First identify which cloud service is failing. A PS5 message that it cannot synchronize saved data with PlayStation Cloud Storage, including error CE-118851-4, is different from Grand Theft Auto Online’s message that save data could not be loaded from Rockstar cloud servers. The services, menus and safe fixes are different.
Use the PlayStation procedure for console or Cloud Storage errors. Use Rockstar’s narrower recovery steps only when GTA Online displays its exact cloud-server alert, and never delete saved-data files as a general troubleshooting step. The safest approach is to preserve the newest copy, match the wording on screen to the right service, and change one setting at a time.
Identify the exact failure before changing anything

Do not assume that a GTA Online return to the Grand Theft Auto V title screen proves that PlayStation Cloud Storage is broken. Conversely, a PS5 sync warning affecting several games is not automatically a Rockstar server problem. The first clue is the exact text, followed by the number of games affected and whether the game is a native PS5 title or a PS4 version running through backward compatibility.

Take a photo or write down the complete message before dismissing it. Support can distinguish a cloud-retrieval failure from a console synchronization failure more quickly when you provide the precise wording, error code, affected game version and approximate time. Avoid deleting, uploading or downloading anything until you know which copy is current.

Fix a PS5 Cloud Storage sync error
1. Check the game’s synchronization status
- Highlight the affected game on the PS5 home screen, press the Options button and choose Check Sync Status of Saved Data.
- Alternatively open Settings > Saved Data and Game/App Settings > Saved Data (PS5) > Sync Saved Data > View Sync Status.
- Note whether one title or several titles report an error, and whether the status says Synced.
This check tells you whether the failure is isolated to one game or is a broader console synchronization problem. If only one Rockstar title is listed, stay focused on that title and its version. If several unrelated games fail at once, a PlayStation account, setting or service issue is more likely than a GTA-specific character-save problem.
A status of Synced means the console’s status screen considers the operation complete; it does not make the wording of a separate Rockstar server alert interchangeable with a PlayStation error. Record the result before restarting so you can tell support exactly what changed.
2. Retry CE-118851-4
When the Sync Status screen shows CE-118851-4, select Try Again. This is PlayStation’s first documented action for the code. Allow the attempt to finish rather than repeatedly opening and closing the game. If the retry succeeds, launch the game and verify that the expected progress is present before making any manual transfer.

3. Reset Auto-Sync when multiple games fail
If more than one game is affected, turn Enable Auto-Sync off, then turn it back on. PlayStation specifically recommends this toggle reset when CE-118851-4 occurs across multiple games. The toggle reset is a settings correction, not a deletion of local or cloud saves, so it should precede any attempt to replace data manually.
After re-enabling it, return to the Sync Status screen and check the affected titles again. If only one game continues to fail, stop treating the issue as a universal sync outage and follow the game-specific or account-specific support path.
4. Change automatic login if the error returns after a restart
If every game reports Synced but the same error comes back after restarting the console, go to Settings > Users and Accounts > Login Settings and turn off Log In to PS5 Automatically. Restart and check synchronization again.
This step is specifically for the pattern PlayStation describes: the error returns after a restart even though the titles appear synchronized. Do not change automatic login merely because GTA Online displays its Rockstar cloud-server message; that message concerns retrieval of a GTA Online character save, not the PS5 account-login setting.
Make sure background syncing is allowed
Automatic synchronization needs both an active PlayStation Plus subscription and the correct console settings. PlayStation Cloud Storage supports up to 100 GB of PS5 saved data and 100 GB of PS4 saved data, plus up to 1,000 PS4 saved-data files. These are service limits, not explanations for a particular error. Being below those limits does not guarantee that a particular sync will complete, and reaching a limit should not be assumed unless the console reports it.
- Open Settings > System > Power Saving > Features Available in Rest Mode.
- Enable Stay Connected to the Internet. Without this, the console cannot complete background cloud operations while in Rest Mode.
- Open Settings > Saved Data and Game/App Settings.
- For a PS5 game, choose the PS5 saved-data section and verify Sync Saved Data > Auto-Sync Saved Data.
- For a PS4 game running on PS5, open the PS4 saved-data section and verify Auto-Upload.
Cloud Storage is a PlayStation Plus feature. If the subscription is inactive, cloud synchronization is unavailable even when the network and toggles are configured correctly. The subscription requirement is about access to the service; it is not a reason to buy another accessory or storage device.

