Environment variables in Windows 11 usually “stop working” for one of three reasons: the value was saved in the wrong scope, the command was entered in a different shell than expected, or the application is still using an older inherited environment. A full restart is usually unnecessary. Close and reopen the affected terminal or application first.
First, identify what is failing
Before changing anything, determine whether Windows cannot find a command, an application cannot read a variable, or the variable is simply missing from the current session.

1. Open the correct Environment Variables dialog
Windows 11 does not use a separate dialog officially called “Advanced Environment Variables.” Use this path:

- Select System.
- Select Advanced System Settings.
- On the Advanced tab, select Environment Variables….
The dialog contains two separate areas:
- User variables for [account] — available to your account.
- System variables — available machine-wide, subject to permissions.
To create a variable, select New…, enter its name and value, and select OK. To modify PATH, select it in the appropriate section, select Edit…, and add the directory as a separate entry where the editor permits it. Changes made through this dialog are written to the Registry and persist across sessions and restarts.

2. Choose User or System scope deliberately
A User variable is normally the safest choice for developer tools used only by your account. Use a System variable when services, scheduled tasks, or multiple user accounts need the value. Writing to the System section may require administrator permission.
A variable with the same name can exist in both scopes. The process environment is assembled from these scopes, but changing the User value does not update the stored Machine value, and changing the Machine value does not rewrite the stored User value. Make sure you edit the scope that the affected program actually needs.
3. Restart the process that needs the variable
Environment variables are copied into a process when that process starts. Saving a new value does not rewrite the environment of terminals, IDEs, launchers, or applications that are already running.

- Save the variable change.
- Close the affected Command Prompt, PowerShell window, IDE, or application.
- Open a new instance directly from the Start menu and test again.
This matters when a terminal was opened from an old IDE, Explorer process, service, or launcher. The new terminal can inherit the parent’s old environment. If the application is launched by a service, restart that service or the application that owns the process rather than assuming Windows itself must be rebooted.
4. Verify the variable in the shell you are actually using
Command Prompt
Open a new Command Prompt and run:
echo %NAME%
Replace NAME with the actual variable name. To display the current Command Prompt path, run:
path
If Command Prompt prints %NAME% unchanged or shows no value, that variable is not available in the current process.

$Env:NAME
To list every environment variable:
Get-ChildItem -Path Env:
To inspect one selected variable:
Get-ChildItem -Path Env:NAME
$Env:NAME and $NAME are different. The first reads an operating-system environment variable; the second is an ordinary PowerShell variable. Assigning $NAME = 'VALUE' or using Set-Variable does not set the Windows environment variable.
5. Check whether you made a temporary change
These commands affect only the current process and any child processes it starts:
$Env:NAME = 'VALUE'
In Command Prompt, this is also temporary:
set NAME=VALUE
Neither command saves the value as a persistent User or Machine setting. They are useful for testing. For example, you can temporarily add a tools directory to the current PowerShell session with:
$Env:PATH += ';C:Tools'
Windows separates entries in PATH with semicolons.
6. Persist a variable with PowerShell
For a persistent User variable, use:
[Environment]::SetEnvironmentVariable('NAME', 'VALUE', 'User')
For a persistent Machine variable, open PowerShell as administrator and use:
[Environment]::SetEnvironmentVariable('NAME', 'VALUE', 'Machine')
After either command, open a new terminal before checking $Env:NAME. The current PowerShell process keeps its old environment.
For a persistent PATH update, read and write the intended scope explicitly. For example, this appends C:Tools to the current user’s stored PATH:
$scope = 'User'
$current = [Environment]::GetEnvironmentVariable('Path', $scope)
$updated = $current + ';C:Tools'
[Environment]::SetEnvironmentVariable('Path', $updated, $scope)
Check that C:Tools is not already present before running an append command repeatedly. To change the machine PATH instead, use 'Machine'; that operation may require an elevated PowerShell session.

