PowerShell errors that mention disabled scripts usually require an execution-policy check; errors naming a denied registry key while you run Set-ExecutionPolicy usually mean the shell is not elevated for a machine-wide change. Run Get-ExecutionPolicy -List first, then change only the narrowest scope that solves the task. Use Run as administrator only when you intentionally need the LocalMachine scope, and treat Group Policy values as administrator-controlled.
For a downloaded script, inspect its contents before using Unblock-File. That command changes the mark on one file; it does not weaken policy for every script.
Start with the exact error
Do not retry a command blindly. The wording identifies which layer is stopping it, and an UnauthorizedAccessException is not automatically an execution-policy problem.
| Error or symptom | Most likely meaning | First action |
|---|---|---|
running scripts is disabled on this system |
The effective execution policy does not allow the script in the way it is being launched. | Run Get-ExecutionPolicy, then Get-ExecutionPolicy -List to find the controlling scope. |
Access to the registry key ... is denied while running Set-ExecutionPolicy |
The command is attempting to write the Windows LocalMachine scope without an elevated PowerShell window. |
Use an explicit per-user or per-process scope, or reopen PowerShell with Run as administrator if a machine-wide setting is genuinely required. |
| A local policy command succeeds, but the effective policy does not change | MachinePolicy or UserPolicy is being supplied by Group Policy and takes precedence over local settings. |
Confirm the values with Get-ExecutionPolicy -List and ask the administrator who manages the policy. |
| An executable, module, folder, or registry operation is denied without a script-policy message | The failure may be an ordinary file-system, registry, module-path, or application permission issue. | Read the named resource and command in the error before changing execution policy. |
Microsoft’s PowerShell 101 guidance also starts with reading the complete error before trying a fix. The distinction matters: changing policy cannot grant access to a folder, registry key, service, or protected application.

See the policy that is actually in force
Execution policy is evaluated by scope. A value shown in one place is not necessarily the effective value used for the current command.
- Open the same shell in which the command fails.
- Run
Get-ExecutionPolicy. This reports the effective policy only. - Run
Get-ExecutionPolicy -List. This displays every configured scope, including scopes that are empty or overridden.
The Microsoft reference documents the scopes and precedence in about_Execution_Policies. The list normally contains these entries, in descending precedence:
| Scope | Who it affects | Persistence and control |
|---|---|---|
MachinePolicy |
All users on the computer | Configured through Group Policy; administrator-controlled and higher priority than local settings. |
UserPolicy |
The users covered by a Group Policy object | Configured through Group Policy; administrator-controlled and higher priority than local settings. |
Process |
The current PowerShell process and child processes | Temporary. It disappears when that process and its child processes close. |
CurrentUser |
One Windows user account | Persistent for that user, subject to Group Policy. |
LocalMachine |
Every user on the computer | Persistent machine-wide setting. On Windows, changing it requires an elevated shell. |
When no Group Policy value controls execution policy, Process has the highest precedence among settings you can configure in the shell, followed by CurrentUser and then LocalMachine. A value in a higher scope can therefore make a lower-scope change appear ineffective. Keep the output of Get-ExecutionPolicy -List with the error when asking an administrator for help.
Choose the smallest scope that solves the problem
Microsoft’s Set-ExecutionPolicy documentation lets you specify both a policy and a scope. Always provide the scope when troubleshooting so that you do not accidentally target LocalMachine.
Temporary policy for one session
Use a process scope when you need to run a known script during the current session and do not want to alter the user or computer permanently:
Set-ExecutionPolicy -ExecutionPolicy RemoteSigned -Scope Process
This setting applies to that PowerShell process and any child processes it starts. Closing the window removes it. A new PowerShell window will evaluate policy again, so a later session may need its own setting or a different fix. If MachinePolicy or UserPolicy is enforcing a value, the process setting cannot override it.

