When a ServiceNow AI agent is stuck, an employee task never completes, or Flow Designer reports an operation failure, start by separating the failure into one layer: prerequisites and routing, planner and tool execution, data and permissions, or the final user handoff. Confirm the Now Assist AI agents plugin, dependent applications, compatible release, configured agent, and execution-user roles. Then reproduce the run in AI Agent Studio, use Decision Log and Activity replay, and trace the execution plan through its tasks, messages, tool executions, and generative-AI logs. Cancel plans that remain In Progress without activity, correct ambiguous metadata or prompts, constrain oversized inputs, and validate ACLs, mandatory fields, and data policies before retrying.

What a stuck ServiceNow AI agent usually means

A frozen-looking run is not one single defect. The visible symptom may be produced by a missing plugin, an agent that cannot be selected, a planner repeatedly calling a tool, a query returning too much data, a worker user lacking access, a failed record insert, or a successful automation whose response was never shown to the employee.

The fastest diagnosis follows the execution path rather than changing prompts at random:

  1. Availability: are the required applications, plugins, release, agent, and roles present?
  2. Routing: did the orchestrator select the intended agent and tools?
  3. Execution: did an execution task or tool fail, loop, or stop producing activity?
  4. Data and security: could the execution user read and write the records and fields involved?
  5. Handoff: did the downstream employee task transition and did the user receive a message?

Find the first failed or stalled record in that chain. Fixing a later symptom while the earlier layer is broken usually creates another confusing run.

1. Confirm prerequisites before changing prompts

Required application and agent setup

The Flow Designer Use an AI agent action depends on the Now Assist AI agents plugin, its dependent applications, and an agent that has already been created and configured. If the action is missing, unavailable, or cannot find an agent, verify those prerequisites first rather than editing the flow inputs.

Bring the instance, the AI Agents Store application, and dependent Now Assist plugins up to date before making configuration changes. Record the instance release and application versions in the incident. A release-specific defect can look exactly like a bad prompt or tool definition, and the version record lets an administrator distinguish those causes.

Roles for building and running

A user adding the action in Flow Designer needs the flow_designer or admin role. Runtime authorization is separate: the worker or execution user must be able to perform every read, write, and action used by the agent. A flow can be correctly designed and still fail when it runs under a production identity with fewer roles than the designer.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Supervised execution adds another prerequisite. It requires a valid support user who meets the AI security controls and can authorize the requested operation. If the run is waiting for a person, it may be paused rather than broken; check the Now Assist panel for the pending authorization.

Capture the identity and channel

Write down the user, channel, record, trigger, and input used for the failing run. Compare those values with a successful Studio test. A Virtual Agent conversation, a background flow, and an agent launched from a workspace may use different identities or record contexts, so “it worked in Studio” does not prove that the production path has equivalent access.

2. Reproduce the failure in AI Agent Studio

Use a stable test case

  1. Open the agent in AI Agent Studio and use its testing page.
  2. Keep the same user, target record, trigger wording, and input that produced the failure.
  3. Run the test once and save the execution identifier and timestamp.
  4. Open Decision Log to see which agent and tools the orchestrator selected.
  5. Open the Activity tab and replay the prior execution when you need to compare a change.

Change one variable at a time. For example, first correct a tool description without changing the prompt, then replay the same input. If you alter the user, record, prompt, and filter simultaneously, the next result cannot tell you which change mattered.

What the Decision Log can prove

The log distinguishes “no agent was eligible,” “the intended agent was selected,” and “the correct agent selected an unsuitable tool.” That distinction matters for the common message There are no agents available at the moment. It points to routing and proficiency metadata, not necessarily to a failed downstream record update.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Trace the execution plan from top to bottom

Start with the execution-plan record

ServiceNow records conversations invoked for AI-agent execution in the Execution Plans table, sn_aia_execution_plan. Open the plan associated with the failing run and inspect its status, timestamps, inputs, and activity. The plan is the parent record; it tells you which child records to follow.

Follow the child records in order

  1. Execution Tasks: identify the planner step that was running when progress stopped.
  2. Messages: inspect the instructions, tool results, errors, and any message intended for the user.
  3. Tool Executions: inspect the selected tool, input payload, response, status, and duration.
  4. Generative-AI logs: when the task and tool records are inconclusive, inspect the associated model and message metadata in the generative-AI logs.

The first record with an Error or failed status is normally the best breakpoint. A later “employee task not completed” message may only be the consequence of an earlier tool or insert failure.

Interpret the status sequence

  • No plan created: check plugin availability, action configuration, agent selection, and trigger eligibility.
  • Plan created, no task activity: check routing, supervised authorization, and queue or identity conditions.
  • Task created, tool failed: inspect the tool payload, output shape, ACLs, and data policies.
  • Repeated identical tool calls: treat it as a planner loop or an unusable tool response.
  • All tasks succeeded, no employee response: inspect message records and the Now Assist or Virtual Agent presentation path.

