a random “best settings” list. First decide which result you are trying to achieve: resolution, preset and frame rate are a package. Ubisoft’s published figures are target specifications rather than independent benchmark results, and they already assume an upscaler is set to Quality.
| Ubisoft tier | Target | GPU and memory | CPU | System requirements |
|---|---|---|---|---|
| Minimum | 1080p, 30 FPS, Low, upscaler Quality | GeForce GTX 1660 6 GB; Radeon RX 5600 XT 6 GB; or Intel Arc A750 8 GB with ReBAR enabled | Intel Core i7-8700K or AMD Ryzen 5 3600 | 16 GB dual-channel RAM; Windows 10/11 with DirectX 12; 65 GB SSD |
| Recommended | 1080p, 60 FPS, High, upscaler Quality | GeForce RTX 3060 Ti 8 GB or Radeon RX 6700 XT 12 GB | Intel Core i5-10400 or AMD Ryzen 5 5600X | 16 GB dual-channel RAM; Windows 10/11 with DirectX 12; 65 GB SSD |
| Higher-resolution tier | 1440p, 60 FPS, High | GeForce RTX 4070 or Radeon RX 6800 XT | Not stated in the cited summary; check Ubisoft’s specification page | 16 GB RAM and SSD storage are specified |
| 4K tier | 4K, 60 FPS, Ultra | GeForce RTX 4080 or Radeon RX 7900 XTX | Not stated in the cited summary; check Ubisoft’s specification page | 16 GB RAM and SSD storage are specified |
See Ubisoft’s full PC specifications and feature list before treating a borderline system as compliant. The Ubisoft Store and Steam pages also specify SSD storage: Ubisoft Store requirements and Steam requirements.

Two details are easy to miss:
- The 30 FPS and 60 FPS numbers are Ubisoft’s intended targets for the listed combinations, not a promise that every scene will hold that rate on every PC.
- “Quality” upscaling means the internal rendering resolution is lower than the output resolution. Meeting the minimum specification does not mean native 1080p at 30 FPS.
Diagnose the symptom before changing settings
Low FPS all the time
If frame rate is consistently below your chosen target, your GPU, CPU, memory configuration or resolution/preset combination is probably asking for more than the system can deliver. A machine that is below the minimum tier should not be expected to sustain the minimum target simply by toggling a single option.
Stutters during movement or when entering new areas
Short pauses or uneven frame delivery can occur even when the average FPS counter looks acceptable. Treat this as a frame-pacing problem first: use a repeatable route, watch for spikes rather than only the average, and change one variable at a time. The evidence available for this game does not establish one universal stutter fix.
Only certain effects cause the drop
If performance falls sharply when reflections, shadows or global illumination are enabled, test the ray-traced features individually. Ubisoft lists ray-traced global illumination, reflections and shadows as supported features, but support does not imply the same cost on every GPU.
Performance changed after an update
Confirm the game version before diagnosing a new problem. Ubisoft’s published Title Update 1.5.1 announcement is dated February 6, 2025 and records NVIDIA 50-series support plus DLSS 4 features. It is evidence of that update, not proof that it is the latest release in October 2026. Read the announcement at Ubisoft’s Title Update 1.5.1 page, then check the launcher for any later patch notes.

