A recurring FTP password prompt usually means the client and server disagree about the login method, the account is not authorized for the requested path, or the client is not allowed to retain the password. Start by reading the client log: a 530 response indicates an authentication or authorization problem, while 227 Entering Passive Mode points to a data-channel issue that normally occurs after login.
On IIS, choose either Anonymous or Basic authentication for the site, then check FTP Authorization Rules and the Windows folder permissions separately. In FileZilla, match the site profile to that choice and review password-storage settings. Use FTPS/SSL whenever credentials cross a network you do not fully trust.

Read the FTP log before changing settings
The prompt itself is only a symptom. The server’s reply tells you which layer failed. Open the client’s transfer or connection log and note the command immediately before the prompt and the response that follows it.
| Log evidence | What it usually means | First check |
|---|---|---|
530 after USER or PASS |
The server rejected authentication, the account is disabled or invalid, or the identity is not permitted to log in. | Authentication mode, username, password, account status, and FTP authorization. |
| A prompt returns after a successful username entry | The selected client login type may not match the server, or the server rejected the password and the client is retrying. | Anonymous versus named login and the exact account format (local or domain). |
227 Entering Passive Mode, followed by a timeout while listing or transferring |
Login has generally succeeded; the separate data connection cannot reach the server’s passive port. | Passive-port range, host firewall, NAT, and cloud security-group rules. |
| Login succeeds and the prompt appears only when opening a directory | Authentication passed, but authorization or filesystem permissions prevent access to that path. | FTP Authorization Rules and the underlying folder ACL. |
Do not open firewall ports first just because a client is asking for credentials. Passive-mode configuration cannot repair a failed 530 login, and changing passwords will not repair a blocked data channel.

Understand the two authentication choices in IIS
IIS FTP Authentication answers “who may sign in?” FTP Authorization Rules answer “what may that identity do here?” Windows filesystem permissions then decide whether the identity can actually read, write, or list the physical directory. All three checks must permit the operation.
| IIS mode | Identity used | When to select it | Important limitation |
|---|---|---|---|
| Anonymous | No per-user credentials are required; IIS uses the site’s configured anonymous identity. | Public or shared drop-off/download access where individual user accountability is not required. | Do not combine it with Active Directory User Isolation; Microsoft documents that combination as unsupported and it can produce repeated anonymous-credential prompts. |
| Basic | A valid local Windows account or domain account supplies a username and password. | Private access where the server must identify each user. | Basic sends credentials in a form that must be protected with SSL/TLS. Microsoft recommends using Basic only when the connection is secured with SSL. |
Enable the mode that matches the service you intend to provide. Leaving both modes enabled can make client behavior confusing, especially when a client first attempts anonymous access and then falls back to a saved named credential.
Fix an IIS FTP site step by step
1. Select one authentication mode
- Sign in to the Windows server with an account that can administer IIS.
- Open Internet Information Services (IIS) Manager and expand Sites.
- Select the affected FTP site, then open the site’s FTP Authentication feature.
- For an anonymous site, enable Anonymous Authentication and disable Basic Authentication. For a named-account site, enable Basic Authentication and disable Anonymous Authentication.
- Save the configuration, reconnect from a fresh client session, and check the log rather than relying only on the prompt.
For Basic authentication, verify whether the account is local to the server or belongs to a domain. Use the username format expected by that environment, such as a local account name or a domain-qualified name. Confirm that the account is enabled, not locked out, and allowed to log on through the FTP service.
2. Remove the anonymous/User Isolation conflict
If the site is configured for Anonymous Authentication and Active Directory User Isolation is enabled, remove that combination. Microsoft documents repeated anonymous-credential prompts in this situation and describes the behavior as by design. Choose a supported design instead:
- Use Anonymous Authentication without Active Directory User Isolation when every visitor should use the same anonymous identity.
- Use Basic Authentication with individual Windows or domain accounts when each user needs an isolated home directory.
After changing the design, close existing client connections. Some clients retain the previous challenge and will continue prompting until the session or saved site profile is refreshed.

3. Check FTP Authorization Rules
- With the FTP site selected in IIS Manager, open FTP Authorization Rules.
- Review each allow rule. Confirm that the selected anonymous identity, a specific user, or the intended group is included.
- Check the permissions in the rule: Read is needed to list or download files, and Write is needed to upload, create, rename, or delete as configured.
- Remove contradictory deny rules or overly narrow allow rules. A user can authenticate successfully and still receive a denial when no applicable allow rule exists.
Authorization is evaluated at the FTP site and path level. A rule that permits the site root does not automatically grant access to every child directory if a more restrictive rule or filesystem ACL applies lower down.

