A 120 Hz or 144 Hz setting only tells you how often the display can refresh. An app must still render frames quickly and deliver them at even intervals, and the operating system may reduce the active rate for power, compatibility, or scheduling reasons. Find out whether the stutter affects one app or the whole device, verify the actual refresh mode, remove temporary power limits, and then isolate the app, driver, or battery condition responsible.
Why a high refresh rate can still look choppy
Refresh rate and app frame rate are related but different measurements. A 120 Hz panel can redraw up to 120 times per second, while an app may produce 60, 45, 30, or fewer new frames. If the app supplies frames unevenly—such as one frame after 8 milliseconds, the next after 25 milliseconds—the motion looks juddery even when the panel is set to 120 Hz. This timing consistency is commonly called frame pacing.
The operating system also decides whether to honor an app’s preferred rate. Android’s frame-rate guidance says an app must continue to work correctly when the device does not switch the display to the app’s requested frame rate, even if switching normally occurs. Battery Saver can restrict the display rate, and a scheduler may choose a different mode for thermal, power, or compatibility reasons. On Windows, the selected resolution can limit which refresh rates are available. A high number shown in a specification sheet is therefore a capability, not proof that every app is rendering smoothly at that rate.

What the symptom usually means

Start with a controlled description of the problem
Before changing settings, write down the device model, operating-system version, affected app and version, selected resolution, active refresh rate, power mode, and when the symptom appears. Note whether it occurs during scrolling, transitions, video playback, gaming, or idle system animations. Record whether the device is charging, warm, or in a battery-saving mode. This prevents a setting change from obscuring the original behavior and gives support staff information they can act on.

Compare one app with another
Use a built-in app and a second third-party app that perform a similar action. For example, compare scrolling in system settings with scrolling in a browser, or compare two video players. If only one app is affected, an update, corrupted installation, app-level frame cap, or app-specific compatibility problem is more plausible. If every app has the same uneven motion, continue with display, power, operating-system, and driver checks.
Compare the type of motion
Scrolling, animated menus, video, and games stress different parts of the system. A video can be perfectly decoded but displayed with uneven timing; a game can render quickly but be limited by an in-game cap; and a long web page can stutter because its content or effects are expensive to draw. Treat these as separate observations instead of one universal “high-refresh” fault.
Verify the refresh rate that is actually active
Windows 11 and Windows 10
- Open Settings > System > Display > Advanced display.
- Select the display you are testing if more than one is connected.
- Read the current resolution and refresh rate shown for that display.
- Open the refresh-rate list and review the supported choices. Select the intended rate, then test the same app again.
Windows’ Advanced display page reports the mode currently in use rather than merely the monitor’s advertised maximum. Microsoft notes that the refresh-rate dropdown places an asterisk beside rates that do not support the current resolution: “The refresh rate dropdown list shows an asterisk (*) next to refresh rates that don’t support your current resolution.” If a rate is unavailable at your chosen resolution, lower the resolution only as a diagnostic comparison; do not assume that doing so is a permanent fix.
With multiple monitors, check each display separately. A window moved between screens can feel different because each screen has its own rate, resolution, scaling, and connection limits.
Phones and tablets
Manufacturers use different labels such as Refresh rate, Motion smoothness, Display frequency, or Adaptive refresh rate. Open the device’s Display settings and look for that control. Do not follow a menu path from another model as if it were universal. If the device offers Standard, High, or Adaptive modes, record which one is selected before testing. Adaptive modes can change the rate during use, so a displayed maximum does not mean the panel remains at that maximum in every app.

iPhone and iPad
On models that support ProMotion, iOS manages the rate automatically. There is no universal switch that forces every app to a fixed maximum. Check the app and system behavior with Low Power Mode off, then restore your preferred power setting if it makes no difference. Record the model and iOS version because available behavior depends on both.
Remove automatic and power-related limits temporarily
Windows Dynamic Refresh Rate
Windows 11 Dynamic Refresh Rate (DRR) automatically changes the refresh rate to balance smoothness and battery life. Microsoft says DRR requires compatible display hardware with variable refresh rate (VRR) support and a refresh rate of at least 120 Hz. Microsoft also warns that DRR can limit the maximum refresh rate of some games.

- If the display supports it, inspect the Dynamic Refresh Rate option.
- For a game that appears capped below its expected rate, turn DRR off temporarily and test the same scene again.
- If there is no improvement, restore DRR so you retain its power-saving behavior.
This is a diagnostic comparison, not a promise that disabling DRR improves every game. An in-game frame cap, graphics workload, or game-engine pacing can produce the same symptom.
Android Battery Saver and adaptive modes
Android can restrict display refresh while Battery Saver is active, and the platform may decline an app’s preferred rate. Turn the relevant saver mode off for a short, repeatable test, then check the same scroll or animation. If the motion becomes smooth, you have identified a power policy rather than a defective panel. Choose between longer battery life and a higher rate based on your normal use; do not leave a power-saving feature disabled solely because a specification advertises 120 Hz.
iPhone battery condition and performance management
- Open Settings > Battery > Battery Health.
- Read the maximum-capacity information and any performance-management message.
- Repeat the test after the phone is charged and at a normal operating temperature.
Apple explains that low charge, cold conditions, and a chemically aged battery can affect performance. Its performance management can result in lower scrolling frame rates and gradual frame-rate reductions in some apps. The exact behavior depends on the iPhone model and iOS version. Do not treat protective performance management as a setting to disable blindly; first determine whether battery condition and temperature correlate with the symptom.

Separate an app problem from a Windows driver problem
Use Task Manager as a flicker diagnostic
Microsoft’s flicker guidance offers a useful isolation test when the symptom includes flashing, blanking, or scrambled portions of the display. Press Ctrl + Shift + Esc to open Task Manager while the rest of the screen is showing the problem.

