The warning means every PHP-FPM worker in the active pool is busy, so new PHP requests must wait or fail. Do not raise pm.max_children automatically: first determine whether a traffic burst filled a correctly sized pool or whether slow PHP, database waits, external calls, or background jobs are holding workers. Measure worker memory, CPU, queueing and latency, calculate a ceiling that fits your VPS, then change the correct pool and reload PHP-FPM gracefully.

What “server reached pm.max_children” actually means

pm.max_children is the concurrency limit for one PHP-FPM pool. The PHP manual describes it as the maximum number of simultaneous requests that can be served. In static mode it is the fixed number of children; in dynamic and ondemand modes it is the maximum number that may exist. When the warning appears, all permitted children are occupied at that moment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Reaching the ceiling is therefore a saturation signal, not proof that the setting is wrong. A short burst can fill a pool that is otherwise appropriate. Conversely, a few requests can exhaust the pool if they spend seconds waiting on a database, a remote HTTP service, locked files, slow disk I/O, or large application tasks. Increasing the number without checking memory can turn a queueing problem into swap thrashing or an out-of-memory kill.

The PHP project’s sample pool configuration notes that its example values are intended for a server without many resources and must be tuned to the actual workload. Treat every copied value as an example, never as a universal recommendation.

Use this triage sequence before editing configuration

  1. Confirm the active pool. Find the pool file loaded by the PHP-FPM service that serves the affected virtual host. Record its pm, pm.max_children, and, when present, pm.start_servers, pm.min_spare_servers, and pm.max_spare_servers.
  2. Establish the time pattern. Compare the warning timestamp with web-server access logs, request latency, traffic volume, scheduled jobs, deployments, backups, and monitoring alerts. A one-minute burst and an all-day saturation event require different fixes.
  3. Check for slow requests. Use the PHP slow log, application timing, database slow-query information, and external-call timing to identify work that keeps children occupied.
  4. Measure resources under representative load. Sample worker resident memory (RSS), CPU utilization, swap activity, available memory, database latency, request queueing, and 5xx responses during normal and peak periods.
  5. Change one variable at a time. Set a conservative ceiling, reload gracefully, observe, and adjust in small steps. Keep a rollback value and note the exact file and service command used.

Find the pool that is really serving requests

Linux distributions and hosting panels place PHP-FPM pools in different locations, and several PHP versions may be installed simultaneously. Common layouts include a versioned directory under /etc/php/ on Debian-derived systems and a PHP-FPM configuration tree under /etc/php-fpm.d/ on many RPM-based systems, but the installed package may use another path. A panel can also generate pool files outside the distribution defaults.

Start with the running service rather than editing a similarly named sample file. Identify the PHP-FPM unit associated with the site’s PHP version, inspect its loaded configuration or startup arguments, and search that configuration for the pool name and pm.max_children. Confirm that the web server’s upstream socket or port points to the same pool. If you edit an unused file, the warning will continue unchanged.

Keep a record of the current values. A useful inventory contains:

  • Pool name and the virtual hosts that use it.
  • PHP version and package source.
  • pm mode.
  • pm.max_children.
  • For dynamic: pm.start_servers, pm.min_spare_servers, and pm.max_spare_servers.
  • For ondemand: the idle-worker lifetime, commonly represented by pm.process_idle_timeout when configured.
  • Status, ping, slow-log, and access-log settings, if enabled.

Understand the three PHP-FPM process-manager modes

Mode How workers are created Idle-memory behavior Burst response When it fits
static Keeps exactly pm.max_children workers configured for the pool. Predictable but reserves the full worker footprint even when traffic is low. Fast, because workers already exist, provided the fixed count fits memory. A consistently busy service with a measured, safe fixed concurrency.
dynamic Starts a configured number and maintains a range of spare workers, up to pm.max_children. Variable; idle workers remain within the spare range. Usually a good balance between readiness and resource use. Most mixed workloads where traffic varies but predictable warm capacity is useful.
ondemand Creates workers when requests arrive and reaps idle workers after the configured timeout. Lowest idle footprint, but workers disappear when quiet. Can incur process-start latency during a burst after an idle period. Infrequent sites or pools where releasing idle memory matters more than first-request latency.

