Apache can log the correct instant while displaying a different hour from PHP because the two systems format time independently. Apache’s %t field uses the logging format and includes a numeric GMT offset; PHP uses date.timezone or date_default_timezone_set(). Compare offsets or normalize both values to UTC before changing the server clock. Then choose one IANA timezone policy, apply it to the effective virtual-host and PHP configuration, reload the service, and verify with a fresh request and a daylight-saving-time test.
Why Apache, the server and PHP can show different hours
There are three separate concerns that are often called “server time.” The operating system clock records the current instant. Apache’s mod_log_config turns the request instant into text when it writes an access-log line. PHP turns a timestamp into text using its own default timezone. A correct operating-system clock therefore does not guarantee that Apache and PHP will print the same wall-clock hour.

For example, an Apache entry ending in -0400 and a PHP value ending in +00:00 can describe exactly the same instant. They differ only in presentation. A one-hour discrepancy that appears only during part of the year usually points to daylight-saving rules or a fixed abbreviation. A constant discrepancy throughout the year more often indicates UTC versus local time, an incorrect zone identifier, or a virtual host using a different LogFormat than the one you edited.
Do not begin by changing the host clock. First capture the numeric offset (or an epoch value) from both layers, convert both to UTC, and establish whether the instants actually differ.

1. Find the Apache timestamp that is really being logged
Apache access-log output is controlled by the LogFormat and CustomLog directives used by the active virtual host. The documented default format is:
LogFormat "%h %l %u %t %r %>s %b"In a real configuration the request field is enclosed in ordinary double quotes; the escaped characters above are shown only to keep the HTML valid. The important part is %t. Apache documents it as the time the request was received, written in a form such as [18/Sep/2011:19:18:28 -0400]. The final number is the timezone offset from GMT, not an arbitrary server label.

Check the virtual host, not only the global file
Search the configuration files for every LogFormat and CustomLog directive, then identify which one belongs to the hostname receiving your test request. A global definition may be overridden by a virtual host, an included file, or a distribution-specific site file. Run:
apachectl -SUse the output to confirm the selected virtual host and configuration file. On systems that provide a distribution-specific wrapper, use its equivalent command. Inspect the effective file for the exact CustomLog line and the format name it references. If two hosts write different files, compare the line generated by the host you are actually testing.
Make a human-readable timestamp unambiguous
Keep the numeric offset in a format that operators can read and tools can parse:

CustomLog /var/log/apache2/access.log with_offsetThe extended %{format}t form uses strftime-style fields. Here %z records the offset alongside the date and time, so a line remains interpretable when daylight-saving status changes. Keep the format name and file path consistent with the virtual host you intend to change.
Use an epoch field for machine correlation
When logs must be joined with application events, an epoch value avoids local-time parsing altogether:
LogFormat "%{msec}t %h %r %>s %b" with_epoch_ms
CustomLog /var/log/apache2/access.log with_epoch_msApache supports the special sec, msec, and usec tokens in the extended time syntax. Choose the precision your analysis needs and document the unit; msec is milliseconds since the Unix epoch. You can retain both an ISO-style field with %z and an epoch field if people inspect the file manually while automated systems correlate events.
Understand when Apache takes the timestamp
%{begin:...}t represents the beginning of request processing and is the default behavior. An end: prefix records the time near log-write completion. These are different instants for a long-running request, so do not treat a small difference between them as a timezone error. Select the same point in the request lifecycle when comparing two Apache formats.
2. Check PHP’s effective timezone
PHP date and time functions use the default timezone attached to the running process. You can set it in application code or in the php.ini configuration loaded by the web SAPI.

Set it explicitly in code when appropriate

?>date_default_timezone_set() sets the default used by all date and time functions in that script. A per-script setting is useful when an application deliberately serves one business timezone, but conflicting calls in different entry points make troubleshooting difficult. Establish the policy once in a bootstrap file when possible.
Set the web SAPI default in php.ini
date.timezone = Europe/LondonThe date.timezone directive defines the default timezone used by PHP date and time functions. The command-line interpreter and the web SAPI can load different php.ini files, so a value shown by CLI PHP is not proof that Apache’s PHP handler uses the same value. Check the configuration used by the web request, not only the shell environment, and remove or update per-script overrides that defeat the global setting.
Use an IANA identifier
Use a supported IANA name such as UTC, Europe/London, or America/New_York. PHP states that behavior for identifiers outside its supported list is undefined. Prefer a named region over a bare abbreviation such as “EST”: a region carries the daylight-saving rules and historical transitions, while an abbreviation can be ambiguous or fixed-offset.
3. Compare the same request in Apache and PHP
A controlled request gives you evidence instead of guesswork. Add a temporary endpoint or diagnostic response that prints a unique marker, an ISO 8601 time with offset, and an epoch value.