Rest Mode is relevant because the console may perform the background operation while it is not fully in use. If Stay Connected to the Internet is disabled, leaving the PS5 in Rest Mode does not provide the connection needed for that background work. Check the setting before concluding that the cloud copy is missing.
The setting names are easy to confuse. Auto-Sync Saved Data is the PS5-game setting, while Auto-Upload is the PS4-game setting. Choose the section that matches the installed game version, not simply the franchise name. A Rockstar game installed as a PS4 title follows the PS4 saved-data behavior even when it is played on a PS5 console.

A PS4 version of a Rockstar game can therefore appear to have a valid cloud copy while the PS5’s local storage lacks the save you expect. Use the PS4 saved-data menus and perform the download deliberately. Do not switch to the PS5 saved-data menu simply because the console itself is a PS5.
The distinction also explains why a player can see a cloud upload setting working yet not find the expected local save after moving between consoles. Cloud storage and console storage are separate locations. For PS4 software, PlayStation’s documented behavior requires the cloud copy to be manually downloaded to the PS5’s console storage before the game can use it locally.
When both a PS4 and PS5 edition of a Rockstar title are installed, identify which edition contains the progress you want. A save belonging to one version should not be treated as proof that the other version has synchronized. Keep the version distinction in mind before selecting any transfer command.
Upload or download manually without overwriting the newer save
Manual transfer is a recovery or migration action, not the first response to an unexplained sync error. Before selecting anything, determine whether the newest progress is on the console or in Cloud Storage. An upload can replace the cloud copy, while a download can replace the local copy, so choosing the wrong direction can turn a temporary sync problem into lost progress.

- Highlight the game’s home-screen tile and press Options > Upload/Download Saved Data.
- Choose upload only when the console copy is confirmed to be newer.
- Choose download only when the cloud copy is confirmed to be newer, especially for a PS4 game on PS5.
- Compare the available save information and your known character, career or progression state before confirming.
You can also use Settings > Saved Data and Game/App Settings, then the PS5 or PS4 saved-data section, to upload from console storage or download from Cloud Storage. Do not confirm an overwrite when you cannot identify which copy is current; contact PlayStation Support instead.
Manual upload and download are not a way to repair Rockstar’s server-side character retrieval. If the exact GTA Online cloud-server alert is on screen, follow Rockstar’s wait-and-retry guidance first. PlayStation Cloud Storage controls the console’s saved-data copy; it does not provide a substitute for a character save that Rockstar’s online service cannot retrieve.
Handle the specific GTA Online Rockstar cloud-server alert
Rockstar Games Customer Support says the alert “Your save data could not be loaded from the Rockstar cloud servers at this time. Returning to Grand Theft Auto V” appears when the latest GTA Online character save cannot be retrieved. Its June 14, 2024 guidance says the problem should resolve on its own.

