A classic PlayStation game can fail for three different reasons: your account is not entitled to it, the download is failing, or the installed game cannot start. Check entitlement first, then follow the branch that matches the symptom. A PlayStation Plus Classics Catalog title is governed by your current membership and the catalog’s availability; a purchased title is governed by the account that bought it. A padlock or missing game usually points to licensing, while a stalled queue points to downloading and an installed game that closes or refuses to start points to launch troubleshooting.
The distinction matters because rebuilding a database cannot grant ownership, and restoring licenses will not repair every damaged download. Use the checks below in order, and note the exact message you see. “Game download won’t start,” “Can’t download locked game,” and “game doesn’t start” are separate support problems with overlapping but different remedies.
1. Identify how you are supposed to access the game
Do not troubleshoot storage or Safe Mode until you know which account or membership provides the game. “Classic PlayStation game” may mean a title you purchased, a game shared by another account on the console, or a PlayStation Plus Classics Catalog title. Each route has a different entitlement check.

Catalog contents and plan eligibility can change. Sony’s catalog guide does not establish one universal compatibility list for every classic title, so verify the current listing on your console instead of assuming that a particular game is included. A title that appeared in the catalog previously may no longer be offered, and an active membership by itself does not guarantee access to every classic game.

Purchased games
Sign in with the account used to buy the game. Open the Library and check transaction history. If the purchase was made on a different account, downloading it from another profile will not establish ownership by itself. Check the account before deleting anything: a reinstall started from an account with no entitlement can leave you looking at a purchase prompt rather than fixing the original problem.
If the purchase account is available on the console, use that profile for the first entitlement test. Once ownership is confirmed, other profiles can use the game only when the console’s sharing or primary-console setting allows it.
Games shared from another account
On PS5, the purchasing account must use Console Sharing and Offline Play on the console. On PS4, the purchasing account must activate that PS4 as its primary console. If sharing was disabled, a second profile can see a padlock even though the purchasing account still owns the game. Have the owner sign in and check the relevant setting rather than repeatedly retrying the download from the secondary profile.

If the owner’s account no longer has the purchase, or the console is no longer the activated primary/console-sharing device, license restoration alone will not create access.
Classics Catalog games
Open the PlayStation Plus section and select the title from the current catalog. The correct membership level is required to download a catalog game. A title can also leave the catalog, in which case an active subscription alone does not preserve download access. Check both the membership status and the title’s current listing.
Catalog access is different from owning a purchased copy. If the subscription expires, is not the required plan, or the title leaves the catalog, the game may become locked even though its files remain on the drive. Confirm the entitlement before treating that lock as a corrupted installation.
Streaming instead of downloading
Streaming is a separate access path. Sony specifies a minimum broadband speed of 5 Mbps for streaming; 1080p streaming requires at least 15 Mbps and a game that supports 1080p. Those figures are connection requirements, not a guarantee that every catalog title supports streaming at that resolution. A title may be eligible to download but not offer streaming, or may stream at a resolution below 1080p.

If you are trying to stream, check the title’s current streaming availability and the membership level before troubleshooting a download queue. A slow connection can affect stream quality, but it does not explain a padlock on a purchased game.
2. Fix a padlock, missing purchase, or “locked game” message
After confirming the correct account, restore the console’s licenses. Sony says this refreshes the entitlement information and that “restoring licenses won’t affect your data.”

- PS5: Open Settings > Users and Accounts > Other > Restore Licenses, then select Restore.
- PS4: Open Settings > Account Management > Restore Licenses, then select Restore.
Return to the Library after the process finishes and try the download again. If the title belongs to another account, perform the ownership and sharing checks while signed in to that purchasing account. If it is a Classics Catalog title, confirm that the subscription is active and that the game still appears in the current catalog.
Restoring licenses is an entitlement refresh, not a data-repair operation. It should not remove saved data, but it also cannot restore a purchase made on a different account, reactivate a disabled sharing setting, or bring back a title that has left the catalog. Those conditions must be corrected first.

3. Fix a download that will not start or is stuck
Use this branch when the game is entitled to your account but the download remains queued, pauses immediately, or stops partway through. A failed transfer and a locked title can look similar in the Library, so confirm the account route before changing the queue.
Check PlayStation service status first
Temporary service problems can prevent a download from starting. Check Sony’s current PlayStation service-status information before repeatedly deleting and retrying the same item. If an outage is reported, wait until the affected service is restored. Repeated retries during an outage can make it harder to tell whether the console or the service caused the failure.
Verify system software and storage
- Install any available PS4 or PS5 system-software update.
- Confirm that the console has enough free storage for the game and its required data.
- If you use external storage, verify that it is connected and recognized before starting the download.
A nearly full drive can leave a title visible in the Library while preventing the installation from completing. Free space is relevant to the installation itself, not just to the download’s temporary transfer. If the game is being installed to USB extended storage, check that the drive is available to the console before starting another attempt.
Do not confuse the space occupied by the game with saved progress. The download or installed-game data can be removed and downloaded again; that action is separate from deleting a save. Nevertheless, check what you are selecting on screen so you do not remove the wrong item.
Pause and resume the queue item
- Open the console’s downloads or uploads queue.
- Select the classic game and choose Pause.
- Wait briefly, then choose Resume.
This reopens the transfer without discarding the partially downloaded data. Watch whether the item changes from queued or paused to actively downloading. If it immediately returns to the same state, continue with the fresh-download step rather than pausing it indefinitely.
Cancel, delete, and start a fresh download
If pausing and resuming does not clear the fault, cancel or delete the failed item from the queue. Return to the Library or the PlayStation Plus catalog and start the download again. This is different from deleting a save: the operation removes the download or installed game data, not your saved progress stored separately.
Start the retry only after confirming the correct account and current catalog listing. For a purchased game, use the purchasing account’s Library; for a shared game, verify the owner’s sharing setting; for a Classics Catalog title, verify both membership and availability. If the new attempt fails at the same point, record that pattern and the displayed code.

