Composer memory failures have two different causes: PHP’s per-process memory_limit is too low, or the VPS has run out of physical RAM (and possibly swap). First identify which message you have, then apply the smallest remedy that fits it. Check the CLI PHP configuration, try a one-run limit such as COMPOSER_MEMORY_LIMIT=2G composer install, use Composer 2, and inspect host memory with free -m. A proc_open(): fork failed - Cannot allocate memory error requires host-level memory or swap work; changing PHP’s limit alone cannot create RAM.
Identify which memory failure you are seeing
Read the complete error before changing settings. Composer can fail inside PHP, or the operating system can refuse to start a child process. The distinction determines the fix and prevents a risky global configuration change.

A message such as PHP Fatal error: Allowed memory size of ... bytes exhausted normally means the Composer PHP process reached its active memory_limit. PHP defines this directive as the maximum memory a script may allocate. Confirm the value used by the command-line PHP binary, then raise it for Composer.
The number in the message is the allocation ceiling that PHP enforced, not a measurement of all memory in the VPS. A process can hit a 128M or 512M limit while the machine still has free RAM. Conversely, a higher PHP limit can allow the process to request memory that the VPS cannot actually provide.

proc_open(): fork failed - Cannot allocate memory
This means the operating system could not create a child process. Composer’s troubleshooting guidance associates it with a VPS that has exhausted available memory and has no swap (or insufficient swap). The remedy is to inspect RAM and swap, add a swap file when appropriate, and move to a larger VPS if the machine remains under pressure.
Do not interpret this as proof that the Composer PHP limit is too low. The failure happens while the operating system is trying to start another process, such as Git or an install script. Removing PHP’s cap cannot make a fork succeed when the host has no allocatable memory.
Why one command can show either error
Composer may allocate memory in the main PHP process and also launch Git, install scripts, or other external commands. A PHP limit increase addresses only the former. A host that is already out of RAM can still reject a child process, even when PHP is allowed to allocate more.
Timing provides a useful clue. A fatal PHP message while Composer is resolving or analyzing dependencies points toward the CLI limit. A fork error when an installer script or Git operation starts points toward host pressure. Treat timing as a clue rather than a substitute for checking the actual CLI setting and host memory.
Check the PHP configuration Composer actually uses
Web-server PHP and command-line PHP are separate execution contexts. Editing the php.ini used by a web application does not necessarily change the binary invoked from an SSH shell. Run these commands as the same user and in the same environment that runs the deployment:
php -v
php --ini
php -r "echo ini_get('memory_limit').PHP_EOL;"php -v identifies the binary and version. php --ini shows the loaded configuration file and scanned directory. The final command prints the effective CLI value, such as 128M, 512M, 1G, or -1. Treat that output as authoritative for a normal composer invocation.
Record the value before and after every change. This makes it clear whether you changed the configuration Composer reads or merely edited an unrelated file. It also gives a deployment log a concrete setting instead of an assumption about what the server is using.
Check for a different PHP binary
If a deployment script, hosting panel, or shell alias calls another PHP executable, compare the command it uses with the one tested above. Run which php if you need to locate the shell’s binary, then repeat php --ini with the exact executable path. The goal is not to change every PHP installation; it is to change or override the configuration attached to Composer’s CLI process.
A project that calls /path/to/php composer.phar can have a different configuration from an interactive composer command. Test the exact invocation used by automation, including its user account and environment, because a successful interactive test does not prove that a deployment job uses the same binary.
Do not assume a web setting controls SSH
Values shown by a web-based phpinfo() page describe the web SAPI, not necessarily CLI PHP. Always verify from the shell before concluding that a configuration edit had no effect. The CLI output from php -r is the relevant value for Composer launched from a shell.