7. Do not use the unsafe PATH repair command
A commonly copied command is:
setx PATH "%PATH%;C:Tools"
Avoid it for long PATH values. Microsoft documents two hazards:

Use the Environment Variables… editor or the explicit .NET method above for persistent PATH changes.
8. Understand what setx actually does
setx writes a persistent value for future processes. It does not update the Command Prompt window in which you run it.
setx NAME "VALUE"
That writes the User environment by default. To write the System environment:
setx NAME "VALUE" /m
After using setx, close the current Command Prompt, open another one, and then run:
echo %NAME%
Running echo %NAME% immediately in the same window can still show the old or missing value. Also avoid setx for a PATH assignment unless you have confirmed the complete value is safely below its documented limit.
9. Repair PATH-specific problems
PATH is a semicolon-separated list of directories. Add the directory that contains the executable. For example, if the file is:

C:Program FilesExamplebinexample.exe
the PATH entry should be:
C:Program FilesExamplebin
Do not add example.exe itself. PATH lookup does not recursively search subdirectories, so an entry one level above or below the real executable will not work.
Check each entry for:
- Spelling mistakes or an extra quote.
- A directory that no longer exists.
- The wrong installation directory or architecture.
- A duplicate program installed earlier in PATH.
Command discovery searches the current directory first, then PATH directories in order. If two directories contain matching files, the earlier one wins. Windows also checks executable extensions in this order: .exe, .com, .bat, and .cmd. A same-named executable can therefore take precedence over a batch file.

Do not run:
path ;
That clears the command paths for the current Command Prompt environment; it is not a PATH repair command.
10. Test the actual executable location
If a command is still not found, confirm that the file exists at the location you added. In PowerShell:
Test-Path 'C:Program FilesExamplebinexample.exe'
Then open a new terminal and try the command again. If it works by full path but not by name, the executable is present and PATH discovery is the remaining problem.

This preserves the entry with an empty value. To remove it from the current PowerShell session:

$env:TEST = $null
For a persistent User or Machine value, use SetEnvironmentVariable() with an empty string for deletion:
[Environment]::SetEnvironmentVariable('TEST', '', 'User')
Use 'Machine' instead of 'User' when removing the machine-scoped value. PowerShell commands such as Set-Item Env:NAME, New-Item -Path Env:, and Remove-Item Env:NAME modify the current PowerShell session; they do not change the persistent User or Machine settings.
Recommended troubleshooting order
- Confirm the exact variable name and whether the problem is in Command Prompt, PowerShell, or an application.
- Inspect both User and System sections in Environment Variables….
- Check that the value or PATH directory is spelled correctly and exists.
- Use the shell-specific verification command.
- Close and reopen the affected terminal or application.
- For PATH, check duplicate installations and entry order.
- Avoid rewriting PATH with
setx; use the UI or explicit scoped PowerShell code.
Most fixes take effect when the relevant process starts again. Restart Windows only if a particular application, service, or launcher remains open and cannot otherwise be restarted.

FAQ
Why does an environment variable work in Settings but not in PowerShell?
The PowerShell window was probably opened before the variable changed. Close it and open a new PowerShell window. Then run $Env:NAME, not $NAME.
Do I need to restart Windows after changing an environment variable?
Usually not. Environment variables are copied into processes when they start. Close and reopen the affected terminal or application. Restart a parent launcher, IDE, or service if it is supplying the old environment.
What is the difference between set and setx?
set changes only the current Command Prompt window. setx saves a persistent User value by default, or a System value with /m, but it does not update the current window.
Why should I avoid setx PATH “%PATH%;new-folder”?
The command can expand PATH references and crop the resulting assignment at 1,024 characters. A long PATH can lose entries permanently. Use the Environment Variables editor or scoped PowerShell code instead.
Should PATH contain the executable filename?
No. PATH must contain the directory holding the executable. If the file is C:Toolsbintool.exe, add C:Toolsbin.
Why does Windows run the wrong version of a command?
Windows searches PATH directories in order. If another installation appears earlier, it wins. Check for duplicate directories and matching files, including .exe, .bat, and .cmd files.
The Bottom Line
When an environment variable appears not to work, verify the correct scope, use $Env:NAME or echo %NAME% in a new terminal, and check that PATH contains the correct executable directory. Most importantly, remember that existing processes keep their old environment. Reopen the affected application before reaching for a full Windows restart, and avoid using setx to rewrite a long PATH.
