An audit backlog is fixed by making risk-based choices, not by asking an overstretched team to work faster. Refresh the risk-based plan, rank pending work against current business priorities, define a proportionate scope for each retained engagement, calculate usable capacity and skills, remove duplicated testing, and fill only specific gaps through qualified internal or external support. Then report deferred coverage and resource limitations to senior management and the board. This gives governance a defensible view of both completed assurance and the risks the function cannot currently cover.

Why an audit backlog is a governance problem

A backlog can mean several different things: there may be more approved work than available hours, the team may lack a specialist skill, assignments may be waiting on the same scarce reviewer, or multiple assurance providers may be testing the same controls while important risks remain untouched. Treating all four conditions as “understaffing” leads to the wrong remedy.

The current Global Internal Audit Standards put the responsibility with the chief audit executive (CAE): The chief audit executive must ensure that internal audit resources are appropriate, sufficient, and effectively deployed to achieve the approved plan. “Appropriate” concerns knowledge, skills, and competencies; “sufficient” concerns quantity; and effective deployment means using resources to optimize the approved plan. The standards also require a risk-based plan aligned with organizational goals, consultation with senior management and the board, adjustment when risks or business conditions change, and communication of resource needs and the effects of limitations.

The IIA’s Developing a Risk-Based Internal Audit Plan, 2nd Edition took effect on July 16, 2025, replacing the 2020 edition. It is designed to help functions focus limited resources on the organization’s most pressing issues. Use that current guidance and the standards as the governing framework; an older 2018 staffing position paper can inform options, but it does not replace current requirements.

Step 1: Build one visible backlog inventory

Do not begin by assigning the next available auditor. First create a single list of every pending engagement and major audit task, including work that is partially complete or informally promised. This is an implementation tool, not a mandated IIA template, but it makes risk and capacity decisions auditable.

  • Work item: engagement name, business owner, and the risk or objective it addresses.
  • Status and age: not started, planning, fieldwork, reporting, or follow-up; include the date it entered the backlog.
  • Commitment: board, regulatory, legal, charter, or management commitment, with any required date.
  • Estimated effort: remaining hours rather than the original budget, separated into fieldwork, review, reporting, and follow-up.
  • Dependencies: data access, management availability, technology changes, or another provider’s work.
  • Competencies: technology, data, financial, regulatory, investigative, language, or industry knowledge required.
  • Quality and independence constraints: conflicts, required supervision, and whether the proposed team can remain objective.

Include cancelled or repeatedly deferred work with a documented status. Hiding an item by removing it from the schedule does not remove the underlying exposure; it removes visibility of the assurance gap.

Step 2: Re-rank overdue work against current risk

An old due date is not, by itself, a reason to perform an audit next. Reassess each item using current business objectives, management’s risk information, prior audit results, known incidents, changes in systems or regulation, and input from senior management and the board. The standards require the CAE to review and adjust the plan when the organization or its risks change.

Use a documented decision for every item

  1. Retain now: the exposure is consequential and current assurance is needed.
  2. Resize: preserve the objective but narrow testing to the significant risks and controls.
  3. Reschedule: move the work to a stated future period with an identified trigger or review date.
  4. Remove from the plan: only when the risk, objective, or assurance need has genuinely changed; record who approved the change.

A practical ranking record should state the risk addressed, why its priority changed, the decision taken, and the resulting coverage trade-off. This prevents an influential stakeholder from turning a “first in, first out” queue into an accidental risk appetite.

Separate mandatory work from discretionary coverage

Mark statutory, regulatory, board-directed, and charter-based commitments separately from discretionary reviews. A mandatory item may still require a revised scope or source of support, but it should not silently compete with optional work. If two commitments conflict, escalate the conflict with the capacity and risk consequences rather than promising both.

Step 3: Give every retained engagement a bounded objective and scope

Backlogs grow when an engagement has no clear stopping point. For each retained item, write the decision or assurance the work must support, the risk covered, the period and locations included, and the evidence proportionate to that objective.

Build the scope from a preliminary risk assessment

The IIA engagement-planning guidance describes a sequence of understanding context, gathering information, performing a preliminary risk assessment, setting objectives, defining scope, allocating resources, and documenting the plan. A risk-and-control matrix or heat map can identify significant areas before the team writes a large test program.

  • State what would constitute a significant failure for the stated objective.
  • Test controls that address that failure, rather than every control in the process.
  • Define exclusions explicitly, including systems, entities, periods, and controls not examined.
  • Set evidence and review requirements before fieldwork so “just one more test” does not become the default.

Resizing is not lowering standards. It is matching the evidence to the assurance question. If the narrower scope cannot support the intended conclusion, change the conclusion or escalate the residual risk; do not imply full coverage.

Step 4: Calculate usable capacity, not headcount

A team of eight does not have eight people’s worth of audit hours. Subtract leave, training, mandatory administration, quality reviews, committee work, investigations, follow-up, and time lost to dependencies. Then compare the remaining hours and competencies with the remaining effort in the inventory.

