If an app or website will not connect, first find out whether the problem affects one destination, the browser, the device, or the whole network. Then check the likely cause: a website outage, browser setting, DNS result, firewall permission, or an intentional filtering policy. Error messages can narrow the search, but they do not prove that a firewall or DNS filter is responsible. If a workplace, school, or family administrator manages the device or network, ask them to review the policy rather than trying to bypass it.
Why is my app or website blocked by a firewall?
A failed connection can look like a block even when no firewall rule is involved. The site may be unavailable, the network may have lost connectivity, the browser may be using an unexpected DNS resolver, or security software may be interrupting traffic. A firewall or DNS filter is more likely when its policy explicitly denies the app or domain, but the error alone is not enough to establish that.
Start by separating the scope of the problem. If several unrelated websites fail, investigate the internet connection or a wider service problem before focusing on one domain. If one site or app fails while others work, consider that destination, its DNS result, or a rule that applies specifically to it. Google Chrome Help recommends checking whether one or multiple sites are affected and checking the connection when several fail. Its connection guidance also lists browser extensions, cookies and cache, memory, firewall or antivirus software, network problems, and website outages as possible causes.

- Record the destination. Note the complete website address or the app name, and reload once. Write down the full error text or code rather than paraphrasing it.
- Check other destinations. Try a few unrelated websites you normally use. If they also fail, treat this as a possible connection-wide issue; if they load, keep investigating the original destination.
- Compare where the failure occurs. If practical, try the same site on another device or another network. Note whether the test uses Wi-Fi, mobile data, or a managed work or school connection.
- Look for an administrator or policy message. A managed device, school network, workplace network, or parental-control setup may deliberately restrict access. Do not remove management controls or try to evade a stated policy; ask its owner to review an authorized request.
Restarting a modem or router, or contacting the internet provider, may help when the connection is broadly failing. Neither action proves that a firewall or DNS policy has been corrected.

How do I know if DNS filtering is blocking a website?
DNS translates a domain name into information a browser can use to reach a site. A DNS filter can block a domain by refusing or changing the lookup according to a policy. A hostname-resolution error is a reason to inspect DNS, but it can also result from a misspelled address or another lookup problem. It is not, by itself, proof of filtering.
Check Chrome Secure DNS when the browser cannot find a host
Chrome’s Secure DNS setting can send lookups to a resolver different from the one configured for the network. That matters when a network administrator expects the network’s DNS filter to see and apply policy to browser lookups. According to Google Chrome Help’s Secure DNS guidance, Chrome’s automatic mode can fall back to an unencrypted lookup if there are problems; when a custom provider is selected, Chrome does not fall back to unencrypted lookup in that way.
- In Chrome, open Settings, then Privacy and security, then Security, and locate Use secure DNS.
- Check whether the setting is using the current service provider or a custom provider. If the problem is a hostname lookup failure, confirm which provider is selected and whether it is the resolver intended for this device or network.
- If appropriate for diagnosis, temporarily turn off Secure DNS and retry the site. This changes which resolver handles the lookup; it is a test, not a general recommendation to leave the setting off.
- Restore the intended setting after the test. If the control is unavailable or managed, do not attempt to override it; contact the device or network administrator.
Managed-device settings and parental controls may restrict Secure DNS. Also, a successful test after changing resolver settings does not automatically mean the original filter was mistaken: it may mean the test used a different resolver and therefore a different policy path.

What a DNS-filter administrator should check
If you administer the filter, search its DNS logs for the exact domain and the time of the failed request, then inspect the matching policy and its action. Cloudflare Learning Paths’ policy-testing guide, last updated April 23, 2026, notes that a misconfigured Gateway policy can accidentally block benign sites. Its testing guidance also says to ensure the browser is not using an alternate resolver while testing Gateway policies, and warns that cached DNS results can affect test results. Those steps describe Cloudflare Gateway; other filtering products have their own interfaces and procedures.
Before changing a rule, establish whether the block is intentional and which users or devices it covers. If access is authorized but a rule appears to match incorrectly, adjust the relevant policy narrowly and verify the result in the logs. Avoid broad allow rules when a domain-specific correction is sufficient.
Why can I open a site on mobile data but not Wi-Fi?
That difference points toward something that changes with the network, but it does not identify the cause by itself. Wi-Fi may use a DNS filter or firewall policy that mobile data does not, or the two connections may simply be taking different resolver or network paths. The site could also have a temporary issue affecting one path but not the other.

- Confirm the comparison. Use the same address and, if possible, the same device and browser. Note the error, the time, and which connection was active for each attempt.
- Check whether the Wi-Fi is managed. Work, school, public, and family networks may have filtering policies. A deliberate block should be discussed with the network owner, not bypassed.
- Consider Chrome Secure DNS. If Secure DNS uses a custom provider, the browser may not be using the Wi-Fi network’s DNS filter. Check the provider as described above; do not assume that a mobile-data success establishes that the site is safe or that the Wi-Fi policy is erroneous.
- Ask the Wi-Fi administrator to inspect the event. Provide the domain, time, error, and whether the attempt worked on mobile data. A filter administrator can compare the request with DNS logs and the policy that handled it.
If many unrelated sites fail only on Wi-Fi, investigate the connection and network service as well as any managed policy. A router restart may help with a general connectivity fault, but it does not substitute for checking a filter’s logs when a policy block is suspected.

