Windows 11 does not have a separate parental-controls panel. Its built-in controls are provided by Microsoft Family Safety, which links a child’s Microsoft account, Windows device, family-group role, screen-time schedules, app limits, activity reports, and web filters.
When those controls appear to do nothing, the cause is usually an account mismatch, an administrator account, an incomplete family-group setup, an unsupported browser, or a misunderstanding about what Family Safety measures. Work through the checks below in order.
1. Confirm that the child is using the right Microsoft account
Family Safety applies controls to a Microsoft account, not simply to a Windows profile with the child’s name. If the child signs in with a different account, the PC may appear in the family dashboard while activity and limits apply to another user.

Afterward, check that the email address used to sign in to Windows is the same address shown for the child at account.microsoft.com/family. Have the child sign out and sign in again after making the change.
2. Check the Microsoft family group, role, and consent
Sign in as the parent at account.microsoft.com/family or family.microsoft.com. Check the following:

| Consent | Any requested parental consent has been completed. |
| Family membership | The child is not already in another Microsoft family group. |
Only organizers can add members, manage limits, and view activity reports. A Microsoft account can belong to only one family group at a time.
Also check the birth date recorded on the child’s Microsoft account. An incorrect date of birth can trigger the wrong consent workflow or classify an adult account as a child account. Complete any pending consent request before testing the controls again.
3. Make the child a Standard user in Windows 11
A child should not have administrator privileges on the PC. An administrator can install browsers, change system settings, create accounts, or otherwise undermine Family Safety restrictions.
On the PC, open:
Settings > Accounts > Other users
- Find the child’s account.
- Select its menu button.
- Choose Change account type.
- Set Account type to Standard User.
- Select OK.
Windows 11 uses Other users. Instructions referring to Family & other people or Family & other users describe an older interface, although some Microsoft documentation still uses those labels.
4. Connect the child’s account to the PC
A child can be present in the family group without being properly connected to a particular Windows device. On the child’s PC, go to Settings > Accounts > Other users.

- Under Add other user, select Add account.
- Enter the child’s Microsoft-account email address.
- Complete the setup prompts.
- Restart the PC.
- Have the child sign in directly with that Microsoft account.
- Keep the PC connected to the internet.
Return to the Family Safety dashboard and confirm that the Windows device appears under the child’s account. A listed device is not sufficient by itself: the child must actually sign in to Windows using the account associated with that Family Safety member.
5. Install current Windows updates
Family Safety settings depend on Windows services communicating with Microsoft’s account and cloud services. An outdated Windows installation can cause synchronization problems, so install pending updates before attempting more invasive repairs.
Open Settings > Windows Update, select Check for updates, install everything offered, and restart the computer. Microsoft currently lists Windows 11 versions 26H1, 25H2, and 24H2 as supported. Version 23H2 has passed the end of support for Home and Pro editions.

6. Remove and recreate screen-time limits
If the account and device are correct but a schedule is not applying, remove the existing limit and create it again. From the Family Safety website:
- Sign in as the organizer.
- Select the child’s card.
- Select the Windows platform.
- Open Screen time.
- Turn limits off or remove the existing schedule.
- Save the change.
- Open the Windows device settings again and create the schedule.
- Select Finished when saving.
If no schedule is displayed, select Turn limits on. Limits can be configured only for family members and devices that are connected to the family group.
Device limits and app limits are separate
A device schedule controls how long the child can use Windows. It does not automatically limit an individual game or application. To limit an app:
- Select the child’s card.
- Select Windows > Apps and games.
- Turn on App and game limits.
- Select the app or game.
- Set the daily duration and allowed time range.
7. Check whether you are trying to limit a website
Microsoft Family Safety does not enforce time limits on websites. A Windows screen-time schedule or an app limit will not provide a separate allowance for a website.

For a website associated with an app or game, open the relevant item under Windows > Apps and games and use Block related websites. For general web filtering:
- Open the child’s card in Family Safety.
- Select Edge as the platform.
- Turn on Filter inappropriate websites and searches.
- Add domains under Blocked Sites or Allowed sites.
- For an allow-list setup, turn on Only use allowed websites.
In the mobile app, the equivalent location is Family Safety > child’s account > Content filters.
8. Use Microsoft Edge for web filtering
Family Safety web and search filters work in Microsoft Edge when the child is signed in to Edge with the child’s Microsoft account. They do not filter or report browsing in Chrome, Firefox, Brave, or other browsers.
If another browser bypasses the web filters, block it from Family Safety:
- Open the child’s account.
- Select Windows > Apps and games.
- Find the other browser.
- Select its menu button.
- Choose Block app.
This is one of the most common reasons parents conclude that web filtering is broken: the child is simply using a browser that Family Safety does not monitor.