Diagnose the constraint

Observed condition What it means First response
Enough total hours, but a few assignments wait for the same specialist or reviewer Scheduling or skill bottleneck Reallocate sequencing, add qualified supervision, train, or source the specific skill
Many staff hours remain, but work is concentrated in low-priority projects Poor deployment Move people to the highest-risk retained work and stop low-value tasks
Every qualified person is committed and high-priority work exceeds remaining hours Quantity shortfall Resize or defer transparently and present a resource case
Work repeatedly waits for data, management interviews, or another assurance report Dependency or coordination problem Set owners and dates, sequence around the dependency, and assess usable prior work

Use remaining effort by competency and review level, not just a single total. An engagement requiring cyber expertise cannot be staffed by unused general-audit hours without changing its risk treatment. Likewise, adding a junior auditor may increase execution capacity while increasing senior review demand.

Make the capacity gap explicit

A simple management calculation is: usable hours by skill and period minus remaining hours by skill and period. Show the assumptions, including non-audit duties and planned contingency. The result is not a universal staffing formula; it is a transparent basis for deciding what can be delivered, when, and with what residual risk.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 5: Reallocate work and remove duplicated assurance

Once priorities and capacity are visible, rebalance assignments. Match scarce skills to the highest-risk work, move routine tasks to appropriately supervised staff, and change sequencing to avoid idle time while a dependency is unresolved. Preserve independence and objectivity when moving people between roles.

Reuse reliable prior work carefully

Prior audit work, control testing, monitoring results, and other assurance reports can reduce duplicated effort when they are still relevant. Confirm the period, scope, methods, exceptions, remediation status, and quality of the work before relying on it. A prior report is not evidence for a changed system merely because its title looks similar.

Coordinate with other assurance providers

The standards call for coordination with internal and external assurance providers and consideration of reliance on their work. Assess the provider’s competence, objectivity, and due professional care; understand its objectives, scope, procedures, and results; and document how the work supports the internal audit conclusion. The CAE remains accountable for the support of that conclusion. Coordination should close gaps, not create a spreadsheet that merely records overlapping reviews.

Use internal specialists without compromising independence

Subject-matter experts from technology, compliance, finance, or operations may contribute where their knowledge is needed and independence and objectivity can be protected. Define their role, supervision, access, and conflict controls before they perform or approve work. A process owner should not test or conclude on controls for which that person is responsible.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 6: Choose the least risky way to fill a specific gap

External support is a remedy for a defined capacity or capability gap, not a substitute for prioritization. The 2018 IIA staffing paper describes options from dedicated in-house staff and internal guest auditors to external resources; the appropriate arrangement depends on the organization’s size, complexity, and risk profile. Current standards still retain CAE accountability for planning and resource management.

Option Best fit Advantages Safeguards and trade-offs
In-house reallocation Priority can be met by changing assignments or sequence Fastest use of existing knowledge; usually lowest approval friction Does not add total hours; protect independence and avoid overloading reviewers
Internal guest auditor Temporary subject expertise or additional execution capacity Organizational context and potentially quick access Screen conflicts and operating responsibility; define supervision and quality review
Cosourcing A defined specialist need or temporary capacity shortfall Adds expertise or hours without permanently expanding the function Specify scope, deliverables, data handling, independence, cost, review, and ownership of conclusions
External specialist Rare technical, regulatory, investigative, or geographic capability Access to skills unavailable internally Confirm competence, objectivity, confidentiality, supervision, and how evidence will be evaluated
Deferral or scope reduction Added resources are not justified or cannot arrive in time Honest plan that avoids unsupported assurance Creates a visible coverage gap that must be reported and revisited

Before approval, state the risk addressed, why internal capacity is insufficient, the expected period of support, oversight arrangements, cost implications, and the decision rights that remain with the CAE. Outsourcing execution does not outsource accountability.

Step 7: Report the residual coverage risk

A backlog should appear in governance reporting as a coverage decision, not as a private scheduling inconvenience. Present the revised plan, completed and deferred work, resource requirements, material dependencies, and the effects of limitations to senior management and the board.

  • Please Note: To reach 10Gbps speed, keep the cable under 3.3 ft. For USB A Male to USB C adapters, try flipping the USB C connector. USB C Male to USB A adapters support bidirectional 10Gbps transfer within 3.3 ft

Use a concise coverage statement

For each deferred or resized item, report the risk addressed, the work not performed, the reason, the interim monitoring or compensating assurance, the planned review trigger, and the owner of the decision. Distinguish “not started,” “in progress,” and “concluded with limited scope.” These statuses carry different assurance meanings.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When requesting resources, connect the request to a consequence: an uncovered high-risk process, a required specialist capability, a regulatory commitment, or a review bottleneck. Present alternatives such as deferral, narrower scope, internal borrowing, or cosourcing with their effects, rather than presenting headcount as the only answer.