Use Safe Mode database tools only after ordinary retries
If service status, software, storage, and a fresh queue attempt do not help, use the database option in Safe Mode:
- PS5: choose Clear Cache and Rebuild Database.
- PS4: choose Rebuild Database.
These options address database or cached-data problems; they do not create an entitlement for a game your account does not own. Use them after the less disruptive queue and account checks, and allow the console to finish before trying the download again.
4. Fix a game that downloads but will not launch
Use this branch when installation completes but selecting the game produces an error, returns you to the home screen, or leaves the title unable to start. A successful installation proves that files reached the console; it does not prove that the current profile can validate the license.
Restart, then retry the game
Restart the console completely and try the game once more. A restart clears a transient process without changing the installed game or saved data. If the title launches after a restart, note whether the failure returns so support can distinguish a one-time interruption from a repeatable fault.
Complete the account and license checks
Make sure the profile launching the game is entitled to it, that any required sharing setting is enabled, and that the console’s licenses have been restored using the menu path above. A game can install successfully and still refuse to launch when its entitlement cannot be validated.

For a Classics Catalog game, check the active plan and current catalog listing again. For a purchase, confirm the transaction under the purchasing account. For a shared purchase, check PS5 Console Sharing and Offline Play or PS4 primary-console activation. These checks are especially important when the game was installed by one profile and is being launched by another.
Update the console and reinstall the game
- Install the latest available system-software update.
- Delete the installed game from the console.
- Download it again from the Library or the current Classics Catalog listing.
- Use a wired connection if possible during the new download.
Reinstalling replaces damaged game files. It does not make a removed catalog title available or transfer a purchase between accounts. If the reinstall is itself blocked, return to the download-failure branch and check service status, storage, and the queue.
Move a PS5 game from USB extended storage
If the PS5 game is installed on USB extended storage, move it to the console’s internal storage and try again. Sony specifically lists this as a launch remedy for games installed externally. The move changes the installation location; it does not change the account or membership that grants access.
After the move completes, retry the title from the profile that should have access. If the same error appears on internal storage, continue with license, software, reinstall, and Safe Mode checks rather than repeatedly moving the files.

Use the applicable Safe Mode option
On PS5, try Clear Cache and Rebuild Database. On PS4, try Rebuild Database. Retry the game after the console finishes the operation. If the PS5 still cannot launch the title, Sony’s later-stage guidance includes backing up important data and reinstalling system software through Safe Mode. Treat system-software reinstallation as a last resort because it is more disruptive than rebuilding the database.
Do not jump to system-software reinstallation while the game is merely locked or absent from the account. First establish entitlement and use the less disruptive remedies. If you reach the reinstallation stage, preserve important data as Sony advises and follow the exact current Safe Mode instructions for your console.
5. Download failure versus launch failure: choose the right branch

The symptom determines whether you are repairing access, a transfer, or installed data. A padlock is not evidence of low storage, and a full queue is not evidence that the purchase is missing. Follow the matching branch first, then escalate only when its ordinary steps fail.
6. Capture the error code before escalating
Write down the exact code and message before changing more settings. Also record whether the game was purchased, shared, downloaded from the Classics Catalog, or streamed; which profile was signed in; whether the failure occurred during download or launch; and the approximate time of the attempt. A screenshot or short video can show the message more accurately than a paraphrase.
Sony’s CE-106487-6 support page is an example of code-specific guidance for a PS5 download or installation problem. Its listed remedies include updating system software, restoring licenses, deleting and retrying the download, and rebuilding the database in Safe Mode. Do not apply that code’s instructions as a universal fix: use the Sony support page for the exact code displayed on your console.
Keep the sequence of attempts: entitlement check, license restoration, queue retry, reinstall, storage move, or Safe Mode operation. That timeline helps support avoid repeating steps and shows whether the failure changed from downloading to launching.

Contact PlayStation Support when the title is correctly owned or currently eligible, the service is operating, storage and software are in order, and the relevant queue, license, reinstall, and Safe Mode steps have failed. Provide:
- The exact error code or on-screen wording.
- Whether you are using PS4 or PS5 and whether the game is on internal or USB storage.
- The account or membership route that should provide access.
- The steps that reproduce the problem, in order.
- The time of the failed attempt and any screenshot or video.
This information lets support distinguish an entitlement problem from a corrupted download, a storage issue, or a console-level launch failure. If the game is shared, say which account owns it and which sharing or primary-console setting is enabled. If it is a catalog title, identify the membership level and whether the title still appears in the current catalog.

Why is my classic game locked?
A padlock usually means the current profile cannot validate entitlement. Check the purchasing account and transaction history, the PS5 Console Sharing and Offline Play or PS4 primary-console setting, or the active PlayStation Plus plan and current catalog listing. Then restore licenses: PS5 uses Settings > Users and Accounts > Other > Restore Licenses; PS4 uses Settings > Account Management > Restore Licenses.
Why won’t my PS4 or PS5 game start after it installs?
Restart the console, verify the account or membership entitlement, restore licenses, update system software, and reinstall the game. On PS5, move a game installed on USB extended storage to internal storage. Then try PS5 Clear Cache and Rebuild Database or PS4 Rebuild Database in Safe Mode.
Will restoring licenses delete my saves?
No. Sony’s PlayStation Support guide states that restoring licenses won’t affect your data. It refreshes entitlement information; it does not repair every damaged installation or restore access to a purchase or catalog title that is no longer eligible.
Can I download every classic PlayStation game with PlayStation Plus?