Activity reporting is separate from screen-time limits and must be enabled for each relevant platform. An organizer can enable it on the Family Safety website by selecting the child’s card and turning on reporting for:
- Windows for device and app use;
- Edge for web and search activity;
- Xbox for Xbox activity;
- Mobile where supported.
In the mobile app, open Family Safety, select the child, choose Settings in the upper-right corner, and turn on reporting for the required platforms.

Children aged 13 or older in the United States can opt out of activity-data sharing. If reporting was disabled through that consent setting, the organizer must obtain consent again before reporting can be enabled.
10. Understand the difference between limits and reports
Family Safety’s enforcement time and its activity report do not necessarily measure the same thing:

- An activity report may show only active device or app use and can exclude idle time.
- The child may therefore be locked out after the allowance expires even though the report shows less usage.
- An incorrect time zone can place activity under a different calendar day.
Ask the child to sign out when finished. On Xbox, time can continue counting while the child remains signed in, even if another person is using the console.
11. Verify the child’s Microsoft account
An expired or unverified account can prevent Family Safety settings from working normally. On the child’s PC, open Start > Settings > Accounts and select Verify if it is shown.
Follow the verification prompts. If there is no Verify option, open Edge on the child’s PC and visit:
https://aka.ms/familyverify
Complete the process, restart Windows, and test a newly recreated limit.
12. Refresh incorrect restrictions on an adult account
If an adult continues to receive Family Safety restrictions after leaving a family group, Microsoft provides a refresh task. This is for adults who are not in a family group or who have an organizer role; it is not a method for bypassing restrictions on a child account.

- Press Windows key + R.
- Type
cmdand select OK. - Run this command:
schtasks /run /tn "MicrosoftWindowsShellFamilySafetyRefreshTask"
- Restart the computer.
- Repeat the procedure on every affected device.
13. Repair the Microsoft Family Safety app
If the Windows Family Safety app will not open, does not refresh, or shows stale information, repair its local installation:
- Open Start > Settings > Apps > Installed apps.
- Find Microsoft Family Safety.
- Select its menu button and choose Advanced options.
- Select Repair.
- If Repair does not help, select Reset.
Reset removes the app’s local data and may require you to sign in again. Repairing the app cannot correct a wrong family role, account mismatch, missing device connection, administrator account, or unsupported browser.
What not to do first
Some frequently repeated fixes are outdated or unsupported:

- Do not look for Settings > Accounts > Family & other people; current Windows 11 uses Other users.
- Do not assume installing the Family Safety app on the child’s PC is enough. The account, family group, device connection, and user type must also be correct.
- Do not expect web filters to protect Chrome or Firefox. Use Edge or block unsupported browsers.
- Do not treat reports as an exact record of active minutes.
- Do not expect a screen-time limit to limit time spent on a particular website.
- Do not begin by deleting
C:ProgramDataMicrosoftWindowsParental Controls, editing the registry, or disabling Family Safety tasks. Microsoft’s current published troubleshooting does not specify those actions as standard fixes.
Quick diagnostic order
- Check the child’s Microsoft account under Settings > Accounts > Your info.
- Confirm the organizer, member, invitation, and consent status online.
- Change the child’s Windows account to Standard User.
- Reconnect the child’s account under Settings > Accounts > Other users.
- Install Windows updates and restart.
- Recreate the screen-time or app limit.
- For web controls, use Edge and sign in to Edge as the child.
- Enable activity reporting separately for Windows and Edge.
- Verify the child’s account.
- Repair or reset the Family Safety app if its interface remains stale.
FAQ
Why are Windows 11 parental controls not enforcing limits?
The most common causes are that the child is using a local or different Microsoft account, the account is an administrator, the device is not connected to that family member, or the existing schedule needs to be removed and recreated.
Do Microsoft Family Safety web filters work in Chrome?
No. Microsoft’s web and search filters work in Microsoft Edge when the child is signed in to Edge with the child’s Microsoft account. They do not filter Chrome, Firefox, Brave, or other browsers.
Can Microsoft Family Safety limit time on a website?
No. Microsoft states that website time limits do not work. Use Edge content filters, block the site, use an allow-list, or block the app or browser providing access.
Why does the activity report show less time than the screen-time limit used?
Screen-time enforcement includes time that the child remains signed in, including idle time. Activity reports may exclude idle time, so the two totals can differ.

No. Set it to Standard User under Settings > Accounts > Other users. Administrator privileges can allow the child to change settings or undermine the restrictions.
Does Family Safety support screen-time controls on iPhone and iPad?
Microsoft lists screen-time support for Windows, Xbox, and Android apps and games. Its iPhone and iPad support does not provide screen-time features.
The Bottom Line
Start with identity and ownership rather than reinstalling software: the child must use the Microsoft account in the family group, the account should be a Standard user, and the device must be connected to that account. Then recreate the limits, use Edge for web filtering, enable reporting for the correct platform, and verify the account. Repair the Family Safety app only after those settings are correct.