- If Task Manager flickers along with everything else, a display driver is more likely.
- If Task Manager remains stable while the rest of the screen flickers, an incompatible app is more likely.
This test is specifically for flickering or scrambled-display symptoms. It is not proof of the cause of ordinary uneven scrolling or game judder, but it can prevent you from reinstalling an app when the driver is actually failing.
Reset and service the graphics driver
- Press the Windows logo key plus Ctrl + Shift + B. The screen may blink and a sound may play while Windows resets the graphics driver.
- Restart the computer and repeat the original test.
- If the issue began after a driver update, use Device Manager or Windows Update to roll back to the previous driver when that option is available.
- If the driver is old or corrupted, install a current driver from the computer or graphics-hardware maker, following that maker’s instructions.
- If the problem began immediately after installing a driver, uninstalling and reinstalling the appropriate driver can be a useful recovery step.
Change one item at a time and record the result. A driver reset that helps only until the next restart suggests a deeper software or hardware issue rather than a permanent frame-rate fix.
Repair an app-specific installation
For a single affected app, check its in-app frame-rate, animation, video-quality, and battery options. Install the app’s current update. If the behavior started after an update, compare with the developer’s documented release notes or wait for a compatible update rather than changing unrelated system settings. As a final app-level test, remove and reinstall the app, then sign in again only after confirming that its data is backed up or synchronized.
Use Android Safe mode to isolate downloaded apps
Safe mode starts Android with downloaded apps disabled. Google says that if the screen works normally in Safe mode, a downloaded app is the most likely cause; remove recent apps one at a time to find the conflict. The exact way to enter Safe mode varies by manufacturer, so use the device maker’s documented power-menu procedure.

- Record the original symptom and the apps installed or updated shortly before it began.
- Start the phone in Safe mode using the model-specific procedure.
- Repeat the same scroll or animation test, preferably at the same battery level.
- If the problem disappears, uninstall or disable the most recent candidate app, restart normally, and test again.
- Continue one change at a time until the behavior is explained, then reinstall only apps that are not involved.
Safe mode is an isolation technique, not a guarantee that every frame-pacing problem is caused by a downloaded app. If the symptom remains in Safe mode, focus on refresh settings, battery state, the operating-system update, and hardware support.
Check the app’s own frame and playback limits
Scrolling and interface animation
Look for an accessibility or battery option that reduces motion, a browser setting that disables hardware acceleration, or an app setting that limits animation quality. Such options can make motion appear less fluid by design. Test with the option changed, but keep the setting that meets your accessibility and battery needs once you understand the trade-off.
Video playback
A display running at 120 Hz cannot make a 24, 30, or 60 frame-per-second video contain more original frames. The player must schedule the available frames evenly. Test another video, another player, or a downloaded copy to distinguish a particular stream or decoder from a system-wide display issue. Check whether the stutter begins when resolution, subtitles, or picture-in-picture is enabled.
Games
Check the game’s frame-rate cap, vertical synchronization, adaptive-sync option, resolution scale, and graphics preset. A game may intentionally cap output below the display rate to control heat or battery use. On Windows 11, test with DRR disabled if the game appears to run at a lower rate, as Microsoft specifically identifies that interaction. Do not interpret a lower cap as a faulty monitor until you have compared the game’s own settings and a second title.

Use realistic performance thresholds
Google Play Console guidance for game rendering says most games should aim for 30 frames per second or higher. It describes 20 FPS as a lower threshold for cases where dropping below 30 FPS is reasonable, with at least 75 percent of a session’s frames at 20 FPS or higher. These are platform guidance and metric thresholds, not a guarantee that a game will look smooth to every person. A 30 FPS game on a 120 Hz display can be consistent and playable, while an irregular 60 FPS stream can look worse.

Judge improvement by frame consistency, input response, and the exact activity that bothered you. A counter showing a high average can hide periodic long frames; conversely, a lower but stable rate may look better.
When the evidence points beyond settings
Escalate after you have tested at least two apps, confirmed the active display mode, compared power states, installed relevant software updates, and recorded what changed. Contact the device, display, computer, or app maker with:
- Exact model and operating-system version.
- Affected app name and version, plus whether another app reproduces the symptom.
- Active resolution and refresh rate, including whether the mode is adaptive.
- Battery percentage, charger state, temperature, and saver or power mode.
- The first date or update after which the problem appeared.
- Results of the Windows Task Manager test, driver reset, Android Safe mode test, or Battery Health check when applicable.
Persistent stutter across apps and operating-system screens after these checks may indicate a device-specific driver, panel, firmware, thermal, or battery issue. The cited guidance does not establish a universal repair or replacement, so let the manufacturer diagnose the model rather than buying a cable, display, GPU, or cooling accessory without evidence that it addresses your particular fault.
A repeatable troubleshooting checklist
- Describe the symptom precisely: scrolling, animation, video, game, flicker, or all of them.
- Compare a second app and note whether the issue is app-specific.
- Verify the current resolution and refresh rate in the device’s own display controls.
- Temporarily disable Windows DRR, Android Battery Saver, or another relevant power limit and retest.
- Check app frame caps, animation options, video settings, and game graphics settings.
- On Windows flicker cases, compare Task Manager behavior and use the graphics-driver reset shortcut.
- Use Android Safe mode when a downloaded app is a plausible cause.
- On iPhone, inspect Battery Health and repeat the test at normal charge and temperature.
- Record every change and restore settings that did not affect the result.
- Escalate with the complete record if the symptom remains system-wide.
The key distinction is between what the panel can refresh and what the app and operating system actually deliver. Once those are measured separately, the next fix is usually clear: correct the active mode, remove a power policy, update or isolate the app, service the driver, or investigate device-specific conditions.