Use a controlled baseline
A baseline prevents you from mistaking one change for another. Make a note of your output resolution, preset, upscaler, frame-generation setting, ray-tracing options and the FPS you see in the same game location.
- Choose one target. For example, start with 1080p/30 Low if your hardware is near minimum, or 1080p/60 High if it matches the recommended tier.
- Confirm the installation drive. The published requirements call for a 65 GB SSD. If the game is on a hard disk, move it to a suitable SSD before drawing conclusions about streaming-related pauses. The sources do not establish that replacing an already suitable SSD fixes stuttering.
- Apply the matching preset. Do not test a 4K Ultra configuration on hardware specified for 1080p. Restart the game after changing major rendering options so the comparison is consistent.
- Record a repeatable scene. Use the same route, camera movement and weather or combat situation where possible. Compare frame delivery and visible hitching, not just the highest number on the counter.
- Change one setting. Keep a short log. If a change improves one scene but creates image artefacts or worse pacing elsewhere, revert it and test the next option.
Choose an upscaler that matches your GPU
Ubisoft lists NVIDIA DLSS 3.5, Intel XeSS 1.3 and AMD FSR 3.0, alongside uncapped frame rates and extensive customization. These are options to evaluate against your hardware and target, not guaranteed remedies.
| Technology | When to test it | What to watch for |
|---|---|---|
| NVIDIA DLSS 3.5 | Systems with a supported GeForce GPU | Compare clarity, fine-detail stability and frame pacing with the Quality mode used in Ubisoft’s targets |
| Intel XeSS 1.3 | Systems where XeSS is available and another upscaler is not satisfactory | Check motion detail and whether the frame-time spikes change in the same scene |
| AMD FSR 3.0 | Compatible AMD and other supported GPUs | Check for reconstruction artefacts and consistency during camera movement |
| Frame generation | Only after your base rendering rate is reasonably stable | Generated frames cannot repair a CPU or streaming hitch; inspect responsiveness and artefacts rather than trusting the displayed FPS alone |
Start at Quality because that is the mode attached to Ubisoft’s minimum and recommended targets. If the game remains below target, test a more performance-oriented mode and decide whether the image-quality trade-off is acceptable. If the base frame rate is already unstable, turn frame generation off while diagnosing; otherwise it can make the counter look better without removing the underlying hitch.

Ray-traced global illumination, reflections and shadows
Ray tracing can raise GPU workload substantially. Disable or lower one ray-traced feature, reproduce the same scene, and then decide whether the visual difference is worth the frame-time cost. Testing the features separately tells you whether reflections, shadows or global illumination is the trigger instead of forcing every option to Low.

Preset and output resolution
If you selected High, Ultra or 4K while your hardware aligns with the minimum or recommended tier, step down to the matching target before making finer changes. Lowering output resolution reduces the number of pixels the GPU must produce; an upscaler then reconstructs the chosen output. Keep the target explicit so you do not compare 1080p Quality with native 1440p and call the result a driver problem.
Custom settings
After identifying a stable preset, adjust individual options in small steps. Keep textures and other image-quality choices at the level your VRAM can sustain, and prioritize settings that visibly affect GPU load in your scene. Because the available official material does not provide a universal per-setting ranking, treat each change as a test rather than a prescribed fix.
Use frame-rate limits to improve consistency
Star Wars Outlaws supports uncapped frame rates. An uncapped setting can leave the GPU oscillating between workloads, especially when it cannot hold the refresh rate of the display. If your system varies widely, test a cap at a rate it can sustain in the demanding part of your route—for example, a stable 30 or 60 rather than a fluctuating 47–68. Compare frame pacing and input response after the cap; a lower but steady rate is often preferable to a higher, uneven one. This is a testing strategy, not a promise that capping will remove every hitch.

Check CPU, memory and ReBAR requirements
CPU target
Streaming a large game world and preparing draw calls can expose a CPU limit. Compare your processor with the tier that matches your goal. A GPU upgrade cannot make a system with a below-target CPU deliver the recommended 1080p/60 target in every scene.