4. Check Windows filesystem permissions
FTP authorization does not bypass Windows security. Locate the physical directory configured for the site and inspect its Security permissions. Grant the required rights to the same identity used by IIS:
- For anonymous access, check the configured anonymous account rather than the human user’s Windows account.
- For Basic access, check the individual local/domain account or the group named in the authorization rule.
- Grant only the minimum rights required. Read and list permissions are sufficient for downloads; add write, modify, or delete rights only when the workflow needs them.
- Account for inheritance and any explicit deny entries on parent or child folders. An explicit deny can override an inherited allow.
Test with a harmless directory and file operation after each permission change. If login succeeds but a directory listing fails, the remaining problem is usually authorization or the filesystem ACL, not the password.
Make the client profile match the server
FileZilla and similar clients
In FileZilla’s Site Manager, select the affected site and set Logon Type to match IIS:
- Anonymous connects without user authentication. Use this only when the server is configured for Anonymous Authentication.
- Normal uses a saved username and password. Use it for a Basic-authenticated site when you expect the client to retain the credentials.
- Account supplies an additional account value where the server requires one. It is not a substitute for selecting the correct server authentication mode.
For Normal or Account profiles, inspect the client’s password-storage setting. A privacy setting that prevents saving passwords will intentionally cause a prompt each time, even when the credentials are correct. Depending on the edition and version, this setting is found in the client’s general settings under an interface or password-storage section. Select the option that fits the machine’s security policy, then save the site profile and reconnect.

If several people use the computer, do not save a privileged password merely to stop the prompt. Instead, leave password saving disabled and enter the credential when needed, or create a restricted FTP account with only the directory rights required.
Clear stale credentials and retries
- Close every connection to the server in the client.
- Open the saved site profile and verify the hostname, port, protocol, logon type, username, and password.
- Remove an obsolete saved password rather than editing around it. Re-enter the current credential once.
- Check that the client is not configured to retry automatically with a different profile or to fall back from anonymous to a named account.
- Reconnect and compare the new log with the earlier
530response.
A prompt that appears once after an intentional password change is normal. A prompt that repeats after every failed attempt means the server is rejecting the supplied combination or the client is deliberately refusing to store it.
Protect credentials with FTPS and SSL
Plain FTP does not protect usernames or passwords in transit. Microsoft states: “Due to the design of File Transfer Protocol (FTP), user names and passwords are transmitted over FTP in plain text, making them vulnerable to network discovery.” Anyone able to observe the connection could capture the credential.
| Connection | Credential protection | Appropriate use |
|---|---|---|
| FTP without TLS | Credentials and commands are exposed to network observers. | Only on a controlled, isolated network where the risk is explicitly accepted; it is unsuitable for ordinary internet use. |
| FTPS (FTP over SSL/TLS) | TLS encrypts the control connection and, when configured, the data connection. | Named-user IIS FTP when credentials travel across an untrusted or shared network. |
Configure the server certificate and TLS policy first, then select the matching explicit or implicit FTPS option in the client. The exact option names vary by server and client, but the client must trust the certificate chain or be configured according to your organization’s certificate policy. Do not “fix” a certificate warning by permanently accepting an unknown certificate without checking its identity.