All three modes obey pm.max_children. Changing from dynamic to ondemand does not allow more concurrent requests; it changes when workers exist. Use static only after proving that the entire fixed population fits alongside the operating system, web server, database, cache, monitoring agents, and filesystem safety margin.

Decide whether saturation comes from demand or slow work

Short traffic bursts

If warnings coincide with a sudden request spike and workers quickly return to normal, the pool may be correctly sized for ordinary traffic but too small for that burst. Check p95 and p99 latency and the request queue before raising the ceiling. Caching anonymous pages, serving static assets directly, and smoothing scheduled jobs can absorb bursts without permanently allocating more PHP workers.

Long-running PHP requests

Workers remain occupied for the whole lifetime of a request. Large exports, image processing, report generation, file uploads, and synchronous email or webhook delivery can consume the pool even at modest request rates. The slow log should identify scripts exceeding a threshold. Move non-interactive work to a queue or command-line worker, paginate expensive reports, and return quickly from web requests where possible.

Database waits and locks

A PHP process waiting for a database connection or lock still counts against the pool. Correlate PHP timings with database connection saturation, lock waits, slow queries, missing indexes, and transaction duration. Increasing PHP concurrency while the database is already saturated usually increases contention and latency. Fix the query or connection bottleneck first, then reassess the required worker count.

External services and network calls

Synchronous calls to payment, identity, storage, mail, or other APIs hold a child while the network responds. Set sensible client timeouts, retry limits, and circuit breakers. Where the operation does not need to complete before the HTTP response, enqueue it instead. A remote outage can otherwise make every PHP child appear “stuck” and trigger repeated pm.max_children warnings.

Scheduled jobs and administrative activity

Cron-triggered HTTP requests, maintenance scripts, imports, backups, and control-panel tasks may share the same pool as public traffic. Check their schedules and execution times. Stagger heavy jobs, run suitable work from the command line, or assign a separate pool with an independently measured limit so one workload cannot consume all public capacity.

Measure worker memory and calculate a safe ceiling

The practical starting point is:

safe PHP workers = memory allocated to PHP ÷ measured RSS per worker

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

This is an operational inference, not a universal formula. “Memory allocated to PHP” must exclude a reserve for the kernel, web server, database, cache, monitoring, filesystem cache, and a safety margin. Use resident memory from real workers under representative application load, not the PHP-FPM master process and not a value copied from another VPS.

Take a representative RSS sample

  1. Generate a workload that resembles normal and peak traffic, including the endpoints that use the most memory.
  2. List the PHP-FPM child processes and sample their RSS repeatedly during the load. Process tools differ by distribution; use the system’s process monitor or the status facility provided by your PHP-FPM package.
  3. Record several samples per worker. Note the median and the high end, because a single memory-heavy endpoint can determine the safe ceiling.
  4. Record total available memory, swap-in and swap-out activity, CPU saturation, and database memory at the same times.

Nextcloud’s administration guidance recommends basing the limit on measured worker RSS and using a PHP-FPM process calculator as a cross-check. A calculator can expose arithmetic mistakes, but it cannot know your VPS’s other services or the memory profile of your application.

Worked example

Suppose monitoring shows 180 MB RSS for a typical worker and occasional peaks near 230 MB. After reserving memory for the operating system, web server, database, cache, monitoring, and a margin, you decide that 1,800 MB is the most PHP may use. The arithmetic gives 10 workers at the typical figure, but 1,800 ÷ 230 is 7.8 at the observed high end. A cautious initial ceiling would therefore be 7 or 8, followed by observation during peak traffic—not 10 simply because the median looked smaller.

