Press Windows key + V. If Windows asks you to enable clipboard history, select Turn on. You can also enable it at Settings > System > Clipboard > Clipboard history. Clipboard history is disabled by default, so an inactive feature is the most common reason the panel appears not to work.
Then identify which problem you actually have: a panel that will not open, an empty local history, entries that disappear after a restart, a single item that will not save, or history that will not sync to another device. Each symptom has a different documented explanation and check.
Start with the symptom, not a random repair
Clipboard history has two separate functions. Local history stores recent clipboard entries on the Windows device. Cross-device sync sends eligible entries to other devices signed in with the required account. Turning on one does not automatically prove that the other is configured.

Turn clipboard history on
Enable it from the Windows key + V panel
- Press Windows key + V on the keyboard.
- If the panel says clipboard history is not enabled, select Turn on.
- Copy a small piece of text, press Windows key + V again, and check whether the new entry appears.
The shortcut opens the history panel; it does not by itself enable the feature. If the panel shows an activation prompt, the prompt is the setting you need to change.
Enable it through Settings
- Open Settings.
- Choose System.
- Select Clipboard.
- Turn on Clipboard history.
- Copy a new text item and reopen the panel with Windows key + V.
If the shortcut is inconvenient or the panel is not appearing, the Settings route is the direct way to verify the switch. Do not treat a blank panel as proof that Windows has lost the feature until this toggle is on.
If the panel opens but history is empty
Confirm that you are testing with a new copy
After enabling the feature, copy a short text string and open the panel again. This separates an activation problem from an expectation that older clipboard contents will be recovered. The documented procedure establishes that history must be enabled before the panel can collect entries; it does not promise recovery of content that is no longer present.
Understand the 25-entry limit
Microsoft states: “Your clipboard history is limited to 25 copied entries.” When new entries arrive after that limit, older unpinned entries are displaced. A panel that no longer shows a very old item can therefore be operating normally rather than failing.
Check whether a restart cleared the list
Microsoft also states: “Clipboard history gets cleared each time you restart your PC, except for the items you’ve pinned.” A restart, shutdown, or similar reboot can make the list look empty even though the feature remains enabled. This is a retention rule, not an indication that the setting was switched off.

Pin entries that must survive a restart
Open the clipboard panel with Windows key + V, locate the entry you need to keep, and use the item’s Pin command. Pinned entries are the exception to the normal clear-on-restart behavior. Pinning does not remove the 25-entry limit for the rest of the list, and it does not turn every future copy into a permanent archive.
Fix clipboard history that will not sync between devices
Local history and synchronization are separate checks. A working panel on one computer does not mean that entries will automatically appear on another.
Enable history across your devices
- Open Settings.
- Go to System > Clipboard.
- Turn on Clipboard history across your devices.
- Choose the automatic synchronization option if you want eligible copies to sync without selecting them individually.
The setting is separate from the main Clipboard history switch. Both need to be enabled for local collection and cross-device synchronization.
Use the same account on every device
Microsoft says clipboard synchronization is tied to the Microsoft account or work account used by Windows. Check the account shown on each device and sign in with the same account before testing. A personal account on one PC and a different account on another will not satisfy that requirement, even if both computers have history enabled.
Microsoft’s description of Cloud Clipboard also covers devices signed in with a work or school account in its Essential services and connected experiences for Windows documentation. The account type matters when you are diagnosing a managed or school-connected setup.

Use manual synchronization for a text item
Automatic synchronization is optional. To send a particular text entry manually, press Windows key + V, find the text item, and select the panel’s sync button for that item. This is useful when you want local history to remain enabled but do not want every eligible copy sent to your other devices.
The documented manual option applies to a text item. If a non-text object does not offer the same sync control, the Microsoft guidance does not establish that it can be synchronized in that way.
Separate a sync failure from a local-history failure

When one copied item will not enter history
Check the 4 MB per-item limit
Microsoft documents a 4 MB size limit per clipboard item. If a single copy operation contains more than that, it falls outside the stated limit. This is a per-item limit, not a promise that the entire history can contain 4 MB multiplied by 25.
Check the documented formats
Microsoft documents support for text, HTML, and Bitmap clipboard formats. A small text copy is a useful diagnostic: if plain text appears but a particular object does not, the difference may be the item’s size or format. The official guidance does not establish a universal workaround for every other clipboard format, so do not assume that a missing specialized object can be repaired with a registry change or a background-service restart.
Run a controlled test
- Copy a short sentence from a text editor.
- Press Windows key + V.
- Check whether the sentence appears.
- If it does, repeat with the item that originally failed and compare its approximate size and format.
This test does not change any settings. It simply tells you whether the problem affects history generally or one item that may exceed the documented boundaries.