Raise Composer’s limit for one install
A scoped override is the safest first change because it affects one command instead of every PHP script on the VPS. Try a finite value before using unlimited mode, and make sure the host has enough available memory for the value you request.
Composer command
COMPOSER_MEMORY_LIMIT=2G composer installComposer documents COMPOSER_MEMORY_LIMIT as the environment variable used as PHP’s memory_limit. The setting applies to this invocation only; it disappears when the command exits. It is therefore useful for a single deployment, a diagnostic rerun, or a scheduled job whose command can be edited without changing the server-wide CLI configuration.
To combine it with a reproducible deployment invocation, use:
COMPOSER_MEMORY_LIMIT=2G composer install --no-interaction --prefer-distKeep the command’s other options the same while diagnosing. Changing several variables at once makes it harder to determine whether the memory override fixed the original failure.
Direct PHAR invocation
php -d memory_limit=2G composer.phar installThe -d option sets a PHP directive for that process. Use this form when the project invokes a downloaded composer.phar directly or when you need to select a particular PHP executable. The override is still process-scoped and does not alter the php.ini on disk.
Use unlimited mode only as a controlled test
COMPOSER_MEMORY_LIMIT=-1 composer install
php -d memory_limit=-1 composer.phar install-1 removes PHP’s allocation cap. It does not add RAM or swap, so the kernel can still kill the process or reject a fork. It is useful to distinguish a PHP cap from host exhaustion, or for a controlled deployment on a machine with ample headroom. If the unlimited run changes a fatal PHP message into a fork failure, that is evidence that the host, not just PHP’s ceiling, is now the limiting resource.
Avoid putting memory_limit=-1 in a global CLI configuration unless every CLI PHP program on that account is intended to run without a cap. A global setting affects maintenance scripts, queue workers, and other commands that share that PHP configuration, increasing the blast radius of a Composer-specific fix.
Composer’s own internal allowance
Composer’s troubleshooting page states: “Composer internally increases the memory_limit to 1.5G.” That internal behavior is not a guarantee that a VPS has 1.5 GB available, nor does it cover the memory used by child processes. An explicit finite override can still be necessary when the active limit is lower or when a particular dependency graph needs more room.

Use Composer 2 before changing infrastructure
Check the installed release:

composer self-update --2After upgrading, run composer --version again and repeat the install. Keep the Composer version current within the compatibility requirements of your project. An upgrade can reduce the baseline memory needed by dependency resolution, but it cannot compensate for a VPS that has no available RAM or swap.
Upgrade before spending time tuning a legacy Composer 1 process. Otherwise you may optimize around memory behavior that the current major release has already improved. Still retain the host checks: Composer 2 lowers software overhead, but every process it launches competes for the same VPS resources.

Inspect RAM and swap at the VPS level
Run these commands while the failure is reproducible:
free -m
swapon --showfree -m reports memory in mebibytes, including total, used, free, available, and swap figures. swapon --show lists active swap devices or files. A fork failure combined with nearly exhausted available memory and no listed swap points to an operating-system resource problem rather than a Composer-only setting.
Run the checks immediately before and, when possible, during the install. A machine can look healthy when idle and reach exhaustion only when Composer, Git, and an install script overlap. Compare the output with the moment the error occurs rather than relying on a morning snapshot taken before deployment.
Create a 1,024 MiB swap file when policy allows
Composer’s documentation gives this example for a 1024 MiB swap file:

/sbin/swapon /var/swap.1Run it with the privileges required by your VPS. The commands create the file, format it as swap, restrict its permissions, and activate it. Confirm activation with:
swapon --show
free -mThe documented example creates 1024 MiB; it is a configuration example rather than a promise that this amount will solve every workload. A swap file also consumes disk capacity, so use the size and location allowed by the VPS provider and operating-system policy. Do not assume that merely creating the file activated it: swapon --show is the confirmation.
Make swap persistent deliberately
An activated swap file may not be enabled after reboot unless it is configured through the distribution’s normal persistence mechanism. The exact /etc/fstab syntax and service conventions vary by operating system and image, so consult that distribution’s documentation rather than copying an entry blindly. Recheck swapon --show after a planned reboot or maintenance window.
Persistence matters for deployments. A server may pass today’s install because swap is active, then fail after a reboot if the swap configuration was never made permanent. Treat persistence as a separate verification step, not as an assumption about the activation command.