Persistent policy for one Windows user
For a personal Windows account, use the CurrentUser scope:
Free tools Windows power users keep installed
One-click scans. No signup required.
Set-ExecutionPolicy -ExecutionPolicy RemoteSigned -Scope CurrentUser
This changes the setting for that account rather than for every user. It normally avoids the elevation required for LocalMachine, but it still cannot supersede a Group Policy value. Open a new shell only if the command or application you are testing does not pick up the setting in its existing process, then verify with Get-ExecutionPolicy.
Microsoft’s PowerShell 101 getting-started guidance says, “Unless you’re signing your scripts, I recommend using the RemoteSigned execution policy.” That is Microsoft’s recommendation in that tutorial, not a guarantee that every environment should use the same value. Your organization’s policy and script-signing requirements take priority.
Machine-wide policy for all users
Use LocalMachine only when every user on the computer needs the same behavior:
Set-ExecutionPolicy -ExecutionPolicy RemoteSigned -Scope LocalMachine
On Windows, start PowerShell with Run as administrator before running this command. The setting writes a machine-wide configuration and normally fails with a registry-key access error from a non-elevated shell. If you omit -Scope, Set-ExecutionPolicy defaults to LocalMachine; that default is why a command such as the following can unexpectedly request elevation:
Quick wins for a faster PC:

Do not make this your first fix for a script that only one user needs. A broader scope changes behavior for other accounts and creates a larger administrative and support impact.

Fix a downloaded script without broadening policy
With RemoteSigned, a script obtained from the internet can retain a mark indicating that it came from an untrusted zone. An unsigned downloaded script may then be blocked even though a script you wrote locally runs.
Review the file first
- Move to the folder containing the script, or use its full path.
- Read the code in an editor or print it for inspection. For a quick console review, use
Get-Content -Path .script.ps1 -Raw. - Check that the commands, downloaded content, file writes, credentials, and network destinations are expected. Do not treat a familiar filename as proof that the contents are safe.
The Microsoft execution-policy documentation advises reading a script’s code and verifying that it is safe before using Unblock-File. That is a review step, not an instruction to unblock unknown software.
Unblock only the verified file
After the review:
Unblock-File -Path .script.ps1
Then invoke it normally:
.script.ps1
Unblock-File changes the downloaded-file mark for that path; it does not change the effective execution policy for other scripts. If the script was copied from a network share or extracted from an archive, identify the actual file path and repeat the review for the copy you intend to run.
When unblocking is the wrong answer
- If the code is unknown, incomplete, obfuscated, or asks for credentials you did not expect, do not unblock it.
- If the error names a Group Policy setting, a per-file unblock cannot override the organization’s rule.
- If the message says a command or executable is not found, fix the path or module installation instead of changing execution policy.
- If the file is on a location with separate access controls, resolve those permissions independently.
Handle Group Policy enforcement
MachinePolicy and UserPolicy are managed outside the local PowerShell setting and take precedence over Process, CurrentUser, and LocalMachine. A user may be able to run Set-ExecutionPolicy successfully while Get-ExecutionPolicy still reports the Group Policy value.
- Run
Get-ExecutionPolicy -List. - Look specifically at
MachinePolicyandUserPolicy. - If either contains a value, record it and the exact script error.
- Contact the administrator or endpoint-management team that owns the policy. Explain why the script is needed and request an approved method, such as a signed script or an administrator-managed policy change.
Do not suggest that a local command, a process switch, or a registry edit can defeat organizational policy. Such a workaround can violate security requirements and will usually be overwritten by policy refresh.
Separate elevation problems from execution policy
Elevation controls whether the current identity may change a protected resource; execution policy controls which scripts PowerShell permits under the effective policy. They often appear in the same troubleshooting session but are separate checks.

When elevation is required
- Changing
LocalMachineon Windows. - Changing a protected registry location or another resource named in the error.
- Installing or configuring software whose own installer requires administrator rights.
For a machine-wide execution-policy change, close the non-elevated shell, launch the appropriate Windows PowerShell or PowerShell profile with Run as administrator, and repeat the command with an explicit -Scope LocalMachine. Then run Get-ExecutionPolicy -List to verify what is effective.