4. Clear an execution plan that is genuinely stuck

When cancellation is appropriate

Cancel a plan only when it remains In Progress without new task or tool activity. First save the plan identifier, child task identifiers, and the last activity timestamp. Those records are needed to compare the retry and to identify repeated calls.

  1. Open the execution-plan list.
  2. Locate the plan using the saved identifier or the affected user and time.
  3. Confirm that no task or tool has produced new activity.
  4. Cancel the plan and save the record.
  5. Correct the underlying configuration before starting a new run.

Do not use cancellation as a substitute for diagnosis. If the plan is still processing a tool, cancelling it can hide the actual response or leave a downstream operation uncertain. Verify the plan status and child activity first.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Recognize a planner loop

If the same task or tool is invoked repeatedly, review the prompt algorithm, the tool’s output fields, and the stop condition. A broad instruction such as “resolve the employee issue” may not tell the planner when the work is complete. The tool may also return a response that does not contain the field the next step expects, causing the planner to repeat the call.

5. Fix “There are no agents available at the moment”

Review the routing metadata

The orchestrator uses agent names, roles, descriptions, tools, and trigger wording to determine proficiency and routing. Make the intended scope explicit in each field. An agent whose description says it handles every HR request can overlap with several specialist agents and become ineligible or unpredictable.

  • Give each agent a distinct name that reflects its actual job.
  • Describe the records, operations, and user requests it handles.
  • State exclusions so neighboring agents do not claim the same request.
  • Use trigger wording that matches the language employees actually send.
  • Confirm the agent has the tools required for the described operation.

Remove overlap rather than adding more agents

When two agents have nearly identical descriptions, adding another synonym rarely helps. Narrow one description, move a specialized phrase to the correct agent, and test the same request in Decision Log. Keep the test input constant so the routing change is measurable.

Check application currency

If routing suddenly fails after an instance or application change, verify that the AI Agents Store application and dependent Now Assist plugins are current for the instance release. A stale dependency can produce an availability symptom that looks like ambiguous wording.

6. Fix a wrong agent or wrong tool selection

Make agent instructions operational

Use a step-by-step algorithm instead of a broad goal. Identify the record to retrieve, the condition to test, the field to update, the confirmation required, and the stop condition. Specify what to do when a record is missing or a value is ambiguous.

Give every tool a unique contract

Tool names and descriptions should make their differences obvious. Document each input, output, allowed record type, and the next step that consumes the output. If two tools can both “update an employee task,” distinguish them by table, state transition, or required approval.

Routing problem What to inspect Safer correction
No agent selected Agent role, description, trigger wording, plugin and app versions Narrow the scope and remove conflicting descriptions
Wrong agent selected Overlapping proficiency language and user request terms Add explicit inclusions and exclusions to each description
Wrong tool selected Tool names, descriptions, input fields, and output fields Use unique names and document the operational algorithm
Repeated tool invocation Tool response shape and planner stop condition Return the field needed by the next step and define a terminal branch

7. Make apparently stuck tools finish reliably

Reduce input and result volume

A tool can appear frozen when it receives too much data or must return too many rows. Add conditions and filters, limit the input to the smallest useful record context, and cap the result set. Start with one known record or a narrow date and state condition, then expand only when the response is reliable.

Add explicit recovery branches

Define what happens for each non-happy outcome:

  • Tool error: record the failure and route to a safe handoff or clear failure message.
  • Empty result: ask for the missing identifier in an interactive agent, or terminate with an actionable message in a non-interactive flow.
  • Missing field: identify the field, request it, or stop before writing incomplete data.
  • Human clarification: pause only when the channel supports interaction and a user can respond.

Interactive agents can ask the user for information at a fallback. Non-interactive agents cannot; their fallback must end in a clear failure state or a safe handoff rather than waiting indefinitely.

8. Diagnose Flow Designer operation failures

Separate AI instructions from record operations

A valid AI instruction does not guarantee that the Flow Designer action can insert or update the target record. When the execution task succeeds but the flow operation fails, inspect the action inputs, mapped data pills, target table, and exact platform error.

Check mandatory fields and data policies

ServiceNow documents data-policy exceptions in which a record insert fails because a mandatory field such as Assigned To is missing. Treat this as a data-contract failure:

  1. Read the exact policy exception on the failed action.
  2. Identify every mandatory field for the target table and state.
  3. Inspect the mapped data pills and confirm that each value is present and correctly typed.
  4. Populate fields such as Assigned To before the insert or update.
  5. Validate the target record manually under the same execution user.