Treat passive-mode failures as a separate problem
FTP uses a control connection for login and a separate data connection for directory listings and transfers. In passive mode, the server selects a data port and tells the client which address and port to reach. The control login can therefore succeed while listings or transfers fail.
Configure a predictable passive range
- Choose a fixed, non-overlapping range of passive ports on the FTP server. A fixed range is easier to secure and troubleshoot than an unrestricted dynamic range.
- Configure the FTP server’s passive-mode settings to use that range. In FileZilla Server, the relevant controls are in the FTP/FTPS passive-mode settings.
- Permit the same range through the server’s host firewall.
- If the server is behind NAT, forward the range to the FTP host and advertise the externally reachable address, not an internal address.
- In cloud hosting, add the range to the instance or security group’s inbound rules as well as the operating-system firewall.
- Reconnect, note the
227response, and test a directory listing before testing a large transfer.
Do not broaden the range indefinitely or open it to every source address. Restrict access to known client networks where practical and document the chosen range so later firewall changes do not silently break transfers.
Self-managed server or managed FTP hosting?
The repeated prompt can be fixed on a self-managed IIS or FileZilla Server installation, but the operator is responsible for every layer. A managed service shifts those duties to the provider; verify what is included before migrating.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors| Responsibility | Self-managed server | Managed service |
|---|---|---|
| Authentication and account lifecycle | You create, disable, rotate, and audit local or domain accounts. | The provider supplies an administrative panel or support process; capabilities vary. |
| Authorization and directory permissions | You maintain IIS rules, Windows ACLs, and user isolation. | The provider maintains the storage permissions and exposes only its supported controls. |
| TLS certificates | You obtain, install, renew, and monitor certificates. | Certificate management may be included, but confirm renewal and hostname coverage. |
| Firewall, NAT, and passive ports | You configure host firewalls, routers, and cloud security groups. | The provider usually operates the network, but you still need compatible client settings. |
| Logs and troubleshooting | You retain and analyze IIS/server logs and client logs. | Ask how long logs are retained and whether support can provide connection details. |
Managed hosting is worth considering when you cannot reliably maintain TLS, account controls, backups, and passive-port networking. It does not remove the need to select the correct client logon type or to protect saved credentials on users’ computers.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Use this decision path when the prompt persists
- Capture the exact response. If it is
530, stay on authentication and authorization. If it is227followed by a timeout, move to passive-mode networking. - Decide whether the site is anonymous or named-user. In IIS FTP Authentication, enable only the intended mode.
- For named users, validate the account. Confirm the password, account status, local/domain format, and any logon restrictions.
- Check the FTP Authorization Rule. Ensure the identity or group is explicitly allowed the required read/write actions.
- Check the physical folder ACL. Grant the same identity the minimum Windows rights needed for the operation.
- For anonymous sites, remove Active Directory User Isolation. Replace the unsupported combination with anonymous access or a Basic-authenticated isolated design.
- Align the client profile. Select Anonymous for an anonymous server; select Normal or Account for the server’s named-user requirement and review password storage.
- Retest with a new session. Clear stale credentials, reconnect, and save the complete log.
- Secure the connection. Enable FTPS/SSL before sending real credentials over an untrusted network.
- Only then investigate passive mode. Configure and permit a fixed port range if login works but listings or transfers fail.
Common symptoms and the targeted fix
The prompt appears immediately after connecting
Check that the client is not set to Anonymous while IIS expects Basic, or set to Normal while IIS expects Anonymous. A 530 confirms that the server is rejecting the login path, not that a data port is blocked.

The username is accepted, but the password prompt loops
Verify the password independently, then check account lockout or disablement, local-versus-domain username format, and whether the account or group is present in FTP Authorization Rules. Remove any saved, outdated client credential before testing again.
Anonymous access still asks for credentials
Confirm Anonymous Authentication is enabled, Basic Authentication is disabled if anonymous-only behavior is intended, and Active Directory User Isolation is not enabled for the site. The latter is an unsupported IIS combination.
FileZilla asks every time even though login succeeds
Inspect the site’s Logon Type and the client’s password-storage policy. A Normal or Account profile with password saving disabled will prompt by design; that is a client policy issue, not evidence that the server forgot the password.
Login works, but the directory is empty or inaccessible
Review FTP Authorization Rules, then the Windows permissions on the physical path. Authentication establishes identity; it does not grant access to a directory automatically.
Login and listing work inside the network but transfers fail from the internet
Compare the log around 227 Entering Passive Mode. Configure a fixed passive range, permit it through the host firewall and any NAT or cloud security group, and advertise the public address to external clients.
Quick Recap
Final verification checklist
- The server’s intended mode is documented as Anonymous or Basic, not an accidental mixture.
- The client logon type matches that mode.
- A named account is valid, unlocked, and uses the correct local or domain format.
- FTP Authorization Rules allow the intended identity to perform the required actions.
- The Windows filesystem ACL grants those actions on the actual physical directory.
- Anonymous access is not combined with IIS Active Directory User Isolation.
- Passwords are not sent over unencrypted FTP; FTPS/SSL is enabled for named credentials.
- Passive-mode ports are considered only after authentication succeeds and are fixed, permitted, and correctly advertised.
- The final test uses a new client session and a retained log so the next failure can be classified quickly.