Memory configuration
Ubisoft specifies 16 GB of dual-channel RAM for the minimum and recommended tiers, and 16 GB for the higher-resolution tiers listed above. Confirm that the system is actually running two matched modules in dual-channel mode rather than assuming that a 16 GB total automatically meets the stated configuration.
Resizable BAR for Intel Arc A750
The minimum specification names an Intel Arc A750 8 GB with ReBAR on. If you use that GPU, verify that Resizable BAR is enabled in your platform firmware and operating-system graphics path. The specification does not establish a particular menu path for every motherboard, so consult the board and GPU documentation rather than applying a universal BIOS procedure.
Verify the storage condition
Both the Ubisoft Store and Steam list a 65 GB SSD requirement. If the installation is on a mechanical hard drive, storage is a legitimate prerequisite to correct before evaluating other causes. An SSD is a conditional upgrade for a system that lacks one or does not meet the requirement; it is not a generally validated stutter cure for a PC that already uses a suitable SSD. Leave adequate free space and avoid testing while another process is saturating the same drive.
Separate game settings from software problems
Once the PC matches the target tier and the baseline is repeatable, investigate software variables methodically. Ubisoft’s official Help page directs players to general PC troubleshooting, but the detailed procedures were not exposed in the page content available for this guide. Use that page for the current supported process: Ubisoft Help: troubleshooting connectivity and performance.

- Temporarily close recording tools, overlays and other GPU-intensive applications to determine whether they are competing for resources. Re-enable them one at a time after the baseline is stable.
- Use the launcher’s official file-verification or repair function if the installation reports missing or corrupted files. The exact label differs by launcher, so follow its current help documentation.
- Do not delete shader caches, edit configuration files or change undocumented flags solely because an online post claims they are a universal fix. The cited Ubisoft material does not validate one such procedure for every PC.
Use a decision tree for common outcomes
| What you observe | Most useful next test | How to interpret it |
|---|---|---|
| Below 30 FPS at 1080p Low on hardware below minimum | Compare every component with the minimum table | The system is outside Ubisoft’s stated target; settings alone may not reach 30 FPS |
| Below 60 FPS at 1080p High on recommended hardware | Set the Quality upscaler, disable ray tracing, and retest a repeatable scene | If performance recovers, the original combination exceeded the recommended workload |
| Good average FPS but visible hitches | Check SSD status, frame-time consistency and background applications | Averages can hide streaming or frame-pacing spikes |
| Large improvement after changing one upscaler | Compare image quality and motion detail at the same target | Keep the option only if the visual trade-off is acceptable |
| Displayed FPS rises with frame generation but controls still feel delayed | Turn frame generation off and compare base FPS and latency | Generated frames do not replace a stable underlying render rate |
| Only ray-traced effects trigger the drop | Disable global illumination, reflections or shadows individually | Keep the features that fit your frame-time budget and remove the one that does not |
When a hardware change is justified
Upgrade only after matching the target tier and completing a controlled test. A GPU upgrade is the logical direction when the GPU is below the listed model or cannot sustain the chosen resolution and ray-tracing load. A CPU upgrade is more relevant when the processor is below the tier or frame-time spikes remain while GPU utilization is low. Add or reconfigure memory when the machine does not provide the specified 16 GB dual-channel setup. Move the game to an SSD only when it is currently on a non-SSD drive or otherwise fails the storage requirement.
Do not use the 1440p/60 and 4K/60 tables as benchmark rankings. They identify the hardware Ubisoft associates with those targets; independent performance can vary by scene, driver, patch and settings.
What the official feature list does—and does not—promise
The feature list confirms that the PC version includes ray-traced global illumination, reflections and shadows; NVIDIA RTX Dynamic Illumination; DLSS 3.5; Intel XeSS 1.3; AMD FSR 3.0; uncapped frame rates; ultrawide and multimonitor support; and detailed customization. It does not promise identical frame rates across GPUs, nor does it prove that enabling every feature together is appropriate for a particular tier. Use the options to meet a defined target, measure the result in the same scene, and keep the combination that delivers acceptable consistency.
Escalate when the evidence points outside settings
Contact Ubisoft support when the PC satisfies the published tier, the game is on an SSD, the issue reproduces in a clean baseline, and documented launcher or driver steps do not change it. Include your resolution, preset, upscaler, frame-generation state, ray-tracing state, GPU and VRAM, CPU, RAM channel configuration, Windows/DirectX version, storage type and the game version shown by the launcher. A precise reproduction route is more useful than a claim that the game “feels laggy.”