Understand the performance trade-off
Swap is a safety buffer backed by disk. It can prevent an immediate allocation or fork failure, but it is slower than RAM. If Composer continuously drives the VPS into swap, the install may become extremely slow and other services may suffer. Swap should buy time or absorb a short peak, not hide a permanently undersized machine.
When swap usage rises briefly and falls after the install, it may have absorbed a short deployment peak. When it grows continuously, the workload is exceeding physical capacity for too long. In the latter case, investigate a larger plan instead of repeatedly increasing PHP’s limit.
Choose the right remedy for the resource problem

Keep the scope as narrow as practical. A one-run environment variable has a smaller blast radius than a global unlimited setting; additional RAM is faster and more durable than relying on swap.

A PHP directive changes what one process is permitted to allocate. Swap changes the operating system’s ability to handle a shortfall by using disk. A larger VPS changes the physical capacity available to every service. Applying a remedy at the wrong layer can leave the original error unchanged.
Re-run the install in a reproducible way
Once the CLI limit, Composer version, and host resources are addressed, repeat the same operation and capture its output. For a deployment that already has a lockfile, use:
composer install --no-interaction --prefer-dist- Run
php -r "echo ini_get('memory_limit').PHP_EOL;"and record the effective value. - Confirm the Composer release with
composer --version. - Check
free -mandswapon --showbefore starting the install. - Apply the scoped override, for example
COMPOSER_MEMORY_LIMIT=2G composer install --no-interaction --prefer-dist. - Watch whether the failure occurs during dependency resolution, archive extraction, an install script, or an external command.
- After completion, verify the application and any generated files before removing temporary diagnostic settings.
Use the lockfile that the deployment expects. Do not delete composer.lock to solve a memory problem. Re-resolving dependencies changes the work Composer performs and can change the deployed versions; it is unrelated to restoring memory capacity and can make the operation less predictable.
Capture the command output, the CLI limit, Composer version, and memory checks together. That record helps distinguish a PHP-cap problem from a host-capacity problem if the next deployment fails under a different load.
When the failure occurs in a child process
Composer may reach an install script, Git operation, or another external command and then fail. If the log identifies such a child process, raising Composer’s PHP limit may not solve it. Check host memory at the moment of failure and examine the command named in the error. Child processes have their own allocations and compete for the same VPS RAM and swap.
A useful distinction is timing: a fatal PHP message emitted while Composer is calculating dependencies points toward the CLI limit; a fork error appearing when an installer script or Git command starts points toward host pressure. Treat this as a diagnostic clue, not an absolute rule, and confirm with free -m.
Do not keep retrying the same child-process failure with increasingly large PHP limits. Once the parent process can start, the next process still needs memory. Check whether another service or a concurrent deployment is consuming the available capacity, and repeat the test with the same external command visible in the log.

Know when to resize the VPS
Choose a VPS plan with more memory when the machine remains exhausted after a reasonable swap buffer is enabled, when swap usage grows continuously during every install, or when the kernel kills processes. Those symptoms indicate a capacity shortfall rather than a missing Composer flag. More RAM also improves performance because it avoids disk-backed paging.
Before resizing, identify other services sharing the host—such as the web server, database, queue workers, or monitoring agents—because Composer competes with them. Schedule the install when normal load is low, stop nonessential workers if your deployment procedure permits it, and then reassess peak usage. If the same workload repeatedly consumes nearly all available memory, resizing is the durable fix.
A VPS resize is an infrastructure decision, not a Composer setting. Check the provider’s current plan details, resize procedure, and any expected maintenance interruption before scheduling it. The relevant comparison is capacity and reliability: RAM is faster than swap and remains available to all services after the deployment ends.
A compact decision path
- See “Allowed memory size exhausted”: print the CLI

Will changing the web server’s php.ini fix Composer over SSH?
Not necessarily. Web and CLI PHP can load different configuration files. Use php --ini and print the value from the shell; that CLI value is the one relevant to a normal Composer command.
Is COMPOSER_MEMORY_LIMIT=-1 safe?
It removes PHP’s cap but does not add RAM or swap. Use it only as a controlled diagnostic or on a host with ample headroom; child processes can still fail, and a global unlimited CLI setting affects every script using that configuration.