The numbers in this example are illustrative. Replace them with measurements from your VPS. If the available-memory figure changes substantially during the day, calculate against the low-water mark, not the largest value seen immediately after boot.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choose whether to raise or lower pm.max_children

Observation Likely action Reason
Workers are full, memory remains comfortable, swap is inactive, CPU and database latency have headroom, and requests are short. Increase in a small step and observe. The measured ceiling may be below useful concurrency.
Workers are full while RSS is high, swap is active, or the kernel reports memory pressure. Do not increase; consider lowering the ceiling and reducing request cost or adding RAM. More children would intensify memory contention.
Workers are full because requests wait on a slow database or remote service. Fix the wait, timeout, or queueing design first. Extra workers would multiply blocked work.
Warnings occur only during predictable bursts and the VPS has verified headroom. Raise modestly, add caching, or smooth the burst. A temporary demand mismatch may be cheaper to solve than permanent capacity.
CPU is saturated while memory is available. Profile PHP and downstream services before raising the limit. More workers can increase context switching without increasing throughput.

Lowering the value protects memory but can increase queueing and gateway timeouts. Raising it can reduce queueing only when the application and its dependencies can process the additional concurrency. The correct value is the largest count that remains stable under peak conditions with usable latency and memory headroom.

Apply a change without editing the wrong file

  1. Back up the active pool file. Preserve ownership and permissions, and record the previous value in your change log.
  2. Edit only the pool serving the site. Change pm.max_children and, if you are changing dynamic, review the related start and spare settings together. Do not increase every pool on a multi-site VPS merely because one pool logged a warning.
  3. Validate syntax. Use the PHP-FPM binary’s configuration-test option supplied by your package, commonly expressed as php-fpm -t or a versioned equivalent. Some distributions require a version-specific binary; use the command shown by the installed service documentation.
  4. Perform a graceful reload. Reload the exact PHP-FPM service unit used by the site, such as a versioned unit on systems that install several PHP versions. A reload lets existing requests finish; restarting can terminate them, so reserve a restart for cases where the service manager or package requires it.
  5. Verify the running configuration. Check the service status and journal or error log, then query the pool status endpoint if enabled. Confirm that the reported pm.max_children matches the intended value and that the web server is connected to that pool.

There is no single universal path or service name. Debian-family packages, RPM-family packages, source builds, containers, and hosting panels use different binaries and units. Copy the exact test and reload commands from the target system’s service definition rather than applying a command intended for another distribution.

Monitor the result after reloading

Keep the old value available so you can roll back quickly. Observe at least one normal cycle and the next known peak; for a production change, retain the comparison long enough to include scheduled jobs and cache-expiry events.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Pool utilization: busy children, idle children, maximum active children, and queue or listen backlog where the status interface exposes them.
  • Application outcomes: 5xx responses, 502/504 gateway errors, PHP fatal errors, and rejected or timed-out requests.
  • Latency: p50 for normal behavior and p95/p99 for saturation. A lower warning count is not an improvement if tail latency worsens.
  • Memory: worker RSS, available memory, swap use, swap-in/out rates, and kernel out-of-memory messages.
  • CPU and I/O: run-queue length, CPU steal time on virtual machines, disk latency, and network waits.
  • Dependencies: database connection count, query latency, lock waits, cache health, and external API response time.

Roll back if memory pressure, swap, error rates, or tail latency worsen. If the new ceiling is stable but still below demand, changing PHP-FPM again is unlikely to solve the capacity gap by itself.

Reduce PHP concurrency demand before buying capacity

Make each request cheaper

Profile the slowest routes, eliminate repeated queries, add appropriate indexes, reduce unnecessary serialization, and cache data that does not change per request. Serve static files through the web server or a cache layer instead of passing them through PHP. These changes increase effective throughput without increasing worker count.

Separate interactive and background workloads

Move report generation, media conversion, bulk imports, notifications, and other long tasks to a queue with bounded workers. Keep web requests short and return a job identifier when the user does not need synchronous completion. If separate pools are used, calculate each pool’s limit from the same total memory budget; separate pools do not create extra RAM.