Start with a wait-and-retry cycle
- Return to the title screen as the message instructs.
- Wait briefly, then launch GTA Online again.
- Do not delete PlayStation saved data merely because this alert appeared.
Rockstar’s own explanation is that the issue occurs while retrieving the latest GTA Online character save. That is why waiting and trying again is the supported first response, rather than changing PlayStation Cloud Storage or replacing a local save. If the alert disappears on the next attempt, confirm that the expected character and progress load before making any other changes.
This advice applies only to the exact Rockstar wording above. A generic PS5 Cloud Storage error, a missing local save, or a different GTA error needs the PlayStation path or Rockstar Support’s instructions for that message. Similar-looking failures can involve different data and therefore different safe actions.
If the exact alert continues
Rockstar’s documented continuation procedure uses the older Application Saved Data Management flow:
- Open Application Saved Data Management.
- Choose System Storage, Online Storage or USB Storage, depending on where the relevant game data is located.
- Select Delete, then choose Grand Theft Auto V.
- Select the game data files, NOT save files, and confirm.
- Restart GTA V while holding L1 + R1.
The distinction is critical: Rockstar’s instruction is to remove the specified game-data files, not saved-data files containing progression. The words “NOT save files” are an explicit warning. Do not reinterpret the step as permission to delete every GTA V file, clear PlayStation Cloud Storage or remove a character save.
If you cannot confidently identify the relevant game-data files, or the message differs from the quoted alert, stop and contact Rockstar Support rather than generalizing this deletion procedure. The menu wording may not match current PS5 Cloud Storage settings, and a procedure intended for this one alert is not a universal fix for Rockstar games.
Check for a service outage before repeated retries
Cloud retrieval can fail while a platform service is unavailable. Rockstar’s status snapshot at 07:43 UTC on October 13, 2026 showed GTA Online on PS5 and PlayStation authentication as operational. That was a point-in-time result, not a guarantee that services are available when you see the error.
- Check Rockstar’s live service-status page when the GTA Online alert appears.
- Check PlayStation service status when Cloud Storage synchronization fails across games or sign-in behaves abnormally.
- If a service is degraded, avoid deleting files or repeatedly changing save copies; retry after the provider reports recovery.
Status pages can change after you check them. An operational result does not rule out a later incident, and a temporary incident does not prove that local data is damaged. Note the time you checked status and compare it with the time of the error if you later contact support.
Common mistakes that make recovery harder
- Mixing the two cloud systems: PlayStation Cloud Storage handles console saved-data synchronization; Rockstar’s alert concerns retrieval of a GTA Online character save.
- Deleting saves to fix a server message: The Rockstar procedure explicitly says game-data files, not save files.
- Ignoring the PS4/PS5 distinction: PS4 saves on PS5 may require a manual cloud-to-console download.
- Uploading without checking which copy is newest: An older local copy can overwrite newer cloud progress.
- Downloading without checking the local copy: A newer local save can be replaced by an older cloud copy.
- Assuming Rest Mode is online: Stay Connected to the Internet must be enabled.
- Using the wrong settings section: PS5 games use Auto-Sync Saved Data; PS4 games use Auto-Upload.
- Treating a status snapshot as permanent: Service availability can change after the time it was checked.
- Repeating retries during an outage: Multiple launches do not repair a provider-side interruption and can make it harder to tell when service returned.
- Buying hardware as a first fix: A network cable, storage upgrade or controller is not prescribed by the documented troubleshooting for these service and settings errors. A USB drive can copy PS4 saved data, but it is a backup or transfer route, not a repair for PS5 cloud synchronization.
When to escalate
Contact PlayStation Support if CE-118851-4 persists after retrying, resetting Auto-Sync, checking Rest Mode connectivity, verifying the correct saved-data setting and changing automatic login when applicable. Include the exact code, affected games, whether each title reports Synced, and whether the problem affects PS5 games, PS4 games or both.
Also tell support whether the error appears before launching a game, after a restart, or only when attempting a manual upload or download. State whether PlayStation Plus is active and whether the problem affects one account or multiple games. These details help separate a setting problem from a service problem without asking you to delete data unnecessarily.

Yes. PlayStation Cloud Storage requires PlayStation Plus. The published limits are up to 100 GB each for PS5 and PS4 saved data, plus 1,000 PS4 saved-data files.
How do I choose upload versus download?
Determine where the newest progress is first. Upload only when the console copy is newer; download only when the cloud copy is newer. Do not overwrite a copy you cannot identify.

Use the exact error to choose the service. PlayStation errors require Sync Status, Auto-Sync, Rest Mode and saved-data checks; the specific GTA Online alert calls for waiting and retrying, followed only if necessary by Rockstar’s game-data-file procedure. Never delete save files or overwrite a copy until you know which version is newest.
