If a PlayStation Plus Game Catalog game won’t download or launch, first check that you’re using the account with the benefit, your subscription and plan still include access, and the title remains in the catalog. Then check PlayStation service status, system software, storage and network. For a padlock or license error, verify access and restore licenses; for a download failure, retry the queue before reinstalling. The steps differ slightly between PS5 and PS4.
Use the least disruptive checks first. An account or catalog change can look exactly like a broken installation, while a service outage can make repeated local repairs pointless. The symptom usually tells you where to begin: a padlock points toward entitlement, a queue that never starts points toward download or storage checks, and an installed game that refuses to open calls for license, software and installation troubleshooting.
Start with the cause that can look like a console fault: access and availability
A Game Catalog game is available through a PlayStation Plus benefit, so a download or launch failure does not necessarily mean the console or game data is broken. Before changing settings or deleting anything, check the entitlement that lets this account use the title.
- Check the signed-in account. Confirm the console is using the account associated with the PlayStation Plus benefit. If another person’s account supplies access, check that account’s membership and the console’s sharing or primary-console setup.
- Confirm the membership is active and eligible. The plan must include Game Catalog access. A different Plus benefit or an expired membership may not provide access to that catalog title.
- Check that the game is still in the Game Catalog. Catalog availability can change. If a title is no longer included, troubleshooting the download queue or rebuilding data will not restore the catalog entitlement.

The table is a starting point, not a promise that one symptom has only one cause. If an outage or subscription change is occurring, the same error can appear in several places.
Why is my PS Plus game locked?
A padlock or a message saying the game cannot be used can point to a license or access problem. Confirm the account, active eligible subscription, and current catalog availability first. If another account provides the benefit, check the applicable sharing arrangement. Then restore licenses on the console where you are trying to play.
Restore licenses on PS5
- Open Settings.
- Choose Users and Accounts, then Other.
- Select Restore Licenses and follow the on-screen prompts.
Restore licenses on PS4
- Open Settings.
- Choose Account Management.
- Select Restore Licenses, then choose Restore.
PlayStation says, “restoring licenses won’t affect your data.” The procedure checks licenses; it is not a substitute for an active entitlement or a title that remains in the catalog. See PlayStation’s license restoration instructions if the menu or confirmation differs on your console.

Return to the account check instead of repeatedly restoring. Make sure the account that downloaded or claimed the game is the one currently signed in, and verify that the membership tier still includes the Game Catalog. If the title has left the catalog, a restored license cannot recreate the catalog benefit. If access is shared, the supplying account must still have the eligible membership and the console must be configured for sharing on that generation.
PlayStation Plus game won’t download: retry it safely
If the download will not start or has failed, use the console’s download list to pause and resume it. If that does not work, cancel and delete the queued item, then start the download again from the Game Library. Check service status, system software, and available storage as part of the same troubleshooting pass.
On PS5
- Open Downloads/Uploads from the Control Center.
- Select the affected game and choose pause, then resume.
- If it still fails, cancel and delete the item from the download list.
- Find the game in Game Library and try downloading it again.
On PS4
- Open Notifications, then Downloads.
- Select the affected item and pause, then resume it.
- If it still fails, cancel and delete it from the download list.
- Find the game in the library and start the download again.
Before retrying, make sure the console has enough free storage for the game’s required space. If storage is insufficient, free space using the console’s storage controls, then retry. Do not assume a download is repairable simply because it appears in the queue: the cancel-and-retry route is the next supported step when pause and resume do not help.
Storage and queue pitfalls
A queued title can fail before any visible installation progress if free space is below the game’s stated requirement. Check the available space on the console, not just the size of the queue entry. After freeing space, start the download from the library again so the console creates a fresh queue item. If several downloads are competing, work on the affected title by selecting it directly in Downloads/Uploads on PS5 or Notifications > Downloads on PS4.