Control retries and timeouts

Unbounded retries can multiply blocked PHP requests during a dependency outage. Set finite connection and response timeouts, cap retries with backoff, and fail fast when a dependency is unavailable. Log the dependency and elapsed time so the next saturation event can be attributed rather than guessed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Schedule expensive work deliberately

Stagger cron jobs and maintenance tasks away from traffic peaks. Avoid launching many concurrent import or command-line processes that compete with the web pool for memory, CPU, database connections, and disk I/O.

When a larger VPS is the right fix

Upgrade resources when measured worker memory and required concurrency cannot coexist with the operating system and dependent services on the current machine. The decision should be based on observed concurrency, per-worker RSS, CPU headroom, swap risk, latency, and the operational cost of optimization.

Situation Prefer application or configuration work Prefer more VPS resources
High RSS from a small number of endpoints Profile and redesign those endpoints, then recalculate. When the memory requirement is intrinsic and optimization has reached its practical limit.
Database or external-service waits Fix queries, connection pools, timeouts, caching, or asynchronous execution. When the dependency itself needs additional CPU, memory, or connection capacity.
Predictable traffic growth with healthy request times Use caching and moderate worker tuning. When the measured safe ceiling remains below required concurrency.
CPU saturation with low memory use Optimize PHP and downstream computation. When profiling confirms that additional vCPU is the limiting resource.

Adding RAM or vCPU does not remove the need to measure. Recalculate the PHP budget after an upgrade, because the database, cache, and other services may also expand into the new capacity. A managed VPS can be appropriate when you need help with service sizing and monitoring, but the provider should still receive your measured workload and peak requirements rather than an arbitrary worker number.

Troubleshooting branches for common symptoms

The warning continues after changing the value

  • Confirm that the edited pool is active and that the web server uses its socket or port.
  • Check for an included override later in the configuration.
  • Verify that the intended PHP-FPM service was reloaded, not a different PHP version.
  • Inspect the running status output and journal for syntax errors or a failed reload.

502 or 504 errors appear after increasing the limit

Check memory pressure, swap, CPU saturation, database connection exhaustion, and web-server upstream timeouts. If the kernel killed workers or latency rose sharply, restore the previous value and address the bottleneck before trying another increase.

Memory usage is high even with few active requests

Compare idle and busy RSS, check whether static mode keeps more workers resident than necessary, and inspect extensions or application components that retain memory. Switching to dynamic or ondemand may reduce idle footprint, but it will not cure a leak or oversized request.

Latency rises after switching to ondemand

Process startup is now part of the request path after idle periods. If this affects user-facing tail latency and the VPS has memory headroom, use dynamic with a measured spare-worker range instead, or adjust the idle timeout carefully while watching RSS.

Only one site is affected on a multi-site VPS

Inspect per-pool limits and per-site traffic. Do not enlarge every pool. A dedicated pool with its own measured ceiling can prevent one application from consuming capacity needed by others, but the sum of all possible children must fit the machine.

A repeatable operating procedure

  1. Capture the warning time, pool name, PHP version, current mode, and current limit.
  2. Correlate the event with traffic, latency, slow requests, database behavior, external calls, and scheduled work.
  3. Measure worker RSS and system headroom during representative normal and peak loads.
  4. Reserve memory for non-PHP services and select a conservative ceiling from the high end of measured worker usage.
  5. Choose static, dynamic, or ondemand based on the workload, not on the warning alone.
  6. Back up the active pool, edit it, run the package-appropriate syntax test, and gracefully reload the exact service.
  7. Verify the live pool values, then monitor utilization, latency, errors, memory, swap, CPU, and dependency health.
  8. Roll back or reduce concurrency if stability worsens. If the measured safe ceiling cannot meet demand, optimize request cost, queue long work, add caching, or increase VPS resources.

That procedure treats pm.max_children as a resource-protection boundary rather than a magic performance switch. The right value is workload-specific and must be revalidated whenever PHP versions, extensions, application code, traffic, or the VPS’s other services change.