Why entries disappear after restarting Windows
Clipboard history is designed as a recent-entry list, not permanent storage. Microsoft’s documented behavior is that history is cleared whenever you restart the PC, except for pinned entries. Therefore, an entry that was visible before a restart can be absent afterward without any setting being broken.
Use pinning for repeat-use content
Pin a frequently reused text item from the history panel before restarting. After the computer comes back up, open Windows key + V and look for the pinned entry. Keep in mind that pinning addresses restart retention; it does not increase the 25-entry capacity for unpinned items or remove the 4 MB limit.
Do not confuse displacement with a restart clear
An item can disappear for two documented reasons: a restart clears unpinned entries, and new copies eventually displace older unpinned entries once the 25-entry limit is reached. If the list changes while the PC remains on, the capacity rule is the relevant explanation. If it vanishes after reboot, the restart rule is the relevant explanation.

Follow this order so that a sync setting or item-size question does not distract from a disabled local feature.

- Check retention. If you restarted recently, expect unpinned entries to be gone. If you copied more than 25 items, expect older unpinned entries to have been displaced.
- Check item eligibility. For an individual missing item, compare it with the 4 MB limit and the documented text, HTML, and Bitmap formats.
- Test synchronization separately. In Settings > System > Clipboard, enable Clipboard history across your devices, choose automatic sync or use the manual sync control on a text item, and verify the same account on both devices.
- Record the remaining symptom. Note whether the panel fails to open, local entries fail to appear, entries disappear only after restart, or only another device is missing them.
This order avoids treating expected retention behavior as a software failure and avoids troubleshooting cloud synchronization before local history has produced a test entry.

Windows 10 and Windows 11 considerations
Microsoft’s clipboard documentation covers both Windows 10 and Windows 11, including the activation path, synchronization setting, retention behavior, and limits described above.
Microsoft states that Windows 10 support ended on October 14, 2025. PCs continue to work after that date, but Microsoft no longer provides free Windows Update software updates, technical assistance, or security fixes for Windows 10. That support change does not, by itself, explain a clipboard-history symptom. Use the clipboard settings and behavior checks for the feature problem rather than assuming that the support end date disabled it.
What the documented guidance does—and does not—establish
The published Microsoft instructions establish activation, the separate cross-device switch, account matching for synchronization, restart and capacity behavior, and the per-item size and format boundaries. They do not identify a single universal repair for every persistent failure after those checks.
For that reason, avoid unverified fixes such as registry edits, deleting system files, restarting an unnamed service, or buying additional software. If a small text item still does not appear after history is enabled, or if synchronization still fails with the toggle enabled and the same account on both devices, preserve the exact symptom and configuration details when seeking Microsoft support. Do not present an undocumented repair as guaranteed.
Final checklist
- Use Windows key + V to open the panel.
- Turn on Clipboard history from the prompt or Settings > System > Clipboard.
- Copy a new, small text item to test local collection.
- Remember that unpinned history clears after a restart.
- Remember that the list holds up to 25 copied entries and older unpinned entries are displaced.
- Pin entries that must remain after restarting.
- For cross-device use, enable Clipboard history across your devices.
- Use the same Microsoft account or work account on every device.
- Choose automatic sync or manually sync a text item from the history panel.

Bottom line
Most clipboard-history complaints are resolved by enabling the feature first, then treating retention, item limits, and cross-device synchronization as separate issues. If the documented settings and limits do not explain the failure, Microsoft’s published guidance does not provide a universal additional fix; keep the remaining symptom precise rather than applying unsupported system changes.
