Windows 11’s emoji keyboard is the emoji panel that appears when you press Windows + . (period) or Windows + ; (semicolon) inside an editable text field. It includes emoji, GIFs, kaomoji, symbols, and clipboard history.
Before changing language settings or repairing Windows, identify what is actually failing. If the shortcut does nothing in every application, the Windows text-input system may not be running. If the panel opens but emoji search fails, the problem is different. If only GIFs are unavailable, update-related GIF service changes may be responsible.
First, check which part of the emoji panel is broken
Open Notepad, click in the document, and make sure the text cursor is visible. Then press Windows + .. If that does not work, try Windows + ;.

If the panel works in Notepad but not in one particular program, Windows is probably working correctly. Check that program for updates, restart it, and test another text field before changing Windows input settings.

1. Try both supported keyboard shortcuts
- Open Notepad or another ordinary text editor.
- Click inside the document until the insertion cursor appears.
- Press Windows + ..
- If nothing happens, press Windows + ;.
- Select an emoji manually and confirm that it is inserted into the document.
The panel requires an editable text field. It will not necessarily appear when the desktop, a folder window, or a non-editable part of an application has focus.
The emoji panel is part of Windows’ text-input system, not a standalone Microsoft Store application. Searching the Store for an “Emoji Keyboard” package will not repair this feature.
2. Install the latest Windows updates
Go to Start > Settings > Windows Update, select Check for updates, install everything offered, and restart the computer. Test the emoji panel after signing back in.

To see your Windows version, open Start > Settings > System > About. Look under Windows specifications for Version.
Do not target the wrong KB number
Microsoft documented an emoji-panel search failure after the July 8, 2025 update KB5062554. In that incident, the panel opened and manual emoji selection worked, but searches could display “We couldn’t find this one.” Microsoft resolved the issue with KB5062649 and later updates.
That documented incident applied to Windows 10 version 22H2, not generally to Windows 11. On Windows 11, install the latest cumulative update available for the device instead of attempting to install that Windows 10-specific fix.
3. Restart Windows Explorer
Explorer manages parts of the Windows desktop and user session. Restarting it can restore a text panel that stopped responding without requiring a full reboot.
- Press Ctrl + Shift + Esc to open Task Manager.
- Under Processes, find Windows Explorer.
- Right-click it and select Restart.
- Wait for the taskbar and desktop to reappear.
- Open Notepad and test Windows + . again.
This is a session-level workaround. If the shortcut repeatedly breaks after Windows has been running for a while, continue with the input-service checks below.
4. Check the Windows text-input service
The service name depends on your Windows 11 release:
- Windows 11 25H2 and later: Text Input Management Service
- Earlier Windows 11 versions: Touch Keyboard and Handwriting Panel Service
Microsoft states that disabling this service can prevent ctfmon.exe from starting and stop the Windows input-method framework from initializing.
- Press Windows + R.
- Type
services.mscand press Enter. - Find the service name that applies to your Windows version.
- Right-click the service and select Properties.
- If Startup type is Disabled, change it to Manual or Automatic.
- If the service is stopped, select Start.
- Select Apply, then OK.
- Sign out and sign back in, or restart the PC.
Do not disable this service as a troubleshooting experiment. A disabled text-input service is itself a known cause of input-method failures.
5. Start ctfmon.exe manually
ctfmon.exe is a Windows text-input process. Starting it manually can confirm whether the process is the immediate reason the emoji shortcut is not responding.
- Press Windows + R.
- Enter this exact path:
C:WindowsSystem32ctfmon.exe- Press Enter.
- Open Notepad and test the emoji shortcut again.
No visible window is expected when the process starts. If this restores the panel only until the next sign-in, the underlying service or Windows component still needs attention; manually launching it is a diagnostic workaround, not a permanent repair.

6. Check keyboard and language settings only if input switching is also broken
Language settings are relevant when Windows + Space also fails to switch keyboard layouts, or when the input-language icon is missing or unresponsive. They are not normally required just because the emoji shortcut stopped working.
Review installed languages and layouts at:
Start > Settings > Time & language > Language & region
To manage the taskbar input icon:
- Open Settings.
- Go to Time & language > Typing.
- Select Advanced keyboard settings.
- Under Switching input methods, clear Use the desktop language bar when it’s available.
This setting controls the language icon and legacy language bar. It is not an on/off switch for the emoji panel.
You also do not need to add English (United States) as a prerequisite. Add or change a keyboard layout only when language switching or a specific input method is malfunctioning.
7. Repair Windows system files with DISM and SFC
If the shortcut fails in every application and the service and Explorer checks did not help, repair Windows’ component store and system files.

- Right-click Command Prompt and select Run as administrator.
- Select Yes at the User Account Control prompt.
- Run the following command:
DISM.exe /Online /Cleanup-image /RestorehealthWait for the operation to complete successfully. Then run:
sfc /scannowDo not close the Command Prompt window until SFC reaches 100 percent. DISM is run first because it repairs the component source that System File Checker may need.

Restart Windows when both commands finish and test the emoji panel again. Do not use DISM to add or remove keyboard layouts; manage input methods through Windows language settings instead.
8. Reinstall the current Windows version without removing apps or files
Windows 11 includes a repair reinstall that refreshes the current installation while preserving your applications, personal files, and settings.
- Open Start > Settings > System > Recovery.
- Under Fix problems using Windows Update, select Reinstall now.
- Follow the instructions shown by Windows.
- Keep the computer connected to power and the internet during the process.
This reinstalls the same Windows version and repairs system files and components. The option may be unavailable if:
- The computer is managed by work or school policies.
- The Windows installation is older than the Windows 11 2022 annual update.
- The required February 2024 optional update or a later update is not installed.
- Updates are controlled by enterprise deployment policies, Autopatch, or related management systems.
9. Fix a GIF-only failure by updating Windows
If ordinary emoji insert correctly but the GIF section is missing or shows “GIF service is not available,” the emoji keyboard itself is not necessarily broken.
Tenor’s previous GIF service retired on June 30, 2026. Windows 11 updates released June 23, 2026, including KB5095093 for Windows 11 versions 24H2 and 25H2, moved the panel to GIPHY. An outdated installation may therefore continue to show a GIF-service error.
Go to Start > Settings > Windows Update, install the latest available update, restart Windows, and test GIFs again. This service change does not explain a shortcut that fails to open the panel at all.

Recommended troubleshooting order
- Test both shortcuts in Notepad.
- Restart Windows or Windows Explorer.
- Install current Windows updates.
- Check the applicable text-input service.
- Start
ctfmon.exemanually. - Check language settings only if Windows + Space or the input icon is also broken.
- Run DISM followed by SFC.
- Use Reinstall now from Windows Recovery if system components remain damaged.

Why does Windows + period do nothing?
Test the shortcut in Notepad first. If it fails everywhere, restart Explorer, check the Text Input Management Service or Touch Keyboard and Handwriting Panel Service for your Windows version, and start C:WindowsSystem32ctfmon.exe. If those steps fail, run DISM and SFC.
Why can I insert emoji but not search for them?
The panel’s search function may have an update-related problem. Install the latest Windows cumulative update and restart. The documented KB5062554 search incident was for Windows 10 version 22H2, so do not treat KB5062649 as a general Windows 11 fix.
Why are GIFs unavailable while emoji still work?
GIFs use a separate online service. Update Windows, particularly on systems affected by the June 2026 transition from Tenor to GIPHY. A GIF-service error does not mean the emoji shortcut itself is broken.