If one user needs to run a script, prefer -Scope CurrentUser. If the need lasts only for a test or build step, prefer -Scope Process. Elevating a shell does not grant permission to change a Group Policy value, and it does not repair unrelated access-control errors.
Confirm which PowerShell you are using
Windows PowerShell 5.1 and PowerShell 6 or later on Windows use separate execution-policy storage. A policy changed in powershell.exe should not be assumed to be the same policy seen by pwsh.exe.
Identify the current edition and version with:
$PSVersionTable.PSEdition
$PSVersionTable.PSVersion
$PSVersionTable.OS
powershell.exeis Windows PowerShell 5.1.pwsh.exeis PowerShell 6 or later.- On non-Windows systems, PowerShell 6 or later defaults to
Unrestrictedand execution policy cannot be changed. A Windows-specific elevation remedy therefore does not apply there.
Run the diagnostic and policy-setting commands in the same executable that will launch the script. If a scheduled task, editor, build runner, or terminal profile starts a different executable, repeat the check inside that environment.
End-to-end troubleshooting procedure
Use this order to avoid making a broad change before you know what is failing:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Capture the complete error. Include the command, script path, named registry key or file, and the shell executable if the message shows it.
- Check the effective value. Run
Get-ExecutionPolicy. - Inspect every scope. Run
Get-ExecutionPolicy -Listand note anyMachinePolicyorUserPolicyvalue. - Match the remedy to the scope. Use
Processfor a one-session test,CurrentUserfor one user, andLocalMachineonly for an intentional all-user change. - Review downloaded code. If
RemoteSignedblocks a downloaded script, inspect it and useUnblock-Fileonly for that verified file. - Elevate only when required. Use an administrator shell for a Windows
LocalMachinewrite or another protected resource, not as a general-purpose workaround. - Re-test in the same host. Run the script from the same
powershell.exe,pwsh.exe, task, or terminal profile that originally failed. - Verify the result. Run
Get-ExecutionPolicyagain and preserve the scope listing if the effective value is still unexpected.
Common fixes that fail, and why
Running Set-ExecutionPolicy without a scope
Because the omitted scope defaults to LocalMachine, a non-elevated user commonly receives an access-denied registry error. Specify -Scope CurrentUser or -Scope Process when a machine-wide change is not needed.

Changing CurrentUser when Group Policy is set
The command can complete, yet the effective policy remains the Group Policy value. The list output, not the success message alone, tells you which policy controls execution.
Using an unrestricted policy as a blanket workaround
A broad policy change affects more scripts and users than necessary and does not solve a Group Policy restriction. Diagnose the scope first and use the narrowest permitted setting.
Unblocking every script in a directory
Bulk unblocking removes the file-specific barrier without giving you an opportunity to review each script. Inspect and unblock only the path you have verified.
Assuming administrator mode fixes every UnauthorizedAccess error
Elevation may solve a protected registry or machine-policy write, but it cannot correct a wrong path, a denied network share, a module problem, or an organization-enforced execution policy. Follow the resource named in the error.
Commands worth keeping in a troubleshooting note
| Purpose | Command | What it changes |
|---|---|---|
| Show the effective policy | Get-ExecutionPolicy |
Reads the result PowerShell will apply; it does not change settings. |
| Show all scopes | Get-ExecutionPolicy -List |
Reads Group Policy and local scopes so you can identify precedence. |
| Allow scripts temporarily | Set-ExecutionPolicy -ExecutionPolicy RemoteSigned -Scope Process |
Changes only the current process and its children until they close. |
| Allow for one Windows user | Set-ExecutionPolicy -ExecutionPolicy RemoteSigned -Scope CurrentUser |
Stores a persistent per-user value, subject to Group Policy. |
| Allow for all Windows users | Set-ExecutionPolicy -ExecutionPolicy RemoteSigned -Scope LocalMachine |
Stores a machine-wide value; requires an elevated Windows shell. |
| Remove a downloaded-file block | Unblock-File -Path .script.ps1 |
Changes the mark on that reviewed file, not the policy for other files. |
When to ask an administrator
Escalate with the exact error and the output of Get-ExecutionPolicy -List when a Group Policy scope is populated, when a machine-wide change is required but you cannot elevate, or when the denied resource belongs to another account or managed application. Include whether the command ran in Windows PowerShell 5.1 or PowerShell 6+ and whether the script was downloaded. Those details let the administrator distinguish a policy decision from a permissions repair.
The official references for the scope rules, precedence, platform behavior, and file-unblocking example are Microsoft’s about_Execution_Policies, Set-ExecutionPolicy, and Getting Started with PowerShell – PowerShell 101.