Do not hide a policy exception by making the field optional unless the business rule genuinely permits an unassigned or incomplete record.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Run under the production identity

Impersonation or channel-specific identity differences can explain why a designer test passes while production fails. Reproduce the failing step with the same worker or execution user used in production, then verify table ACLs, field ACLs, role assignments, and cross-scope access.

9. Check permissions, ACLs, and identity differences

Use the same user at every layer

Compare the Studio test user, flow execution user, supervised support user, and employee channel identity. Record which identity reads the source record, invokes the tool, writes the target record, and sends the response. A role granted to the designer does not automatically grant it to the runtime worker.

Validate read and write access separately

  • Test access to the source table and fields used in the prompt.
  • Test access to every target table and field written by the tool or flow.
  • Check ACL conditions and cross-scope restrictions.
  • Confirm that the requested state transition is allowed for that user.
  • Repeat the test through the actual channel, not only in Studio.

If the first failed record is an authorization error, changing the prompt or adding another tool will not fix it. Correct the role or access design, or change the workflow to use an approved service boundary.

10. Repair employee-task handoffs in HR workflows

Verify the downstream transition

For onboarding, policy, leave, benefits, or employee-task creation, confirm all of the following after a successful-looking agent run:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • The expected task or case record was created or updated.
  • The assignment, including required ownership fields, was saved.
  • State and approval transitions completed.
  • Notifications or work queues fired.
  • The employee received a usable response or a clear next step.

An agent output is not the finished experience by itself. The downstream record must reach the intended state, and the result must be presented to the employee.

Test the missing-information path

Run one complete request and one request with a required identifier or field omitted. The second test should produce a specific question, a safe failure, or a human handoff. It should not leave an execution plan in progress or silently create a partially populated task.

Inspect the visible failure message

When execution fails, ServiceNow presents a failure message in the Now Assist panel or Virtual Agent. Check the message records to confirm that the channel displayed it and that it contains an actionable explanation. If the records show a failure but the employee sees nothing, the defect is in presentation or handoff, not in agent routing.

11. A symptom-to-fix decision table

Symptom Likely layer First action
“There are no agents available at the moment” Agent routing or proficiency Update the Store application and dependent plugins; review agent name, role, description, and trigger wording.
Correct agent in Studio, wrong behavior in production Identity, permissions, or channel Compare worker-user roles, ACLs, record context, and channel identity; inspect production execution logs.
AI agent tool appears stuck Input size or result volume Add filters and limits; inspect the tool payload and response; add error and empty-result fallbacks.
Agent repeats the same action Planner loop or unclear stop condition Review the prompt algorithm, output shape, and terminal instructions.
Flow fails while inserting or updating an employee task Data policy or mandatory field Read the exact exception and populate required fields such as Assigned To.
Flow pauses waiting for a person Supervised mode Confirm the support user is valid and authorized, then complete approval in the Now Assist panel.
Employee sees no useful response after failure Presentation or handoff Inspect message records and verify the Now Assist or Virtual Agent failure-message path.

12. Choose the least risky remediation

When several fixes are plausible, compare them before changing production:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Decision axis Question to ask Typical lower-risk choice
Failure layer Is the defect in routing, tool execution, data, permissions, or presentation? Change the configuration at the layer that produced the first error.
Reversibility Can the change be rolled back quickly? Try a prompt, description, filter, or result-limit change before a schema or role change.
Blast radius How many workflows and employees will be affected? Test on one agent, flow, record type, or channel first.
Observability Will the change make the next execution easier to interpret? Prefer explicit outputs, statuses, logs, and fallback messages.
Human fallback Can an employee safely finish when automation fails? Provide a clear handoff with the task identifier and next action.

After each change, replay the same saved input, compare the Decision Log and execution-plan records, and then test a missing-information case. Promote a broader change only after the narrow case produces a complete downstream transition and visible response.

13. A repeatable administrator checklist

  • Record the instance release, application versions, user, channel, record, trigger, and input.
  • Confirm the Now Assist AI agents plugin, dependent applications, AI Agents Store application, configured agent, and required roles.
  • Check whether supervised mode is waiting for an authorized support user.
  • Reproduce in AI Agent Studio and save the run identifier.
  • Review Decision Log and replay the Activity record.
  • Open sn_aia_execution_plan and follow execution tasks, messages, tool executions, and generative-AI logs.
  • Find the first error or failed status.
  • Cancel only an inactive plan that remains In Progress.
  • Make agent and tool metadata unique and operational.
  • Constrain tool inputs and result sets.
  • Add branches for errors, empty results, missing fields, and human clarification.
  • Validate worker-user roles, table and field ACLs, cross-scope access, mandatory fields, and data policies.
  • Confirm the employee task transition, assignment, notification, and visible response.
  • Replay both a normal request and a missing-information request before closing the incident.