Could the problem be limited to Chrome?
Before changing network or firewall settings, check whether the same destination works in another browser or app on the same device, if one is available. A difference can help isolate a browser-specific cause, though it does not prove which setting is responsible.
Use Incognito mode to check for an extension conflict
- Open a Chrome Incognito window and try the affected site.
- If the site works there, disable extensions in the regular profile and re-enable them one at a time, retrying the site after each change. This can identify an extension that conflicts with loading.
- If Incognito does not change the result, do not assume that the firewall or filter is at fault. Continue with the DNS, connection, and policy checks.
Clear browsing data only when simpler checks suggest browser state may be involved. Clearing data can remove stored site information, so it is not the first step for every connection error. Google Chrome Help includes extensions, cookies, cache, memory, security software, network conditions, and site outages among possible causes.

How do I allow an app through Windows Firewall?
If Windows Firewall is blocking an app that you are authorized to use, add a narrowly scoped allowed-app exception rather than turning the firewall off. Microsoft Support recommends allowing an app through the firewall when needed and warns that disabling Windows Firewall can make the device more vulnerable to unauthorized access.
- Open the Windows Security app.
- Select Firewall & network protection.
- Choose Allow an app through firewall.
- Review the listed app and its existing network access. If the required app is not listed, use the available option to add it, following the prompts shown by your Windows version.
- Change only the access required for the app and network. Confirm the change, then retry the app.
Windows labels and available controls can vary by version and organization policy. If an option is locked, missing, or reverts after a change, the device may be managed. Contact the administrator instead of trying to defeat the restriction. An allowed-app rule also addresses Windows Firewall permissions; it does not correct a DNS-filter block or an outage at the app’s service.

What do common Chrome error codes mean?
Chrome’s error definitions provide clues about which part of the connection failed. They do not identify the responsible component on their own.

| Chrome message | What it indicates | Useful next check |
|---|---|---|
ERR_NAME_NOT_RESOLVED |
The hostname could not be resolved, or its IP address may have changed. | Check the spelling of the address and the DNS or Secure DNS resolver in use. A failed lookup does not establish that a filter blocked it. |
ERR_CONNECTION_RESET |
The connection was interrupted. | Check connection stability, browser currency, and whether VPN or security software could be interrupting the page. This is a list of possibilities, not a diagnosis. |
ERR_CONNECTION_REFUSED |
The destination did not accept the connection, or the page may be blocked. | Compare another destination or network if appropriate, then ask the administrator to check policy or logs if the network is managed. |
| Several unrelated sites fail | The pattern may reflect an internet-connection problem or broader service issue rather than one site’s policy. | Check general connectivity and router or modem operation before treating it as a site-specific block. |
Google Chrome Help’s common-error guidance defines the three Chrome codes above. The safest interpretation is to use each message to choose the next check, not to treat it as evidence that a particular organization or product blocked the connection.
What information should I give an administrator?
A concise report makes it easier for a network or device administrator to distinguish a policy decision from a technical failure. Send the details through the normal support channel; do not include passwords or other secrets.
- The exact website address or app name.
- The complete error text or code, plus a screenshot if the support process allows it.
- The date and approximate time of the failure.
- The connection used, such as home Wi-Fi, work or school Wi-Fi, or mobile data.
- Whether other websites worked and whether the failure reproduced on another device or network.
- For a filter administrator, the domain and the corresponding DNS or firewall log event, if available.
- Whether the access is needed for an authorized task, so the administrator can assess the request against policy.
For a managed filter, the administrator should use the relevant policy logs and controls to confirm what happened. Cloudflare’s policy-testing guidance supports checking Gateway logs and policy behavior for its own service; it should not be treated as the workflow for every DNS filter.
Which checks should come first?
Use the pattern of the failure to choose the next step rather than changing multiple protections at once.
| What you observe | Check next | Avoid concluding |
|---|---|---|
| One site fails, others load | Address spelling, Chrome error, browser-only checks, and DNS behavior for that domain. | That the whole network is down or that a filter definitely blocked it. |
| Many unrelated sites fail | Internet connectivity, router or modem operation, and possible wider service trouble. | That each site has a separate firewall rule. |
| Works on mobile data but fails on managed Wi-Fi | Whether the network applies filtering, the browser’s resolver path, and the relevant administrator logs. | That changing networks is an appropriate way to evade a deliberate policy. |
| Only one browser appears affected | Incognito mode and extension conflicts before clearing browsing data. | That a DNS filter or firewall must be responsible. |
| A permitted Windows app cannot connect | The app’s allowed status in Windows Security and whether policy permits an exception. | That disabling the firewall is a safe routine fix. |
When comparing resolver or filter paths, focus on whether the device or network is managed, whether Chrome uses its own Secure DNS provider, whether the filter log records the queried domain, whether the policy block is intentional or mistaken, and whether a narrow exception is available. The available guidance does not establish a general speed winner or a universal protection ranking among resolvers, so those are not sound conclusions from this troubleshooting process.