?>- Choose a unique marker. Use a value that will appear nowhere else in the access log, such as
tz-check-2026-10-15. - Send one request. Request the diagnostic URL through the same hostname and protocol that production traffic uses. Do not compare a CLI PHP run with an Apache request.
- Locate the matching access-log line. Search for the marker or the exact request path in the virtual host’s log.
- Record Apache’s offset. With
%tor the ISO format above, copy the numeric suffix such as-0400or+0100. If you logged%{msec}t, record the epoch milliseconds instead. - Record PHP’s offset and epoch. The
format('c')output contains an offset;format('U')contains Unix epoch seconds. - Normalize before judging. Convert both values to UTC, or compare the epoch values directly. If the epochs match, the displayed-hour difference is formatting only.
- Repeat after each change. A fresh request proves which configuration was actually reloaded and which virtual host handled it.
If the difference is exactly one hour and occurs only during part of the year, inspect daylight-saving behavior and verify that both layers use the same named region. If the difference is constant all year, check UTC versus local time, a mistyped IANA name, a fixed abbreviation, and whether the request reached a different virtual host or PHP SAPI.

4. Choose a single timezone policy
There is no universal requirement to display every event in UTC. The important requirement is that storage, logs, application output, and analysis follow an explicit policy and preserve enough information to reconstruct the instant.

Changing Apache’s format does not repair an incorrect system clock. Keep host-clock synchronization, such as your organization’s normal time service, as a separate operational task. The logging and PHP settings determine presentation; the operating-system clock determines the underlying instant.
5. Apply the fix safely
- Back up the active configuration. Save the Apache virtual-host file and the PHP configuration used by the web SAPI before editing.
- Set Apache’s format. Replace or add the intended
LogFormatand point the activeCustomLogat it. Include%zfor a readable offset or an epoch token for correlation. - Set PHP’s timezone. Use
date.timezonein the web SAPI’sphp.ini, or setdate_default_timezone_set()once in the application bootstrap. Use the same IANA identifier selected for Apache’s display policy. - Validate syntax before reloading. Run
apachectl configtestand correct any reported error. A syntax check does not prove that the intended virtual host is selected, so also inspectapachectl -S. - Reload the relevant service. Reload Apache using the service mechanism provided by your operating system; some systems use a command such as
sudo systemctl reload apache2, while others use a different service name. Restart or reload the PHP handler if its configuration requires it. - Make a fresh controlled request. Repeat the marker test and compare Apache’s offset or epoch with PHP’s values. Do not rely on old lines written before the reload.
- Remove temporary diagnostics. A page that exposes current time or configuration details should not remain publicly accessible.
6. Test daylight-saving transitions and ambiguous hours
For a zone that observes daylight saving, test around both transitions. At the spring transition, a range of local times may not exist. At the autumn transition, an hour can occur twice with different numeric offsets. A timestamp written only as “01:30” or with a casual abbreviation cannot identify which instant occurred.

The offset documents whether the event was on standard or daylight time, and the epoch gives downstream systems an unambiguous key. In PHP, keep the timezone attached to values by using DateTimeImmutable rather than passing a bare formatted string between components.
7. Troubleshoot by symptom
“The server clock is right, but access.log is one hour off.”
Inspect the offset at the end of the Apache timestamp. If PHP and the operating system show a daylight-time offset while Apache shows standard time, the active LogFormat may be using a fixed representation or a different timezone context. Confirm the virtual host’s CustomLog, reload Apache, and test again. Do not set the host clock one hour forward.

“Apache is correct, but PHP’s date() is different.”
Check date.timezone in the web SAPI’s loaded configuration and search the application for date_default_timezone_set(). PHP’s date() formats a Unix timestamp in the default timezone when no explicit timezone is supplied. A per-script call can therefore override the value you expected from php.ini. Use an explicit DateTimeImmutable timezone when a value must retain a particular zone.
“CLI PHP and web PHP disagree.”
They may load different php.ini files or run different PHP versions and SAPIs. Compare the timezone from a temporary web diagnostic with the value reported by your CLI environment, then configure the web SAPI that actually serves requests. Changing only the CLI file will not alter Apache responses.
“Only one site has the wrong time.”
This strongly suggests a virtual-host selection or override issue. Use apachectl -S to map the hostname to its configuration, then inspect that host’s CustomLog and LogFormat. A global format change has no effect if the host references a different named format or writes to a separate file.
“The values differ by a few seconds.”
Confirm that you are comparing the same event. Apache’s default beginning-of-request timestamp and an end: timestamp are taken at different points, and a PHP response may be generated after request processing has already started. Use the unique marker and compare epoch values; a small processing-time difference is not evidence of a timezone mismatch.