Do not keep restarting a download during a confirmed service interruption. Repeatedly canceling a queue item does not repair a catalog entitlement or an outage and can make it harder to tell which change helped. First check status; then make one pause/resume attempt and one cancel/delete-and-retry attempt.
Download stuck: check service status and the console’s connection
A download that has started but is stalled calls for a network check as well as a queue retry. Check PlayStation service status first. If there is a service alert, wait for service to recover and try again rather than repeatedly deleting and restarting the download.
- Open the console’s Network settings and run its internet connection test.
- If the test indicates a local connection problem, address that connection issue and retry the download.
- If the connection test succeeds but the download remains stalled, check service status again and retry after any interruption has cleared.
- If the issue continues, follow PlayStation’s download troubleshooting guidance for the available Safe Mode cache or database options.
Network tests and service checks help distinguish a local connection or service interruption from an account, storage, or installation problem. A stalled download alone does not establish which of those is responsible.
How to interpret the result
- There is a PlayStation service alert: Wait for recovery, then retry. Local queue repairs cannot correct an unavailable service.
- The console’s internet test reports a problem: Resolve the console connection issue indicated by the test before starting the download again.
- Both checks look normal: Revisit account and catalog access, free storage, system software and the pause/resume or cancel/retry sequence.
The 5 Mbps figure sometimes associated with Game Catalog access is a streaming minimum, not a stated minimum for downloading a console installation. It should not be used to label a stalled download as a bandwidth failure.

Game Catalog game won’t launch: work from least disruptive to more involved
If the game is installed but will not start, begin with access checks and license restoration above. Then use the general start-failure steps in order. Menu wording can vary with console software, so follow the instructions shown for your PS5 or PS4 rather than selecting an option based only on a similar name.
- Restart the console. Try launching the game again after the restart.
- Check for system software updates. Use the console’s system software update controls and install an available update before retrying.
- Delete and download the game again. If the installation may be incomplete or damaged, remove the installed game and download it again from the library. This can take time and requires enough free storage for the re-download.
- Use the relevant Safe Mode guidance if the problem persists. PlayStation’s game-start troubleshooting includes Safe Mode options. Follow the instructions for your console generation and read what each option does before selecting it.
Safe Mode cache or database maintenance is a troubleshooting option, not a guaranteed fix. Do not treat a database rebuild as proof that the game’s entitlement, catalog availability, network, or installation has been corrected; return to those checks if the failure remains.
Reinstall only after the access checks
Deleting and downloading again is useful when the installed data may be incomplete, but it cannot grant a subscription benefit that has expired or a game that has left the catalog. Confirm the account, plan and listing first. Then ensure there is enough free space for the full re-download and use the library entry rather than an old failed queue item.

Shared-console access: check the setting for the console generation
If the Plus benefit belongs to a different account on the console, access can depend on the console’s sharing configuration. Check the setting for the generation you use:

- PS4: Check whether the account supplying access has activated the console as its primary PS4.
These settings matter when another user’s membership or entitlement is expected to provide access. They do not make a game available after it leaves the catalog, and they do not replace the supplying account’s eligible membership.
If sharing worked previously and now a padlock appears, verify all three parts again: the supplying account is present, its Plus plan is active and eligible, and the title is still listed in the Game Catalog. A change in any one of those can affect the other account’s access.
If you mean streaming rather than downloading
Game Catalog access can involve streaming as well as downloading, but the connection requirement cited by PlayStation applies to streaming: its catalog access guide gives a minimum broadband speed of 5 Mbps. The reviewed page does not state a publication year for that figure. It is not a stated minimum for downloading a console installation, so do not use it to diagnose a download queue that will not move.
Choose the troubleshooting path that matches what you are doing. A streaming session that cannot begin should be considered alongside the streaming connection requirement and service status. A game being installed locally but refusing to launch still requires the entitlement, license, software and installation checks above.
What not to buy or change yet
These failures are normally investigated through account settings, subscription status, catalog availability, network checks, storage management, download retries, license restoration and console software maintenance. The official guidance does not establish a need for a replacement console, external storage, replacement parts, repair tools, third-party PC utilities or another streaming service. Do not purchase hardware solely because a Game Catalog download is stuck or a padlock appears.
Likewise, do not jump straight to a database rebuild or repeated reinstallations. Those steps can take time and do not correct an expired membership, a removed catalog title, an incorrectly signed-in account or a sharing configuration problem.

When to contact PlayStation Support
If the game remains inaccessible after the relevant checks, contact PlayStation Support rather than repeating the same deletion or Safe Mode steps. Give support enough detail to distinguish an entitlement problem from a download, installation, or launch failure:
- The exact error code and message, if shown.
- The account and console generation involved, and whether access comes from another account.
- The steps that reproduce the problem and what happens at each step.
- The date and time of an attempted download or launch.