Step 8: Use workflow tools to support execution

Workflow and follow-up tools can track owners, status, dependencies, evidence requests, review points, and remediation. They may also support routine analysis. The IIA’s small-function guidance describes these uses but does not establish that software alone reduces backlogs or quantify an outcome.

Configure a tool around the decisions already made: risk ranking, approved scope, accountable owner, due dates, review gates, and escalation rules. Do not automate a low-risk queue ahead of a high-risk decision. A dashboard should make it easy to see overdue high-risk work, blocked items, hours by competency, and changes approved since the last board report.

Three backlog patterns and the right intervention

Too much work for available hours

Evidence: the inventory shows that high-priority effort exceeds usable hours even after reassignment. Action: resize or reschedule only with a documented risk decision, then present the coverage trade-off and resource case to governance.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Skills mismatch

Evidence: total hours appear adequate, but required competencies or independent reviewers are unavailable. Action: match work to existing capability, borrow qualified internal expertise where independence permits, develop skills where timing allows, or source a narrowly defined specialist need.

Poor coordination or repeated work

Evidence: multiple providers examine the same controls while another risk has no current assurance, or teams wait for reports that already exist. Action: map assurance coverage, inspect the reliability and relevance of prior work, and document the basis for any reliance.

Metrics that show whether the backlog is improving

Use measures that connect activity to risk rather than celebrating a falling item count. Review them at the cadence appropriate to the function and report material changes to governance.

  • Risk-weighted open work: number and significance of unresolved items, not just total count.
  • Coverage by priority: high-risk objectives with current, planned, limited, or no assurance.
  • Age and movement: time in each status, items newly added, completed, resized, and deferred.
  • Capacity variance: planned versus usable hours by competency, including review capacity.
  • Dependency delay: days blocked by data, management access, technology changes, or other providers.
  • Reliance quality: work accepted, rejected, or requiring additional testing after provider assessment.
  • Resource decision cycle: time from identifying a material gap to approving reallocation or sourcing.

These are management measures, not universal IIA thresholds. Set targets with the audit committee in light of the charter, legal obligations, organizational risk, and the function’s size.

A practical 30-day reset

  1. Days 1–5: freeze new discretionary promises, collect every open item, and validate risk, status, age, dependencies, effort, and required skills.
  2. Days 6–10: consult management and the board or audit committee on changed objectives, incidents, regulatory commitments, and risk appetite.
  3. Days 11–15: rank the inventory, set bounded objectives and scopes for retained work, and identify items requiring a formal deferral decision.
  4. Days 16–20: calculate usable capacity by skill and review level; test reassignment, sequencing, prior-work reliance, and internal specialist options.
  5. Days 21–25: develop a narrow cosourcing or specialist proposal for any remaining critical gap, including independence, oversight, cost, and approval requirements.
  6. Days 26–30: issue the revised plan and coverage statement, configure tracking, assign owners, and set the next review trigger for risks and capacity.

After the reset, repeat the risk and capacity review whenever the organization, risk profile, or available resources materially change. A one-time cleanup will not hold if new work enters the queue without a priority decision.

What the staffing evidence does—and does not—show

The IIA’s 2024 North American Pulse of Internal Audit, as reported in a 2025 IIA article, found that 17% of internal audit functions had one to three full-time employees and 35% had four to nine. The same report said 60% of all audit functions used outsourcing or cosourcing to cover assurance gaps, compared with 32% of the smallest functions. These are survey findings for that population and period, not staffing benchmarks or proof that sourcing clears a backlog. They should inform a discussion, not determine the right model for a particular organization.

For a small team, the constraint is real: Amiri Abdallah, director of advisory services at Diamond Consulting Group in Boca Raton, Florida, told the IIA, We all know that, as a small team, you can’t audit everything and called a risk-based audit plan the secret weapon for the small team. The practical implication is to make explicit choices about coverage and communicate them, rather than implying that every risk receives equal attention.

Common failure modes

  • Using due dates as the priority rule: replace calendar order with current risk and documented governance decisions.
  • Cutting scope without changing the conclusion: align the conclusion with the evidence actually obtained.
  • Counting people instead of usable capacity: include review, supervision, leave, training, and non-audit commitments.
  • Relying on another provider’s report automatically: evaluate competence, objectivity, scope, methods, results, and currency.
  • Borrowing process owners as auditors without controls: screen conflicts and preserve independent judgment.
  • Buying software before fixing priorities: a tracker cannot decide which risk deserves assurance.
  • Reporting only completed audits: show deferred work and the resulting assurance gap to the board.
  • Assuming external support transfers accountability: the CAE remains responsible for the plan, resources, supervision, and internal audit conclusions.

The defensible end state is not necessarily zero open items. It is a plan whose highest-consequence risks receive proportionate, well-supported assurance; whose limitations are understood by governance; and whose staffing or sourcing decisions are tied to specific capability and capacity needs.
