The error usually means you are running bootrec in a normal Windows Command Prompt instead of the Windows Recovery Environment (WinRE). The accepted answer on a Microsoft-hosted community Q&A recommends opening Command Prompt from WinRE; running the normal prompt as administrator is not the fix described there.
Why Windows says Bootrec is not recognized
The reported message is: “bootrec.exe is not recognized as an internal or external command, operable program or batch file.” A Microsoft-hosted community Q&A’s accepted answer attributes it to trying the command while logged in to Windows, and advises using the Command Prompt in WinRE instead. The page dates from October 18, 2021; this is accepted community guidance, not an official Microsoft product article.
In practical terms, changing a regular Command Prompt to “Run as administrator” does not put it in the recovery environment. The relevant distinction is where the prompt was opened, not simply whether it has administrator privileges.

Choose a Bootrec command for the problem
The accepted answer lists these commands as examples:
bootrec /fixmbrbootrec /fixbootbootrec /scanosbootrec /rebuildbcd
They are not a universal sequence to run for every boot failure. The community answer names them but does not diagnose which one applies to a particular machine. Use a command only when it matches the startup problem you are trying to address; if you are unsure, consult recovery guidance for your exact Windows version and device before changing boot configuration.

If you cannot reach WinRE
The cited Q&A does not verify a current fallback procedure for devices that cannot open WinRE. Consult Windows recovery instructions for your specific Windows version and device rather than assuming that a USB drive is required or following unverified steps. The accepted answer’s suggested route uses Shift+Restart and does not state that external recovery media is necessary.
